The propose project will be implemented right after the approval and release of project funds
from the Office of the Presidential Adviser on Peace Process and shall be continuously operated until
such time its aims and objectives are realized.

B. The Project
1. Rationale
Unfortunately, Marawi City was ruined by a man-made disaster that lasted for a year.
A certain group of lawless elements called Maute group-ISIS occupied Marawi City
sometimes on May 23, 2017 that had forced the Philippines Government Military Forces to
wage war against them which everybody knew to be among the fiercest battles that ever
happened in the country. The Marawi Siege had brought about great damages and
destructions in the City of Marawi more particularly in its central part now known as Ground
Zero. Bloodshed happened all over the ground zero areas for thousands of the members of the
terrorist group and the government military troops were killed. Not even one of the big
commercial buildings and beautiful residential houses had remained standing without having
incurred damages and destructions. The ground zero areas were completely ruined by the
stroke of bombs, cannon and bullets of guns and calibers. It almost turned into ashes and all
commercial establishments within said areas were gone.
The victims of the war were suffering in the different areas where they evacuated.
They are now on the process of recovery, hence, a need to help them in a way that could make
them live again on a fruitful lives. It is but a best move to establish various kinds of business
ventures in some parts of the ruined city to address some gaps and concerns now arising
among its constituents.
Along these lines, the cooperative leadership had envisioned to establish a
Cooperative Grocery Store in barangay Sagonsongan, Marawi City with the aim of helping
the consumer public of the barangay and its nearby barangays through the operation of a
grocery store in which all necessary grocery items will be available for sale, hence, this
project study is being prepared for possible funding assistance.
2. Project Description
2.1 Objectives of the Project
General Objective
The general objective of the project is to contribute on the enhancement
of the socio-economic condition of the people of Lanao del Sur and the war
victims in Marawi City.
Specific Objectives
To be able to establish the proposed Cooperative Grocery Store in Barangay
Sagonsongan, Marawi City with sufficient capital;
To be able to contribute for the early recovery and rehabilitation of Marawi
City thereby addressing its arising gaps and concern relative to the
destruction of its commercial establishments;
To be able to help in the moves and initiatives of developing entrepreneurs
in the target service areas in order to address the buying needs of the
residents;
To be able to help provide job opportunities for the needy but qualified
residents in the proposed project area.
2.2 Beneficiaries
The primary beneficiaries of the proposed project will be the members of the
proponent cooperative and its secondary beneficiaries will be the consumer public in its target
project areas.
2.3 Location of the Project
The proposed Cooperative Grocery Store will be established in a certain building
situated in Barangay Sagonsongan, Marawi City. The proposed store area is located along the
national highway which is accessible to all kinds of land transportation vehicles.
2.4 Scope of the Project
The proposed project will be allotted an amount of P 216,950.00 for the establishment
of a Cooperative Grocery Store. P 112,050.00 of the requested amount for its establishment
will be utilized as procurement capital and the remaining P 104,900.00 will be used for the
renovation and purchase of the required equipment.
2.5 Implementation Strategies
In order to ensure success of the proposed project, the following strategies will
be employed in its operations, to wit:
Tap the expertise of a certain business management expert in the preparation of
the policies and procedures to be adopted in the operations of the project;
Lower down the selling prices of any merchandise items in the project to
compete with the existing grocery stores in the city of Marawi;
Prepare leaflets and other kinds of information materials relative to the opening
and operation of the proposed store to keep the public properly informed
regarding its existence;
Hire a well-experienced sales ladies and other necessary manpower to man the
different activities of the proposed project.
2.6 Monitoring and Evaluation
The implementation of the project shall be properly monitored and evaluated. A
Project Monitoring and Evaluation Team (PMET) will be created through a Board Resolution.
The PMET shall be mandated to conduct a monthly monitoring over the project
implementation activities to assure right use of project funds, quality, and schedule and
recommend necessary correction when needed. It shall also be required to conduct
evaluation every after 6 months to determine the project success and the Team shall be
obliged to submit narrative report on whatever findings it discovered to be submitted to the
office of the chairman and a copy of which will be furnished to be Duyog Marawi Inc. and the
OPAPP office.

2.9 Project Management
The proposed project will be managed in accordance with the standard management
structure of a cooperative. Its general supervision and management will be done by the
chairman to be assisted by other officers and the board of Directors will be responsible for the
formulation of policies and procedures that will govern its implementation.
The direct supervision and management of the project will be performed by the
cooperative manager, bookkeeper and other staff of the cooperative. Other manpower will be
hired for the various activities to be undertaken.
2.10 Expected Project Impact
The proposed enterprise will be profitable as per study and will eventually bring about
big income for the proponent cooperative and its members will be eventually benefited out of
the net income that maybe generated from the ventures.
On the other hand, the proposed project will help a lot for the early economic recovery
and development in the war-torn areas in Marawi City. It will contribute in bringing back the
commercial establishments to benefit the people not only in Marawi City but in the whole of
the province of Lanao Del Sur. It will help address the gap between the supply and demand
for grocery items and other food items that had been attributed to the absence of big grocery
stores.
