CONTINUING PROFESSIONAL DEVELOPMENT ACT OF 2016
- Lapsed into law on July 21, 2016 without being signed by Pres. Aquino (Art. 6, Sec. 27 of the
Constitution)
Definition of Terms
CPD
It is the term used to describe what the professionals engage to develop and enhance their activities.
This enables the process of learning to become proactive and conscious, rather than reactive and
passive.
CPD Council
It refers to the body created to make sure that there is a continuous improvement of professionals
based on the national, regional, and international standards of practice.
CPD Credit Unit
It refers to the value of the amount of learning wherein credits can be accumulated to predetermined
levels for the award of a qualification.
CPD Program
It is a set of learning activities that are approved by the CPD Council such as workshops, seminars,
technical lectures, etc.
CPD Provider
It refers to the juridical person accredited by the CPD Council to conduct CPD Programs.
Nature of CPD Programs
Formal learning – It refers to educational arrangements that take place in educational
institutions then leads to granting diplomas and qualifications
Non-formal learning – It is an alternative in addition to formal learning which may be
structured and made more flexible.
Self-directed Learning – This type of learning is usually online trainings, seminars, company
sponsored training programs that did not undergo CPD accreditation but may be applied for
awarded CPD units by the respective CPD Council.
Online Learning Activities – It uses the internet and other web-based Information and
Communications Technology solutions
Professional Work Experience – It refers to any experience that a professional gain while
working in a specific field.
Article 1, Section 2:
It is stated here that the professionals` practices in the country should be upgraded or improved. Also,
the State has to create measures that will continuously improve the competencies of the
professionals based on the international standards of practice to ensure their contribution in
upgrading their contribution to the general welfare of the country.
Rule II, Section 4, IRR of RA 10912
There shall be CPD Programs that should be formulated and implemented in order to:
- Upgrade the competencies and qualifications of professionals for the practice of their professions
- Ensure national and international alignment of competencies and qualifications of professionals
- Ensure the development of quality assured mechanisms
- Ensure maintenance of core competencies and development of advanced and new competencies
- Ensure the contributions of professionals in uplifting the general welfare
IRR of R.A. 10912, Rule III, Section 10
It is stated here that CPD should be a mandatory requirement in the renewal of the PICs of all
registered and license professionals under the regulation of the PRC.
10.1 It is stated here that registered and license professionals should complete the required credit
units every 3 years of compliance period and a copy a copy of the Matrix of Credit Units Required per
Profession or as specified in their Professional Regulatory Law.
- Medical technologists: 45 CPD units needed
- Funding: included in the PRC programs
Except for the credit units earned from doctorate and master’s degree or specialty trainings, any
excess CUs earned shall not be carried over the next three-year period.
Roles of the PRC and Professional Regulatory Boards
- Organize CPD Councils and promulgate guidelines for their operation
- Review existing and new CPD Programs
- For the implementation of the CPD Programs, guidelines and procedures should be formulated,
issued, and promulgated
- Coordinate with agencies, academe, and other stakeholders in the implementation of the CPD
Programs and other measures
- Coordinate with concerned government agencies in the development of mechanisms and
guidelines
CPD Council
- Supervised by the PRB
- 1 chairperson: member of the PRB
- 2 members
o 1st: president or officer of the AIPO/APO; if there is no AIPO/APO, the PRB shall submit a
list of three (3) recommendees from the national professional organizations within 10
working days from notification of such absence.
o 2nd: president or officer of the national organization or department chairpersons of
schools, colleges or universities; if none, recommend 3 from the academe
- Term of chairperson: same amount of time as the board term
- Term of members: 2 years, unless replaced by their respective organizations
Functions of the CPD Council
Basically, the function of the Council is to supervise the CPD programs, develop mechanisms for the
validation, accreditation and recognition of the learning processes, conduct researches, studies and
benchmarking for international alignment of the CPD Programs, and issue operational guidelines,
with the approval of the PRC and the PRB concerned.
Fraud relating to CPD
- Revised Penal Code: imprisonment
- Suspension/revocation of license
- If government official or employee: plus administrative penalties

POLICIES, STANDARDS AND GUIDELINES FOR MEDICAL TECHNOLOGY EDUCATION
March 15, 2006

Article I
Section 1 – INTRODUCTION
Medical Technology Education/Medical Laboratory Science Education aims to gain knowledge in the
fundamentals of medical laboratory science and to response to the demands of manpower in the
paramedical service. It consists of laboratory testing which aids in the diagnosis, detection, prognosis,
prevention, and treatment of diseases.
Section 2 – AUTHORITY TO OPERATE
For Private Higher Education Institutions (PHEIs), State universities and colleges (SUCs), and local
colleges and universities - must first secure proper authority from the Commission in accordance with
the existing rules and regulations
Section 3 – PROGRAM SPECIFICATIONS
The degree of the graduates of this program:
Bachelor of Science in Medical Technology/Bachelor in Medical Laboratory Science
Section 4 - Program Description
The Medical Technology Education aims to:
- develop the knowledge, attitudes and skills in the performance of clinical laboratory procedures
- develop leadership skills
- uphold moral and ethical values
Specific professions the graduates of this program may go into:
Clinical Laboratory Practice:
- Medical Technologists/Medical Laboratory Scientists in Hospital Laboratories, Clinics and
Sanitarium
Education:
- Faculty in colleges and universities offering Medical Technology/Medical Laboratory
Science program
Diagnostic Industry/Drug Companies Specialized Fields:
- Medico-Legal Laboratory
- Drug Testing Laboratory
- HIV/AIDS Testing Laboratory
- Information System
- Quality Management System
- Research
Article IV
Section 5 – COMPETENCY STANDARDS
Graduates abovementioned must:
- collect samples, prepare specimen, determine the acceptability of samples within guidelines,
perform the test according to standard methods/techniques
- take appropriate actions to maintain accuracy and precision and to analyze quality control and
recognize implausible results
- perform accurately data gathering, processing and encoding into the computer system
- observe the principles of data security or patient confidentiality and maintain ethical standards
- possess  good communication and human relation skills
- take responsibility for their own professional development or continuing education
- acquire basic management, supervision, administrative skills
Section 6 – CURRICULUM
Institutions offering this program may exercise flexibility in their curriculum. However, the subjects
below should be implemented:
General Education Courses – 84 units
Core Courses – 16 units
Professional Courses – 50 units
Research – 3 units
Seminar – 6 units
Internship – 18 units
TOTAL: 177 units
Total number of exposure/contact hours in the laboratory is as follows:

Clinical Chemistry                                     -           392 hrs.


Clinical Microscopy & Parasitology             -           338 hrs.
Microbiology                                              -           258 hrs.
Hematology                                              -           228 hrs.
Blood Banking                                           -           204 hrs.
Histopathologic Technique & Cytology        -           208 hrs.
Immunology & Serology                             -           104 hrs.
Research                                                 -           54 hrs.

Article VIII

Section 12 - OTHER REQUIREMENTS


The higher education institution shall be administered by a full-time dean/head with the following
qualifications.
- Filipino citizen of good moral character
- Must be a registered Medical Technologist in the Philippines with at least master 's degree
- at least five (5) years of very satisfactory teaching experience (Medical Technology professional
subjects)
Functions and responsibilities of Dean of Medical Technology:
- administers general policies
- exercises educational leadership
- shall  have a maximum of  twelve (12) units of teaching load and shall render at least twenty (20)
hours of administrative services per week
Section 13 – Faculty
For those teaching subjects included in the licensure examination
- a registered Medical Technologist with current and valid PRC license
- holder  of  a  Master's  degree in Medical Technology
- minimum of one (1) year experience  in training of Medical Technology interns; one (1) year
experience in a licensed  clinical laboratory
For those teaching non-licensure Medical Technology subjects:
- a faculty member who has   appropriate   Master's/Doctoral degree in related fields with at least
two (2) years
In case of vacancy in the teaching force of the college during the school year, a substitute or a
replacement with similar or higher qualifications shall be employed.
At least fifty percent (50%) of every college/university faculty handling professional subjects shall be
in full time status.
Section 15 - Facilities and Equipment
Classroom requirements
A laboratory room shall have two (2) exits and a minimum floor space of one square meter for
every 1-2 students, and a locker for every 1-5 students.
Laboratory Requirements
Each laboratory room shall have:
- A continuous and adequate supply of water, gas and/or electricity
- Readily accessible  safety devices/first aid facilities
- Fire extinguishers
- Emergency shower
- First aid kit/cabinet
- Safety posters
- Exhaust system and/or fume hoods
- Acid resistant laboratory table tops
The institution shall provide the requirements for the following laboratories:
1. Chemistry (General, Analytical, Organic, Biochemistry)
2. Biological Sciences  (Botany, Zoology, Anatomy and Physiology)
3. Physics
4. Clinical Chemistry
5. Immunology and Serology
6. Blood Banking
7. Hematology
8. Microbiology (Bacteriology, Mycology, Virology)
9. Clinical Microscopy
10. Parasitology
11. Histopathology
12. Toxicology
