Sealed Tenders are invited from the contractors / firms who have executed civil works of successfully
and who are registered under appropriate class.
1.0 Tenders documents are in two bids system i.e. “Technical Bid “and “Price Bid”.
The above documents shall be submitted in form of attested true copies along
with technical bid. Also the successful contractor has to obtain valid labour
license and Group Insurance Policy of the insured labourers under W.C. Act.
immediately for sufficient labours for the contract is entrusted and for extended
period if any.
1.2 The Sealed price bids comprising of Schedule-“B” shall be submitted in separate
sealed envelope super scribed accordingly on the envelop “Cover for price Bid”
1.3 Both “Technical” and “Price bid” should be submitted in one common envelope
super scribing the name of the work and tender opening date etc.
1.5 Rates quoted include clearance of site (Prior to Commencement of work and
after completion of work) in all respects and hold good for work under all
condition, site, weather etc.
1.7 Certain minor changes may be incorporated during construction and as a result,
there may be increase or decrease in the above stated quantities. In such an
event, it should be noted that the contractor should not claim anything extra.
These will be paid on the basis of actual quantities excused.
1.8 The rate shall be quoted both in words and figures as per units specified in the
schedule-B, should there be any discrepancy the rate quoted inwards and figures
rate quoted in words shall prevail.
1.9 Tender received without, solvency certificate will not be considered.
1.11 Further should thereby any discrepancy between rate and amount the rate will
prevail.
1.12 All the terms & condition of the Booklet 'General specification for Civil works'
and "Tender & contract for work" will be considered a part of the contract
agreement.
These booklets are available in office for reference.
2.0 Bidders shall complete the tender document in all respects and they are to be signed
with Company’s seal on all pages.
3.0 The bidders shall submit their offer without any deviations in general terms and
conditions of the contract, or in Technical specifications/Items or in price bid.
Tenders with such deviations, shall be rejected. Incomplete and conditional tenders
shall not be considered.
4.0 GSECL reserves the right to split up the work covered in the scope of this contract
amongst more than one contractor.
5.0 The rates shall be quoted both in words and figures as per unit specified in schedule-
“B” In case of any discrepancy between the rates quoted in words & figures, rate
quoted in words will prevail.
6.0 Intending bidders shall submit tenders after studying all tender documents carefully
and after visiting the site for satisfying themselves of actual site conditions, location
and accessibility of site and nature and extent of the work involved etc. Submission
of tenders implies that bidders have obtained all necessary information and other
data required for executing the work. No, claim for extra charges on account of any
misunderstanding or otherwise will be allowed.
7.0 Site cleaning and all approaches to the site shall be in the scope of bidders.
8.0 Bidders will not be allowed to give sub-contract of the works awarded to him for any
reasons what so ever without permission of the Engineer-in-charge.
09 Tenders without EMD or with part payment of EMD will not be opened or considered.
The details of EMD paid shall be submitted in letter giving details of payment of EMD
i.e. demand draft. The demand draft for EMD shall be put inside the cover containing
technical bid & not inside the cover containing price bid. If this is done, the tender will
not be opened or considered. Those who are exempted from payment of EMD shall
submit a copy of certificate in separate cover along with the tender.
10 After opening of Technical bid no revised price from any bidders will be accepted.
11 Price quoted shall be firm, till overall completion of the work, under contract and
there will not be any price escalation.
12 Date of opening of price bid will be intimated later on to those bidders who are
qualified in technical bid. Price bid of only qualifying bidders on the basis of evaluation
of technical bid shall only be opened. Price bid of bidders who are not technically
qualified as per requirement of technical bid shall not be opened.
13 The decision of GSECL in the matter will be final and no any claim will be entertained
in this regard.
14 Tender shall remain open for acceptance, subject to the validity period of 180 days
from the date of opening of Technical bid and during this period no tender shall be
allowed to withdraw his tender. Any such withdrawal during the period will entail
forfeiture of the Earnest Money deposited with the tender.
15 All the works shall be carried out as per specifications attached with the tender and
relevant Indian Standards issued by the Bureau of Indian Standards. All materials
procured should be confirming to relevant Indian Standards issued by Bureau of
Indian Standards, wherever not specified in the item.
16 Tenders, which do not fulfill all or any of the conditions of the tender or incomplete in
any respect, are liable to rejection.
17 GSECL reserves the right to reject any or all the tenders without assigning any
reason thereof.
18 AGREEMENT :
As per corporation’s rules, successful tenderer shall have to enter in to an agreement
on stamped paper of appropriate value of Rs.100=00 with the Gujarat State Electricity
Corporation Ltd., in the prescribed form within one month. The cost of the stamp fee
shall be borne by successful tender. The tender with specifications, schedules,
drawings, the contract booklet to be signed by successful tenderer. The letter of
acceptance, all above documents & subsequent correspondence shall be deemed to
be a part of the contract agreement.
19 ARBITRATION:
01 All questions, disputes, difference whatsoever which may at any time arise
between the parties to this contract in connection with the contract or any matter
arising out of or in relation there to, shall be referred to the Gujarat Public Works
Contracts Disputes Arbitration Tribunal” as per the provision of the Gujarat Public
Works Contract Disputes Arbitration Tribunal Act. 1992.
(a) Affect the right of the E.I.C. to take possession of all or any tools, plants, materials &
stores in or upon the work or site thereof or belonging to the contractor or procured by
him and intended to be used for the execution of the work or any part thereof.
(b) Preclude the E.I.C. from utilizing the materials purchased by the contractor in any
work or from removing such materials to other place, during the period the work is
stopped or suspended in pursuance of notice given to the contractor under General
conditions.
(c) Entitle the contractor to stop the progress of the work of carrying out the additional or
altered work in accordance with the provision of General conditions of the work where
there are no specifications.
(d) Preclude the GSECL from getting the work done by another agency.
02 The provisions of the Arbitration and Conciliation Act 1996, Gujarat Public Works
Contract Disputes Arbitration Tribunal Act-1992 and rules made there under shall
apply to the Arbitration proceeding under this clause.
Note: The clause no: 30” “Arbitration” of tender and contract for works booklet stands
deleted and replaced by new clause as above.
20. All royalties, sales tax, toll tax, local tax, development charges, VAT tax, welfare cess
and any other taxes including works contract tax etc., in respect of this contract and
also any statutory variation in future towards above mentioned taxes & any other
taxes if levied in future by statutory authority applicable to the this contract shall be
payable by the contractor and GSECL will not entertain any claim whatsoever in this
respect.
The rates will be “Excluding the service tax”. The reimbursement against “Service
Tax” will be paid to the contractor as per Govt. rues & regulations. Service tax will be
paid if the same is claimed in bill / invoice.
The contractor shall pay the building and other construction welfare cess of 1% of
estimated cost at respective department & GSECL will reimburse the same on
production proof of payment
23. The bidder is requested not to submit the hard copy of downloaded tender document,
condition of the contract, specification & other relevant documents. Instead of the same,
the bidder shall submit the duly Notarized Undertaking as stated below declaration form
on the stamp paper of Rs. 100/-.

The following eligibility criteria are required to consider the bid, technically qualified.
1. The Bidder should produce evidence of having experience of similar nature of works from
GSECL/Central Govt./State Govt./Semi Govt./Railway/PSU/GETCO/DISCOMS (Subsidiary
of GUVNL). Successfully completed during last seven years ending last day of months
previous to the one in which applications are invited should be either of the following.
a. Three similar completed works costing not less than the amount equal to 40% of the
estimated cost.
b. Two similar completed works costing not less than the amount equal to 50% of the
estimated cost.
c. One similar completed works costing not less than the amount equal to 80% of the
estimated cost.
as per Schedule-I attached herewith. The documents should be attested.
2. Definition of similar works means work of gas godown or other civil work.

Item No. 2: Demolition of brick work and stone masonry including stacking of serviceable
materials and disposal of unserviceable materials with all lead and lift. (ii) In cement
mortar
1.0. Workmanship :
1.1. The demolition shall consist of demolition of one or more parts of the building as specified
or shown in the drawings. Demolition implies taking up or down or breaking up. This shall
consist of demolishing whole or part of work including all relevant items as specified or shown in
the drawings.
1.2. The demolition shall always be planned before hand and shall be done in reverse order of
the one in which the structure was constructed. This scheme shall be got approved from the
Engineer-in-charge before starting the work. This however will not absolve the contractor from
the responsibility of proper and safe demolition.
1.3. Necessary dropping, shoring and under pinning shall be provided for the safety of the
adjoining work or property, which is to be left intact, before dismantling and demolishing is taken
up and the work shall be carried out in such a way that no damages is caused to the adjoining
property.
1.4. Wherever required, temporary enclosures or partitions shall also be provided. Necessary
precautions shall be taken to keep the dust nuisance down as and where necessary.
1.5. Dismantling shall be commenced in a systematic manner. All materials which are likely to
be damaged by dropping from a height or demolishing, masonry etc. shall be carefully
dismantled first. The dismantled articles shall be properly stacked as directed.
1.6. All materials obtained from demolition shall be the property of Government unless
otherwise specified and shall be kept in safe custody until handed over to the Engineer-in-
charge.
1.7. Any serviceable material, obtained during dismantling or demolition shall be separated out
and stacked properly as directed, with all lead and loft. All unserviceable materials, rubbish etc.
shall be stacked as directed by the Engineer-in-charge.
1.8. On completion of work, the site shall be cleared of all debris rubbish and cleaned as
directed.
2.0. Mode of measurements & payment :
2.1. Measurements of all work except hidden work shall be taken before demolition or no
allowance for increase in bulk shall be allowed. The demolition of lime concrete shall be
measured under this item. Specification for deduction for voids, openings etc. shall be on same
basis as that employed for construction of work.
2.2. All work shall be measured in decimal system as fixed in its place subject to the following
limits, unless otherwise stated hereinafter: (a) Dimensions shall be measured to the nearest
0.01 mt. (b) Area shall be worked out to the nearest 0.01 sq. Mt. (c) Cubical connection shall be
worked out to the nearest 0.01 Cu. M.
2.3. The rate shall include cost of all labour involved and tools used in demolishing and
dismantling in including scaffolding. The rate shall also include the charges for separating out
and stacking the serviceable materials properly and disposing the unserviceable materials with
all lead and lift. The rate also includes for temporary storing for the safety of the portion not
required to be pulled down or of adjoining properly and providing temporary enclosures or
partitions where considered necessary.
2.4. The rate shall be for a unit of one cubic metre.
Item No. 3: Brick work using Fly ash brick building bricks having crushing strength not
less than 70 Kg./Sqcm. In super structure in cement mortar 1:5 (1cement: 5 fine sand)
(B) Conventional
1.0 Materials: Brick shall conform to M-15. Cement mortar shall conform M-11.
2.0 Workmanship : 2.1 Proportion : The proportion of the cement mortar shall be 1 : 5 (1
cement : 5 fine sand) by volume.
2.2 Wetting of bricks : The bricks required for masonry shall be thoroughly wetted with clean
water for about two hours before use or as directed. The cessation of bubbles, when the bricks
are wetted with water is an indication of through wetting of bricks.
2.3 Laying :
2.3.1 Bricks shall be laid in English bond unless directed otherwise. Half or cut bricks shall
not be used except where necessary to complete to bond closers in such case shall be cut to
required size and used near the ends of walls.
2.3.2 A layer of mortar shall be spread on full width for suitable length of the lower course,
Each brick shall first be properly bedded and set home by gently tapping lapping with handle of
trowel or wooden mallet. It side face shall be flushed with mortar before the next brick is laid
and pressed against it. On completion of course, the vertical joints shall be fully filled from the
top with mortar.
2.3.3 The walls shall be taken up truly in plumb. All courses shall be laid truly horizontal and
all vertical joint shall be truly vertical. Vertical joints in alternate course shall generally be
directly one over the other. The thickness of brick course shall be kept uniform.
2.3.4 The brick shall be laid with frog upwards. A set of tools comprising of wooden straight
edges, mason’s sprit level, square half meter rub, and pins, string and plumb, shall be kept on
the site of work for frequent checking during the progress of work.
2.3.5 Both the faces of walls of thickness greater than 23 cms. Shall be kept in proper place.
All the connected brick work shall be kept nor more than one meter over the rest of the work.
Where this is not possible the work shall be raked back according to bond (and not left
toothed) at an angle not steeper than 45 degrees.
2.3.6 All fixtures, pipes, outlets of water, hold fasts of doors and windows etc. Which are
required to be built in wall shall be embedded in cement mortar.
2.4 Joints :
2.4.1 Bricks shall be so laid that all joints are quite flush with mortar. Thickness of joints shall
not exceed 12 mm. The face joints shall be raked out as directed by taking tools daily during
the progress of work, when the mortar is still green so as to provide key for plaster or pointing
to done.
2.4.2 The face of brick shall be cleaned the very day on which the brick work is laid and all
mortar dropping removed.
2.5 Curing : Green work shall be protected from rain suitably. Masonry work shall be kept
moist on all the faces for a period of seven days. The top of masonry work shall be kept well
wetted at the close of the day.
2.6 Preparation of foundation bed : If the foundation is to be laid directly on the
excavated bed the bed shall be leveled, cleared of all loose materials, cleaned and wetted
before starting masonry. If masonry is to be laid on concrete footing the top of concrete shall
be cleaned and moistened. The contractor shall obtain the engineer’s approval for the
foundation bed, before foundation masonry is started. When puccas flooring is to be provided
flush with the top to plinth the inside plinth offset shall be kept lower than the outside plinth top
by the thickness of the flooring. The masonry work shall be carried out above plinth level to
floor two level.
The frames of doors, windows, cupboards etc. Shall be housed into the brick work at
the correct location and level as directed. The heavy steel doors, window frames etc. Shall be
built in with work, but for ordinary steel doors and windows required opening for frames, hold-
fasts etc. Shall be left in the wall and frames embedded latter on in order to avoid damage to
the frames.
Necessary scaffolding shall be provided. The supports of the scaffolding shall be sound and
strong tied together with horizontal coarse only. Minimum number of holes shall be left in brick
work for supporting horizontal scaffolding holes.
The contractor is responsible for providing and maintaining sufficiently strong scaffolding so as
to withstand all loads likely to come upon it.
For the face of brick work, where plastering is to be done, joints shall be racked out to a depth
not less than thickness of joints. The face of brick work shall be cleansed and mortar dropping
removed on very same day that brick work is laid.
3.0 Mode of measurement :
3.1 The masonry work of G.F. i.e. Above plinth level to floor two level shall be measured
and paid under this item.
3.2 Brick work in parapet shall be included in the corresponding masonry item of story
immediately below the floor above which the parapet is built.
3.3 No deductions shall be made from quantity of brick work. No extra payment shall be
made for embedding in masonry or making holes in respect of following items :
(1) Ends of joints, beams, posts, girders, rafters, purlins trusses corbel, steps etc. Where
cross sectional area does not exceed 500 Sq. Cm.
(2) Opening not exceeding 1000 Sq. Cm.
(3) Wall plate, sand bed plates, bearing of slab, chhajjas and like whose thickness does not
exceed 10 Cms. And the bearing does not extend the full thickness of wall.
(4) Drainage holes and recesses for cement concrete blocks to embed hold fasts for
doors, windows etc.
(5) Iron fixtures, pipes upto 300 mm. Dia. Hold fasts of doors, and windows built into masonry
and pipes etc. For concealed wiring.
(6) Forming charges of section not exceeding 350 Sq. Cm. in masonry.
(7) Apertures for fire places shall not be deducted nor shall extra labor required to make
spaying of Jambs, threading and making trenches over the aperture be paid for separately.
The rate shall be for a unit of one cubic meter.
Item No. 4: Providing 15 mm. Thick cement plaster in single coat on fair side
Brick/concrete walls for interior plastering up to floor two level and finished even and
smooth in : Cement mortar 1:3 (1 cement : 3 sand)
1.0. Materials : Water M-1. The cement mortar proportion 1:3 shall conform to M-13.
2.0. Workmanship :
2.1. Scaffolding : Wooden ballics, bamboos, planks, treatles and other scaffolding shall be
sound. These shall be properly examined before erection and use. Stage scaffolding shall be
provided for ceiling plaster which shall be independent of the walls.
2.2. Preparation of back-ground :
2.2.1. The surface shall be cleaned of all dust, loose mortar droppings, traces of algae,
afforescence and other foreign matter by water or by brushing. Smooth surface shall be
roughened by wire brushing if it is not hard and by racking if it is hard. In case of concrete
surface, if a chemical retarder has been applied to the form work, the surface shall be
roughened by wire brushing and all the resulting dust and loose particles cleaned off and care
shall be taken that none of the retarders is left on the surface. Trimming of projections on
brick/concrete surface where necessary shall be carried out to get an even surface.
2.2.2. Racking of joints in case of masonary where necessary shall be allowed to dry out for
sufficient period before carrying out the plaster work.
2.2.3. The work shall not be soaked but only damped evenly before applying the plaster. If the
surface becomes dry such area shall be moistened again.
2.2.4. For external plaster, the plastering operation shall be started from top floor and carried
downwards. For internal plaster, the plastering operations may be started whenever the building

frame and cladding work are ready and the temporary supporting ceiling resting on the wall of
the floor have been removed. Ceiling plaster shall be completed before starting plaster to walls.
2.3. Applications of plaster :
2.3.1. The plaster about 15 x 15 cms. shall be first applied horizontally and vertically at not more
than 2 metres intervals over the entire surface to serve as gauge. The surfaces of these gauges
shall be truly in plane of the finished plastered surface. The mortar shall then be applied in
uniform surface slightly more than the specified thickness, then brought to a true surface by
working a wooden straight edge reaching across the gauges with small upward and sideways
movement at a time. Finally, the surface shall be finished off true with a trowel or wooden float
according as a smooth or a sandy granular texture is required. Excessive trowelling or
overworking the float shall be avoided. All corners, arises, angles and junctions be truly vertical
or horizontal as the case may be and shall be carefully finished. Rounding or chamfering
corners, arises junctions etc. shall be carried out with proper templates to the size required.
2.3.2. Cement plaster shall be used within half an hour after addition of water. Any mortar or
plaster which is partially set shall be rejected and removed forthwith from the size.
2.3.3. In suspending the work at the end of the day, the plaster shall be left out clean to the line
both horizontally and vertically. When recommending the plaster, the edges of the old work shall
be scraped clean and wetted with cement putty before plaster is applied to the adjacent areas to
enable the two to properly join together. Plastering work shall be closed at the end of the day
on the body of the wall and nearer than 15 cm. to any corners or arrises. Horizontal joints in
plaster work shall not also occur on parapet tops and copings as these invariably load to
leakage. No portion of the surface shall be left out initially to be packed up later on.
2.3.4. Each coat shall be kept damp continuously till the next coat is applied or for a minimum
period of 7 days. Moistening shall commence as soon as plaster is hardened sufficiently.
Soaking of walls shall be avoided and only as much water as can be readily absorbed shall be
used, excessive evaporation on the sunny or windward side of building in hot air or dry weather
shall be prevented by handing mattings or gunny bags on the outside of the plaster and keeping
them wet.
3.0. Mode of measurements & payment :
3.1. The rate shall include the cost of all materials, labour and scaffolding etc. involved in the
operations described under workmanship.
3.2. All plastering shall be measured in square metres unless, otherwise specified, Length,
breath or height shall be measured correct to a centimeter.
3.3. Thickness of the plaster shall be exclusive of the thickness of the key i.e. Grooves or open
joints in brick work, stone work etc. Or space between laths. Thickness of plaster shall be
average thickness with minimum 10 mm. at any point on this surface.
3.4. This item includes plastering up to floor two level.
3.5. The measurement of wall plastering shall be taken between the walls or partition
(dimensions before plastering being taken) for length and from the top of floor or skirting to
ceiling for height. Depth of cover of cornices if any shall be deducted.
3.6. Soffits of stairs shall be measured as plastering on ceilings. Flowing soffits shall be
measured separately.
3.7. For jambs, soffits, sills etc. For openings not exceeding 0.5 sq.mt. Each in area for ends of
joints, beams, posts, girders, steps, etc. Not exceeding 0.5 sq. Mt. each in area and for
openings exceeding 0.5 sq. Mt. And not exceeding 3.00 sq. Mt. In each area deductions and
additions shall be made in the following manner:
(a) No deductions shall be made for ends of joints, beams, posts etc. And openings not
exceeding 0.5 sq.mt. Each and no addition shall be made for reveals, jambs, soffits, sills etc. Of
these opening for finish to plaster around ends of joints, beams, posts etc.
(b) Deduction for openings exceeding 0.5 sq.mt. But not exceeding 3 sq.mt. Each shall be
made as follows and no addition shall be made for reveals, jambs, soffits, sills etc. Of these
openings.
(i) When both faces of all wall are plastered with same plaster, deduction shall be made for one
face only.
(ii) When two faces of wall are plastered with different types of plaster or if one faces is
plastered and the other pointed, deductions shall be made from the plaster or pointing on the
side of frame for door, window etc. On which width of reveals is less than that on the other side
but no deductions shall be made on the outer side. Where width of reveals on both faces of all
are equal, deductions of 50% of area of opening on each face shall be made from area of
plaster and/or pointing as the case may be.
3.8. For openings having door frames equal to projecting beyond the thickness of wall, full
deduction for opening shall be made from each plastered face of the wall.
3.9. In case of openings of area above 3 sq.mt. Each, deduction shall be made for opening but
jambs, soffits and sills shall be measured.
3.10. The rate shall be for unit of one sq. Metre.
Item No. 5: White washing with lime on wall surface (two coats) to give an even shade
including thoroughly brooming the surface to remove all dirt, dust, mortar drops and
other foreign matter.
1.0. Materials :
1.1. The elearcolle shall be made from glue and boiling water by Mixing 1 kg. Mixture shall be
suitably tinted where required for use under coloured distemper if directed. Glue shall conform
to I.S. 852-1969 (Specifications for animal glue).
1.2. Line used shall be freshly burnt class ‘C’ Lime (fat lime) and white in colour conforming to
I.S. 712-1973/ Water shall conform to M-1 Best quality of gum shall be used in the preparation
of white wash. Ultramarine blue or Indigo: This shall conform to I.S. 55-1970 for points, and
shall be used for preparation of white wash. Pigments: Mineral colours, not affected by lime
shall be used in preparing colour wash.
2.0. Workmanship :
2.1. Preparation of white wash solution: Surface already white or colour. The fat lime shall be
slaked at site and shall be mixed and stirred with about five litres of water for 1 kg. of unslaked
lime to make a thin cream. This shall be allowed to stand for a period of 24 hours and then shall
be screened through a clean coarse cloth, 4 kg. Of gum dissolved in hot water shall be added to
each cubic metre of lime cream. Small quantity of ultramarine blut (Upto 3 gms. Per kg. Of lime)
shall also be added to the last two coats of white wash solution and the whole solution shall be
stirred thoroughly before use.
2.2. Preparation of surface:
2.2.1. The surface shall be thoroughly cleaned of all dust, dirt, mortar croppings and other
foreign matter before white wash is to be applied.
2.2.2. The surface spoiled by smoke soot shall be scraped with steel wire brushes or steel
scrapers or shall be rubbed with over-burnt surkhi or brick bats. The surface shall be then
broomed to remove all dust, dirt and shall be washed with clean water.
2.2.3. Oil or grease spots shall be removed by suitable chemical and smooth surface shall be
rubbed with wire brushes.
2.2.4. All unsound portion of the surface plaster shall be removed to full depth of plaster in
rectangular patches and plastered again after raking the masonry joints properly. Such portion
shall be wetted and allowed to dry. They shall then be given one coat of white wash.
2.2.5. All unnecessary nails shall be removed; the holes cracks patches etc. shall be made good
with materials similar in composition to the surface to be prepared.
2.3. Scaffolding: Wherever scaffolding is necessary it shall be erected in such a way that as far
as possible on part of scaffolding shall rest against the surface to be white or colour washed. A
properly secured strong and well tied suspended platform (Zoola) may be used for white
washing of ceilings proper stage scaffolding shall be erected where necessary.
2.4. Application of white wash :
2.4.1. On the surface so prepared the white wash shall be applied with “Moon” brush. The first
stoke of the brush shall be from top downwards, another from bottom upwards over the first
stroke and similarly one stoke from the right another from the left, over the first stroke brush
before it dries. This will from one coat. Each coat shall be allowed to dry before next coat is
applied. Number of coats as specified in item shall be applied. It shall present smooth and
uniform finish free from brush marks and it should not come off easily when rubbed with finger.
2.4.2. Splashing and dropping if any on the doors and windows, ventilators etc. Shall be
removed and the surface cleaned.
2.4.3. Priming and Alkali resistant treatments, scraping of surface washing etc. Surface spoiled
by smoke soot removed of oil and great spots treatment for infection with efflorescence moulds
moss, fungi algae and lichen and patch repairs to plaster wherever done shall not be paid extra.
3.0. Mode of measurements & payment :
3.1. All the work shall be measured in the decimal system as under :
(a) Dimensions shall be measured to the nearest 0.01 M.
(b) Area in individual items shall be worked out to the nearest 0.01 Sq.mt.
All the work shall be measured in Sq.mt. deductions for jambs, soffits, sills etc. for opening not
exceeding 0.5 Sq.mt. Each in area for ends of joints, posts, beams, girders, steps etc. Not
exceeding 0.5 Sq.mt. each in area and for opening exceeding 0.3 Sq.mt. And not exceeding 3.0
Sq.mt. Each in area deductions and additions shall be made as under:
3.2. No deductions shall be made for ends of joints beams, posts etc. and openings not
exceeding 0.5 Sq.mt. each. No addition shall be made for reveals, jambs, soffits, sills etc. of
these openings:
(a) When both the faces and walls are provided with finish, deduction shall be made for one
face only.
(b) When each face of walls are provided with different finish deduction shall be made for that
side of frame for door, windows etc. On which width of reveals is less than that of the other side,
where width of reveals on both faces of wall are equal, deduction of 50% of area of opening on
each face shall be made from total area of finish.
(c) When only one face of wall is treated and the other face is not treated, full deduction shall be
made if the width of reveal on the treated side is less than that on the untreated side, but if the
width of the reveal is equal or more than on the untreated side neither deductions nor additions
be made for reveals, jambs, soffits, sills etc.
3.4. In case of area of opening exceeding 3 Sq.mt. each, deduction shall be made for openings
but jambs, soffits, shall be measured.
3.5. No deduction shall be made for attachment such as casing, conducts, pipe, electric wiring
and the like.
3.6. Corrugated surfaces shall be measured flat as fixed and not girth. The quantities so
measured shall be increased by the following percentage and the resultant shall be included
with the general areas.
(a) Corrugated steel sheets 14%
(b) Corrugated A.C. sheets 20%
(c) Semi Corrugated A.C. sheets 10%
(d) Nainital pattern roof (Plain sheeting with rolls) 10%
(e) Nainital pattern roof (with corrugated sheets) 25%
3.7. Cornices and other wall features, when they are not picked out in a different finish/colour
shall be girthed and included in the general area.

3.8. The rate shall include the cost of all materials, labour, scaffolding, protective measures etc.
involved in all the operations described above.

Item No. 6: Distempering (two coats) with oil bound distemper of approved brand &
manufacturer & of required shade on wall surfaces to give an even shade, over &
including a priming coat with a distemper primer of approved brand & manufacture after
thoroughly brushing the surface free from mortar dropping & other foreign matter & also
including preparing the surface even & sand papered smooth.
1.0. Materials: Oil bound washable distemper and primer shall be of approved brand and
manufacture. The distemper shall be of required colour and the same shall conform to I.S. 428-
1969.
2.0. Workmanship :
2.1. Scaffolding: Where scaffolding is required, it shall be erected in such a way that as far as
possible no part of scaffolding shall rest against the surface to be distempered. A properly
secured strong and well tied suspended platform (Joola) may be used for distempering. Where
ladders are used, pieces of old gunny bags shall be tied at top and bottom to prevent scratches
to the walls and floors. For distempering to ceilings, proper stage scaffolding shall be erected
where necessary.
2.2. Preparation of surface :
2.2.1. The undecorated surface to be distempered shall be thoroughly brushed off from dust,
dirt, grease, mortar dropping and other foreign matter and sand papered smooth. New plaster
surface shall be allowed to dry for at least 2 months before applications of distemper.
2.2.2. All unnecessary nails shall be removed. Pitting in plaster shall be made good with plaster
of Paris mixed with dry distemper of colour to be used. The surface shall then be rubbed down
again with a fine grade sand paper and made smooth. A coat of distemper shall be applied over
the patches. The surface shall be allowed to dry thoroughly before the regular coat of distemper
is allowed. The surface affected by moulds, moss, fungi algae lichens, efflorescence etc. Shall
be treated in accordance with I.S. 2395 (Part-I) 1966. Before applying distempering, any
unevenness shall be made good by applying putty made of plaster of Paris mixed with water on
entire surface including filling up the undulation and then sand papering the same after it is dry.
2.3. Priming coat :
2.3.1. A priming coat or distemper prime of approved manufacture and shade shall be applied
over the papered surface in case of new work on decorated surface. If the distemper premiering
is done after the wall surface dries completely, the distemper primer shall be applied.
2.3.2. Application of primer shall be done as under:
The primer shall be applied with a brush on the clean dry and smooth surface. Horizontal
strokes shall be given first and vertical strokes shall be applied immediately afterwards. This
entire operation will constitute one coat. The surface shall be finished as uniformly as possible
leaving no brush marks. It shall be allowed to dry for at least 48 hours before oil bound
distemper or paint is applied.
2.3.3. Oil bound distemper is not recommended to be applied within six months of the
completion of wall plaster.
2.4. Preparation of oil bound distemper: The distemper shall be diluted with water or any other
prescribed thinner in a manner recommended by the manufacture only. Sufficient quantity of
distemper required for a day’s work shall be prepared.
2.5. Application of Distemper coat:
2.5.1. For undecorated surfaces, after the primer coat is dried for at least 48 hours, the surface
shall be lightly sand papered to make it smooth for receiving the distemper, taking care not to
rub out the priming coat. All loose particles shall be dusted off after rubbing. Minimum two coats
of distemper shall be applied with brushes in horizontal strokes followed immediately by vertical

strokes which together shall constitute one coat. The subsequent coats shall be applied after a
time interval of at least 24 hours between consecutive coats to permit proper drying of the
proceeding coat. The finished surface shall be even and uniform without patches, brush marks,
distemper drops etc.
2.5.2. Sufficient quantity of distemper shall be mixed to finish one room at a time. The
application of a coat in each room shall be finished in one operation and no work shall be
started in any room which cannot be completed on the same day.
2.5.3. 15 cm. double bristled distemper brush shall be used. After day’s work brushes shall be
thoroughly washed in hot water soap solution and hung down to dry. Old brushes which are
dirty and caked with distemper shall not be used on the work.
2.6. Protective measurements: The surfaces of doors, windows, floors, articles of furniture etc.
And such other parts of the buildings as are not to be distempered shall be protected from being
splashed upon. Such surfaces shall be cleaned off distemper splashes if any.
3.0. Mode of measurements & payment :
3.1. Priming coat of distemper primer, scraping of surface spoiled by stunk soots removal of oil
& grease spots, treatment for infection of effloresces mould moss, fungi, algae and litchen and
patch repairs to plaster shall be included in this item for which nothing extra shall be paid.
3.2. All the work shall be measured net in the decimal system as in place subject to the
following limits unless otherwise stated here in after:
(a) Dimensions shall be measured to the nearest 0.01 m.
(b) Area in individual items shall be worked out to the nearest 0.01 Sq.m. All work shall be
measured in sq.mt. No deductions shall be made for ends of joints, beams, posts etc. and
openings, not exceeding 0.5 Sq.mt. Each and no addition shall be made neither for reveals,
jambs, soffits, sills etc. of these openings nor for finish around ends of joints, beams, posts etc.
3.3. Deductions of opening exceeding 0.5 Sq.mt. But not exceeding 3 m. In each shall be made
as follows and net addition shall be made for reveals, jambs, soffits, sills etc. Of these openings
(a) When both the faces of walls are provided with same finish: deductions shall be made or
one face only.
(b) When each face of wall is provided with different finish, deduction shall be made for that
side of frame for doors, windows etc. On which width of reveal is less than that of the other side
but no deduction shall be made on the other side. Where the width of reveals on the both the
faces of wall are equal, deduction of 50% of area of opening of each face shall be made from
are of finish.
(c) When only one face of wall is treated and the other is not treated, full deduction shall be
made if the width of the reveal on treated side is less than that on untreated sides but if the
width of the reveal is equal or more than that on untreated side neither deductions not addition
to be made for reveals, jambs, soffits, sills etc.
3.4. In case opening of area exceeding 3 Sq.m. Each, deduction shall be made for openings but
jambs, soffits and sills shall be measured.
3.5. No deductions shall be made for attachments such as casings, conduits, pipes, electric
wiring and the like.
3.6. Item includes removing nails, making good holes, cracks, patches with material similar in
composition of distemper.
3.7. The rate includes cost of all materials, labours, scaffolding, protective measures etc.
involved in all the operations described above. This shall also include conveyance, delivery,
handling, unloading, storing work etc.
3.8. The rate shall be for a unit of one sq. Metre.
Item No. 7: Finishing wall with weather proof exterior emulsion paint on wall surface (two
coats) to give an required shape even shade after thoroughly brushing the all materials
etc. complete dirt and remains of loose powered surface to remove all dirt and remains of
loose powedered material etc complete.
Asian weather proof exterior emulsion paint shall be of approved brand and manufacture.
The weather proof exterior emulsion paint shall be of required colour shade and the same shall
conform to I.S.
1.0. Workmanship

over the patches. The surface shall be allowed to dry thoroughly before the regular coat of
weather proof exterior emulsion paint is allowed. The surface affected ay moulds, moss, fungi,
algae lichens, efflorescence etc. shall be treated in accordance with I.S; 2395 (Part01) 1966.
Before applying weather proof exterior emulsion paint, any unevenness shall be made good by
applying putty made of plaster of pairs mixed with water on entire surface including filling up the
undulation and then sand papering the same after it is dry.
1.3. Application of weather proof exterior emulsion paint coat:
1.3.1 Surface shall be lightly sand papered to make it smooth for receiving the weather proof
exterior emulsion paint. All loose particles shall be dusted off after rubbing. Minimum two coats
of weather proof exterior emulsion paint shall be applied with brushes in horizontal strokes
followed immediately by vertical strokes, which together shall constitute one coat. The
subsequent coats shall be applied after a time interval of at least 6 hours between consecutive
coats to permit proper drying of the proceeding coat. The finished surface shall be even and
inform without patches, brush marks, weather proof exterior emulsion paint drops etc.
Manufacturers instructions shall be followed while applying the paint.
1.3.2 Sufficient quantity of weather proof exterior emulsion paint shall be mixed to finish one
wall at a time. The application of a coat in each wall shall be finished in one operation and no
work shall be striated in any wall, which cannot be completed on the same day.
1.3.3 15 cm. double bristled weather proof exterior emulsion paint brush shall be used. After
day's work brushes shall be thoroughly washed in hot water with soap solution and hung down
to dry. Old brushes which are dirty and caked with Apex shall not be used on the work.
1.4 Protective measurements: The surfaces of doors, windows, floors, articles of furniture
etc. and such other parts of the buildings as are not to be painted shall be protected from being
splashed upon. Such surfaces shall be cleaned of distemper/apex paint splashes if any.
2.0. Mode of measurements and payment
The rate shall be for a unit of one sq. meter.
Item No. 8: Applying priming coat over new steel and other metal surfaces after and
including preparing the surface by thoroughly cleaning, oil, grease, dirt and other foreign
matter and scoured with brushes fine steel wood, scrapers, and sand paper with ready
mixed priming paint brushing red lead.

1.1. The ready mixed primer, brushing red lead shall conform to I.S. 102-1962.
1.2. The thinner (linsed oil) shall conform to I.S. 75-1973. If any reason, thinning is necessary
in case of ready mix paint, the brand of thinner recommended by manufacturer shall be used.
2.0. Workmanship :
2.1. Preparation of surfaces : The surfaces to be painted shall be cleaned of all rust, scale,
dirt and other foreign matter sticking to it with wire brushes, steel, wool, scrapers, sand paper
etc. This surface shall then wiped finally with mineral turpentine which shall also removed
grease and perspiration of hand marks. The surface shall then be allowed to dry.
2.2. Application of primer :
2.2.1. After the preparation of the surface, the priming coat shall be applied immediately. The
brushing operations are to be adjusted to the spreading capacity advised by the manufacturer of
the particular primer. The paint shall be applied evenly and smoothly by means of crossing and
laying off. The crossing and laying off consists of covering the area over with paint, brushing
alternately in opposite directions, two or three times and then finally brushing lightly in a
direction at right angles to the same. In this process, no brush marks shall be left after the laying
off is finished. The full process of crossing and laying off will constitute one coat.
2.2.2. During painting, every time after the priming coat has been worked out of the brush
bristles or after the brush has been unloaded of the bristles of the brush shall be opened up by
striking the brush against portion of the unpainted surface with the end of the bristles, held at
right angles to the surface, so that bristles thereafter will collect the correct amount of paint
when dipped again into a paint container. The primary coat shall be allowed to dry completely
before painting is started.
2.2.3. No hair marks from the brush or clogging at paint puddles in the corner or panels angles
of mouldings etc. shall be left on the work.
2.2.4. Special care shall be taken while painting over bolts, nuts, rivets overlaps etc.
2.2.5. The container when not in use shall be kept close and free from air so that paint does not
thicken and also shall be kept guarded from dust.
3.0. Mode of measurements & payment :
3.1. The new steel and other metal surface shall be measured under this item.
3.2. All the work shall be measured net in the decimal system as executed subject to the
following limits unless otherwise stated here in after:
(a) Dimensions shall be measured to the nearest 0.01 metre.
(b) Areas shall be worked out to the nearest 0.01 Sq. Metre.
3.3. No deductions shall be made for openings not exceeding 0.5 sq. Mt. Each and no addition
shall be made for painting to beadings, mouldings, edges, jambs, soffits, etc. of such opening.
3.4. In case of fabricated structural steel and iron work, priming coat of paint shall be included
with fabrication. In case of trusses if measured sq. M. Compound girders, stanchions, lattices,
girder and similar work, actual area shall be measured in sq. M. And no extra shall be paid for
painting on bolts, heads, nuts, washers etc. No addition shall be made to the weight calculated
for the purpose of measurements of steel and iron works for paint applied on shop or at site.
3.5. The different surfaces shall be grouped into one general item, areas of uneven surface
being converted into equivalent plain areas in accordances with the table given as per Annexure
II for payment.
3.6. The rate shall be for a unit of one sq. Metre.
Item No. 9: Painting two coat (excluding priming coat) on previously painted steel and
other metal surfaces with enamel paint brushing to give an even shade including
cleaning the surface of all dirt, dust and other foreign matter.
1.0. Materials & workmanship : Synthetic enamel paint shall conform to I.S. 1932-1964. The
painting shall be carried out on previously painted steel and other metal surfaces using synthetic
enamel paint in two coats.

Item No. 10: Writing letter or figures on buildings and steel boards, sign boards located
at different places at colony as directed including two coats of painting.
1.0. Materials : Ready mixed the black Japan paint shall conform to I.S. 341-1952.
2.0. Workmanship : The letters and figures shall be to the heights and widths as per approved
drawings or as directed. These shall be stenciled or drawn in pencil and got approved before
painting. They shall be of uniform size and finished neatly. The edges shall be straight or in
pleasant smooth curves.
3.0. Mode of measurements & payment :
3.1. Letters, figures and similar items etc. Stops, commas, hyphens and the like shall be
deemed to be included in the item.
3.2. The rate per feet. Height of letter shall hold good irrespective of width of the letters of
figures or the thickness of the lettering.
3.3. The rate shall be for a unit of one sq. feet.
Item No. 11: Providing and fixing mosquito proof GI jali 0.56 mm thickness and 16 mesh
wire jali including removing the deteriorated old mosquito proof jali and batten and
providing new jali with teak wood batten patti of size 12 x 20 mm with approved shade of
two coats of oil painting of Asian Apcolite/ Berger Luxol 1st quality and one coat of
wood primer including all tools and tackles as directed by EIC.
As per item description and as directed by EIC.

Item No. 12: Providing asbestos cement sheets roofing fixed with G.I. Plain and bitumen
washer etc. complete excluding and cost of purlins, rafters and trusses. (A) Corrugated
sheet (I) 7 mm. Thick
1.0 Materials : Asbestos cement sheets shall conform to M-24.
2.0 Workmanship :
2.1 The maximum spacing of purlins shall be 1.6 meters in case of 7 mm. Thick A. C.
Sheets and 1.4 meters for 6 mm. Thick A. C. Sheets.
2.2 Laying and fixing of Sheets : The sheets shall be laid on the purlins and other roof
members as per code of practice. Top bearing surfaces of all purlins and other roof members

shall be is one plane so that the sheets when being fixed shall not be required to be forced
down to rest on the purlins. The finished roof shall present uniform slope and the line of
corrugation shall be straight and true. The sheets shall be laid with smooth side upwards.
Corrugated sheets shall be laid starting at the eaves either from left to right to right to left
depending upon the direction of wind before actual laying of the sheets is started. The purlins
spacing and the size of sheets shall be checked to ensure that the arrangements shall provide
the laps required and the specified overhang at the eaves, In case the sheets are laid from
right to left the first sheet shall be laid uncut but the remaining sheets in the bottom row shall
have the top left hand corners cut or mitered. The sheets in the second and other immediate
rows shall have bottom right hand corner of the first sheet cut. All other sheet except the last
sheets shall have both bottom right hand corners and top left hand corners cut. The last sheet
shall have only top left hand corner cut. The last of the top row sheets shall have the bottom
right hand corner cut with exception of the last sheet which shall be left uncut. If the sheets are
laid from left to right the first sheet shall be laid and cut and the remaining procedure shall be
reversed.
2.3 The free overhand of the sheets at the eaves shall not exceed 400 mm. In case of 7
mm. Thick sheets and 300 mm. In case of 6 mm. Thick sheets.
2.4 The miter described above is necessary to provide snug fit. Where 4 sheets meet at a
lap the length of miter shall be 150 mm. And the width of miter shall be equal the width of the
side lap. The cutting may be done with ordinary wood saw at site.
2.5 Laps : The sheet shall be laid with an end lap of 150 mm. Minimum. In case of roof
with a pitch flatter than 1 vertical to 2½ horizontal (Approx.22) or in the case of very exposed
situations appropriate larger laps may be provided. The sheets shall be laid with side lap of
half a corrugation.
Fixing Accessories: The sheets shall be secured to the purlins and other roof members by
means of 8 mm. Dia galvanised iron bolts (‘J’) type hook bolts in case of angle iron purlins and
‘L’ type bolts in case of R. S. Joints precast concrete or timber purline and nuts bearing on
galvanised iron washers and bitumen washers. The grip of ‘J’ or ‘L’ bolts on the purlins shall
not be less than 25 mm. Each galvanised iron ‘J’ or ‘L’ hook bolts shall have a bitumen washer
and galvanised iron washer placed Over the sheets before the nuts is screwed down from
above. On each purlin there shall be one hook bolt on the crown adjacent to the side lap on
either side. Bitumen washer shall be of approved quality. The G. I. Flat washer shall be 25
mm. In diameter and 1.60 mm. Thick and bitumen washer shall be 35 mm. In dia and 1.5 mm.
Thick with hole to the required size of fixing accessory. Each nut shall be screwed lightly at
first. After a dozen or more sheets are laid the nuts shall be tightened to ensure a leak-proof
joint and also nuts tightened only to extent so as to prevent damage to the sheets. The length
of the ‘J’ bolts or crank bolts shall be 75 mm. More than the depth of purlins for single sheets
fixing and 90 mm. More where two sheets overlap or where ridges or other accessories are to
be fixed. The minimum length of coach screw for timber purlins shall be 110 mm.
2.6 Holes : The holes for fixing the sheet shall be drilled in the center of end lap of sheets
to suit the purlins i.e. On the center line of the purlins, if these are of timber and square head
coach screws are used or as close as possible to the back of purlins if ‘J’ or ‘L’ bolts are used
as with steel angles or precast concrete or timber purlins. Holes for hook bolts etc. Shall be 2
mm. More than the diameter of the fixing bolts. No holes shall be nearer than 40 mm. To any
edge of sheet or accessory.
3.0 Mode of measurements & payment :
3.1 The relevant specifications of item15.1 shall be followed except that the overlap of the
corrugated sheets over valley gutter, roof lights, caves, filler pieces and underlay of the
corrugated sheets below ridges, hips, north light curves, flashing pieces, roof light sheets and
barge board shall be included in the measurement. No deduction shall be made for holes cut
for extractors or cowl type ventilators. Deductions shall be made for roof light sheets.

Item No. 13: Rectification/modification, if any of existing dismantled wicket gate of gas
godown, installation and welding on structural members for its smooth operation as

Item No. 14: Rectification of existing door shutters (steel members) by preparing and
fixing heavy duty hinges, welding etc. as suggested and instructed by EIC.

Item No. 15: Steel work welded in built up sections, framed work including cutting,
hoisting, fixing in position and applying a priming coat of red lead paint : (A) In beams
and joints channels angles, tees, flats with connecting cleats as in main and cross
beams, hip and jack rafters, purlins connected to common rafters and the like.
1.0 Materials : The structured steel work shall conform to M-22. Red lead paint primer shall
conform to I.S. : 102-1962.
2.0 Workmanship :
2.1 The steel sections as specified or required shall be cut, square and to correct lengths
as per drawings and design. The cut Ends exposed to view shall be finished smooth. No two
pieces shall be welded or otherwise jointed to make up the required length of member, except
as indicated in the drawing or as directed. All straightening and shaping to form shall be done
by application of pressure and not by hammering. Any bending or cutting shall be carried out in
such a manner as not to impair the strength of the metal. All operations shall be done in cold
state unless otherwise directed/permitted.
2.2 Steel riveted or bolted up sections, frame work.
2.2.1 The steel structure as shown in the drawings or as per direction of the Engineer-in-
charge shall be laid out on a level platform to full scale and to full size or in parts. A steel tape
shall be used for measurements to ensure maximum accuracy.
2.2.2 Wooden templates 12 mm. To 19 mm. Thick or metal sheet template shall be made to
correspond to each connecting gussets plate and rivet holes shall be accurately marked on
them and drilled. The templates shall be laid on the steel members, and holes of the steel
members shall also be marked shall also be marked for cutting. The base of steel columns and
the position of Anchor bolts shall be carefully set out.
2.2.3 All stiffeners shall be formed by pressure and where practicable, the metal shall not be
cut and welded in making these. In major works or where so specified. Shop drawings giving
complete details and information for the fabrication of the component parts of the structure,
including location type size, length and details of rivets, bolts, or weld shall be prepared in
advance of the actual fabrication and as approved. The drawings shall indicate the shop and
field rivets and bolts. The steel members shall be distinctly marked or stenciled with paint with
the identification mark as given in the shop drawings.
The bars shall be thickened at the ends, so as to provide for screwed threads and gradually
tapered off to meet their normal section.
Great accuracy shall be observe in fabrication of various members, so that these can
be assembled without being unduly packed, strained or forced into position ad when built up,

shall be true and free from twists, bikes, buckles, or open joints. Before making holes individual
members for fabrication, the steel work intended to be riveted or bolted together shall be
assembled or clamped properly and tightly so as to ensure close abutting or lapping of the
different members. All stiffeners shall bear tightly both at top and bottom without being drawn
or caulked. The abutting joints shall be cut or dressed true and straight and fitted close
together.
Web splice plates and fillers under stiffeners shall be cut to fit within 3 mm. Or flange Angles,
web plates of Girders shall have not cover plates, shall have their ends flush with the top of
angles forming the flanges unless otherwise required. The web plates when spiced shall have
clearance of more than 6 mm.
The erection, clearance for cleared ends of members connecting steel to steel shall preferably
be not greater than 1.5 mm. The erection clearance at the ends of beams without web cleats
shall not be more than 3 mm. At each end but where for a practical reason greater clearance is
necessary, suitably designed seating shall be provided.
Pins and rollers shall be accurately turned to gauge. These shall be straight and
smooth and free from flows. The roller bearing shall be provided with adequate arrangement
for holding the girders or truss resting on it. In columns caps and bases, the ends of shafts
together with the attached gussets Angles, channels etc. After riveting together shall be
accurately machanised so that the part connected but against each other over the entire
surfaces of contract connecting angles or channels shall be fabricated and placed in position
with greater accuracy so that they are not unduly reduced in thickness by machining.
The ends of bearing stiffeners shall be machanised or ground to fit tightly both at the top
and bottom. All holes shall generally be drilled to the required size and at required position.
Sub punching shall be permitted, provided it is done 3 mm. Or less in diameter and reemerged
thereafter to the required size. The holes for rivets and bolts shall be larger by 0.4 to 6 mm.
than the nominal diameter of rivets or black bolts depending upon the diameter of rivets.
Holes shall have their axis perpendicular to the surface bored through. The drilling or
reemerging shall be free from butts, and the holes should be clean and accurate. Holes for
counter shrunk bolts shall be made in such a manner that their heads fir flush with the surface
after fixing.
The fabrication work shall be completed in workshop as far as it is practicable to do so.
Site joints shall be done with rivets and fitted bolts or black bots, as shown in the drawings or
as directed. Generally the following principles shall govern the use of rivets turned and fitted
bolts, and black bolts.
(i) Rivets and turned and fitted bolts shall be used where the connection is such that slip under
load has to be avoided.
(ii) Black bolts may be used very sparingly where a force is carried through a connection
without impact, vibration or reversal of stresses.
2.2.4 Riveting : The parts assembled for riveting shall be in close contact with each other
and the bearing stiffeners shall Bear tightly both at top and bottom without being drawn or
caulked. Members to be riveted shall be properly pinned or bolted and rigidly held together
while riveting. Drifting of holes shall not be permitted except to draw the parts together and the
drifting tools so used shall have maximum diameter not exceeding the nominal diameter of
rivets or bolts. Drifting done during assembling shall not distort the metal or enlarge the holes.
The shanks of rivets shall project beyond the plate-surface sufficiently so as to fill the hole
thoroughly and from the required head after riveting.
The riveting shall be done by hydraulic or pneumatic process. However, where such facilities
are not available, hand riveting may be permitted. The rivet shall be heated red hot, care being
taken to control the temperature of heating so as not to burn the steel. Rivets of diameter less
than 10 mm. May be fitted cold. Rivets shall be of heat finish with heads full and of equal size.
All loose, burnt or badly formed rivets with concentric or deficient heads shall be cut out and

replaced. The heads of rivets shall be central to shanks and shall grip the assembled members
firmly. In cutting out rivets, care shall be taken so as not be injuring the assembled, members,
caulking or recopying shall not be permitted.
For testing rivets, hammer weighing approximately 0.25 Kg. Shall be used. Both heads of the
rivets shall be tapped, slack rivets will give a hollow sound and a jar.
All rivet heads shall be painted with red lead paint within a week of their fixing.
2.2.5 Bolting all bolt heads and nuts shall be hexagonal and of equal size unless specified
otherwise. The screwed heads shall conform to I. S.: 1363-1960 and the threaded surface
shall not be tapered.
The bolts shall be of such length so as to project two clear threads beyond the nuts when fixed
in position and these shall fit in the holes without any shakes. The nut shall be fit in the
threaded ends of bolts properly. Where turned and fitted bolts are required to be used in place
of rivets they shall be provided with washers not less than 6 mm. Thick so that the nut when
tightened shall not bear on the unthreaded body of the bolt. Tapered washers shall be
provided for all heads and nuts bearing on leveled surfaces. The threaded portion of the bolts
shall not be within the thickness of the parts bolted together. The faces of the bolt heads and
nuts abutting against steel members shall be machine finished. Where there is a risk of the nut
being removed or becoming loose due to vibrations or reversal of stresses, these shall be
secured from slackening by the use of locknuts, spring washers, cross-cutting or harm erring
down of threads as directed.
Bolts, nuts and washers shall be thoroughly cleaned and dipped in double boiled linseed oil
before use. The whole steel work shall be painted with a coat of priming coat of red lead, as
per relevant specifications of painting.
3.0 Mode of measurements & payment :
3.1 The steel work shall be measured in general as under :
(a) All work shall be measured on the basis of finished dimensions as fixed at site and
measured net unless specified otherwise.
(b) The weight of steel sections, steel strips in finished work shall be calculated from standard
weight on the same basis on which steel is supplied to the Contractor by department or those
given in relevant I.S. if steel is arranged by the contractor.
(c) The weight of steel plates and strips shall be taken from relevant I.S. based on 7.85 kg./sq.
Meter for every millimeter sheet thickness if steel is supplied by the contractor, otherwise the
weight shall be calculated on the basis on which steel is supplied to the contractor by
department.
(d) Unless otherwise specified weight of clearest, brackets, packing pieces bolts, nuts, wash
wers, distance pieces, separators, diaphragm gusset (taking over all square dimensions) fish
plates etc. shall be added to the weight of respective items.
(e) In riveted work allowance to be made of weight of rivet hands. No deductions shall be
made for rivet or bolt holes excluding holes for anchor or holding down bolts.
(f) For forged steel and castings, weight shall be calculated on the basis of 7850 kg./cum.
(g) Unless otherwise specified and addition of 2.5 percent of the weight of structure shall be
made for shop and site rivet heads in riveted steel structure.
(h) Unless otherwise specified no allowance shall be made for the weld metal in case of
welded steel structure.
(i) Dimensions other than cross sections and thickness of plates shall be measured to nearest
0.001 m.
(j) Mill tolerance shall be ignored when weight is determined by calculation.
3.2 The rate includes cost of all material, labor, erection, hoisting, scaffolding protective
measure, required for proper completion of the item of work. This shall also included
conveyance and delivery handling, loading, unloading and storing etc. Required for completing
the item described above including necessary wastage involved.

Mode of Measurement:
Rate quoted shall be for fabrication of Hot deep galvanised riser tape concertina coil with all
required clips pins etc as per specification concertina coil shall be fixed to MS angle with RBT
(Raiser Barbed Tape) with the help of U-nails/split pin etc. complete.
Payment shall be made in Running metre of concertina coil fixing. Which includes 4 nos of RBT
support and concertina coil complete.
Item No. 17: Providing and laying 25 mm thick bitumen mastic flooring in single coat in
proportion of 1:0.5:0.375:0.375 (1-Bitumen: 0.5-Coarse Aggregate of 6mm: 0.375-
Crushed stone screening: 0.375-Lime stone dust) shall be mixed thoroughly and
continuously heated for a period not less than 2 hour, temperature of 175 to 200 Deg C

laid in one layer as per IS 1195 of 1968 including rubbing, finishing and leveling etc.
complete as directed by EIC.
BITUMEN MASTIC FLOORING
Before commencing the work of laying Mastic flooring the following precautionary steps have
to be under taken.
Ascertain whether the distribution of filled cylinders to consumers can be carried out from an
alternate neighbouring distributor's Godown and if so move all cylinders with proper
documentation duly approved by Area Office to the assigned Godown, Advise bottling plant to
despatch loads to the assigned Godown. Position ERV pads cash bills for refills, rubber seals,
delivery boys and the Godown keeper at the assigned Godown to commence a smooth
operation.
If the above mentioned procedure is not possible, the cylinders can be stored within safety
zone after observing the following precautions.
1.1. Clear all dry vegetation around Godown space.
1.2. Check fire extinguisher and recharge powder if necessary and ensure fire extinguishers are
in sound working condition. For safety, provide additional fire extinguishers.
1.3. Always stack cylinders vertically.
1.4. Arrange for tarpaulin to protect the cylinders from rain and sun.
1.5. Remove all defective to the Bottiling plant.
1.6. Loads received during the construction period should be thoroughly checked for defectives
and sent back to Plant in the same truck to avoid storing defectives.
1.7. Any defectives generated during pre-delivery checks or at consumer's premises should be
vented immediately. NO DEFECTIVES SHOULD BE STORED AT THE LICENSED PREMISES DURING
THE CON-STRUCTION PERIOD:
1.8. Two mechanics thoroughly trained in operation of fire extinguishers should always be
available day and night during the construction period.
1.9. Plenty of water supply is needed for curing cement concrete flooring and containers for
storing water should be made available before commencing the operation.
1.10. If out of town contractor is asked to undertake laying of Bitumen Mastic, assistance to the
contractor can be made in procuring manpower.
1.11. The cooking of bitumen mastic shall be away from licensed premises but as close to the
fencing as possible.
2. LAYING OF CEMENT CONCRETE FLOORING:
A cement concrete flooring of 75 mm thickness is essential before laying of Bitumen mastic. It is
recommended to provide a CC 1:2:4 mix of thickness of 75 mm. Quick setting cement is
recommended to be used to reduce the curing period to 7 to 10 days. Adequate supply of
water should be made available during curing period. The working details are given below for
guidance. The actual estimate can be worked for individual location depending on site
conditions. It is recommended that the san base is well compacted and levels so that the sand
level is 105 mm (30 mm for Bitumen mastic and 75 mm for Cement Concrete) below the level
of ventilator.
3. BITUMEN MASTIC FLOORING
3.1 CHARACTERISTICS
Bitumen mastic is ductless, odourless, jointless and impervious to transmission of moisture. The
mastic flooring is hard, durable and highly resistance to deformation. It can absorb shock,
vibrations and is a self healing type without bleeding. Bitumen Mastic is highly durable and
needs little maintenance. The surface can easily be cleaned. The bitumen mastic is liable to
become gradually softened by prolonged contact with greases, fat and oil. Contamination with
such materials shall be avoided.
3.2. USAGEOF BITUMEN MASTIC
Due to the characteristics mentioned in 3.1. it is used for paving heavy duty areas like Industrial
floorings, godowns, warehousings, railway platforms and for roads carrying very heavy intensity
of traffic.
Due to specific gradations requirements of its composition, the mastic flooring is a costly type
of surfacing. As such a high degree of quality control in laying is a must for successful
performance.
The thickness of Bitumen mastic of 25 to 30 mm shall be classified as heavy duty type of
flooring and is suitable for LPG godowns and engineering workshops.
3.3. COMPOSITION OF MASTIC FLOORING
Bitumen mastic is made out of a) Well graded fine aggregate of crushed stone screenings. b)
Lime stone dust as a filter. c) A coarse aggregate in the size of 6 mm and d) A high viscose grade
of bitumen having a softening point of 65 to 100 deg C and a penetration of 5 to 20. Bitumen
grade of 10/20 or 90/15 (blow Bitumen) can be used.
Lime stone dust used as filter shall be passing No.200 SIEVE, the fine aggregate of crushed
stone screening shall be graded and passing No. 4 or 1107 B.S. SIEVE.
3.4. A TYPICAL MASTIC COMPOSITION
For 100 sq.ft of about 30 mm thickness of mastic flooring an approximate quantity and percent-
age of ingredients is given below for guidance.

3.5. SPECIFICATION DETAILS
3.5.1. Bitumen mastic shall conform to IS specifications of IS: 1195 of 1968.
3.5.2. The practice-for laying Bitumen mastic flooring shall conform to IS 1196-1978 3.5.3.
Bitumen used shall conform to paving Bitumen grade of IS 73 of1961 or of Industrial bitumen
grades of IS 702 of 1961.
For further details study the above mentioned specifications can be procured.

3.6. PREPARATION OF CEMENT CONCRETE BASE
The cement concrete base shall have a true, even and dry surface. The surface shall be slightly
coarsened by means of stiff broom or wire brush and shall be free from ridges and
hollows.4The level of cement concrete floor shall be such that the specified thickness of

bitumen mastic may be applied evenly and uniformly. After laying bitumen mastic, the level of
flooring shall be same as this ventilator.
4. LAYING DETAILS
The bitumen received in barrels is heated and a block of broken bitumen of 60 mm cubes can
be melt cooker, coarse aggregate, crushed stone screenings and limestone dust shall be fed in
successive until the entire charge is thoroughly incorporated. After all the aggregate has been
incorporated materials shall be mixed thoroughly and continuously heated for a period of not
less than 2 hour temperature of 175 to 200 deg C. At no stage the temperature shall exceed
205 degree C.
After the charge is fully cooked, mortar pans can be used for transfer of the charge to the
Godown Limestone dust can be sprinkled on mortar pans to prevent the molten material from
sticking.
Bitumen mastic shall be generally be laid in bays in one coat. It shall be spread to the specified
thickness means of suitable hand tools to ensure accuracy. Uniform and level surface can be
obtained by leveling a heavy wooden float. If blowing occurs during laying, the bubbles should
be punctured and area after should be made good while mastic is still hot. The edges of each
bay shall be made vertical accommodating next bay. This procedure should be adopted at
junctions between floor finish.
After completing the entire surface, the joint separating each bay shall be sealed by melting a
broker by bitumen placed along the joint. The molten bitumen then flows into the space
between the join sealing it. The joint surface shall be leveled smooth by using spreader. Lime-
stone dust shall be spread on the bitumen surface and same shall be absorbed by bitumen
mastic in due course of time. Till the floor is thoroughly cooled the floor shall not be used.
5. MAINTENANCE
The bitumen mastic flooring surface required relatively little maintenance though attention is
necessary obtain maximum service. Superficial dirt may normally be removed by washing with
warm water and detergent if necessary. If there is much dirt on the floor, small quantities of
washing soda with water can be used. After the removal of dust the floor shall be mopped with
clean water. It is ESSENTIAL OILS, GREASE, FAT SHALL NOT CONTAMINATE THE FLOOR. If
contamination has occurred it shall be removed immediately.
6. REPAIRS
When damaged section has to be removed, place hot mastic around and over area affected for
effect and then that area shall be carefully cut away and made good with fresh bitumen mastic.
Item No. 18: Providing and laying cement concrete 1:2:4 (1cement : 2coarse sand : 4
graded stone aggregate 20 mm. Nominal size) and curing etc. complete excluding cost
of form work in : (a) Foundation and plinth
1.0 Materials & Workmanship:
1.1 Water shall conform to M-1. Cement shall conform to M-3. Sand shall conform to M-6.
Grit shall conform to M-8. Graded stone aggregate 20 mm. Nominal size shall conform to M-
12. The following stipulations shall be followed for:
(a) The bars shall be kept in position by the following methods :
(i) In case of beam and slab construction sufficient number of precast cover blocks in
cement mortar 1: 2 (1 cement: 2 coarse sand) about 4 cms. X 4 cms. Section and of thickness
equal to the specified cover shall be places between the bars and shuttering as to secure and
maintain the requisite cover of concrete over the reinforcement. In case of cantilevered or

doubly reinforce beams of slabs the main reinforcing bars shall be held in position by
introducing chain spacers or supports bars at 1.0 to 1.0 meters centers. B. W. S. 6
(ii) In case of columns and walls the vertical bars shall be kept in position by means of
timber templates with slots accurately out in them. The tempts shall be removed after
concreting has been done below it. The bars may also be suitably tied by means of annealed
steel wires to the shuttering to maintain their position during concreting.
1.2 All bars projecting from pillars, columns beams, slabs etc. To which other bars and
concrete are to be attached or bounded to later on shall be protected with a coat of thin neat
cement grout, if the bars are not likely to be incorporated with succeeding mass of concrete
within the following 10 days. This coat of thin neat cement shall be removed before concreting.
2.0 Mode of measurement and payment:
2.1 The consolidated cubical contents of concrete work as specified in item shall be measured
the concrete laid in excess of section shown on drawings or as directed shall not be measured.
No deduction shall be made for
(a) Ends of dissimilar materials such as joints, beams, posts, girders, rafters, purling
trusses, corbels and steps etc. up to 500 Sq. Cm. in section.
(b) Opening upto 0.1 Sq. M
2.2 The volume occupied by reinforcement shall be deducted from R.C.C. work.
2.3 The rate shall be for a unit of one cubic meter.
Item No. 19: Providing and laying cement concrete 1:4:8 (1cement : 4coarse sand : 8
hand broken stone aggregates 40 mm. nominal size) in Foundation and plinth and
curing etc. complete, excluding cost of form work.
1.0 Materials: Water shall conform to M-1. Cement shall conform to M-3. Sand shall
conform to M-6. Stone aggregate 40 mm. Nominal size shall conform to M-12.
2.0 Workmanship: Relevant specifications of item No. 5.3.2 shall be followed except that
cement concrete shall be mixed in the proportion of 1:4:8 instead of 1:3:6 by volume.
3.0 Mode of measurement and payment :
3.1 The concrete shall be measured for its length, breadth and depth, limiting dimensions
to those specified on plans or directed.
The rate shall be for a unit of one cubic meter
Item No. 20: Providing form work of ordinary timber planking so as to give a rough finish
including centering, shuttering strutting and propping etc. Height of propping and
centering below supporting floor to ceiling not ex-exceeding 4M. And removal of the
same for in including reinforced concrete and plain concrete work in : (A) Foundations,
footings Bases of columns etc. and Mass concrete.
1.0 Materials:
1.1 The shuttering to be provided shall be of ordinary timber planks and shall conform to M-
26.
1.2 The dimensions of scantlings and battens shall conform to the design. The strength of the
wood shall not be less than that assumed in the design.
2.0 Workmanship:
2.1 The form work shall conform to the shape lines and dimensions as shown on the plans and
be so constructed as to remain sufficiently rigid during the placing and compacting of the
concrete. Adequate arrangements shall be made by the contractor to safe-guard against any
settlement of the form work during the course of concreting and after concreting. The form work
of shuttering, centering, scaffolding bracing etc. shall be as per design.
2.2 Cleaning & Treatment of forms : 2.2.1 All rubbish, particularly chippings shaving and
saw dust shall be removed from the interior of the form before the concrete is placed and the
form work in contact with concrete shall be cleaned and thoroughly wetted or treated. The

surface shall be then coated with soap solution applied before concreting is done. Soap solution
for the purpose shall be prepared by dissolving yellow soap in water to get consistency of paint.
Alternatively a coat of raw linseed oil or form oil of approved manufacture may be applied in case
steel shuttering us used. Soap solution or raw linseed oil shall be applied after thoroughly
cleaning the surface. Care shall be taken that the coating does not get on construction joints
surface and reinforcement bars.
2.3 Stripping time : 2.3.1 In normal circumstance and where ordinary cement is used forms
may be struck after expiry of following periods :
(a) Sites of walls columns and vertical faces of beam 24 to 48 hours.
(b) Beam soffits. (Props left under) – 7 days.
(c) Removal of props slabs.
(i) Slabs span upto 4.5 m. – 7 days (ii) Spanning over 4.5 mm. – 14 days.
(d) Removal of props to beams and Arches.
(i) Spanning upto 6 m. – 14 days. (ii) Spanning over 6 m. – 21 days.
2.4 Procedure when removing the form work : 2.4.1 All form work shall be removed without
such shock or vibrations as would damage the reinforced concrete surface. Before the soffit
formwork and struts are removed the soffits and the concrete surface shall be exposed where
necessary in order to ascertain that the concrete has sufficiently hardened.
2.5 Centering:
2.5.1 The centering to be provided shall be got approved. It shall be sufficiently strong to ensure
absolute safely of the formwork and concrete work before during and after pouring concrete.
Watch should be kept to see that behavior of centering and formwork is satisfactory during
concreting. Erection should also be such that it would allow removal of forms in proper sequence
without damaging either the concrete or the forms to be removed.
2.5.2 The props of centering shall be provided on firm foundation or base of sufficient strength
to carry the loads without any settlement.
2.5.3 The centering and formwork shall be inspected and approved by the Engineer-in-charge
before concreting. But this will not relive the contractor of his responsibility for strength,
adequacy and safety of form work and centering. If there is a failure of formwork or centering,
contractor shall be responsible for the damages to the work, injury to life and damage to
property.
2.6 Scaffolding:
2.6.1 All scaffolding, hoisting arrangements and ladders etc. Required for the facilitating of
concreting shall be provided and removed on completion work by contractor at his own expense.
The scaffolding, hoisting arrangements and ladders etc. shall be strong enough to withstand all
live, dead and impact loads expected to act and shall be subject to the approval of the Engineer-
in-charge. However, contractor shall be solely responsible for the safety of the scaffolding,
hoisting arrangement, ladders, work and workman etc.
2.6.2 The scaffolding, hoisting arrangement and ladders shall allow easy approach to the work
spot and afford easy inspection.
2.6.3 The rate is applicable to all conditions of working and height upto 4 mts. The rate shall
include the cost of materials and labor for various operations involved such as :
(a) Splayed edges, notching, allowance for overlaps and passing at angles, battens centering,
shuttering, strutting, propping bolting, nailing, wedging, easing, striking and removal.
(b) Filleting to form stop chamfered edges or played external angles not exceeding 20 mm. Width
to beams, columns and the like.
(c) Temporary openings in the forms for pouring concrete, if required, removing rubbish etc.
(d) Dressing with oil to prevent adhesion of concrete with shuttering and
(e) Raking or circular cutting.
2.7 Re-Use: Before re-use all forms shall be inspected by Engineer-in-charge and their
suitability ascertained. The forms shall be scarred, cleaned and joints gone over, repaired where
required. Inside surface shall be retreated to prevent adhesion of concrete.
3.0 Mode of measurements & payment :
3.1 Form work shall be measured as the area in square meters of shuttering in contract with
concrete except in the case of inclined member and portion of curved pro-file and upper side in
which case only area of underside shall be measured for payment.
3.4 Form work to secondary beams shall be measured up to the sides of main beams but no
deduction shall be made from the form work of the main beam at the inter section point. No
deduction shall be made from the form work of a column at inter section of beams.
3.5 The rate is for the completed item.
3.6 The rate shall be for a unit of one Sq. Meter.

01 Persons below the age of 18 years shall not be employed for the work.
02 No female workers shall be employed in the night shift between 07.00 PM to 06.00 A.M.
03 Contractor shall maintain valid labour license under the Contractor (Regulation & Abolition)
Act.1972. For employing necessary manpower to be required by him. In the absence of such
license the contract shall be liable to be terminated without assigning any reasons thereof.
04 The contractor shall at his own expense comply with all the labour laws and keep the Board
indemnified in respect thereof. Some of the major liabilities under various labour and
Industrial laws which the contractor shall have to comply with are as under.
06 Labour engaged by you shall be entitled for Earn leave as per the provision laid down in
factories Act. 1948. Contractor shall extend the facility of E.L. as per the provision laid down
in Factories Act and shall also have to maintain leave records in prescribed form under
Factories Act.
07 No labours are allowed to enter in power station [premises who do not have identity card
prescribed under factories Act.
08 Contractor shall have to comply with the Maternity benefit is he happens to engaged female
labours as per Maternity benefit Act.
09 Contractor shall have to obtain Insurance of the labourers engaged by him to carry out
contractual work before commencement of work under workmen’s compensation Act.
The contractor shall have to submit the details of his own P.F. code number along with offer
from appropriate authorities. Without P.F. code No. the tender is likely to be disqualified.
The contractor shall submit along with his bill (Month wise) a statement regarding deductions
at the rate of 12% of the wages against employees provident Fund & Family pension
Scheme in respect of each concerned employee. (or at the rates made applicable by the
Government from time to time) of the wages. The contractor’s contribution and his workers
contribution towards Provident fund and Family Pension Scheme shall be deposited by the

12 If any workman engaged by contractor meets with fatal or non-fatal accident while on duty
then contractor shall be liable to pay compensation to the legal heir or to the workman as the
case may be as per workman’s compensation Act.
The contractor shall have to deposit ½ % of the rate applicable form time to time of the
wages in respect of employees who are a member of the provident fund against the
contribution towards Deposit linked insurance scheme with regional provident Fund
Commissioner, Ahmedabad.
14 The Contractor should pay prevailing minimum wages to the labourers engaged by him as
per the minimum wages Act in presence of the GSECL’s Officer or Representative.
15 The Contractor shall deposit fifteen days salary for every completed one year of service for
each worker for the liabilities of gratuity.
16 ADMINISTRATIVE CHARGES :
Administrative charges for maintaining Provident Fund Account shall be deposited by the
contractor with Regional Provident Fund commissioner, Ahmedabad at the rates applicable.
18 Contractor shall have to issue the appointment letter to their labour engaged during the
contract period each & every instance and should be narrated clear cut terms and conditions
for the liabilities of the concerned employees.
19 After completion of the contract work, the work completion certificate is required to be
produced before the DY. GENERAL MANAGER for the purpose of no due certificate and
cancellation of the gate passes issued to the contractor worker at the time of execution of the
contract work.
20 The contractor shall have to maintain all the relevant records under labour law as mentioned
here in above and kept ready for verification by the Board’s authority as well as the authority
of the Government Officials as and when asked for the checking.
21 The contract shall have to produce / submit the original copy of wage register / muster roll
and relevant records under labour laws for the contract work as and when demanded by the
Corporation for statutory compliance if arise in future.
01 Persons to be employed for carrying out the work shall possess required qualification, be
fully trained and conversant for works to be done. All persons should have gate pass.
Register consisting the full details (i.e. address, phone no, details of nearest relative,
etc.) of all persons is to be maintained. During the work execution, one trained &
competent supervisor should always remain present at site.
02 The contractor shall take all the required safety measures prior to commencement
of work on dangerous substances, machineries or area at which cautionary notice is
displayed and obtain —Line Clear“ or —Work Permit“ through the concerned
Department / Section.
03 Prior to carrying out welding, gas cutting, furnace heating or any other hot work
job, the contractor shall remove all the inflammable material lying at or nearby worksite
or cover it properly by suitable protective covering. Also, special care shall be taken
before carrying out such job & see that all possible contributing factors to set fire
shall be removed / vanished prior to commencement of the work. Advance intimation
shall be given to concerned section / fire section to commence the work in fire prone
areas. They should also keep ready all the First Aid Fire Extinguishers / equipments
& fire extinguishing media / material like sand / water buckets or other appropriate
equipment at such place.
04 While carrying out work in confined space or inside vessel, the contractor shall
obtain necessary —Confined Space / Vessel Entry Permit“ from concerned department
prior to commencement of the work. For lighting in such areas, only 24-volt (ISI certified
& with proper guard) hand lamp shall be used. For taking care of the persons
working inside the confined space / vessel, a supervisor / person capable to keep
continuous watch on person(s) working inside, assist them in case of emergency
or arrange to get immediate outside help, shall remain present at entry point and
shall use full body safety belt without fail. While working inside sewage, trench or in-

depth, a person to warn outsiders / entrants / passers etc shall remain available near
entry point or the entry point shall be cordoned by a barricaded tape with a cautionary
notice. After completion of the works, all the lids / covers / grills / grits opened,
shall be re-fixed / re-placed in the original position as it were prior to commencement
of the work and leave the work place in safe condition in all respect, so as to
prevent accident to fellow workers.
05 The contractor shall see that he / his persons do not block (by stacking material,
spare parts, tools-tackles, equipments etc), any passages / walkways / gangways
/ aisles / staircases / ladders / lifts or any other approaches / roads leading to
plants or its auxiliaries, on which there is a traffic movement or possible traffic
movements in case of emergency. Such passages are meant for safe escape in the
event of emergency. If it is utmost necessary to carry out work in such area with
blocking of passage, prior permission of Competent Authority or the Engineer-In-Charge
shall be obtained. To demarcate / declare the area as UNSAFE, cordon it using
barricading tape & display suitable caution notice or keep a person to restrict / divert the
traffic on this route through other safe passage.
06 Prior to use power / electrically operated hand tools / equipments / machines / gadgets
like welding machine, hand grinder, hand drill etc, ensure for its safe operation & use
it only if it is found safe to use.
Do not use defective, unsafe or improperly maintained equipments. The electrical power
supply required to run such equipments shall not be taken directly at their own
but shall be obtained through concerned Electrical Maintenance Departments or
their authorized persons or under their observations / guidance only. The Electrical
Section shall provide temporary electrical connection up to contractor‘s Mains Board
on which it is compulsory to install mains switch, ELCB & fuses of adequate capacity.
All such equipments shall invariably be earthed adequately to prevent electrical shock,
sparking, short circuit etc. Power cord to be used shall be of adequate capacity,
without any joint & shall consist of earth wire also. Hence, it is necessary to use
adequate capacity 3-wire power cord for single & 5-wire power cord for three phase
power connections. The plugs, receptacles, pins, holders etc shall be of adequate
capacity & safe to use. All electrical & mechanical equipments / tools-tackles viz. welding
machine, cutting machine, Grinder, Drill, Chain Pulley Blocks, Hook chooks etc required
to be used during work execution shall be of standard make & bear ISI certification mark
on it. The consumables like welding electrodes, grinding wheels / discs etc which has
specific prescribed life span shall not be used in any case if its expiry date is over.
08 Before using lifting machines / tackles (like C.P.Bs., Hook chooks, winch, forklift,
mobile crane, EOT crane etc) & its attachments (like D-shackles, slings, U-clamps,
Eye bolts or any fixtures), it shall be checked and used only if found safe to use.
Also, ensure that these are tested, examined & certified in form no 9 /10 by
Competent Person as per the Factory act-1948 and its validity is not expired.
Further, it shall be fixed properly and firmly prior to lifting the weight.
10 Contractor or their employee shall not interfere in day-today routine plant activities
/ works except the work assigned to them, shall not loiter in the areas other than
their work jurisdiction, as well as shall not temper / operate / touch the machineries
/ equipments / auxiliaries with which they are not concerned. Also, the contractor
shall strictly instruct their staff not to sit or take rest at / near / below running plants,
auxiliaries, systems or any place which is risky, hazardous & prone to accident.
12 On completion of the work, cotton waste, spilled oil / grease, pieces of welding rod &
other waste material shall be removed from work site and the area shall be left safe,
neat & clean.
14 In all risky jobs, before starting the work, contractor should obtain General Safety
Work Permit from concerned section well in advance.
15 In case of noticing smoke or fire during their work execution, they shall make
immediate efforts to extinguish/control it and simultaneously inform the Fire Brigade
on phone No. 4444 or 4344 or 5555 or 02624-290049, shall shift the casualty to
nearby hospital after rendering first aid in case of accident.
16 Over & above these, contractor shall have to follow all the safety requirements /
rules & regulations / norms and legal provisions laid down in various statutes,
particularly the provisions of The Factories Act-1948 & the Gujarat State Factories
Rules-1963 (Amended up to date) shall be followed strictly. The contractor shall
also obey the rules / regulations / instructions of the local Competent Authority for
safety requirements.
17 No women or young person shall be allowed to clean, lubricate or adjust any part of
a prime mover or of any transmission machinery while the prime mover or
transmission machinery is in motion. Examination or operation of motion
machinery shall be made or carried out only by a specially trained adult male
worker wearing tight fitting clothing as per section 22 of factories act 1948.
19 All the relevant labour and industrial laws shall also be followed compulsorily.
21 In case, it comes to the notice of GSECL UTPS management that the safety
guidelines / safety rules / safety norms are not being followed then a minimum
sum of Rupees One Thousand shall be penalized on the contractor / Agency and
for subsequent such violation, a severe penalty / action as deemed fit shall be
imposed, which may please be noted.
22 The above rules shall be scrupulously followed and where required, they may
contact the Safety Officer for any ambiguity / further guidance in this regard.
