Resolution On Vacant Positions

This resolution addresses vacant positions in the student councils of several colleges at the University of the City of Manila following the February 2018 student council elections. Several positions were either uncontested or no candidate received a majority vote. The resolution decides to fill these vacant positions by appointment of the highest elected officer of each student council, in consultation with other officers. Appointed officers will serve the same term as elected officers unless disqualified. This resolution aims to ensure smooth governance despite the vacant positions.

IN THE MATTER OF THE CASE OF VACANT POSITIONS IN THE


STUDENT COUNCIL

RESOLUTION NO. 05-2018

Whereas, the Student Council elections for undergraduate which concluded last February 27,
2018 yielded to electing the Supreme Student Council and College Student Council officers for
specific positions;

Whereas, the following positions were either not filled by any vying candidate or filled byvying
candidates who failed to reacha majority vote in favor of abstention, hence remain vacant for
resolution:
 Supreme Student Council College Representative for the College of Science-Student Council;
 College of Education-Student Council Auditor;
 College of Engineering and Technology-Student Council Treasurer and PRO;
 College of Humanities, Arts and Social Sciences-Student Council PRO;
 College of Nursing-Student Council Auditor;
 College of Physical Therapy-Student Council Vice President, Secretary, Auditor

Whereas, while the COMELEC respects the opinions of the votes who refused to cast their votes
for a specific office, and while it understands the circumstances behind the vacancy of the
abovementioned positions, the COMELEC puts forward its decision to resolve the matter in the
interest of a cordial and smooth conduct of student governance.

IN VIEW OF THE FOREGOING, BE IT RESOLVED THAT the vacant positions shall be filled by
virtue of appointment by the highest incumbent/elected officer in the corresponding student
council, in consultation with the other corresponding council officers, decision of which must be
based on the qualifications set forth in the Election Code of 2018, propriety, and trust and
confidence, for the best interest of the students.

Be it resolved further that the appointed officers shall serve the term of office similar to the elected
officers, unless disqualified by the existing and applicable policies.

SO ORDERED.
