1. RULES OF ENGAGEMENT FOR CLOSE PROTECTION TEAM


1.1 PURPOSE
The purpose or process of this procedure is to ensure that PSD Team handles any untoward situation in a
calm, appropriate and professional manner

1.2 SCOPE
The scope of the procedure applies to PSD Team members to know and understand rules of
engagement in case the principal or they are attacked upon or the life of the principal is in danger

12.2 PROCESS
In case the principal, vehicle or any member of PSD Team is attacked upon following process to be
followed

2. DESCRIPTION

12.1 Description of Activity 1:


Pakistani law pertaining to self-defense states that any use of force has to be proportionate.

12.2 Description of Activity 2:


Force should only be used in case of physical assaults, not in situations involving verbal attacks.

12.3 Description of Activity 3:


In case of attack by a stick or stone, a baton might be used rather than a fire arm ensuring that the VIP/
Principal is screened by the CP Team in order to keep him/her safe being getting hit, this involves extra
vigilance by the CP Team and well aware of the surroundings

12.4 Description of Activity 4:


Firearms should only be used in situation involving an attack with a firearm, pre emptive use of fire arm is
justified due to precarious law and order in the country, and that too only if the attack is imminent not by
virtue of gut or instinctive feeling of the CP Team but on actions that can be backed by physical evidence
of the likely hood of any such attack. In any such scenario the person should only be targeted so as to
incapacitate/ wound not kill i.e. in legs etc. In case being fired at directly the CP team is authorized to
engage, the person engaging the fire arm.

12.5 Description of Activity 5:


According to Criminal Procedure Code 1898 does make provision for detention of any person who commits
cognizable offence. So the CP Team can legally detain anyone trying to attack in physical form. However, in
any such situations the detained person should be handed over to the local police as soon as reasonably
possible. The above mentioned is not applicable in case of insult or verbal attack, for which the best possible
solution is to extricate from the scene.
