1. PURPOSE The purpose of this Work Instruction regarding grounding and lightning
protection system is to simplify, clarify and guidance how to maintain and
inspect the condition is done properly, correctly and safely.
2. SCOPE This Work Instruction shall be applied for inspection and maintenance
of grounding and lightning protection system for all building at the TJB
Unit 5&6 Power Plant 2x1000MW.
3. REFERENCE 3.1. PR-2.1.03 for Maintenance Accuracy of Measurement.
3.2. PR-1.1.15 for Permit to Work (PTW).
3.3. WI-6.1.01.9 for Personal Protective Equipment.
3.4. NFPA-70B, 2006 for Recommended Practice for Electrical Equipment
Maintenance.
4. RESPONSIBILITIES 4.1. Electrical Manager shall be responsible for developing and
periodically reviewing and updating (if applicable) this Work
Instruction and ensure the proper implementation of this Work
Instruction by relevant Employees.
4.2. Electrical Leader is responsible for updating this work instruction and
making evaluation for improvement.
4.3. Electrical supervisor is responsible to ensure that the sub-ordinate
implementing this work instruction.
4.4. Electrical technician and contractor are responsible to carry out the
work base on the work instruction.
5. WORK This Work Instruction requires following actions to be taken:

1. Leader or Supervisor shall establish the General Safety, i.e. Safe
access to and from the work place, safe place of work, safe

methods of work, use of correct work equipment, use of
correct PPE, refer to Safety Rule.
2. Technician must keep the general safety that has been
established by his superiors during maintenance and inspection
process.
3. Technician must ensure that Work Order and Safety Document
has been received, inform and coordination with control room
operator before commencing of work.
4. Technician and contractor had enough competencies to do
work, understand the danger. That may rise from electrical
system, and understand of maintenance and inspection of
grounding and lightning protection system.
5.2. Environmentally Awareness.
1. Ensuring personnel under this work instruction adhere to
relevant Environmental Control Measures and relevant site-
specific Method Statements, etc.
2. Reporting immediately to the Environmental Section where
there has been a Breach of agreed instruction: where there has
been a spillage of a potentially environmentally harmful
substance: where there has been an unauthorised discharge to
ground, water or air: where there has been damage to a
protected habitat.
3. The waste generated from this process, such a gloves or other
used materials, must be cleaned and disposed the specific dust
bin that has been provided by environment section.
5.3. Detail Activity for maintenance and inspection of grounding and
lightning protection system
5.3.1. General.
General instruction process for maintenance and inspection is
described as follows:
1. Prepare related equipment, latest drawing, instruction
manual for references, and tools such as:
- Fluke for continuity test
- Earthing resistance meter (Kyoritsu earth tester)
- Electrical gloves
2. Prepare work permit for inspection.
3. Use correct PPE during work such as safety helmet, shoes,
goggles, and electrical gloves.
4. Return safety document to permit office after work is
complete.
5.3.2. Visual Inspection
Visual inspection process of grounding and lightning
protection system, is described as follows:
1. The grounding and lightning protection system
box/utilities are in good condition, such as:
- Air terminals are in vertical position
- No broken conductors
- LPS components are present
- Bonding jumpers, roof stacks are no issues.
2. All down conductors and grounding electrodes are intact
(non-severed):
- Verify down conductors are firmly attached to building
wall
- Check no frayed conductors
- Tighten loose connection, splices, and bolts as
necessary
3. No loosening connections or accidental breaks
conductors:
- Air terminal bases
- Bonding jumpers and connections
- Cross connected cable connectors
4. No parts of the system are weakened by corrosion,
vibration, or lightning strike:
- Air terminal bases
- Any bi-metallic connections
5. All conductors and system components are fastened
securely to their mounting surfaces and protected against
mechanical displacement.
6. All connections, in upper of ground conductors are fully
functionally.
7. Check the rubber (generally from residual of cable
insulator) as separator from the wire and clamp wire are
in the right position (no shifting)
5.3.3. Resistant test
1. Do the resistant test as usual measurement. The Lightning
protection system normally has less than 10 Ω.
2. Main electrical grounding system has less than 1 Ω.
5.3.4. Continuity test
Conduct the continuity test between lightning protection
system and several conductive elements/points, especially for
points that are invisible or buried (which visual inspection is
impossible to see). Also doing continuity test across the
concrete steel or compartment building due to the decreasing
of structure’s quality.
The resistance value of maximum 0.2 Ω is acceptable.
5.3.5. Earth resistance test
After several years, known storms, or electrical failures, the
earth resistance test may be suggested to check the whether
or not its value is different from initialization.
1. Do the earth tester calibration.
2. Place the cable connector and electrode in the right way.
- green cable to the installed grounding rode
- yellow cable to the first electrode
- red cable to the second electrode, which the distance
from first electrode applied minimum 10 meters
3. Test ground by choosing selector (x1, x10, etc) and push
HOLD
4. Good earth resistant should be less than 2 Ω.
