HISTORY

1. Name: Balitucan Elementary School


2. Location: Barangay San Ildefonso, Magalang Pampanga
3. Type of School: Complete Public Elementary School and non-central with mono
grade classes
4. History of the School:

Balitucan Elementary School is a non-central public school with a continuously


growing population. Balitucan Elementary School has a very strategic and convenient
location as it is situated along the highway where the nearest secondary school, Balitucan
National High School, being .5 km. away. B.E.S. is 7 km. from the town proper of
Magalang, 1.5 km from Mariano Baron Elementary School, 13 km from True Light
Foundation, a private elementary school, and 15 km from the nearest private secondary
school, Magalang Institute. Aside from those, it is conveniently located at 15 km from the
District Office and 18 km from District office to Division office.
For the past three years, the school has been encountering incidences against it like
theft in the classrooms especially during weekends and long vacations, vandalism and
bullying. Natural disasters like flood, and tropical cyclone haven’t had much impact on
the school.
In response to the growing demands of the 21st century learners, Balitucan
Elementary School is in line with the vision and mission of the Department of Education in
creating ICT-oriented, critical, and innovative generation of young minds. To achieve such
objectives, the school has to undergo an analysis of the community and academic factors
that are crucial to the holistic development of the pupils, establishment of active
partnership between the school and the stakeholders, and improvement of the quality of
education.
There are ongoing improvements in the school such as construction of pavements
from Local School Board, a project of the General Parent-Teacher Association, and
electrical installation of the school stage through the efforts of parents.
At this time, stakeholders' participation in school matters, assemblies and co-
curricular activities to specify, had a significant decrease. The school is trying its best to
encourage parents and other stakeholders to take part in the issues that are relevant to
their children's situations and needs.

VISION

The learners as its vital concern, is given the needed competencies and skills
in the different areas of learning as their primary tools in achieving quality life.

MISSION

Balitucan Elementary School is committed to the task of making each learner a


better person equipped with knowledge and positive attitude that will make them
become better and productive member of the society.
In order to realize its avowed vision-mission, the school aims:

• To sustain the holistic development of the child through a developmentally appropriate


curriculum.

• To provide a wide range of opportunities in addressing the needs of the individual child
in the light of contemporary theories and research findings on effective teaching and
learning.

• To encourage creativity and innovation in an environment where every experience is


seen as a learning opportunity.

• To promote the spirit of relative inquiry, critical thinking, and moral decision making in
the face of the ever growing complexity of living in a pluralistic society.

• To strengthen home-school collaboration based on respect, supportiveness, and co-


responsibility.

In essence , as the school, envisions graduates who manifest integral formation spiritually,
intellectually, emotionally, morally, socially, and physically, it endeavors to live , learn, and
love as Lord, God taught and exemplified.

GENERAL RULES AND REGULATIONS

The following are the general school provisions that each pupil must follow.

A. GENERAL POLICIES

1. The regulation of BES ensures discipline and orderliness necessary for the effective
pursuit of knowledge and the acquisition of the desired level of academic excellence.
2. The enrolment of the pupil at BES is a manifestation of his/her willingness to abide
by all the rules and regulations.
The school reserves the right to refuse or dismiss any pupil who fails to cooperate and
violate all requirements of conduct and school work
3. School authorities when necessary should call for conferences to foster harmonious
relationship between the home and school for the welfare of the pupils.
4. Parents, guardians, visitors are not allowed in the classroom during class hours.
Urgent matter shall be done through the principal’s office.
5. Attendance is a requirement. Pupils are required to attend classes regularly and
punctually.
6. When a pupil returns to school after the absences, he/she is required to present an
excuse letter properly signed by the parent/guardian to the class adviser.
7. Pupils are not allowed to touch the teacher’s things except in the performance of
some chores given by the teacher.
8. The pupils are not allowed to bring toys, jewelry, cell phones, and other gadgets
unless required by the teacher as an assignment.
9. Typhoon signal No. 2 or worse automatically cancels classes for that day in all levels.
However, for a typhoon signal No. 1 there will be no classes in the pre-elem.
ADMISSION POLICIES

1. For Incoming Grade One (I)

a. The applicants must be six years old prior to the first day of school year /
opening until October 31.
b. For those who are under six years of age, they should have undergone
pre-school classes.
c. They must submit all the required documents such as birth certificate,
current report card, and others.
d. They must take the SREA.

2. For Transferees

a. They must submit the required grades needed for the period rendered in
their previous schools.

a. PROMOTION

Promotion is given to a pupil who has satisfactorily met all the curriculum and
conduct requirements in the specific grade level.

b. AWARDS/HONORS

The selection of honor pupils in any level of instruction shall be done on the basis of merit,
fairness, and justice. It shall be based upon the set of criteria approved by the Department
of Education.

B. CAUSES FOR DISCIPLINARY ACTION

1.4 Littering

a. Running or shouting along corridors

1.6 Improper behavior during flag ceremonies, lowering of the flag,


and/or programs.

a. Etching, writing, and drawing on desks, walls and doors

b. Infliction of any physical injury to a schoolmate or any member of the school

a. Name calling or giving embarrassing names to a teacher

2.8 Malicious Behavior


a. Sharing of lewd jokes

2.9 Immoral Conduct


a. Using profane on indecent language
b. Making vulgar gestures
c. Possession of pornographic materials
d. Illustration of pornographic images
e. Possession of liquor
f. Smoking

CLASSROOM BEHAVIOR EXPECTED OF A BES STUDENT

1. Attends classes regularly and punctuality.


2. Always brings needed materials and assignments
3. Keeps quiet while inside the classroom, with or without the presence of the
teacher.
4. Listens to the teacher and classmates during recitation
5. Actively participates in class discussions and activities
6. Asks permission from the teacher before going out of the classroom
7. Stay awake and attentive
8. Avoid shouting, heckling and any kind of noise while inside the classroom
9. Leaves the class only on emergency situations
10. Practice honesty during examinations and in preparing home works and project.
11. Maintain cleanliness and orderliness by throwing garbage into designated trashcans
and avoid vandalism in any form.
12. Observes proper decorum at all times.
13. Avoids smoking and chewing gum.

SUPPLEMENTARY PROVISIONS

All rules, regulations and policies promulgated from time to time by the school, by DepEd
or by existing laws of the Republic of the Philippines shall become part of this Student
Handbook.

EFFECTIVITY

This Student Handbook shall take effect on June 28, 2019 upon approval by the principal.
