E-Governance Adoption, Information ,Communication and Technology (ICT)

Agenda

E-governance refers to the usage of information technology (IT) to improve administrative


efficiency that would give rise to increased transparency and accountability of government processes;
reflect on the relationship between government and citizen, government to government agencies.
Computerized services will become the most popular link between citizen to government, and
government to government agencies. Mobile, computer (desktop), computer (laptop), internet and other
digital device will be the major tools for providing those services.
Nowadays, in securing information in perspective area especially in rural municipality it is
exhausting and in consume your time because some of municipalities is not adopting e-governance such
as a Dynamic website a website that can help citizen for a fast transaction in getting important
information.
However rural government cannot implement this e-governance/system because of a lack of fund
and they can’t Budget this program/system because they cannot afford the price for implementing and
some of the employee of Government is not expert in manipulate a system.

Formulation and adoption

In the case Mr. President must command to legislative area to create a policy that can help
government agencies and citizen for fast transaction and communication using the new technology.
National agencies must allocate a fund for this program a cost of a billion pesos. And in the
local must allocate in their own fund. (5% in there ERA/year or 10 % of their general fund every 3
years.) For the said project.
In creating a project/policy in E-GOVERMENT or Communication and Information
Technology, we need the help of some government & private agencies such as:
 Anti-Red Tape Authority.( ARTA)
 Application Programming Interface (API) - to a set of code and programming rules that
allow software to connect with systems.
 Department of Trade and Industry.(DTI)
 Bureau of internal revenue (BIR)
 National Bureau Investigation.(NBI)
 GLOBE TELECOMMUNICATION
 SMART TELECOMMUNICATION
 GOVERMENT BANK (landbank,DBP)
 Administrator or PBD THE PHILIPPINE BUSINESS DATABANK  Administrator”
shall refer to the DICT to mandate to establish, manage and maintain the PBD
 “PBD Participants” refer to NGAs or LGUs engaged in business-related transactions and
government services
And other government & private agencies related.

In the Communication and Information Technology DICT, we must evaluate the employee to be
deploy, the employee was:
 IT- Professional
 Engineer
 Electrician
We can include office staff but for the paper works but has a little knowledge about
programming.

POLICY OBJECTIVES Specific purpose and objectives of the ICT Policy should be public so
as to be clear about the policy and its intentions. The policy should be mindful of the need to
address economic development, poverty reduction and governance

Government should understand ICT and their implication to government and society at large.
The Policy should unequivocally/ spell out the role of government.

E-Government: An Overview ƒ
 Convenient access to government information and services. ƒ
 Delivery of public services.
 Efficient and effective method of conducting business transactions.

As a Policy, Government should:


 Develop an e-Government policy and legal framework.
 Ensure that every ministry/department develops and manages computerised information
systems.
 Ensure that every Government Ministry and has an updated informative and interactive
website.
 Create an e-Government Agency to coordinate and rationalise efforts by government
entities working on ICTs.
 Make e-Government services accessible to all citizens.
 Provide a systems security framework for e-Government.
 Build capacity for e-Government.
E-governance /ICT Sector
The ICT- sector must be strengthened since it affects operations of all other sectors of the
economy.

Policy the ICT sector


 Develop and improve ICTs infrastructure for all sectors of the economy
(communications, electricity and transport).
 Encourage full utilization of existing communications infrastructure to reduce resource
wastage.
 Develop supportive and enabling infrastructure to ensure equitable access to ICTs by all
citizens including disadvantaged groups and rural communities.
 Promote local production of ICTs products to ensure relevance of content and use of
appropriate technologies that meet international standards.
 Establish institutional mechanisms to co-ordinate inter-organisational planning, policy-
making and implementation of strategies to develop ICTs taking into account the
convergence of broadcasting, telecommunications and on-line computer services.
 Implement measures to develop and retain skilled human resources in the ICTs sector.
 Rationalise the ICTs tariff structure to make ICTs more affordable and accessible.
 Introduce and enforce strict quality of service standards in the provision of ICTs.
 Promote local research and development in software and hardware relevant to all sectors
of the economy.
 Promote awareness and use of ICTs.

CITIZEN E-GOV POLICY


 To ensure the rights of individuals to privacy and confidentiality of their personal
information.
 To empower, through the use of ICT, the disadvantaged segments of the population,
including the elderly, persons with disabilities and indigenous and minority groups;
 To promote the use of ICT for the enhancement of key public services, such as education,
public health and safety, revenue generation, and socio-civic purposes.
 To ensure the security of critical ICT infrastructures including information assets of the
government, individuals and businesses.

The E-GOV POLICY show how ICT have been deployed to benefit critical sectors in the society and
in two cases how it has empowered and changed people’s lives and way of existence.
IMPLEMENTATION

Once the E-GOV POLICY will approved , the center plan/planner implement the policy with
the help of the executive agencies in the different state of the government , whereas the center plan are
implemented through the field units of the state government.
They Congress establish, operate, and maintain a department office in the different
administrative government state of the country as the need arises. Each state government office shall be
headed by a Director/department head. The department head and Assistant shall be appointed by the
executive branches (president, governor, mayor,etc). The Director/department head offices shall have,
within their respective administrative regions, the following functions:

 Implement laws, policies, plans, programs, projects, rules and regulations of the DICT:

 Provide efficient and effective service to the people:

 Coordinate with departments, offices, and agencies private or public;

 Coordinate with the diffident state of a government.

 Perform such other functions as may be provided by law.

Improved Public Access


 Establish a free internet service that can be accessed in government offices and public areas
using the most cost-effective telecommunications technology, through partnership with private
service providers as may be necessary.
I. In rural community or municipality
II. Coastal area
III. All municipalities if possible.

Evaluation and termination

Evaluation during e-gov policy implementation may examine whether the policy is successfully
recruiting and retaining its intended participants, using training materials that meet standards for
accuracy and clarity, maintaining its projected timelines, coordinating efficiently with other ongoing
programs and activities, and meeting applicable legal standards.

Evaluation during program/policy implementation could be used to inform mid-course (Timing,


Design questionnaire, Communicate, Share feedback, Implement changes) corrections to policy
implementation (formative evaluation/summary of evaluation).
What is the crucial part of public policy formulation

Implementation is the part of public policy formulation is crucial. Implementation is an


important stage of the policy-making process. It means the execution of the law, organisations,
procedures, and techniques work together to put polices into effect with a view to attaining
policy goals most especially in my propose policy in e-government. Implementation can be
viewed as a process, an output and an outcome and it involves a number of citizen and
organisations.

Implementation of a policy was inhibited by a lack of coordination between the various


agencies involved in it.

The success of an adopted public policy depends on how successfully it is implemented.


Even the very best policy is of little worth if it is not implemented successfully or properly. One
of the problems of unsuccessful policy implementation is that it lacks in proper direction or
guidelines on how to implement it and some issue is in the politics issue, that’s why some of
policy create by legislative in any state of the government ,undergo with the implementation it’s
not approve because there political issue.

And some reason that implementation is crucial is it’s because of the feedback they
gather most especially here in the Philippines is negative, and because of that some implementer
in the legislative they are continue the policy that they make for the public.
