1. The alarm system used was loud enough to be heard
by all drill participants.

technique during the Alarm Phase or while the alarm

during the drill.
2. The First Aid/Medical Team immediately addressed all
medical needs of the injured victims and casualties.
3. The Search & Rescue Team was efficiently organized in
responding to the incident.
4. The Fire Safety Brigade Team demonstrated proper fire
suppression
5. The Evacuation Team properly executed the
evacuation procedure
6. The Site Security Team adequately secured the
perimeter or the drill area
7. The Maintenance Team observed protocols in ensuring
the building safety before re-entering.
8. The communication utilized the equipment properly
during coordination & execution of response operation.
9. The Transportation Team ensured the availability of
vehicles.
10. The Relief Team coordinated with the LGU to secure
relief requirements.

OVERVIEW:
The quarterly conduct of NSED is Pursuant to Rule 6. Section 7 of the Implementing Rules and Regulations of the
RA 10121 which states that public awareness shall be undertaken through the conduct of drills by the LDRRMO on a
regular basis. In addition, the National Disaster Risk Reduction and Management Plan (NDRRMP) states that one of the
activities to achieve Outcome 10 is the development or enhancement and simulation of scenario-based preparedness
and response plans. Furthermore one of the policy framework stated in the national Disaster Preparedness Plan as
embedded in the fourth priority area of the Sendai Framework for Action 2015-2030 included target is to promote
regular disaster preparedness, response and recovery exercises.
In this connection, Division Memorandum No. 24 was issued to all public and private Elementary and Secondary
Schools in Vigan City to conduct the Quarterly Nationwide Simultaneous Earthquake Drill.
OBJECTIVES:
To be reminded on the things to do before, during, and after an earthquake as well as needs to carry out a drill
to enhance the students’ and staffs’ awareness on safety measures when earthquake strikes.
Furthermore, this activity intensified the students and teachers preparedness, response and recovery regarding
risk reduction whenever they are in time of incidences. On the other hand, this helped a lot the teachers and the school
in managing emergencies especially the earthquake occurrence.

HIGHLIGHTS
Execution of the duck, cove, and hold remain in this position until the shaking stops. Duck means that you’re
going to seat or bring your body on the ground, cover your head with a sturdy materials to support your head from
falling objects and hold one feet or brace of the table with your hand so that it will not move when shaking

High School
The presence of the command post, Red Cross Youth Volunteers, STEM-DRRM Officers with proper protocols on
the command system
And rescue techniques.
Buildings or structures are not the only thing to consider during earthquake but also trees that might fall some
sections were evacuated near the mango trees which should not be but maintain a distance to it according to the
CDRRMO evaluator. Some of the students were lack of discipline most especially from the senior students because they
don’t have their adviser that time. Accessible command post, search and rescue team and medics were properly used
the headgears and PPE’s, well-organized execution of evacuating the building, each section has its systematic lines.
Evacuees were too slow in the evacuation procedure they just normally walked most especially those students
coming from the 4th floor of the shs building 3. Some of the evacuees still covering their head while on their way to open
area.
WAYS FORWARD
Advisers should always be the last to go out from their room to monitor if there are still left or none; always do
the headcount while already on the evacuation area, always report any incidence to the command post. Drill is the
weapon for natural disaster.

On the command post, the advisers are reporting to the incident commander that they have injured and missing
students while the search and rescue team are waiting for the command or instruction.
