CHAPTER ONE
Introduction

This field practical has been conducted so that it can improve the knowledge of the

student and also to prepare him or her to work as they are using the time for taking

the theory they learnt in classes into the real doings. It also prepare the student to

improve his experience concerning his career. But also it helps the student to have the

courage to do each and everything they supposed to do without fearing anything come

in their way.

Students get data by using different method for data collection such as participating in different

observation and interviews so as to get related information which help them to prepare the report.

Background of Shinyanga region

Shinyanga region is one of Tanzanias 31 adminitrative region,the region is bourded to the north

by the mwanza,mara,and kagera region and to the south by the tabora region,kigoma region

bourded to the west and the simiyu region to the east.

Geographical location

Shinyanga Region is the one of the 31 regions in Tanzania main land. According to the 2012

national census, the region had a population of 1,534,808 which was higher than the pre – census

projection of 93,000. For 2002 – 2012 the region’s 2.4 percent average annual population

Shinyanga is located at shinyanga disitrict in shinyanga region in the northern Tanzania, It is

located approximately 175km( 109ml) by road southeast of Mwanza,the nearest large city.
Shinyanga is also known as Shinyanga mji in the local Swahili language,Shinyanga is a city in

the northern Tanzania, the city is the location of the regional headquarter of shinyanga regional

as well as the district headquarter of shinyanga urban district. The region and the district are

named after the town. At Shinyanga there are some of attractive areas which are Buzwagi Gold

Mining at kahama, Shinyanga region is divided into four districts which are Shinyanga Urban,

Kahama,Shinyanga Rural and kishapu.

Physical features

Shinyanga region is almost surrounded by mountains like there is many rivers include mto

manonga which connect shinyanga region and tabora region, Mto Mumbu.All these helps the

farmers who engage in cultivation of Paddy and other crops it also helps the people who are

doing irrigation scheme.

Climatic condition:

Shinyanga regional the rainfall starts at the month of October until to the month of May and the

annual rainfall ranges from 600mm in lowland to 1200mm in the highland plateaus. However

there are areas which experience exception drought with less than 600mm of rainfall and these

areas are shinyanga urban.

The mean annual temperature varies between 18°c the mountain to 30° in river valleys. In most

parts of region the average temperature are almost uniform at 25°. In short the hot season runs

from July to September.

Social Economic activities

Agriculture and Liver stock

Agriculture and livestock sector contribute significantly to increase of economy. About 14.5% of

the population is engaged in Agriculture and livestock production. It is estimated that the sectors

contribution to food requirement.

Agriculture
Tinde Ward is experienced in agriculture. The kind of agriculture which take place within

the ward is small scale agriculture propose for food and sometimes they are using crops

for getting some money apart from food. But also they apply irrigation activities which

took place within the ward.

The farmers use local and modern tools on practicing their agriculture activities and some tools

are used for cultivating are hand hoe, tractors, power tillers etc. But farmers are facing challenges

since there are people who are fighting for their right.

Livestock keeping

At Tinde ward there are many house which are keeping livestock, there are special farms which

are used for keeping animals like cows and goats (lunches) The ward office do have critical data

of how many houses are keeping those animals and also they have the data of the number of the

animals. But also they know the number of the animals which are under the care of the

government.

Education

The ward have mostly the government schools where by all citizen live in the ward can

take their children so that they can be educated and put them away from being

ignorant, but lots of schools located in the ward are Government school there is no private
school, As we all believe that only private schools are capable of providing good education

but the government schools also are able to provide good education.

But also beside all of this there are street children who are not attending there classes

because they have failed their standard seven examination and their parents fail to take

them to schools.

Business activities
Activities which are done by the businessmen/women are include wholesale, Retail petrol station

and other small business such as food vending (mama lishe) Hair cutting saloon and stationeries.

Business provides self employment for large number of people in Tinde ward. This help to

improve living standard to people. Even if there are many business activities but there are

various problems affecting business sector, such are:

 Most of Women don’t know how they can manage to get profit from business.
 Shortage of enough capital, with the difficult condition inserted by financial institutions

in order to get loans. This affects most of people who need support from the financial

sectors in term of capital.

 Also high taxation tend to increase the cost of running business, hence most of the

businessmen\women fail to run business due to high cost of running business.

Cooperative societies

Also in Tinde ward there are several registered co- operative societies. In the ward there are

more than 13 which are saving and credit Co- operative societies’ kike [SACCOS], while more

24 are social co-operative groups like VICCOBA groups.

Other social service

There are number of mission, most of them based on town that providing school services,

Hospitals also there are special house for disabled groups are special both mental people, and

special for adults groups who has fail get basic need to their oldest age.

Challenges facing the provision of social economic act within the ward.

The ward face financial constrains which complicate the provision of height quality social

economic activities.

In Tinde ward there are small businesses which take place within the ward, and there are people

who depend on their small business for the living. The businesses which are taking place at the

ward are like food, home furniture, vegetables, and drinks and also there are some boutiques.

Within the ward there are school, food venders etc.

the revenue in this ward.

Challenges facing social – economic activities.

Expenses; Some activities at Tinde ward are expensive and the citizens are unable to

pay for the costs of the services rendered for instance the private school years are higher to the

maximum that the one who are having standard or normal life cannot afford them.

Bad behavior among individuals on destroying public and private infrastructure

some destroy road and lead to the failure of social economic activities and also there are other

who steal transformed oil and telephone cables by doing that they cause the failure of the

electricity and communications / to the citizens.

The ward face financial constrains which complicate the provision of high quality

social economic activities.

Some people who live in Tinde Ward have the worse living conditions. As a result they do not

have the courage and the strength of producing so they cause an intensive scramble over
economic activities. Delivery of water in household continues to be a problem for mainland

especially in Shinyanga in all Wards.

Eruption of epidemic diseases such as Cholera;

The Eruption of diseases causes the failure of provision of social diseases. We can see the

disease like cholera has leaded the administration to stop selling foods like all food venders

has been closed.

For example there are people who used to move on with their life by selling chips and food on

the streets and because of the cholera they all have stopped to avoid them with the disease but

also there are market which has also stop to provide services to the citizens only because of the

cholera.

Population Characteristics

According to data collected in 2012 Tinde Ward has house holder 3,562 where the total

population is 161,391 where most of them are women and some of them are children and youth

under 25 yrs.

Back Ground of Tinde Ward

Tinde is the one among of the ward whichis located at shinyanga district and shinyanga region.

Tindeward has division of six villages which are Bugeta, Nyambui,Kituli,Ngokolo,Buchama,and

Nhumbili.The social economic activities in shinyanga especially at Tinde include agriculture for

food such as maize, rice, beans, etc. This ward has health facilitates, which include 1 hospital,

and 2 dispensaries, it also has 3 secondary school and 5 primary schools. The natives of

shinyanga are sukuma,Nyamwezi and Sumbwa.

Description of the study area

Tinde ward is one of most productive area compared other ward found in Shinyanga DC There

are some activities that are performed within the area. You will be able to see several shops,

saloons, food vendors, stationeries, schools and

Objectives

General Objectives

The Main objective for conducting this field training was to link theories that has been

taught in classes into practice. Field practical prepare the student to become the

professional of their carrier through field practical. The students are able to learn

different activities which are assigned to them.


Specific Objectives

To provide an opportunity for students and staffs to interact with the stake holders and potential

employers to appreciate field situation by doing that will generate information for circular review

and improvement.

To enable students to understand and appreciate professional duties and responsibilities of

personal in the field; this is because field is very special chance for students as long as the

student would be performing practically in order to gain techniques and knowledge about the

things expect to carry them and learn how to participate the work and how we them and learn

how to participate the work and how we should communicate with others when we are in the

office.

To understand how ward executive officer conduct their daily activities such as tax collection,

solving problems within an organization and how the Ward Executive Officer mobilizes people

to participate in different activities which concern their social development, also on field

practical we learned that through conducting meeting the Manager will be able to know the

problems that are facing their subordinates.

To provide an opportunity for student to apply the principles and techniques theoretically learnt

into real life.

.professional relationship with agency supervisor agency staff and client. The students learn to

place a high value on providing relationship as a fundamental of professional.

Mission of the ward


The mission of Tinde ward is to improve the living standard of the people through utilization of

variableresources and involvement of stakeholders in designing, planning and implementation of

their own development activities.

Vision of the ward

To improve the economy of the people which would lead to sustainable improvement of living

standard and eradication of poverty among its residence and other people surrounding other

institutes located in this area.

CHAPTER TWO

Description of duties and responsibility undertaken

File Management

Management of files which they contained important information basing on the ward

development and other properties which are important to the ward are safe, because the files

were kept in the cupboard and it was not easy for the files to be destroyed or stole. The ward

office make sure the safety of the files are well maintained because in the files there are

crucial information contained or about particular information like the ones which tells on

how society can assist in contribution of development projects through the tax collected to

the citizens.

Attending Meeting

On my field practical I was able to attend several ward which has been conducted for the

development of the ward, we attend the morning prayer where by the ward executive officer

had an opportunity to remind us on the duty we suppose to do he also used that meeting to

discuss on several misfortune and some problem face and occur within the ward but also
through the morning prayer meeting some employees and other department were given an

opportunity to say and tell anything that trouble them. But also we had an opportunity to join

with the ward people in the BMK meeting. Through the meeting I learned a lot as the ward

executive officer as for now I know how to run the meeting through the process that has been

assumed must be discussed on the meeting.

Therefore as the candidate who is in field practical and who undertake the course of Human

resource Management I had a chance to expand my knowledge and my understanding

capacity whenever the meeting has been conducted. As and enough I was impressed by the

WDC because they always insisted on the issues of environment conservation.

Writing Introductory Letter

On my field practical I had an opportunity of supervising and control some activities which

were done by WEO, one of the duty I had assigned was to prepare some letters I wrote were

supposed to letters and stamp them, the letters I wrote were supposed to go to the court or

law firm but also others wanted to open bank account and they supposed to have a letter

coming from the ward office. As the ward executive officer I learned on how to write the

letter which supposed to be sent to different place.

Conflict Resolution

Most of the family cases were brought to the WEO for being resolute and the ward officer

supposed to solve those problems in order to secure them from hurting and harming one

another. We were also able to solve the problems or the conflict of the people who were

fighting for the land when everyone and every person claimed to own the land/place, through

it was a very hard and difficult one but we were able to solve it. But also their happened other
conflict which were not simple one the cases were complicated but through those things

(events) I was able to learn how I can face citizens, I knew how to calm people who carried

by anger, through this I realized that dealing with human beings it needs a wisdom and

calmness so that you can solve the problem and without causing any more troubles. Through

the help of Ms. WEO LATIFA WENDAPOLE I achieve the really meaning of being an

administrator.

Mobilize citizen on cleaning their environment

The WDC was taking us a long him to mobilize people from their areas to clean them, the

citizens supposed to make sure that their environment look very clean and in case you fail

from doing so, they had to play. Let say there was several places where there was very dirty

the area wasn’t attracting and people who live on those area was hard to deal with them so

we supposed to educate them on the importance of cleaning their environment and the

disadvantage of failing doing so.

Paying a visit to the orphanage

During my field practical I had a chance to visit children who live in difficult life,

orphanage which is located in the ward. On our visit we had a chance to give them the little

things we had like gave them some clothes, food and also we gave them some books and

pens but also we were able to play some childish games so that they can be consoled apart

from that we also had an opportunity to help them cleaning their environment and wash their

clothes as not enough we also cook for them.

Formulating children’s board


Also on my field practical I had an opportunity to be on the team which has been

established so that they can form children’s boards. I learn how to form them without

receiving any blame from the citizens though it was the hardiest one but we tried

on our level best to deal with them because there is no matter what you Are doing

you can’t satisfy all people.

CHAPTER THREE

Lessons Learned

The new that I was leant prior to the existing knowledge are

• Using dispatch book in the office work.

When I was a field period the new that I was learnt prior to the existing knowledge is to

know what is dispatch and it uses.

• From the field practical I learnt on how local Government authority get their revenue; on

the time I keep practicing with my field lesson I was able to know local governments gets

their revenues and how the revenues are spent into various development projects writing

the ward and council of large. Also I learnt on how the sources of revenue ward work and

participate in their daily duties.


When I was a field at Tinde ward I was discovered that any successfully comes according

to the many things such as Cooperation, Rules, Regulationand Procedure. But

misunderstanding is a part of organization because there different people from different

region so as usually.

Personal Observation

.During field practical; apart from linking the theory to practical also I was able to learn

how local government is important since it direct interact with people where by the

problem that are facing the society can directly solved from the grass root.

.I also learnt on how to handle customers who comes with their problems, by solving their

cases and giving them advices if necessary.

CHAPTER FOUR

Problems and Challenges encountered


Shortage of CDO at Tinde ward; This has been a very serious issue the ward could have

at least more than CDO so that they can meet the need of the ward, apart from having only

one CDO in the ward, this is the shame since the population is high and it is difficult to

save all people within the ward.

Disunity among the residents of Tinde ward; Most of the citizens who live in the ward

have lack the unity. Some are not ready to cooperate with their leaders (WEO, VEO) as

they believe they can live any kind of the life they want to. By being this way they happen

to be source of preventing all development activities likely to happen in the ward. You can

see the ward office is calling up for the citizen meeting but the response is zero by claiming

that have their own living so they are busy with money issues.

Poor understanding among residents of Tinde Ward; some citizens are not ready to be

educated not that they lack education but they have education but they are not ready to

accept that knowledge and remain in educated they act as if they don’t know anything

about their own ward development and because of that they are the one who trouble us

from doing what is right from doing what the WEO order them to do, they are the one who

practice evil doings they are the one who destroy our environment and destroy other in flu

structure because they are caress on their villages without knowing what will happen to

them from failing maintain their clearness and keeping safe their infrastructure.

The Municipal order us to prevent the residents living in our ward from digging up holes

which they used as the damp and order us to educate them that they suppose to collect all

dirty things and pack them so that at the end of the day the trusted person from ward office

will pass by from all houses and take away all rubbish and after doing that the family has to

pay Tshs. 3,000 and Tshs 6,000/= for the rent house but think refuse from doing so and
keep doing what they think it is right and because of their stupidity they cause corrupting

diseases.

Population motivation, this problem cause the field to be difficult for us as there are a lot

of work which has been done but the lack of provision of motivation discourage us.

Moreover poor awareness of the people some and few people at Tinde ward are not aware

on the modern methodology because of that if create the boundary and the hardship in

approaching them.

CHAPTER FIVE

Conclusions and Recommendations


Conclusion

Through field work attachment students are being exposed to real word situation where by a

student can develop confidence and experience which could help them in the day of completion

of study; This is to say that Field Training Practical is very important and it is must, because on

the field training practical the student is able to apply a lot that h or she has been taught by the

lectures in the classes into the real dong, also if help the student in increasing their understanding

capacity and also it expand their thinking ability as not enough the student will be able to lead

people and to do what they supposed to do on their career.

Recommendations

My recommendations should be addressed to the Mzumbe University but also to the Government

as follows; The field student should be given little amount of money which will help them on the

time they conduct their field trainee, by giving little allowance will encourage them from keep

going to their field station because always money motivate the doing of any employee.

The government should improve the ward offices so that they can influence their people from

trusting them and think of them they can speak something very reasonable, good working

environment influence anybody from seeking for help and also good working environment create

the good image of the organization.

During theoretical party the students with the help of the tutors should be prepared well enough

on how to conduct field training practical especially on how to collect data.


The government should improve their social services to local government activities like

improving health services, water supply and education services.
