“Health Condition of RMG Worker”

INTRODUCTION
Day by day garment sector is gaining importance in the development of the country. It enhances
women empowerment because about 22 lakhs out of 25 lakhs garment workers are women. This
study attempts to present the health condition of the garment workers. Health conditions include
workers weights, heights, age, environment, education, health service, gender, medical cost,
income, food habit, pure water, sanitary, working hour, sleep. The study attempts find out what
factor affects worker health condition and its impacts in future generations and our economy.
How to improve this condition? Identifies prospects and problem of the RMG workers.
Techniques use to identify these. Finally some recommendations have been given for the study
area.

According to WHO (1948), “Health is a state of complete physical, mental and social wellbeing
and not merely the absence of diseases or infirmity”. But Bangladeshi garment workers are
unable to maintain any of the health condition prescribed by the WHO. The garment worker in
Bangladesh had to work from dawn to dusk in a confined environment where proper ventilation
of air is absent. For this, they are affected by the disease bearing virus and bacteria that cause
various types of diseases in their bodies. The most of the owners of the garment factories are
found completely reluctant. N Nahar, R N Ali and F Begum (February, 2010) found that work
pattern in the garment factory severely affected worker’s health, as they were restrained in a
closed environment. In their study they concluded that the particular nature of work in garments
create various types of health hazards among the garment workers such as headache,
malnutrition, musculoskeletal pain, eye strain, less appetite, chest pain, fainting, diarrhoea,
hepatitis (jaundice), food poisoning, asthma, fungal infection, helminthiasis, dermatitis. In these
circumstances Jana P (2008) suggested that recognizing ergonomic risk factors in the workplace
is an essential first step in correcting hazards and improving worker protection. The female
workers in the garment sector mainly stitch up the fabrics. Therefore, they had to inhale dust of
fabric causing health hazard and ultimately suffer from the diseases like asthma, respiratory
problem, breathing problem, conjunctivitis and visual discomfort. In addition to this, they had to
work for a long period without movement from their desk. Due to the nature of job the back pain
is a common phenomenon to the majority of female workers.

Many unskilled laborers from rural location work in this sector. The common jobs handled by
them are sewing, ironing, packing and lifting heavy loads which are monotonous, continuous and
prolonged .Working for a long period of time without rest, absence of personal protective
equipment and inadequate provision of ergonomic facilities at workplace leads to major health-
related issues among the workers. The objective of this study was to identify the pattern and
prevalence of major health problems among garment factory workers.

3
Personal Interview data collection method is used to collect data. Data are collected from
Sonargaon Textile Ltd in Barishal. Due to time and financial limitation we collect data from 1
RMG industries. We assume that labor health condition and working hour is same for all
garments workers.

LITERATURE REVIEW

For the purpose of this research I have studied a number of official and unofficial records, books,
articles, reports, manuscripts and other publications on labor laws, problem of Garments sector,
the problems of Garments worker and related topics. But no literature with specific focus on the
safety of garments worker which is indicate in the Labor Act 2006 before and after amendment
and international conventions. A brief references of related studies are discussed below:

An Article on socio economic condition of the female garments worker in the capital city of BD
by Sikder, Sankar and sadeka found that “average working hour of a worker is 11.2 and salary is
7000.56 percent of worker had fairly good health before joining RMG but it come down 16
percent. Only 6 percent of worker reported that they often experienced various illness before
joining but it rose as high as 21 percent.84 percent are ill most of the time”

Dunn & Mondal (2010)

In a study find that employers and policy makers generally do not recognize occupational safety
and health as a priority . National discussion about OSH issues tends to arise only in response to
major industrial accidents. Bangladesh has not ratified the core Occupational Safety and Health
Convention (No. 155). The Labor Act provides the opportunity for workers, their families and
trade unions to file court cases for compensation in the event of work-related accidents and
diseases. Knowledge about occupational diseases and the capacity to pursue legal authority is
very limited, however, and the labor court system is weak.

According to the Drusilla, Alan & Robert (2011),

Hazardous conditions of work range from the exposure to lint dust in an apparel factory to
exposure to toxic chemicals in the recycling of electronic waste. It is also evident from the study
of Mehta (2012) that the musculoskeletal disorders are the most common work related problems.
It affects the body muscles, joints, tendons, ligaments, bones and nerves. The monotonous work
lead to increased worker fatigue due to continuous handling of loads, prolonged standing,
repetitive movement of both hands and wrists and awkward postures.

New Age (2009)

Another prominent daily English newspaper, reported that the majority of garment factories do
not yet comply with many wage and workplace standards specified in the tripartite agreement of

4
2006. At the global level, campaigns have drawn attention to abuses of workers' rights in global
supply chains and put pressure on international corporations to take greater responsibility for
employees through corporate codes of conduct. Local employers in the Bangladesh garment
industry must now demonstrate compliance with these codes to win orders from international
buyers.

Peoples Daily Online China (2008)

The Bangladeshi caretaker government is to take stern action from August 1 against owners of
garment factories who failed to implement compliance issues like providing minimum wage to
workers.

OBJECTIVE OF THE STUDY

The objective of the study is

 To investigate the present health condition of garments worker.

 To examine the problem of the study area.
 To formulate a policy guideline to improve this condition.

RATIONAL OF THE STUDY

Sonargoan textile worker identify the heath condition, develop a policy guideline of better
facilitate to them. If their health condition improve, productivity will increase, medical cost
decrease and most important their children would be healthy, the future generation of our
country.

As RMG sector is the nucleus of the country’s economy, so carrying out study for further up
liftmen of the sector is the demand of time to bring meaningful change removing on going
volatility in the industry. At present the garments sector of the country is arguably unstable
pointing out the necessity of in-depth study and analysis to heel it. Majority of the garments
workers are unhappy with their toilsome labor but the security and safety net in the working
place.

METHODS AND DESIGN

DATA COLLECTION METHOD

By doing this research we will visit Sonargaon garment industry in Barishal. We will talk with
General Manager, Manager, Director & other supportive labor. Most of our data collection
policy would primary. But we also get some other information from the internet. After collecting
the information, we would get together for sorting the information & preparing it into a research.
We generate data for this project in two ways those are Primary Data collection method &
secondary data collection method.

5
Primary data collection:
For this project we have make Group studies to others and visiting garments for generating some
ideas and directly question. We collect information through face to face interview with workers.
Though it is very difficult to manage both employee and general manager of the company, it
gives more relevant and adequate information .

Secondary data collection:

The major portion of this research is based on secondary data. We collect data for this project
from internet and our text book and journals.

HYPOTHESIS DEVELOPMENT
Assume that due to higher working hour, decrease their sleep, eat and rest hour. For this reason
their heath condition decrease.

Ho: There is a relationship between working hour and health condition.

H1: There is no relationship between them.

Questionnaire used:

1.what is your name?

2.how old are you?

3.what is your food habit?

4.how many hour do you have take rest?

5.how is your weight?

6.how many kilo caloree do you take every day?

LIMITATION OF THE STUDY

Since our study is based on both primary and secondary data, there is a possibility of getting fake
information. If the surveyed personnel provide us with any fabricated information about their
opinion of their organization, then the report findings may be erroneous. Above all, this study is
weak in some points. The notable ones are as under: 1) The survey was conducted in a very short
time so we were not able to collect more information. 2) This survey made on crisis situation of
Bangladesh, so it was difficult to collect more samples. 3) Only 1 big and the reputed Garments
Company consider here as sample.4) The questionnaire contains some questions that, if
answered properly, might damage the company’s image.5) In this type of questions, the
respondents might provide socially acceptable answers. 6)This risk was unavoidable.7) Another
limitation of this study is the persons private information were not disclosing some, data and

6
information for obvious reasons, which could be very much useful. Lack of experience in this
field.8) Lack of proper authority to conduct the interview program Due to long distance between
the factory and University campus it was very difficult to communicate and meet with the
supervisor.

CONCLUSION
A significant proportion of female worker are joined in Bangladesh at RMG sector. Large scale
entry of women into the labor market has been one of the most striking features of recent
industrialization in our country Any kind of unwanted and unusual health hazards will make a
disaster in country and total population. Health and safety is main responsibility of both
government and company authority. There is a great scope to improve upon the existing health
status of the workers; I order to raise a healthy economy for a nation. It can be said that no
recommendation can be successfully if all actors, that is, the government of Bangladesh,
garments employers, NGO and above all the workers do not work together. The current phases
engaged by government as well as BGMEA presented several in taking OHS procedures in RMG
factories in Bangladesh. The government as well as of garments factories must be more worried
about manufacturing safety connected rules as well as guidelines.
