Sexual harassment occurs in work environments and educational settings when unwanted sexual advances, requests for sexual favors, or other verbal or physical conduct of a sexual nature happens. There are two types - quid pro quo, where submission to sexual conduct determines employment/educational decisions, and hostile environment, where unwelcome sexual conduct creates an intimidating environment. In the Philippines, women often experience sexual harassment, especially on public transportation and streets. Laws like the Anti-Sexual Harassment Act of 1995 were implemented to protect women, but more action is still needed to address this increasing issue and create a suitable environment for women's participation.

Sexual Harassment

In the working environment sexual harassment is normally connected with a hetero


representative making unwelcome lewd gestures to another hetero worker of the contrary
sexual orientation. There are likewise situations where a gay worker annoys a
representative of a similar sex. Sexual harassment is defined It is an act or a series of
acts involving any unwelcome sexual advance, request or demand for a sexual favor, or
other verbal or physical behavior of a sexual nature, committed by a government
employee or official in a work-related, training- or education- related environment. There
were two types of sexual harassment, “quid pro quo” and hostile environment. Quid pro
quo sexual harassment occurs when an academic or employment decision about a
student or employee depends upon whether the student or employee submits to conduct
of a sexual nature. It also occurs on when that an individual must submit to conduct of a
sexual nature in order to participate in a University program or activity. Hostile
Environment is occurring when an unwelcome conduct of a sexual nature creates an
intimidating, threatening or abusive working or learning environment or is so severe,
persistent or pervasive that it affects a person’s ability to participate in or benefit from a
University program or activity.

In Philippines, Women are the main victims who frequently encounter sexual
harassment specifically at work. This problem is gradually increasing in some areas of
Quezon City. According to Philippine Statistics Authority, 58% of incidents
of sexual harassment happen on the streets, major roads, and eskinitas (alleys). Physical
form of sexual harassment frequently occurs in public transport where people are using
this as an advantage to sexually harass a woman. Rape is also another form of sexual
harassment; in other words, it was called as Physical Sexual Harassment. Where the
offender sexually harassed his/her victim by force that it’s against his/her will.

According to EEOC (Equal Employment Opportunity Commission) in 2016, it


releases a study that anywhere from 25% to 85% of women report having experienced
sexual harassment in the workplace. In any case, the organization takes note of that that
number is unreasonably low to reflect reality. They additionally gauge that 75 percent of
all working environment provocation episodes go unreported inside and out. In 2016, a
study by Hart research looked at sexual harassment in the fast food industry. They found
that 42 per cent of victims react passively, essentially ignoring the incident. 10 per cent
reduced their hours, 15 per cent changed their hours and less than 10 per cent quit
entirely. There is also an another form of sexual harassment, it is so called as catcalling.
Catcalling is defined as a form of sexual harassment that includes the acts of whistling,
shouting, unwanted comments, and any other actions by strangers in public places. It is
a powerful act that increases vulnerability to people, women in particular in public areas.

A recent article in APA's Journal of Occupational Health Psychology that


examined advances in research and the changing dynamics of sexual
harassment. Sexual harassment is really not about sex. It's about power and aggression
and manipulation. It's an abuse of power problem. More men now are reporting sexual
harassment, and more research is needed in the lesbian, gay, bisexual and transgender
communities. In the Quinnipiac University national poll, one in five male voters reported
that he had experienced sexual harassment. Women also can be aggressors against
other women or men, although that is less common,

Due to the increasing issue against sexual harassment, the Government


implemented a law that protects women to this form of harassment. This law is present
and it was known as R.A. 7877, an “Act Declaring Sexual Harassment Unlawful in the
Employment, Education or Training Environment, and for other purposes” was approved
on February 14, 1995 and became effective on March 5, 1995, fifteen (15) days after its
publication in the Malaya and Times Journal on February 18, 1995. It is known as “The
Anti-Sexual Harassment Act of 1995.”

The occasions of the previous months expect everybody to accept accountability


for pondering and examining these issues before issues fall apart further. What we
advocate requires a legit, open talk of the whole issue of ladies' investment in open life
from a gendered point of view, which must be a thing on the motivation of every single
political power. The issue must be tended to as a feature of the essential obligation of

In conclusion, we urge all political and progressive powers to understand that


ladies' issues are not a transitory reason or basically a negotiating advantage to be
utilized against strictly disapproved of political rivals or others. Or maybe, they are a
foremost piece of the upset, of the current political mature, and of the battle for opportunity
wherein ladies have assumed such a fundamental job and for which they have
relinquished a lot. Such frightful violations of sexual viciousness can't be isolated from
ladies' declining societal position. We should all accept accountability for this with our
words and activities, and we should tune in to ladies instead of negligence them out of
political or strategic contemplation.
