General Remarks and Recommendation: Existing Mobility Condition in Lemery Using The Traffic Survey Methodologies

This chapter summarizes the final output of the study which includes the general
remarks that were gathered throughout the study and recommendations for the municipality
A. General Remarks
Through the traffic count survey in Barangay Mahayahay station, the volume of
vehicles were determined and analyzed. Based on this survey, private vehicles such as
cars and motorcycles governed the intersection. The total number of tricycles is also
notable given that this is the main public transportation used inside the municipality.
During its peak hour, 9:00 to 10:00 AM for Northbound and 3:00 to 4:00 PM for
Southbound, the calculated Volume Capacity Ratio is 0.371 and 0.457 respectively. The
former corresponds to LOS B wherein drivers and passengers are in zones of stable flow
and the drivers have reasonable freedom to select their speed and the latter corresponds
to LOS C or in the zone of stable flow but drivers are restricted in selecting their speeds.
Generally, the main public transportation in Lemery is tricycle. Private cars and
motorcycles also contribute to the number of vehicles that passes through the road of the
municipality. Smooth flow of traffic congestion was evident in Mahayahay and Pansipit
Bridge Intersection.

The calculated average passenger for jeepneys, van, bus and tricycles does not
exceed its seating capacity, according to the results of Classified Traffic Count Survey
and Passenger Load Count Survey. For private vehicles such as cars and motorcycles,

were able to make more than one roundtrip while for the other jeepney routes, only one
unit was able to make two roundtrips. The number of rountrips for Agoncillo - Lemery,
Lipa - Lemery and San Luis - Lemery (Tricycle) were 1.04 and Balayan - Lemery was
3.27.
Through the Passenger Load Count Survey, the average one way travel time of
jeepney and AUV routes were recorded. It takes more than 2 hours for other routes to
make one way travel because of waiting for passengers. In terms of passenger,

The number of respondents of the Transport mobility and perception survey was
determined by the use of Cochran’s formula. Based on the population of each barangay,
the calculated total number of respondents was 364. The survey questionnaire used

consists of three major parts: the respondents’ personal information, their respective
establishments.
The proponents were able to propose a 5-year mobility solution in terms of mode of
transport, routing plan with recommended pick-up stations and infrastructure upon
analyzing the traffic condition of Lemery, Batangas. Through the collected results of the
survey, the proponents were able to gather the values of the factors needed in the
passenger demand formula of Lemery, Batangas. Based on the calculation from the
Classified Traffic Volume Count and Passenger Load Count in Barangay Mahayahay,

the vehicles that passes through this intersection are private cars, followed by
motorcycles accounted for 22% which is also a private vehicle. As tricycles are the main
mode of public transportation in the municipality, 17% of the total vehicle accounts for
tricycles. Thus, the proponents proposed a solution of converting the passenger demand
for tricycles into multicab and jeepney for mass transportation. However, the demand for
tricycles in the Poblacion area was not analyzed due to the constraints. The Local
Government of Lemery shall strictly enforce the tricycle ban on national highway to
reduced the traffic congestion with in poblacion area, as mandated by the House Bill No.
279 under the 17th Congress First Regular Session and DILG’s Memorandum Circular
2020 - 036. Moreover, tricycles may operate inside the poblacion areas.

As shown in Table , the total number of proposed stations in Lemery are 172
pick-up stations, including the proposed transfer stations. These stations are placed in
four consolidated jeepney routes in Lemery. Out of 172 pick-up stations, there are 85
proposed pick up stations for public vehicles going to North of Lemery, 82 proposed
pick up stations going to South of Lemery, and five proposed transfer stations. In
Lemery - Batangas or Lemery - Lipa Jeepney Route, it is recommended to have five pick
up stations going to North and five stations going to South . In Lemery - Agoncillo
Jeepney Route, there are 8 stations going to North and 7 stations going to South. In
Lemery - Nasugbu or Balayan - Calaca Jeepney Route, there are 28 proposed pick up
stations going to North and 27 proposed pick up stations going to South. In Lemery -
Amuyong or Lemery - Mayasang Jeepney Route, there are 44 proposed pick up stations
going to North and 43 proposed pick up stations going to South. For major stops or
stations, five transfer stations are placed at the intersections of each jeepney routes.
c. Infrastructure
Due to some constraints in conducting the surveys needed for the data, only two
considered in the AnyLogic model and the computation of the stoplight schemes. The
results of the simulation indicated that a construction or placement of traffic lights will
not be of much help to these two intersections. It only yielded negative results when
stoplight schemes are placed, and private vehicles and public vehicles are increased in
number. The inadequacy of the data needed for other intersections that should be used in
the simulation led the proponents to limit the computation into these two intersections

only. It is recommended, for other researchers, to conduct Traffic Volume Count Surveys
to the remaining intersections and to propose traffic lights and traffic signals if needed.

without the stoplight schemes was 31.04 seconds while the control mean with the
stoplight schemes was 108.269 seconds. The samples used on the simulation at the
intersection was 951 vehicles. The proposed stoplight scheme is not necessary and
would not be of much help for the Mahayahay Intersection. It only showed that the
intersection was capable of handling the volume of vehicles and the traffic congestion
weekend showed negative results with the proposed traffic light. The control mean
without the stoplight schemes was 33.581 seconds while the control mean with the
stoplight schemes was 64.689 seconds. The samples used on the simulation at the
intersection was 1235 vehicles. The proposed stoplight scheme is not necessary and
would not be of much help for the Mahayahay Intersection. On a weekday and on a
weekend, the results are compared and it showed that the Mahayahay Intersection does
not need traffic lights to control traffic congestion at all, even at peak hours. It only
showed that the intersection was capable of handling the volume of vehicles and the
traffic congestion from the stations coming from Lemery, Calaca, and Mayasang.

B. Recommendations
The proponents would like to recommend the following for the improvement of the
transportation in the municipality and for other related studies of the same field.

perspective.
