This document presents the background and statement of the problem for a study on students' difficulties in learning Technical Vocational Livelihood - Information Communication Technology (TVL-ICT) at Bancal National High School. Specifically, it will examine students' difficulties in learning ICT when classified by grade level, determine if there are significant differences between grade levels, and identify the dominant learning difficulties. The study will survey 54 students from the 63 students enrolled in the ICT track in grades 11 and 12 using simple random sampling. The survey will assess students' perceived level of difficulty across various learning challenges on a 4-point scale.

Information Communication Technology (TVL-ICT)

Background of the Study


We are living in the world of a rapid quickly advancing technology. In recent
times, there have been intense global campaigns for the introduction of Information
and Communication Technology (ICT) in teaching. Abdulla Al-Hawaj & Twizell, (2008)
observed that the use of ICT in the teaching and learning of most school subjects is
critical to make learners learn better and teachers to teach well. In the study of
Balash, Yong & Bin-Abu (2011) and AlAmmary (2012), ICT ensures transactional
instructional communication where the teacher manages the human materials, time
and space to make sure that instructional conditions help in drawing student’s
attention to stimulation and recall stimulus thereby improving performance. No doubt
ICT enable students to learn faster, remember longer, gain more accurate information
and receive and understand delicate concepts. The use of ICT in schools includes
computers, internet facilities, audio-visual devices, multimedia projectors etc.
Computers and internet facilities are now in place in many institutions of learning. It is
envisaged that educators will see ICT as a major teaching and learning device across
all educational institutions.
In the Philippines, it is a dilemma that poses great challenges to the majority of
Filipino teachers with regards to their roles on how to implement ICT in their teaching
as they cope with this emergent technology advancement.
In the report to the UNESCO in 2003, Tinio cited the lack of ICT based-
instructional materials that will aid teachers in using ICTs as teaching tools is one of
the constraints to the effective integration of ICT in basic education. Other factors
include: poor student to computer ratios (averaging 267:1); lack of
appropriate/relevant software; lack of connectivity; low level of basic ICT skills among
teachers; and lack of funds to pay for the cost of running the ICT facilities.
Same alarming factors was also evident at Bancal National High School and to find

remedy on the said issues the school offers TVL-ICT for grade 11 and grade 12

students for the purpose of elevating students’ knowledge and skills towards the

technology advancement in the society. This study therefore assesses students’

difficulties in learning Information Communication Technology as one of the TVL track

offerings of the school. Results that may be drawn from this study may bring

implication as basis for program enhancement. It is this premise that the researcher is

inspired to pursue this study.

Statement of the Problem

This study will be conducted to find out the students’ difficulties in learning

Information Communication Technology at Bancal national High School, school year

2019-2020.

Specifically, this will answer the following research questions:

1. What are the students’ difficulties in learning ICT when taken as a group and

when classified according to grade level?

2. Is there a significant difference in the students’ difficulties in learning ICT when

classified according to grade level?

3. What are the dominant learning difficulties of students in learning ICT when

taken as a whole and when classified according to grade level?

Survey Population and Sampling Design


The respondents of this survey will be the 63 grade 11 and grade 12 ICT
students at Bancal National High School for the school year 2019-2020. The researcher
will use the simple random sampling technique in selecting the respondents on the
said survey. Simple random sampling design will be used to ensure that all the
elements in the population were given an equal chance to be selected as the
participants of the survey. The researcher also believed that using the said sampling
design reliable result will be obtained. To get the actual number of respondents
slovin’s formula will be used. Out of 63 total populations there will be 54 students who
will participate in the survey. All names of the population will be written on a piece of
paper, will be rolled and place it inside the fish bowl and the researcher herself will

draw 54 names out of 63 for the actual respondents. Data will be shown on the table
below.
