C3: Scope of Services


1. DESCRIPTION OF THE WORKS

1.1. Overview
The Sturrock dry dock, situated towards the South Eastern end of the Port, is one of the two graving
type dry docks in the Port of Cape Town and is used for the repair and maintenance of marine vessels.
It is essentially a narrow basin with one end open to the sea. During docking, a vessel is manoeuvred
into the basin and the open end closed off by means of a caisson gate. The basin is then dewatered
such that the vessel rests on the dry dock floor for repairs to commence.

Sturrock dry dock employs two such gates, one an inner floating gravity type and the other an outer
sliding type, both of these have been in operation from the 1940’s when first commissioned by HM
Dockyards. A recent condition assessment has concluded that the inner floating caisson gate has
reached its end of life and further recommended to the Port of Cape Town that it should be replaced.

1.2. Employer’s Objective

It is therefore the objective of the employer to design and engineer a new replacement caisson gate,
with the intention of bringing it into service at the end of life of the existing caisson gate. To achieve
this, the Employer has broken down the project into two (2) phases:

1.2.1. Phase 1 (FEL 3)


a) The Employer seeks to acquire the services of an engineering professional services provider with
proven naval architecture competencies to undertake a detailed engineering design and feasibility
study for the replacement of the inner floating caisson gate.

1.2.2. Phase 2 (FEL 4)


a) The Employer shall, using the service provider’s design, acquire a fabrication contractor to
undertake the fabrication, assembly and commissioning of the new caisson gate.

b) The Employer shall reserve the right to retain the appointed service provider to oversee the
Fabrication Contractor and provide supervisory services during the fabrication and commissioning
of the new gate.

1.3. Description of Site Works


a) The appointed service provider shall be required to make available a competent and adequately
qualified team, equipment, tools and material to undertake the detailed design and produce a
feasibility study for the fabrication and commissioning of the gate.

b) In the event that the Employer retains the service provider for the second phase (FEL 4), the service
provider shall be required to make available a competent and adequately qualified team of
professionals to provide supervisory services for the duration of the second phase (FEL 4) of the
project.

2. DESIGN AND ENGINEERING

2.1. Employer’s design


The Employer’s design for the works is contained in the tender drawings and technical documentation
provided with the tender. The list of documents is as follows:

c) The Employer’s Design and Quality requirements are described in the following Particular
Specifications:

e) The Employer will make available all drawings and technical information to facilitate the design and
engineering of the new caisson gate. The following as built drawing may be used for the purposes
of tendering:

2.2. Service Provider’s Design


The service provider’s design is in three stages:

2.2.1. Concept Design


a) The service provider shall present a minimum of two (2) basic concept designs for selection by the
Employer. Each basic concept shall include the following:
o General arrangement drawing,
o Order of magnitude cost and schedule ,
o Basic operating philosophy.

2.2.2. Detailed Design


a) The service provider shall undertake the detail design and engineering of the concept approved in
accordance to 2.2.1 above. The design shall be of sufficient detail for a third party to procure,
fabricate and commission the floating caisson gate. The Design deliverables shall as a minimum
include:

2.2.3. Feasibility Study


a) The service provider shall undertake feasibility study for the fabrication and commissioning of the
new caisson gate. The study shall be conducted to suit the Transnet project Lifecycle Process

2.3. Review and Acceptance of service provider’s designs


The service provider shall submit all deliverables to the Employer for review and acceptance. The
Employer undertakes to review and accept the design documentation within a period of 2 (two) weeks.

3. PROVISIONAL RATES FOR THE SECOND PHASE (FEL 4) OF THE PROJECT

3.1. Execution Scope


a) The Employer reserve the right to retain the appointed service provider to provide supervisory
services during the fabrication and commissioning of the new gate. The scope of work and
deliverables can be summarized as follows:

3.2. Provisional Rates


a) The service provider shall provide indicative hourly rates for the supervisory team that will oversee
the execution phase of the project as described in 3.1 above. For tender and evaluation purposes
the service provider shall provide his quoted rates against the provided pricing schedule.

4. MANAGEMENT AND START UP FIRST PHASE (FEL 3)

4.1. Required Documentation


b) The service provider shall submit, as part of the tender bid, a draft version of the following
documents for review and evaluation:
o List of similar projects completed.
o Method Statement detailing how the works for the first phase (FEL 3) of the project will be
completed.
o Level 4 Gantt chart project schedule detailing key milestones for the first phase (FEL 3) of
the project.
o Organogram showing all resources for the first phase (FEL 3) scope of the works. The
organogram shall be accompanied by CV’s and proof of qualifications and accreditations

4.2. Management Meetings


a) The service provider shall attend contract management meetings at the Project Manager’s request
at a specified venue. It is envisaged that the meetings will be scheduled as follows:
o The Contractor will attend a kick off meeting at the start of the contract
o Progress meetings will be held at least once every 2 weeks

o The contractor will attend a close out meeting at the end of the contract.

b) At these meetings, the service provider will share all relevant information including early warnings
of compensation events, quality plans, schedules, subcontractor management, and health,
environmental, risk and safety issues at such meetings.

c) All meetings are to be recorded using minutes or a register prepared and circulated by the person
who convened the meeting. Such minutes or register are not to be used for the purpose of
confirming actions or instructions under the contract as these are to be done separately by the
person/s identified in the conditions of contract to carry out such actions or instructions.

4.3. Documentation Control


a) The service provider shall submit all documentation complying with the Employer’s standards and
requirements.

b) The Employer will issue all relevant documentation and drawings, including revisions, to the service
provider, but control, maintenance and handling of these documents will be the service provider’s
sole responsibility and at its expense, and managed with a suitable document control system.

4.4. Programming Constraints


a) It is expected that the project will run over a period of 7 months from contract signature to contractual
close out. Table below shows key project milestones:

b) Within two weeks of the contract award, the contractor shall be required to submit a detailed and
final programme in the form of a Microsoft Projects Gantt chart, setting out the intended progress
of the works.

c) Once the Project Manager has approved the programme, it shall be adhered to by the service
provider, unless the approval of the Project Manager is obtained for any amendment that may be
necessary.

d) The service provider shall submit a cash flow forecast with each programme submitted, including
the programme submitted with the tender. The cash flow shall be in the form of an S-curve and

shall be a cumulative representation of the monthly cost progression for the remaining duration of
the contract. The cash flow forecast must align with the programme.

e) The service provider shows on his Accepted Programme and all subsequently revised programmes
schedules showing the critical path or paths and all necessary logic diagrams demonstrating
sequence of operations.

f) The revised programme, in the form of a month look-ahead, shall show two (2) separate bars for
each activity as per bullet points below so as to enable a comparison of the actual progress with
the first program;
o the first programme activity bar, and
o the revised activity bar identifying the currently forecast start and finish dates of the activity,
and the status (% complete for each activity)

g) Deviations of the “current” activity schedule from the “baseline” activity schedule will form the basis
for assessing progress and performance.

h) The service provider shall provide a monthly written status report or as may be required by the
Project Manager from time-to-time. The report shall summarise progress and problems
encountered during that month in respect of all parts of the work under the Contract. As a minimum
the report shall include:
o progress against the Accepted Programme;
o list of milestones achieved during the period;
o status of design;
o deviations from the Accepted Programme and in particular, the forecast completion dates
of activities which have or should have commenced;
o status of approvals;
o actual or anticipated problems with corresponding action plans to minimise the impact;
o summary of works planned for the following period, and
o cash flow status versus the original forecast.

4.5. Payment, Invoicing and Cash flow


a) The service provider shall invoice on a monthly basis in accordance to the project progress and
against the agreed project schedule and cash flow. All invoices shall be submitted on or before the
20th of each month for payment after 30 days of acceptance.

4.6. Services and other things provided by the Employer


a) The employer will provide the service provider with access permit to the Port for the duration of the
contract.

b) The employer will endeavour to provide the appointed contractor with all available information that
may facilitate the progress of the project. However, in cases where such information is not
available, the service provider shall point out to the Employer for advice on steps to be taken.

4.7. Contractor’s management, supervision and key resources


a) The appointed Contractor will provide a fully resourced team to ensure successful implementation
of the project. This team will have a single point of contact on either side in the form of project
managers.

b) As a minimum, the service provider’s management team shall make available the following key
resources:
o Project Manager
o ECSA Registered Naval Architect
o ECSA Registered Mechanical Engineer/Technologist
o ECSA Registered Electrical Engineer/Technologist
o ECSA Registered Control and Instrumentation Engineer/Technologist
o SACQSP registered Quantity Surveyor

4.8. SKILLS TRANSFER


a) The appointed service provider shall provide an opportunity for a maximum of four (4) TNPA Junior
Engineers and Technicians to gain experience in naval architecture, structural steel design and
vessel stability and buoyancy analysis.

b) The identified individuals shall be based in the service provider’s office for minimum of 32 hrs a
month and shall be allocated tasks as part of the project team. The identified individuals’
contribution to the works and learning experience shall be measured through monthly ECSA
reports signed by the assigned supervisor.

5. MANAGEMENT AND START UP SECOND PHASE (FEL 4)

5.1. Required Documentation


a) The service provider shall submit, as part of the tender bid, a draft version of the following
documents for review and evaluation:
o List of similar projects completed.
o Method Statement detailing how the works for the second phase (FEL 4) of the project will
be completed.
o Organogram showing all resources for the second phase (FEL 4) scope of the works. The
organogram shall be accompanied by CV’s and proof of qualifications and accreditations

5.2. Management Meetings


a) The service provider shall be deemed an integral part of the Employer’s team during this phase of
the project; as such, he shall attend all contract management meetings between the Employer and
the fabrication contractor at the Project Manager’s request at a specified venue. It is envisaged
that the meetings will be scheduled as follows:
o Kick off meeting at the start of the contract
o Progress meetings will be held at least once every 2 weeks
o The contractor will attend a close out meeting at the end of the contract.

b) At these meetings, the service provider will share all relevant information including early warnings
of compensation events, quality plans, schedules, subcontractor management, and health,
environmental, risk and safety issues.

5.3. Fabrication and Site Activities


a) The service provider shall make available suitable qualified resources to undertake quality
monitoring and design clarifications both at the execution contractor’s fabrication facilities and on
site for the duration of the works.

5.4. Project Tracking and Reporting


a) The service provider shall make available a suitable qualified team of project control specialists to
track and report to the Employer the progress of the project.

5.5. Payment, Invoicing and Cash flow


a) The service provider shall provide on a monthly basis, for the Project Manager’s approval, a
provable reconciliation of hours expended per staff resource and expenses incurred in the provision
of the services.
b) The reconciliation shall form the basis for the invoice amount. All invoices shall be submitted on or
before the 20th of each month for payment after 30 days of acceptance.

5.6. Services and other things provided by the Employer


a) The employer will provide the service provider with access permit to the Port for the duration of the
contract.

5.7. Contractor’s management, supervision and key resources


a) The appointed Contractor will provide a fully resourced team to provide the services as envisaged.
