Diversion of Road

The contractor is constructing a tunnel on a hillside road to protect vehicles from falling rocks. However, the tunnel construction is reducing the available road width and hindering traffic flow. To address this, the contractor proposes building retaining walls to widen the road and ensure smooth traffic passage. As this work is beyond the original contract scope, the contractor is requesting the client issue a change of scope notice so that additional documents can be submitted for approval and cost estimation of the diversion work.

Dear Sir,
In the aforesaid contract we have to execute tunnel work on the hill side of road so that the
moving vehicles do not face the hazard/ danger from the likelihood of impact from rollover
of rocks/ debris from steep hill slope for which a cushion of earth-fill supported by retaining
wall is in built in the tunnel proposal.
It is however pertinent to mention here that ensuring of smooth passage of traffic on the
project road is also to be facilitated as this road being the trunk road feeding the entire
Alaknanda Valley, requirements of Defense forces as well as the rush of Chardham Yatris
necessitates uninterrupted and trouble free traffic movement. Towards this end it is essential
to maintain adequate road width at the location where the tunnel construction is under way
and part of the road width gets utilized in laying of tunnel invert and additional space is
required for working& operation of construction machinery, stacking of materials, shuttering,
carrying out reinforcement bending/ cutting work etc.& other activities associated with the
construction job.
Evidently not much space/ road width is left for safe passage of the traffic rush on project
road owing to above mentioned constricted site conditions which warrants construction of
protection walling in the shape of gabions etc. on valley side for creation of sufficient road
width so that the traffic through this bottle necked reach passes unhindered along with the
above considerations as detailed in foregoing paras.
The cost estimate based on proposals for creation of adequate road/width diversion in this
reach has accordingly been prepared which is however not covered under the provisions of
contract and needs to be considered under change of scope proposals. Towards this end it is
requested to issue a change of scope notice under clause 13.2.1 since the work is beyond the
provisions of schedule-B.
We shall submit the requisite documents as per clause 13.2.2 since the Drawings are under
process upon receipt of Change of Scope Notice.
