Why did they do it?

Background: The delegates in Philadelphia created a WEAK national government under the Articles of
Confederation. Americans remembered the rule under Great Britain and its King. They wanted to make sure
that the new United States did not face the same problems, so they created a system of government that
would prevent that from happening. Most of the power was given to the states with an agreement of a
“loose” alliance between them. As delegates wrote the Articles of Confederation, they looked back at the
grievances that had been listed in the Declaration of Independence.

Directions: Find a matching grievance in the Declaration of Independence for each weakness in the Articles
of Confederation (PACT). Write that grievance in the correct box.
