Charge Card - In such cards, transactions are accumulated over a period of time, generally a
month and the total amount charged, i.e. debited to the account. The credit card holder is given
about 25 to 50 days' time to credit his account in case there are insufficient funds in his account at
the time of debit.
Garnishee Order: Monetary judgement by the court against defendant by ordering third party
(garnishee) to pay money owed by the defendant (judgement debtor) to the plaintiff (judgement
creditor). This is so when there is default in debt repayment.
Strategic Alliance : A strategic alliance (also see strategic partnership) is an agreement between
two or more parties to pursue a set of agreed upon objectives needed while remaining independent
organizations. A strategic alliance will usually fall short of a legal partnership entity, agency, or
corporate affiliate relationship.
Selective Credit Control (SCC) directives is to prevent speculative holding of essential
commodities and the resultant rise in their prices. RBI's general guidelines on SCC are:
(i) Banks should not allow customers dealing in SCC commodities any credit facilities including
against book debts/receivables or even collateral securities like insurance policies, shares, stocks
and real estate) that would directly or indirectly defeat the purpose of the SCC directives,
(ii) Credit limits against each commodity covered by SCC directives should be segregated and the
SCC restrictions be applied to each of such segregated limits.

Off-Balance Sheet Items are those items in the books of a bank, which are not mentioned in the
balance sheet of the bank. These items are not assets or liabilities to be reported in the balance
sheet as on the date of balance sheet, but may get converted into an asset or liability at a later
date, depending on the happening of a certain event. These items are contingent upon certain
breach of commitments and are also called contingent liabilities.
These contingent liabilities have to be disclosed as 'Notes to the Balance Sheet'. But once these
commitments crystallise, these also become part of the assets or liabilities of the bank and have to
be shown in the balance sheet. These items include:
(a) Direct credit substitutes, e.g. general guarantees of indebtedness (including standby LCs serving
as financial guarantees for loans and securities) and acceptances (including endorsements with the
character of acceptance).
(b) Certain transaction-related contingent items (e.g. performance bonds, bid bonds, warranties
and standby LCs related to particular transactions).
(c) Short-term self-liquidating trade-related contingencies (such as documentary credits
coUateralised by the underlying shipments).
(d) Sale and repurchase agreement and asset sales with recourse, where the credit risk remains
with the bank.
(e) Forward asset purchases, forward deposits and partly paid shares and securities, which
represent commitments with certain drawdown.
(f) Note issuance facilities and revolving underwriting facilities.
(g) Aggregate outstanding foreign exchange contracts.
(h) Take-out finance in the books of taking over institution (i) Unconditional take-out finance

PMSBY will offer a renewable one year accidental death cum disability cover of Rupees Two Lakh
(Rupees One Lakh for partial permanent disability) to all savings bank account holders in the age
group of 18 to 70 years for a premium of Rs. 12/- per annum per subscriber.
PMJJBY on the other hand will offer a renewable one year life cover of Rupees Two Lakh to all
savings bank account holders in the age group of 18 to 50 years, covering death due to any reason,
for a premium of Rs.330/- per annum per subscriber.
APY, the third scheme to be launched, will focus on the unorganised sector and provide subscribers
a fixed minimum pension of Rs. 1000, 2000, 3000, 4000 or Rs. 5000 per month starting at the age
of 60 years, depending on the contribution option exercised on entering at an age between 18 and
40 years. Thus, the period of contribution by any subscriber under APY would be 20 years or more.
The fixed minimum pension would be guaranteed by the Government. While the scheme is open to
back account bank account holders in the prescribed age group, the Central Government would also
co-contribute 50% of the total contribution or Rs. 1000 per annum, whichever is lower, for a period
of 5 years for those joining the scheme before 31st December, 2015 and are not members of any
statutory social security scheme and are not income tax payers.

What is kite flying? - Kite flying means the practice of drawing cheques on deposits which are
already committed, assuming that the delay in clearing the cheque will allow time to replenish the
account. To be more specific, Facilities for purchase/discount of clean bills provide fertile ground for
parties to defraud banks when they are in financial difficulties. They draw bills not backed by trade
transactions which are eventually not honoured by the drawees. Very often, the drawees of such
bills are allied/associate concerns of the drawers. At times, two or more parties avail of bank
finance against such accommodation bills, drawn on each other. As long as all the bills continue to
be honoured the banks are misled about the credit worthiness of the parties. Further, when one bill
in a chain is dishonoured, the entire chain breaks down resulting in a loss to the bank/banks
concerned. Some parties utilize the cheque purchase facility for raising finance in a similarly
dubious manner by maintaining accounts with two or more banks for this purpose and taking
advantage of the facility allowed by the banks of drawing against uncleared cheques. Such
transactions are called kite flying in banking parlance.
