IMPLEMENTATION PLAN
2010 – 2014

Introduction

This document provides the Implements Plan (IP) of Zambia’s Micro Small and
Medium enterprises (MSME) Development Policy. The IP covers the period of 2010
– 2014 and it is closely aligned with other Government initiatives outlined in the
National Development Plan (NDP).

The IP provides concrete area of work for the active support and participation of all
key stakeholders in MSME, development based on partnership and the creation of an
enabling environment. Given the overwhelming importance of the MSMEs, sector in
the Zambian economy, this implementation framework takes a comprehensive
approach to work on the key issues that have a bearing on the MSMEs. By working
to create an enabling environment for MSME sector, this implementation Plan would
contribute to reduce the levels of poverty and improve the quality of life of
households through worth and job creation. Implementation action would be directed
to diversify the economy and reduce over-dependancy on mining export. The Zambia
development Agency (ZDA) Act No. 11 of 2006 provides the legal bases for the
MSMEs policy and implementation frameworks and the instructional responsibility of
the ZDA’s MSE Division. With the strengthening of the capacity of MSE Division of
the ZDA and establishment of an independent National Council for Micro, Small amd
Medium Enterprises Development, now this implantation framework of the provision
of the MSME Policy provides new bases to take the contribution of MSME to new
and higher levels.

6.0 IMPLEMENTATION FRAMEWORK

6.1 Time Frame for Implementation

The MSME Development Policy shall be implemented over a period of ten (10) years
beginning in 2010. Government will ensure alignment of the various policies and
development initiatives that have a bearing on the implementation of the provision of
this policy. The policy will also be closely aligned with other government initiatives
outlined in the Fifth National Development Plan (FNDP).

6.2.1 Ministry of Commerce, Trade and Industry

The Ministry of Commerce Trade and Industry (MCTI) shall be the lead Government
body on the matters relating to MSME development. In pursuing the goal of the
MSME Development Policy, MCTI shall have the ultimate responsibility of providing
an enabling economic environment conducive for growth of the MSME sector by
putting in place the requisite institutional framework.

The main role of MCTI shall be to develop relevant policies of MSME development
and to provide policy level direction on all matters related to MSME development.
MCTI will be responsible for providing and maintaining government’ good will and
commitment to the development of the MSME sector and will oversee the
implementation of the MSME provision.

6.2.3 Zambia Development Agency - MSME Division

The MSME Division of the ZDA shall be responsible for implementing this
government policy through various focused programmes on MSME development.
The ZDA, MSE Division shall be responsible for establishing strategic partnership
with various MSME Development Organisations and for building the capacity of
these organisation to effectively delivery service to MSMEs. The MSME Division
shall be responsible for developing, coordinating, monitoring and documenting all
MSME development interventions.

6.2.6 Inter-ministerial Cooperation and Collaboration

6.2.2 The Enterprise Development Council

NEDC shall be the apex advisory body on MSME development and shall comprise
eleven (11) members drawn from government and government agencies, private
sector and MSME Association. The recommended representation shall be three(3)
from MSME Apex Association, three (3) from private sector and two (2) government
ministries and three (3) from relevant government agencies.

6.3 Legal Framework

The ZDA Act of 2006 is the main legal provision for development of the MSME
sector in Zambia and is the principle legislation under which the MSME Development
Policy shall operate. However, other pieces of legislation have a bearing on the
successful implementation of MSME development Policy. These include:

i. the Companies Act, Cap 388 of 1994 which provides for legislation of
business operations in Zambia through registration of companies, trade
marks, industrial designs and patents:
ii. the CEEC act of 2006 which provides for economic empowerment of
citizens through the practice of enterprise and provision of the
empowerment funds.
iii. The Banking and Financial Service act, Cap 287 which regulates provision
of banking and financial services; and
iv. The Income Act, Cap 323 of 2004 which governs taxation of profits of
limited companies and income of enterprises under the Business Name
Regulation set up.

An annual assessment would be undertaken to ensure that laws are synchronised


to ensure harmonised implementation of intervention and incentives provisions.

The implementation of the strategies of the MSME Development Policy may


involve programmes which are beyond the mandate of MCTI. In the event that
certain legislation impedes effective implementation of the MSME Policy, MCTI
shall work proactively to remove any such implediments by collaborating closely
with relevant institutions to ensure that appropriate reforms are made to the
legislation in question.

6.4 Resources Mobilization

The government through MCTI shall be ultimately responsible for mobilizing


necessary resources for the development of the MSME sector through Private
Public Partnership (PPPs), Cooperating Partners and other stakeholders to
mobilize resources for developing the MSME development sector

i. National budget allocations;


ii. Contributions and investments from private sector;
iii. Contribution from multilateral and bilateral cooperating partners;
iv. Allocation of MSMEs from the Empowerment Funds pf the Citizen
Economic Empowerment Commission; and
v. User fees fro various service rendered by MSMEs.

NEDC shall be responsible for ensuring that mobilised the resources are redistributed
equitably among the various MSME development and that they are effectively utilised
and transparently accounted for.

6.5 Monitoring and Evaluation

MCTI will serve as the principal institution responsible for the monitoring and
evaluation of the MSME Development Policy on behalf of the Government of the
Republic of Zambia. Through its departments, and in collaboration with its
statutory bodies, ministries and other key stakeholders, MCTI will periodically
monitor progress on the implementation of the MSME Development Policy.
Working in conjunction with key stakeholders, MCTI will prepare periodic
progress reports on the implementation of the MSME Development Policy.

The focus of monitoring and evaluation efforts will be in three key area of:

i. Technical Performance to assess quality, effectiveness and relevance of


intervention activities in achieving set objectives;
ii. Time Performance to ensure that programmes and projects are
implemented on schedule and that they are being implemented within
stipulated time frame; and
iii. Cost performance to review the relationship between projected cost of
interventions, actual expenditure and the resulting output.
