II. PROJECT BACKGROUND

The Barangay of Hagbuyo, San Miguel, Bohol is situated 2 kilometers


northeastern part of the Municipality of San Miguel. Bounded in the east by
Barangay Cambangay Norte, San Miguel, Bohol, northeast by Barangay M. Roxas
and Barangay Hinlayagan Ilaya in the Municipality of Trinidad, northwest by
Barangay Bongbong, Trinidad, Bohol, southwest by Barangay Cabangahan, San
Miguel, Bohol and west by Barangay Poblacion, San Miguel, Bohol.
The Barangay of Hagbuyo has seven (7) geographical districts/puroks,
namely: Purok 1, Purok 2, Purok 3, Purok 4, Purok 5, Purok 6, and Purok 7. The
projects that the barangay had been implemented were the following: Improvement
of Barangay Mutli-Purpose Hall, Improvement of Barangay Health Center,
Improvement of Day Care Center and the construction of Task Force Office and
Senior Citizens Office. Funds were taken from the 20% Development fund in the
barangay and from municipal as well as provincial aids.
KALAHI-CIDSS implemented sub-projects were the concreting of 0.125
km Hagbuyo – Cabangahan access road and 0.25 km Sitio Sta. Cruz farm to market
roads. These were the barangay’s main thoroughfare were the farm products were
easily transported to market.

The major crops in the barangay were rice, corn, cassava, sweet potato,
and bananas of different species.

III. PROBLEM STATEMENT

The problem that the barangay has been facing is that there was no
permanent place to accommodate number of families that is stable and safe as far
as public safety is concern, especially when adversities threaten the barangay. No
recreational place that would accommodate people for enjoyment especially holding
sports activities and other related cultural shows without any interruption of bad
weather. No place conducive for barangay assemblies, meetings and other related
gatherings in the barangay.
During the past catastrophes, our evacuees were temporarily sheltered at
barangay chapel and some families were being housed in school buildings wherein
that places cannot be suitable to accommodate large number of families as far as
individual health of evacuees is concern.
At present the barangay local government unit is looking into
consideration for the construction of Multi-Purpose Center that will serve as a place
for recreation, stable, conducive and permanent place for evacuation, which would
really answer the need of the barangay inhabitants where they are directly affected
to adversities.

IV. PROPOSED SOLUTION

Based upon the validation of the plan and the result of its assessment
through the Barangay Development Committee (BDC) for the priority needs, one
problem that the committee had found is the lack of Evacuation Center with
complete facilities to accommodate large number of evacuees when calamities come
and it will serve as venue for sports, recreational and other cultural related activities
in the barangay.
The barangay officials together with its people hoped that this dreamed
project will be funded by concerned government agencies.

V. EXPECTED OUTPUT/RESULTS

1. There is a place to accommodate large number of evacuees during


calamities;
2. No more interruptions of important barangay activities during rainy
seasons;
3. People were easily gathered together during barangay assemblies,
meetings and trainings and seminars;
4. Additional revenues for barangay for outside parties to use the
edifice;

5. The barangay will organize its own Operation and Maintenance Group
to see to it for its sustainability.
VI. PROJECT OBJECTIVES
 General Objective:
The highest tendency of this project is to give our inhabitants a
permanent, stable and conducive place for evacuation during catastrophes and
can hold different recreational and cultural activities without any interruptions
from the extreme heat of the sun and rainfalls.

 Specific Objectives:
1. Can be used as Evacuation Center as well as venue for other barangay
activities, e.g. barangay assemblies, meetings, trainings, seminars, etc.
2. People can be placed safety during calamities.
3. Organize Operation and Maintenance for the project’s sustainability.

VII. PROMOTION OF SOUND ENVIRONMENT PRACTICES


This barangay mega project has no adverse effect to the environment
since it has no ability to stop or to use any environmental hazard equipment. The
construction of Multi-Purpose Building cum Evacuation Center, will be hustle free to
the people in barangay, nevertheless, it could give them answers to their needs in
times of catastrophes and for accommodating them to major activities in the
barangay.
The barangay officials has its own commitment to help conserve and
protect the environment, they therefore always practice the 5S in our existing
barangay facilities and equipment in promoting cleaner, greener and safer
environment.
VIII. IMPLEMENTATION PLAN ARRANGEMENT
The management in implementing this barangay mega project is the
Barangay Project Management Executive Committee under the Barangay

Development Council (BDC) through its various sub-committees and project
volunteers to see to it for the scope of the implementation in relation to project’s
financial and physical aspects. The following are the sub-committees and their
functions:

 Project Implementation Team


- Timekeeper, storekeeper – see to it that all materials are kept and always
ready to be used.
- Schedules the laborers/workers when to start.
- List all applicants for the job.
- Report to BDC for project development and submit accomplishment reports.
 Monitoring and Inspection Team
- Monitors all workers/laborers in the site.
- Monitor financial and physical accomplishments
- Check all materials purchased
- Serve as quality control with the engineer
- See to it the quality of the materials used (not sub-standard)
 Audit and Inventory Committee
- Make an inventory and audit for all materials left
- Serve as watchdog for the project
- Examine all receipts
- Make an audit of bookkeeper’s and treasurer’s book
- Make cash count on petty cash fund of treasurer to prevent graft and
corruption practice.
 Procurement Team
- Serve bid quotations and receive bidding result
- Prepare and make canvass
- Serve purchase orders
- Serve as BAC Secretariat
 Bids and Awards Committee
- Responsible for the purchase of goods, supplies, materials and equipment for
the project.

IX. MODE OF IMPLEMENTATION
The contractor will solely do the project as planned but they will hire
laborers/workers within the barangay whether skilled or unskilled, for economic
sustainability reasons for our unemployed individuals in the barangay.
X. SUSTAINABILITY PLAN
For the project’s sustainability, the Sangguniang Barangay shall install the
Operation and Maintenance Group.
