1.0 DEFINITIONS
1.1 GENERAL
In these Directions, the terms and expressions defined in Article (2) of Law No (7) of
2006 concerning Land Registration in the Emirate of Dubai, in Article (2) of Law No
(27) of 2007 c oncerning Jointly Owned Property in the Emirate of Dubai and in the
Regulations issued under the said Laws shall have the same meaning assigned to
them in the said articles, and any reference to the word “Law” in the Regulations shall
mean the mentioned Laws and Regulations.
1.2 DEFINITIONS
In these Directions, the following further words and ex pressions, unless the context
dictates, shall have the following meanings:

Balance The left over portion of a Plot after subdivision


Balcony The external part of the Unit that is exposed to the elements.
This may include balconies, courtyards, terraces and other open
areas that are part of the same title as the Unit
Block A geographical area designated on a pl an identifying a
community consisting of one or more Plots, also known as a
“Land Area”
Block Name The Department’s name of a Block
Block Number The Municipality’s number for the Block, known as the
“Municipality Community Number” or “MCN”
Building Common A plan that shows the Units and Common Areas in a J ointly
Areas Site Plan Owned Property subdivision of a building which together with a
plan of the Unit constitutes a ‘site plan’ as defined in the JOP law
27 of 2007
Building Extent The extent of the building is defined as the outline of the greatest
protrusion of the building
Building Footprint The overall footprint of a building that contains Units, which is the
Building Extent at ground level.
BMS Sketch Plan A sketch plan that shows access areas as referred to in the
Building Management Statement
Bounding Surface The limiting (external) boundary of a Volumetric Plot. It may be a
flat plane or any curved surface that can be mathematically
generated and clearly shown on a plan
Cancelling The description of the Plot being subdivided including the
Description Department Plot number, the Property ID and the Block Name.
E.g. “Subdivided from P.7 (392-106) Marsa Dubai”

Certificate of The certificate issued by the Surveyor referred to in clause 3.6.1


Survey
Common Areas Parts of a Jointly Owned Property subdivision that have been
(Property) designated for use in common by owners of Jointly Owned
Property and shown on Building or Land C ommon Areas Site
plans as applicable. (See Annexed)

Component Plan A sketch plan that shows the architectural plans of the building
with the proposed volumetric subdivision boundaries shown and
hatched
Control Points Survey Marks placed and accurately referenced to the DLTM in
Easting and Northing or Easting, Northing and Height
Department The Land Department of the Government of Dubai
Dimension To place distances on the boundaries of a Property in
accordance with these Directions
Directions These Directions issued pursuant to Regulation No / 2009
concerning Cadastral Surveys in the Emirate of Dubai
DLTM The Dubai Local Transverse Mercator being the map projection
used for all co-ordinate information in the Emirate of Dubai
defined by the parameters below:

Dominant Where the term “Dominant” is referred to in these Directions


with regard to structures, “Dominant” refers to the greatest
proportion of a particular feature on a structure.
DVRS Dubai’s Virtual Reference System, a system to allow accurate
measurement using a single GPS receiver
Easement An interest in a Property granted to a secondary party by the
owner of the Property granting limited rights for a par ticular
purpose, such as rights of way or drainage
Entitlement The share of ownership an owner has in the Common Areas as
ascertained from the Jointly Owned Property Declaration
Exclusive Use A sketch plan that shows portions of the Common Areas
(EU) Plan allocated for the exclusive use of certain owners in a Jointly
Owned Property subdivision
Gross Area An area calculated from outside of the a Unit boundary.

GIS Geographic Information System.

Jointly Owned The whole or part of a building or land, or both, divided into Plots
Property (JOP) or Units intended for separate ownership where parts of such
building or land has been designated as Common Areas
Land Common A plan that shows Plots (or Townhouses) and Common Areas in
Area Site Plan a Jointly Owned Property subdivision of land which together with
a plan of the plot constitutes a ‘site plan’ as defined in the JOP
law 27 of 2007
Land Department The number allocated by the Department to a Plot, Volumetric
Number Plot or Unit upon registration, also referred to as the “LD
Number”
Lease Plan A plan that defines a lease over a Property
Master Planned A community developed by a master developer comprising
Community Properties and common facilities
Municipality The Dubai Municipality
Municipality A number allocated by the Municipality describing a Block
Community (“MCN”)
Number
Municipality Plot The number that the Municipality allocates to a Plot (“MPN”)
Number

Plot A plot of land that is unlimited in height and depth and includes a

Plot Site Plan A site plan that defines Plots
Podium A structure that may be partly above and partly below the
ground, or completely above or completely below the ground that
supports two or more buildings. Typically a podium contains car
parking and ot her infrastructure that supports the buildings and
may also contain shops and r esidences. For the purpose of
these Directions, a podium shall be c onsidered a s eparate
building when more than one building is situated on the podium
Property A Plot, Volumetric Plot or Unit
Property Number For Plots or Volumetric Plots: A number issued by the
Department that is unique within a block that identifies the plot.
Also known as the LD number or Plot Number.
For Units the unique number assigned to a Unit by the Developer
or Surveyor.
Parcel ID The bracketed combination of the Municipality Community
Number (MCN) and t he Municipality Plot Number (MPN)
separated by a dash. i.e. (MCN-MPN)
Reference Mark A Survey Mark that is primarily used to reinstate a c orner or
other part of a boundary. The reference mark may be connected
to the Property by being located with respect to the DLTM or via
offsets to a corner or other boundary feature

Register The register of Suveyors and Survey Companies maintained by


the Department .
Regulations Regulation No. ( ) of 2009 concerning Preparation of Survey
Plans in the Emirate of Dubai
Remainder The remainder is the part of a Volumetric Plot left over after a
volumetric subdivision
Sketch Plan A plan provided by a Surveyor or Survey Company that fulfils
stated criteria but does not have to be on a Plan Form Template
Suite The interior habitable part of a Unit exclusive of the Balcony or
Utility Area
Surveyor A person registered as a pr ofessional land surveyor by the
Department after satisfying the registration requirements of the
Department as prescribed from time to time and whose name is
entered into the Register
Survey Company A corporate entity established in accordance with the Laws
applicable in Dubai and the Federal Law of the United Arab
Emirates and registered as a professional land surveying
company by the Department after satisfying the registration
requirements of the Department as prescribed from time to time
and whose name is entered into the Register. Where the word
“Surveyor” is used in these Directions, it shall be deem ed to
include a Survey Company

Survey Plan A document containing geometrical and numerical


representations of a piece of land or a Plot forming the basis for
the registration of title or right or obligation which has been
signed and certified by a S urveyor or Survey Company and
which has been appr oved or certified by the Department and
includes any document which has prior to the commencement of
the Regulations been accepted as a plan by the Department

Theoretical Plans Plans prepared by a S urveyor, architect or consulting engineer


using data from architectural or engineering drawings without
actual field survey
Townhouse A dwelling connected to another dwelling by a common structural
wall
Unit For the purposes of these Directions, a Unit refers to any
Apartment, Townhouse or part of a Plot defined by reference to
physical structural features such as the centre of floors, walls
and ceilings, and does not refer to a Plot or “land unit”
Unit Plan A plan that defines Units or Townhouses
Uses Sketch Plan A sketch plan that shows the differing uses in a building
Utility Area A storage area separate from the rest of the Unit or a car park
integrated into or separate from the rest of the Unit included as
part of the same title as the Unit.
Villa A dwelling not connected to another dwelling by a c ommon
structural wall
Volumetric Plot A part of Property fully limited by three dimensional co-ordinate
geometry or by bounding surfaces

1.3 CONVENTIONS USED


The Following conventions are used in these Directions:
(a) Curly bracketed list { | }
A list of required options separated by the vertical bar where one of the options must
be selected
E.g. “It is a {good | bad} day.”
This has the option of resolving to “It is a good day.” Or “It is a bad day.”
(b) Arrow Brackets <>
The arrow brackets around a word or phrase indicate that the word or words that the
phrase indicates should be substituted here.

2.0 INTRODUCTION
2.1 BACKGROUND
The Department was established on 24 January 1960 and was initially set up to
oversee affairs relating to the registration of land. Prior to this, the sale of land was
largely based on trust and a handshake. In the early stages of modern development in
Dubai, there was limited spatial definition of cadastral boundary definition.
The Dubai Government recognizes the importance of a secure land registration system
supported by an accurate cadastre. Combined, they ensure a high level of certainty of
both ownership details and spatial location of land boundaries.
A Surveyor or Surveying Company has the responsibility to accurately measure and
position the boundaries of public and private land including Plots, Volumetric Plots and
Units.
Cadastral Surveys define the position and spatial extent of Property boundaries. They
determine the Property coordinates relative to the Dubai Local Transverse Mercator
(DLTM) co-ordinate system. Once registered and recorded in the Department’s GIS
system, these co-ordinates define the legal position for a Property.
These Directions have been developed to regulate amongst other matters:
• The conduct of cadastral surveys;
• The preparation of plans;
• The certification of plans;
• The submission of digital data to the Department;
• Policies and procedures; and
• Fees.

2.2 LEGISLATION
Article (6) of Law No (7) of 2006 concerning Land Registration in the Emirate of Dubai
provides that the Department may determine areas to be surveyed or re-surveyed, to
certify plans and pr escribe rules in relation to surveying as well as in relation to the
issue of plans.
Article 9 of Regulation No. ( ) of 2008 Concerning the Preparation of Survey Plans in
the Emirate of Dubai provides that the Department may make written Directions for
surveying. These Directions are identified in this document as it may be amended from
time to time.
2.3 LATEST VERSION
These Directions are subject to amendment from time to time. A Surveyor is
responsible for ensuring that all Plans are prepared according to the latest version of
the directions and on the latest version of the plan templates which may be obtained
from the Department.

3.0 CONDUCTING CADASTRAL SURVEYS


3.1 SURVEYING IN DUBAI
The Emirate of Dubai has seen many types of surveying methods and surveying
equipment being used since its inception.
Surveying methods and equipment have progressed matching the growth and needs of
the Emirate. As equipment progressed from the early days where surveys were
performed with chain and c ompass, the surveyors of the Emirate adopted the
technology as it advanced through transit to theodolite and tachymeter.
The electronic age brought many changes with the advent of the electronic theodolite
and the EDM, and no w the very latest robotic total stations and GPS equipment is in
widespread use.
The Emirate is now using one o f the most advanced systems for surveying in the
world, that is, GPS surveying technology utilising Dubai’s Virtual Reference System
(DVRS) which is the preferred technology for conducting cadastral surveys in Dubai.
Global Positioning Systems (GPS) is an established technology which provides speedy
and accurate positional determination anywhere on t he earth, 24 hou rs a day and 7
days a w eek. The technology collects and pr ocesses signals from orbiting satellites
and, depending on the software application, a point’s position on the earth may be
determined to various levels of accuracy.
Real Time Kinematic GPS surveying is now available anywhere in the Emirate of
Dubai. The Geodesy section of the Surveying Department of the Municipality has
established the DVRS. This now means that surveyors are able to obtain accurate
positioning and design data in real time with expected accuracy in the order of 2 to 3
centimetres in the horizontal and 3 to 5 centimetres in the vertical.
DVRS consists of five base stations located across the Emirate of Dubai which operate
continuously. A central server is located in a c ontrol room in the Municipality Survey
Department offices.
The five stations are linked to the control room by dedicated phone l ines which
continuously transmit data to the central server where it is processed and corrections
are transmitted to users in real time. By employing a r oving unit users can obtain
accurate real time data anywhere in the Emirate.
The DVRS central server creates a continuously updated database of GPS signal
corrections for all areas in Dubai. The GPS receiving unit in the field uses this
correction from the central server to significantly increase the accuracy of its
measurement.
3.2 SURVEYING EQUIPMENT CALIBRATION AND VALIDATION
All Electronic Distance Measuring Equipment (EDME) and G PS equipment must be
validated and c hecked at a m aximum of two (2) yearly intervals or when a unit has
been repaired.
Allowable methods for checking and validation are:
• Validating and checking against approved test networks with co-ordinates
provided by the Department.
• Calibration by the instrument manufacturer or manufacturer’s dealer.
The results of the validation or calibration must be submitted to the Department.
The following general requirements apply when using the above equipment:

• Recognised surveying methods are to be used which incorporate


redundancy of observations and measurements together with rigorous
adjustment techniques.
• Referring to the manufacturer’s documentation for instructions as to the
correct use of the equipment.
• All ancillary equipment such as tripods and tribrachs should be properly
adjusted and in good working condition.
• Users should take extreme care when measuring the height of the antenna
above the ground station. Heights should be measured at the beginning
and end of a measuring session.
• Receivers should be initialized as per manufacturer’s recommendations.
3.3 DUBAI SURVEY CO-ORDINATE SYSTEM
The horizontal and v ertical datum for all cadastral surveys must be r elated to the
DLTM.
Registered Property co-ordinates are publicly searchable and m ay be obtained from
the Department.
The co-ordinates of boundary corners stored in the Department’s GIS system are
deemed to be the legal boundary co-ordinates and are to be used in any reinstatement
of a cadastral corner.
All digital and plan representation of Property must reference the DLTM.
3.4 ACCURACY

3.4.1 General Measurement Accuracy:


Unless defined elsewhere, the following Direction for accuracy shall be adopted:
All surveyed lines (e.g. boundary lines, connections) must have a vector accuracy of
10mm + 50 ppm.
Observed horizontal co-ordinates (GPS derived) shall be based on the DLTM and shall
be determined at an accuracy 25mm + 20ppm related to the DVRS base station used.
Observed vertical co-ordinates (GPS derived) shall be based on the DLTM and shall
be determined at an accuracy 40mm + 20ppm related to the DVRS base station used.

3.4.2 Recommended Equipment


The equipment used and surveying methods applied to achieve the accuracies stated
shall be appropriate to achieve the stated accuracy.

3.4.3 Control Points


(a) Horizontal Accuracy
Observed horizontal co-ordinates of control points (terrestrial or GPS derived) shall be
based on the DLTM and shall be determined at an accuracy 10mm + 20ppm related to
the origin control station used.
(b) Vertical Accuracy
Observed vertical co-ordinates of control points (terrestrial or GPS derived) shall be
based on the DLTM and shall be determined at an accuracy 20mm + 20ppm related to
the origin control station used.

3.4.4 Structure / Building locations


(a) Horizontal Accuracy
All horizontal measurements relating to the location of structures and buildings shall
have a vector accuracy of 30mm + 20ppm
(b) Vertical Accuracy
Where Building levels are required, all vertical measurements relating to the location of
structures and Buildings shall have a vector accuracy of 40mm + 20ppm.

3.4.5 Unit Surveys


(a) Horizontal Accuracy
All horizontal measurements relating to the definition of structures defining a Unit on a
Unit survey should have a vector accuracy of 40mm + 50ppm.
(b) Vertical Accuracy
All vertical measurements relating to the definition of structures defining a Unit on a
Unit survey should have a vector accuracy of 40mm + 50ppm.

3.4.6 EU/Licensed Area Surveys


(c) Horizontal Accuracy
All horizontal measurements relating to the definition of an EU or Licensed area should
have a vector accuracy of 80mm + 50ppm.
(d) Vertical Accuracy
All vertical measurements relating to the definition of an EU or Licensed area should
have a vector accuracy of 80mm + 50ppm

3.4.7 Plot/Volumetric Plot Surveys.


(a) Horizontal Accuracy
All horizontal measurements relating to the definition of a Plot or Volumetric Plot survey
should have a vector accuracy of 25mm + 20ppm.
(b) Vertical Accuracy
All vertical measurements relating to the definition of a Plot or Volumetric Plot survey
should have a vector accuracy of 40mm + 20ppm.

3.4.8 Area Accuracy


The acceptable accuracy of a surveyed Property area where displayed, compared with
the calculated area of a property must not exceed 1m² up to 999m² and 1 percent of
total area for areas 1000m² and o ver. (For the old SPA/Existing Buildings allowable
limit of area calculation is +/- 5%.
3.5 MARKING - GENERAL
Plots, Volumetric Plots and Units are not required to be marked.
If a Surveyor determines that the Properties are to be marked, the following
requirements apply:

3.5.1 Survey Marks at Corners or on Boundaries


A Survey Mark must be easily identified as a Survey Mark and be c apable of resisting
movement, destruction, corrosion or decay.
Suitable Survey Marks include but are not limited to brass plaques, drill holes, spikes,
screws, nails, bolts, iron bar or similar and painted wooden pegs.

Temporary marks such as paint or pen marks are not acceptable.


A clear description of survey marks placed, including reference marks, must be shown
on the plan.

3.5.2 Reference Marks


Reference Marks are not required to be placed on a survey or a Property.
If a Surveyor determines that reference marks are to be pl aced, the Surveyor must
show that information on the Survey Plan.
A clear description of the type of mark and its DLTM co-ordinate value is to be shown.

3.5.3 Permanent Survey Mark Information on Plans


Where Surveyors place new permanent Survey Marks or connect to existing Survey
Marks, that information must be clearly shown on the Survey Plan.
A clear description of the type of mark and its DLTM co-ordinate value is to be shown.

3.5.4 Control Marks in Master Planned Communities


In Master Planned Communities the master developer must establish sufficient control
points co-ordinated in position and height, referenced to the DLTM and register these
points with the Department. The coordinates should be i ncluded in a report that
describes the technique used to measure the control points and the expected accuracy
achieved. These points should be a maximum of about 1000m apart and can be of any
suitable permanent stable construction. The density of control marks established shall
be required to provide satisfactory on-going survey control in Master Planned
Communities.
The master developer may also register Reference Marks co-ordinated only in a
horizontal position related to the DLTM.
3.6 SUBMITTING SURVEY PLANS

3.6.1 Supervision
Surveys may only be carried out by a registered Survey Company under the
supervision of a Surveyor.

3.6.2 Certification by Surveyor


Survey Plans when completed and submitted to the Department must be accompanied
by a Certificate of Survey signed by the Survey Company and the Surveyor.

3.6.3 Certificate Form


The Certificate of Survey must be supplied on the letterhead of the Survey Company.

3.6.4 Certificate Details


The Certificate must contain the following details:
• The survey has been p erformed in accordance with the Regulations and
Directions;
• The completion date of the survey;
• The name of the Survey Company completing the survey;
• The registration number of the Survey Company;
• The name of the Surveyor performing the survey or under whose
supervision the survey was performed;

• The type of survey being performed;


• The primary Plot being subdivided; and
• The name of the owner of the primary Plot being subdivided.

3.6.5 Certificate Wording


<Surveyor Company> <Registration No.> hereby certifies that <Registered Surveyor>
<Registration No> has carried out the survey and prepared the enclosed plans in
accordance with the Survey Regulation no / 2009 and the Directions under the
direction of <Survey Company> and <Survey Company> accepts responsibility for the
correctness and accuracy of the enclosed plans. The following information is submitted
for registration:
{A| } {Plot Site Plan(s) | Volumetric Plan(s) | Unit Plan(s) | Common Areas Site Plans}
and associated data for a survey completed on < date> over <Plot Number>-<Block
Name> owned by <primary Property owner>.

3.6.6 Certificate to List Plans and Data being Submitted


The certificate must list the plans and dat a being submitted for registration and t he
associated survey date of each plan.
Where multiple plans are being submitted, it is permissible to aggregate the list where
possible. For example, Unit Plans G-01 to G-10 Dated 29/04/09.
For data, similar shortcuts may be adopt ed as long as there is no ambiguity in what
has been delivered.

3.6.7 Certificate to be Authorised


The signature of the Surveyor and the signature of a person authorised to sign on
behalf of the Survey Company and t he company stamp must be shown on t he
certificate.

3.6.8 Approved languages


The certificate may be submitted in either Arabic or English.

4.0 DEFINITION OF PROPERTY


4.1 AVAILABLE TYPES OF PROPERTY
The Department recognises three different types of Property. The types are
• Plot (i.e.: flat land subdivisions).
• Volumetric Plot (i.e.: three dimensionally defined plots in buildings or on
land).
• Unit (i.e.: flats, shops and offices, Townhouses, Stores, Parkings
• etc.).
The Property type identifies the characteristics relating to spatial definition that applies
to the Property. All Property newly described on a plan must be noted with their type.
4.2 PROPERTY TO BE SHOWN ON AN APPROVED FORM
Plans depicting the Property must be in the applicable Plan Form Template.
4.3 ONE PROPERTY PER PLAN
Only one newly defined Property of any type is to be defined on a plan.
4.4 PROPERTY TO BE DESCRIBED

4.4.1 Primary Property


The primary Property is the Property that is being subdivided, i.e.: the Property that the
new Properties are being created from.

4.4.2 Secondary Property


Secondary Property is created by subdividing a Primary Property. Secondary Property
becomes Primary Property when it is in turn subdivided.
Secondary Properties will be des cribed on t he Survey Plans as per “Property
Numbering”

4.4.3 Property Numbering


Plot, Volumetric Plot and Lease subject properties shall be des cribed with an
appropriate alpha numeric Property identifier as defined by Surveyor or the developer.
When the plan has been s ubmitted, accepted and registered in the Department, an
official Plot number will be issued. Plots and Volumetric Plots are uniquely identified by
a combination of the Land Department Number and the Block Name.
Where secondary Property comprises Units, a numbering template is to be used by the
surveyor being an appropriate combination of building, floor and Unit numbers to add a
logical meaning to the numeric identifier. For example:
BB-FF-UU = Building Number, Floor Number, Unit Number
E.g. B1-02-08, B5-LP-02, B2-G-14, B4-01-01

4.4.4 Subject Property


When required a Secondary property may be described as Subject Property. That is,
the Property being defined on a Survey Plan.

4.4.5 Leases, Easements etc


Leases, Easements etc, shall be described with alpha identifiers or alpha numeric
identifiers where they are defined on a Survey Plan.

4.5 PLAN DESCRIPTION AND SUBDIVIDED FROM


Each plan shall contain in the spaces provided, on the face of the main plan, a
description of the secondary Property being created and the primary Property from
which it is subdivided.
Both notations should reference the Block Name of the primary Property.
4.6 SUMMARIES REQUIRED
Where required by the Department, information relating to, or summaries of information
shown on the Survey Pans may be required to be submitted in a format approved by
the Department.
4.7 BOUNDARY DEFINITION GENERAL

4.7.1 Allowable Boundary Geometry


Boundary geometry used to define Properties may consist of straight lines and circular
curves only. A curve with a changing radius is not acceptable.

4.7.2 Boundary Definition to be Precise


Boundary definitions that create unintentional gaps or overlaps between adjoining
Properties will not be accepted.

4.7.3 Digital Data to be Supplied


A property boundary must be c apable of a p recise spatial definition and m ust be
presented to the Department in an approved digital format.
4.8 PLOTS
A Plot indicates that the plot of land is unlimited in height and depth and is defined by
co-ordinates and boundary geometry on a horizontal plane.
All Plot corners are defined by two dimensional co-ordinates. The co-ordinates of the
corners and the geometry of the Plot explicitly define the limit of the Plot. Where a Plot
adjoins another Plot the boundary lines must be coincident.
Plots must be contiguous, that is they cannot be in parts.

4.8.1 Balance
When a Plot is subdivided to create another Plot the remaining part of the primary Plot
is called the Balance.
When the primary Plot is subdivided, a t itle is issued for the secondary Plot being
subdivided from the primary Plot, and a new title is automatically issued for the
Balance.
There is no r equirement for a pl an to be p repared showing the Balance unless
requested by the Department.

4.8.2 Boundary Definition of Plots


Plots are defined by geometry only with no reference to physical features.

4.8.3 Marking of Plots


Plots do not need to be marked.
There is no need to place any Reference Marks on surveys that define Plots.

4.8.4 Area of a Plot


All Plots must have an area.

4.9 VOLUMETRIC PLOTS


Volumetric Plots are a subdivision of a Plot or Volumetric Plot.
Volumetric Plots are defined a by three dimensional geometry with reference to a fixed
horizontal and vertical datum.
Volumetric Plots may be defined by geometry only or may be defined by reference to
physical structures or a combination of both.
Where a Volumetric boundary is defined by reference to a structure and there is a
discrepancy between the structure and the three dimensional geometry defining the
Property, the structure defining the boundary will take precedence.
Volumetric Plots may be non-contiguous, that is they may be described in parts.
A Volumetric Plot must be l ocated wholly within the boundary of the Property it is
subdividing.

4.9.1 Boundary definition of Volumetric Plots


All intersections of the Bounding Surfaces of a V olumetric Plot, and the vertices
thereof, shall be defined by a three dimensional co-ordinate geometry.
A physical structure may be referenced providing that the physical structures are
identified and located by survey and there is no ambiguity in the definition of the extent
of the Volumetric Plot.
If the Volumetric Plot is defined by structural features, the structural feature is the
boundary. The mathematical representation of the structure must represent the
geometry of the feature as truly as possible.
Volumetric Plots must be fully enclosed by Bounding Surfaces, which may be ot her
than vertical or horizontal.
Volumetric Plots may be above or below or partly above and partly below the surface
of the ground.

4.9.2 Remainder
When a Volumetric Plot subdivides a primary Plot, along with the Volumetric Plot a new
Property called the Remainder is created and a title is issued for the Volumetric Plot
and the Remainder.
The Remainder by definition is the primary Property excluding the volumetric excision.
There is no requirement to prepare a plan for the Remainder unless requested by the
Department.

4.9.3 Property bounded by Vertical Planes


Where the Bounding Surfaces defining the horizontal limits of the Property are vertical
planes, and provided that no ambiguity is introduced into the definition of the Property,
it shall be sufficient to define:
• the vertical location of the vertices by levels on an approved height datum;
and
• the horizontal geometry of the Property at that level as a two dimensional
shape.
To avoid ambiguity in this Direction, a c hange of grade in a B ounding Surface is
considered to be a bounding edge and must be clearly defined.
Where the provisions of this Direction are used, a note shall be made on each sheet of
the plan on which it is used stating “Property <Property Number> bounded by vertical
Planes”.

In the case of volumetric Easements and volumetric leases, the wording should be
changed as appropriate.

4.9.4 References to Walls and Floors


When reference is being made to walls and floors and other structural elements used
to define a Volumetric Plot, care should be taken with the wording of any notation so
that it can clearly show that the feature is intended to define the Bounding Surface.

4.9.5 Area of a Volumetric Plot


No footprint area is required to be calculated for Volumetric Plots.

4.9.6 Volume of a Volumetric Plot


No volume is required to be calculated for Volumetric Plots.
4.10 UNITS
A Unit may be the subdivision of a Plot, a Volumetric Plot or a Unit. By definition, Units
are part of a Jointly Owned Property Subdivision.
Units may be de fined by geometry only or may be de fined by reference to physical
structures or a combination of both.
If there is conflict between the boundary definition as defined by a physical feature and
a dimension, the boundary defined by the physical feature will take precedence.
Units in a building are generally defined by the centre of the dominant portion of floors,
walls and the structural part of ceilings.
Units comprising building and land are generally defined by the centre of the dominant
structure defining the Unit and geometry where no structure exists.
Other physical structures may be referenced providing that the physical structures are
identified and located by survey and there is no ambiguity in the definition of the extent
of the Unit.
A Unit must be located wholly within the boundary of the primary Property it is
subdividing.
Units may be non-contiguous that is they may be in parts.

4.10.1 Boundary Definition of Units


The following structural elements are acceptable boundary definitions for Units:
• Floors, slabs or structural part of ceilings - centreline of the dominant
feature;
• Walls, full height - centreline of the dominant feature;
• Walls, not full height - centreline of the dominant feature;
• Doors or windows - centreline of the dominant feature; other than where
incorporated into a wall, when the boundary would be collinear with the
centre of dominant part of the wall;
• Balconies - centreline of the dominant structure;
• Edge of a floor or a concrete base not abutting a wall - outer edge; and
• Service Ducts - centre of the dominant structure.

4.10.2 Clarifications Regarding Dominant Features


(a) Dominant Face of a Wall
The dominant face of a wall refers to the structural face of the building excluding non-
structural architectural features such as eaves, window ledges and other non-structural
facade items. The dominant face of the wall should not be determined on a floor by
floor basis. It should be determined by looking at the wall as a whole. A reasonable
balance must be struck when determining the dominant face on a complex building as
a complex building may have a s ignificant change in the dominant face vertically or
horizontally.
(b) Centreline of the Dominant part of the Wall
The centreline of the dominant part of the wall is the centreline of the feature that
makes up the greatest proportion of the wall.
In the case where the dominant part of the wall is glass then the centreline of the wall
is the centreline of the glass and does not mean the centreline of the mullions holding
the glass.
Where structural columns are incorporated into the line of wall then they are generally
to be ignored for the purpose defining the centreline of the wall.
(c) Centreline of the Dominant Structure of the Floor or Ceiling or Slab
When considering the centreline of the dominant structure of the floor or slab, the floor
coverings such as tiles and carpet should be ignored.
When considering the centreline of the dominant structure of the ceiling or slab, false
or suspended ceilings should be ignored.
In both cases, the structural elements and not the finishing should be considered.
(d) Dominant Structure in reference to Balconies
The rail alone does not define the extent of the balcony. The dominant structure
enclosing the balcony defines the extent of the balcony.
Where the balcony is enclosed in a structure with full height walls then the dominant
structure is the full height walls.
Where the balcony is enclosed by a f eature that is not full height, then the defining
dominant structure will be the structural part of the part height feature.

Unit Boundary being undefined by structure


For Units in a bui lding, it may be as sumed that the Unit is by default referenced to
physical structures and only changes to this default behaviour need be notified on the
plan.
• Where the vertical boundaries of Properties or part Properties in a building
or structure are defined by structural elements as defined above, no
additional definition is required.
• Where the vertical boundaries of Properties are not defined by structural
elements, for example on a r oof or part of a Property defined by
geometry, the vertical dimension may be defined by a vertical distance in
relation to a s tructure or a hei ght related to the DLTM. The limiting
dimension shall be noted on the plan for that level. The following is an
example of the statement required in the above situation.
• Property <num> is limited to a height of <num> metres above the floor of
Level <alpha>.
• Property <num> is limited to a height of 10.35m.

4.10.3 Ducts to be excluded


Service ducts carrying shared services to more than one Property must not be included
in a Unit. These areas must be clearly defined as Common Areas. “CA”

4.10.4 Area of a Unit


The area of a Unit shall be calculated as follows:
(a) For Units in a building:
Four areas are to be calculated for a Unit
• Suite Area;
• Balcony Area;
• Total Area; and
• Utility Area (Parkings and Stores (outside the units)
The total area will be the sum of the Suite Area and the Balcony Area.
For Utility Areas on the same title as the rest of the Unit:
• Where the Unit contains a U tility Area that is physically separate to the
Suite, the Utility Area shall be shown as a separate area calculation.
• Where the Unit contains a Utility Area that is physically part of the Unit
then the Utility Area shall be included in the suite area calculation.
For Utility Areas not on the same title as the rest of the Unit, that is allocated by
EU or some other method, areas are required to be calculated and shown.
(b) For Townhouses (Units comprising building and land):
The area of the Unit shall be calculated as the area of the extent of the Plot. Floor
areas of the building are not calculated nor shown.
Service Ducts carrying shared services to more than one Unit are not to be included in
the area calculation.
Airspace void areas within a unit such as void areas above stairs and void areas next to
mezzanine floors are included in the area calculation as part of the unit.

4.10.5 Car Parking to be Allocated


Unless approved in writing by the Department prior to registration and subject to the
planning regulations of the relevant authorities, all Units must have at least one car
park exclusively allocated to it.
Car parking may be allocated
• As a part Property of the Unit ;
• As a separate title;
• As an Exclusive Use Area over Common Areas managed by the Owners
Association to which the Unit belongs;
• As an E xclusive Use Area over leased or licensed property managed by
the Owners Association to which the Unit belongs;
• As a lease of or license to use, a car park within the site;
• As a lease of, or a license to use, a car park external to the site; or
• By any other mechanism as approved in writing by the Department.
Car parks allocated to a Unit must be clearly identified by a physical identifier.
Where car parks are allocated to Units on an individual basis, the following applies:
For leases and licensed areas:
• The term must be for the duration of the Unit’s existence; and
• The car park may not be separated from the Unit for the term of the lease
or license.
For a separate title:
• The car park may not be separated from the Unit.
Where a l ease or license is granted to an O wners Association for the purpose of
granting car parking to Units the following applies:
• The term must be for the duration of the Owners Association; and
• The lease or license must be m ade in favour of the Owners Association
and may not be separated from Owners Association for the term of the
lease or license.

4.10.6 Car Parking Area to be defined on Plan


A car park allocated to a Property must be shown on a plan that clearly shows the
location of the car park on a Property. Each car park must have an identifier unique to
the primary Property it is contained in. The unique identifier must contain a reference to
the physical identifier.
The unique identifier must be shown on the Unit Plan.
The following Directions apply to car park plans in order of:
• Plan required;
• Unique identifier; and
• Required information in the Building Unit Plan car park field.
(a) Integrated
• If the car park is part of the Unit then the plan showing the Unit is sufficient
for the plan.

• The unique identifier for the car park will be the Unit identifier.
• The Unit Plan car park field should be marked as “Integrated”
(b) Separate Title
• If the car park is on a separate title, then the plan of the separately titled
area is sufficient.
• The unique identifier for the car park will be the <Property Number>-
<Block Name> combination.
• The Unit Plan car park field will show this number-name combination.
(c) Exclusive Use (“EU”)
• Where the car park is allocated via an Exclusive Use agreement then an
Exclusive Use Area plan showing the location of the car park must be
prepared.
• The unique identifier for the car park will be the EU unique identifier
prefixed with the <Property Number>-<Block Name> combination.
• The Unit Plan car park field will show this number-name combination.
(d) Individual Lease or license
• Where the car park is individually allocated by a lease or license then a
plan of the lease or license must be submitted.
• The unique identifier for the car park will be the <Property Number>-
<Block Name> combination on the lease plan suffixed with a reference
to the physical identifier.
• The Unit Plan car park field will show this identifier.
(e) Other
• For other cases, the plan must show enough information to position the
car park with respect to a boundary.
• The unique identifier must represent the situation.
Note: Where a Property has not been r egistered and t he Property Number is not
available then the Surveyor’s reference can be substituted.

4.10.7 Car Parking Allocation Type to be defined on Plan


The allocation method used for the car park must be shown on the plan adjacent to the
car park allocation.

4.11 JOINTLY OWNED PROPERTY IN A BUILDING

4.11.1 Common Areas


A Jointly Owned Property subdivision creates Common Areas. Common Areas (or
“Common Property”) are the remaining area of the primary Property excluding the
Units.

4.11.2 Building to be Located


The footprint of a building containing the Units shall be l ocated. A minimum of three
external corners of the building must be located with respect to the boundary.

The location of the building must be s urveyed after construction. Subject to the
provisions of Article 11(2) of the Regulations, adopting building set-out information;
engineering or architectural plans are not acceptable.
Co-ordinates of at least two corners of the external face of the building are to be shown
on the face of the plan.
If the building encroaches over the boundary of the Property the extent of the
encroachment must be shown of the face of the plan. The encroaching area is not
included in the title.
When depicting areas of Common Areas defined by structures, the dominant feature
shall be shown.

4.11.3 Exclusive Use Areas


Where portions of the Common Areas are allocated for the exclusive use of particular
parties then the Exclusive Use (“EU”) area shall be shown on a sketch plan and shall
be given an i dentifier unique to the primary Property containing the Jointly Owned
Property subdivision.
Should the EU refer to an area that is physically marked with an identifier then the
unique identifier must contain a reference to the physical identifier.
EU areas may be defined by physical feature or by geometry
EU Plans may show more than one EU area on a single plan.
EU Plans require dimensions and areas.
The EU Plan must clearly show the intent and extent of the area being granted.
EU areas are to be surveyed.

4.12 NATURAL BOUNDARIES


If a nat ural feature or watercourse is to be adopt ed as a ne w boundary, the feature
must be surveyed by a method that accurately locates the feature.
The geometry once defined becomes the boundary. Any change in the position of the
natural feature or watercourse will not affect the definition of the boundary.
4.13 SURVEY PLAN PREPARED BY COMPILATION
Certain surveys used to define Properties, such as amalgamation surveys, or as
determined by the Department, may be c ompleted without a field survey. The
information used by the surveyor to define the Property boundaries may be provided to
a Surveyor or Survey Company by the Department.

4.14 BUILDING NUMBERS


All buildings must be given a number which is referred to in the Unit number, on the
plans and in the data summary spreadsheets.
The building number may be specified by the developer to be consistent with part of a
larger project or may be unique to the Plot that the subdivision is a part of.
If a building number is displayed on the building that number takes precedence over
any other numbering scheme.
Where the developer has not provided a num bering scheme the following should be
used as a guide:

If there is more than one building on a Plot, buildings are to be numbered from the right
to the left in a clockwise direction around the Plot. Where there is more than one
building on a podium then a number shall also be allocated to the podium.
The building number may be alpha or numeric and m ay be in Arabic or English.
Building numbers may have an a lpha prefix that provides an e xtra descriptor, for
example “Zen 1” or “Gardens 2”.

5.0 OTHER INSTRUMENTS


5.1 LEASES
A lease may be granted over all or part of any of the Property types.

5.1.1 Boundary Definition of a Lease


Unless another method is agreed upon by the parties involved, the definition of the
lease boundary should follow the definition of the underlying Property type.

5.1.2 Area of a lease


Unless otherwise agreed upon by the parties involved, the following Direction for
calculation of areas for a lease is applicable.
For Plots and Units, the area of a lease shall be calculated as per the method for the
underlying Property type.
For Volumetric Plots over land, the area shall be calculated as the area defined by the
outermost extent of the projection of the volumetric boundary onto a flat plane.
For Volumetric Plots in a building, the area shall be calculated as the sum of the area
of all floors within the Volumetric Plot, calculated according to the rules for calculation
of the area of Units.

5.1.3 Volumes may be used


Where applicable and agreed upon by the parties involved, the volume of a volumetric
lease may be calculated and displayed on the plan.
5.2 EASEMENTS

5.2.1 Easements to be shown on Plans


Where an Easement has been proposed, it must be shown on a plan and registered
with the Department.
The type of Easement determines the plan type that is should be shown on. A 2
dimensional Easement are to be dr awn on a Plot Site Plan and a 3 dimensional
Easement is to be drawn on a Volumetric Plan.
The Easement plans shall show the Property affected, adjoining Properties and
descriptions of the Properties shown.
Easements should be shown as a dashed line.

5.2.2 Data to be Supplied


The Easement data is to be supplied to the Department as per the requirements of the
Plan Form Template it is drawn on.

5.2.3 Station Numbers to be shown.


To assist with the written description of the Easement in the Easement documentation,
significant corners of the Easement shall be labelled with station numbers or letters.

5.2.4 Easements to be identified


Easements shall be given a r eference by the Surveyor and t he reference shall be
shown on the plan.
The reference shall be in the form “E-XX” where “XX” is a 2 digit number unique for the
Property that the Easement is located.

5.2.5 Easements to be shown on all Plans


Where an Easement affects a Property, the Easement shall be shown on every plan
drawn and submitted to the Department that shows that Property.

6.0 GENERAL REQUIREMENTS FOR THE PREPARATION OF


PLANS
6.1 GENERAL REQUIREMENTS
Plans should be capable of clearly and unambiguously showing the survey information
to any reasonable user of the plan. To achieve this, plans must be drafted in
accordance with accepted presentation formats, use consistent abbreviations, line
work, styles and s ymbols, and be c apable of being imaged by mechanical or digital
processes to produce a copy or a reduced size copy satisfactory to the Department.
6.2 APPROVED PLAN TEMPLATES
Plans presented to the Department must be presented on the approved Plan Form
Template for the Property type or the purpose of the plan.
The following table shows the approved Plan Form Template for each Property type or
purpose.

• Plans and additional sheets to plans must be


in the approved style;
• be produced at international A4 or A3 size;
• have clear margins of 25mm on sides, and15mm at top and bo ttom and
printing, writing or drawing, shall not extend into any margin;
• have information added in a manner that is permanent and can be imaged
by mechanical or digital processes to produce a copy or a reduced size
copy satisfactory to the Department;
• be flat or rolled, and not having been folded; and
• If the space available on the main plan is insufficient in any case,
additional sheets in the approved form for secondary sheets may be
added.
6.3 SKETCH PLAN FORMS TO INDICATE PURPOSE
Plans other than Survey Plans must unambiguously show the purpose of the plan.
Examples of sketch plans and Exclusive Use plans, BMS sketch plans and component
sketch plans.
6.4 SHEET NUMBERING
Each sheet contained in the plan shall be numbered consecutively commencing with 1
on the main plan, and each sheet shall show the total number of sheets.
6.5 STATION NUMBERING
Corners on Properties may be marked by an alpha numeric identifier to provide clarity
to the plan.
Corners on Easements may be only marked with an alpha identifier.
6.6 NORTH POINT
North shall be noted on all plans by means of a North Point.
6.7 GRID
Where indicated at least 2 grid points based on a 100m DLTM grid and showing the
Easting and a N orthing of the grid points shall be shown on the face of each sheet of
each plan.
6.8 SCALES
Other than as permitted below, each sheet of the plan shall show the scale used.
Where a diagram is used, the scale used in preparing that diagram shall be shown, or
a notation “not to scale” or “NTS”.

The following scale ratios, or multiples of 10, 100 or 1000 t hereof, may be us ed on
Survey Plans:

1:1 1:8 1 : 1.5 1:2 1 : 2.5


1:3 1:4 1:5 1:6 1 : 7.5

Sketch plans should also have notation as to what size plan the scale applies to.
Example 1:500 on A1 or 1:1000 on A3.

6.9 CONVERSION FACTORS


The approved conversion for linear measurements is:
Metric Distance (described in metres) * 3.28084 = Imperial Distance (described in feet)
The approved conversion for area measurements is:
Metric area (described in square metres) * 10.76391 = Imperial area (described in
square feet)

6.10 DATES
Where it is specified that a date be shown on the plan, the date shall be shown based
on the Gregorian calendar and of the form DD/MM/YYYY.
6.11 NUMERALS TO BE USED
On all plans European numerals are to be used.
The character to define the decimal point shall be “.”
6.12 HATCHING
Solid coloured hatches should be avoided on Survey Plans as when the plan is
reproduced the quality of the plans diminishes rapidly.
Solid coloured hatching may be used in Sketch Plans.

6.13 DIMENSIONS:

6.13.1 Dimensions General:


For the purpose of this section,
Linear dimensions are defined as follows:
• Where the segment being dimensioned is a line, the dimension is defined
as the length of the line.
• Where the segment being dimensioned is an arc the dimension is defined
as the arc length and radius of the arc and the chord bearing and
distance. The radius dimension should be prefixed with “R =”.
In all cases above, the dimensions should be shown:
• in metres to two decimal places with a suffix “m”
• in decimal feet shown to two decimal places with a suffix “ ‘ ”.. (Inches are
not to be shown) with a suffix “ ‘ ”.
Dimensions for co-ordinated points are defined as follows:
• Where Northing and Easting is to be shown for the subject plot, the DLTM
co-ordinate values are to be shown to 2 decimal places.
• Where a height is required to be s hown, the height is to be shown to 2
decimal places.

6.13.2 Plot Site Plan


The face of each sheet of the Plot Site Plan shall show DLTM co-ordinates of at least
one major corner point of the subject Plot.

Grid co-ordinates are required to be shown at a distance apart as suitable according to


the given drawing scale. At least 2 grid points are required around the subject plot if
space allows it.
Co-ordinates are to be shown as Easting and Northing only.
Complete dimensions for the Plot Boundary are required to be shown.

6.13.3 Plot Lease Site Plan


The face of each sheet of the Plot Lease Site Plan shall show DLTM co-ordinates of at
least one major corner point of the subject Plot.
Grid co-ordinates are required to be shown at a distance apart as suitable according to
the given drawing scale. At least 2 grid points are required around the subject plot if
space allows it.
Co-ordinates are to be shown as Easting and Northing only.
Name of the Lessee should be specified on the Plan.
Complete dimensions of the Plot Boundary are required to be shown.

6.13.4 Unit Site Plan


The “site plan panel” of the Unit Plan should follow the Directions for the dimensioning
of a Plot Site Plan.
The part of the plan depicting the location on the floor should not be dimensioned.
Dimensioning of the actual Unit should follow the following Direction:
• Linear dimensions of Unit’s boundary shall be shown.

6.13.5 Unit Lease Site Plan


The “site plan panel” of the Unit Plan should follow the Directions for the dimensioning
of a Plot Site Plan.
The part of the plan depicting the location on the floor should not be dimensioned.
Dimensioning of the actual Unit should follow the following Direction:
• Where the boundary of the Unit has been def ined by structural
components no dimensions are required.
• Where the boundary of the Unit is defined by geometry, complete linear
dimensions should be s hown. Co-ordinates may be s hown where that
would provide clarity.
Name of Lessee and Period of Lease should be specified on the face of Plan.
Complete dimensions for the Unit Boundary are required to be shown.

6.13.6 Parking and Store Site Plan

• Where the sketch shows part of the boundary, co-ordinates of 2 c orners
on the site boundary showing Northing and Easting shall be shown.
• Where the sketch shows no boundary or part of a boundary with no
corners, co-ordinates of 2 c orners on t he building outline showing
Northing and Easting shall be shown.

6.13.11 Volumetric Site Plan


The face of each sheet of the Volumetric Plan shall show DLTM co-ordinates of at least
one major corner points of the subject Volumetric Plot.
Co-ordinates are to be shown as Northing and Easting and Height.
Complete linear dimensions for the Volumetric Plot are not required to be shown but
selected linear dimensions may be shown for clarity.

6.13.12 Building Common Area Site Plan (Volumetric)

6.14 AREA

6.14.1 Area General:


Plans which show a calculated area must show the following:
• The area calculated in square metres up to 2 decimal places.

the approved conversion factor and rounded up to the nearest number.
Unless noted otherwise, for non-contiguous Properties (where a Property is in parts),

shall be the mathematical sum of the areas of the parts.

6.14.2 Plot Site Plan


The area in square metres and square feet shall be shown as calculated and if there is
any affected area then the area shall be shown as follows:
• Total Plot Area
• Affected Area
• Balance Area

6.14.3 Plot Lease Site Plan


The area in square metres and square feet shall be shown as calculated and if there is
any affected area then the area shall be shown as follows:
• Total Plot Area
• Affected Area
• Balance Area

6.14.4 Unit Site Plan


The area for the Unit is to be calculated by individually calculating the areas of each
part being:
• Suite
• Balcony
• Utility Areas – (Car Park, Store etc.)

plan.

6.14.7 Villa Site Plan


Total Land Area allocated for each individual Villa shall be considered as
Villa total Area. The total built area is to be shown in spread sheet.
The area in square feet shall be calculated up to 2 decimal places and
rounded to the nearest square foot. And by applying the approved conversion factor
shall be shown in meters up to 2 decimal places.
The area in square metres and square feet shall be shown in the relevant
part of the plan.

6.14.8 Villa Lease Site Plan


Total Land Area allocated for each individual Villa shall be considered as
Villa total Area. The total built area is to be shown in the spread sheet.

6.14.14 Exclusive Use (EU) Plan


The area in square metres and square feet shall be shown. Areas may be
tabulated on the face of the plan.

6.14.15 BMS Sketch Plan


Areas where not required to be shown by the Department, may be shown.

6.14.16
.14.16 Component Sketch Plan
The area of each component shall be calculated on a floor by floor basis.
The area shall be broken down into:
• land area;
• usable building area; and
• void area.
The sum of these areas must also be shown for each component on a
floor by floor basis..
Land area is the area within the component that comprises land. It is
common for the land area to be split over more than one floor in the case
of sloped plots. Where this is the case then the land area defined for each
floor must not overlap.
Usable building area is to include all floor area including stair wells, lift
shafts and walls etc within the component. It excludes void areas such as
atriums within buildings.
In a unit where there are air space voids over stair wells and adjacent to
mezzanine floors, these areas shall be treated as usable building area.
Ducts that carry common services shall be included in the usable building
area
Void area includes areas such as atriums inside the building and areas
outside the building above or below the ground but still within the
component.
Where a single floor unit or a c ommon area is a double or triple height
effectively making it a unit with a high ceiling, then the area within the unit
where the upper floors would have cut through the unit is to be classed as
a void area for the upper floors.
The area in square metres and square feet shall be shown. Areas shall be
tabulated on a s eparate summary sheet. Typical floors may not be
aggregated. Each floor must be represented in the summary.

7.0 GENERAL REQUIREMENTS FOR DATA


7.1 APPROVED DATA FORMAT FOR SPREADSHEETS
All spreadsheets shall be supplied in Microsoft Excel format.
7.2 APPROVED DATA FORMAT FOR PLANS
Plans data must be submitted in CAD format (dwg).
CAD data submitted must be i n accordance AutoCAD DWG format with all object
extensions removed from the file so that there will be no metadata associated with any
of the vertical products included with AutoCAD such as Civ3D or AutoCAD Map.
7.3 PLAN DATA TO BE IN MODEL SPACE
Unless noted otherwise, all elements of the plan including the plan form must be in the
model space of the DWG file.
Paper space or layouts are not to be us ed for the positioning of the title block
information.

7.4 ONLY BASIC ELEMENT TYPES TO BE USED


There is a limitation on the kinds of elements that will be in the finally submitted files.
There can be no c omplex elements like mtext, hatches, dimensions, OLE objects,
regions etc. Elements must be limited to lines, circles, arcs, polylines and plain text.
7.5 FONTS TO BE USED
Arabic text is to be created in a style based on the following approved fonts:
• Arabic Transparent True Type Font
• Simplified Arabic True Type font.
English text is to be created in a style based on the following approved fonts:
• Arabic Transparent True Type Font.
• Arial True Type Font.
7.6 DATA TO BE CLEANED BEFORE SUBMISSION
Before submission of the final data the file should be pur ged of unused layers and
blocks. The file should also not contain any duplicate elements. Please refer to annexed
pages.

7.7 GENERAL ELEMENT ATTRIBUTES


All elements in the file should have their attributes set to BYLAYER for colour, line style
and line weight.
All layers shall have their colour set to white (AutoCAD pen 7).

7.8.1 General
Layers in data submitted to the department shall be hierarchical and be of the form:
ld_<group>_<subgroup>_<subgroup>

8.0 GENERAL REQUIREMENTS ON DRAFTING STYLE


8.1 PURPOSE
This section describes the requirements for the presentation of typical elements on a
Plan Form Template.
8.2 TEXT STYLES AND HEIGHTS

8.2.1 General
The guidelines should be followed as a g eneral rule but may be dev iated from if
required as long as they fulfil the following legibility criteria.
Text heights should be such that when the plan is reproduced at a page size less than
when it is plotted at true scale the text remains legible. For plans prepared at A3 they
should be l egible at A4. P lans prepared on A 0, A1 and A2 should be legible when
reproduced at A3.
Unless noted otherwise, text should be upr ight with no obl ique angle applied to the
slant of the text.

8.2.2 Text Guidelines


(a) Linear Dimensions
Linear dimensions text height should be 2.5mm when plotted.
(b) Station Numbers
Station numbers text height should be 2mm when plotted
(c) Road Name
Road names text height should be 3mm when plotted
(d) Land Department Number
These elements text height should be 4mm when plotted.
(e) Parcel ID and Surveyors Reference
These elements should be 3mm high when plotted
(f) Area
Where an a rea is to be shown on the face of a plan, the area should be 3mm high
when plotted.
8.3 CO-ORDINATES

8.3.1 Co-ordinate Point


Where co-ordinates are shown, the co-ordinated point should be denoted by a
symmetrical cross with the total width of the cross being 6mm in length when plotted.
The cross size may be increased for clarity.
The cross should be in the layer ld_coord_point, and should be georeferenced.

8.3.2 Co-ordinate Text


The co-ordinates shown should be of the intersection of the co-ordinate point cross and
should be 2.5mm high when plotted.
The orientation of the text should be parallel to the bottom of the plan form.
The text should be s tacked with Northing on top and Easting under Northing and
Height under Easting.

The Northing should be suffixed by “N”, the Easting should be suffixed by “E” and the
height should be suffixed by “H”.

The text may be arrowed in.

8.4 LINE STYLES
Continuous and dashed line styles are to be used on plans however different line styles
may be used where it will increase the clarity of the plan.
8.5 GRID STYLE

8.5.1 Grid Cross


Where specified the grid points on a plan should be a symmetrical cross with the total
width of the cross being 6mm in length when plotted.
The grid should be in the layer ld_coord_point.

8.5.2 Grid Text


The coordinates should be o f the intersection of the grid cross and i ts text height
should be 2.5mm when plotted.
The orientation of the text should be relative to the arm of the cross that the ordinate
belongs to. That is the Easting should be oriented vertically centred on the vertical grid
arm and the Northing should be oriented horizontally and centred on the horizontal grid
arm.
The Northing should be suffixed by “N” and the Easting should be suffixed by “E”
The text height should be 2.5mm clear off the grid line when plotted.
The text should be in the layer ld_coord_text
8.6 NORTH POINT
The north point may be of any form providing that it clearly shows the direction of north.
Overly complicated styles should not be used.

The purpose of the Plot Site Plan is to define an updated existing/created, primary or
secondary Property Boundary.

The purpose of the Plot Site Plan is to define a subdivision of an ex isting primary
Property into a secondary Property and a Balance.
9.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan are to be submitted.
The data format is to be as per the Approved Data Format for plans
9.3 PLAN TEMPLATE
The plan should be drawn using the approved Plan Form Template for Plot Site Plans.
9.4 POSITIONING OF THE PLAN IN SPACE
The Plot Site Plan graphical area should be drawn to 1:1 scale with no rotation and
should be positioned according to true coordinates.
The plan form should be scaled to an allowed scale and positioned around the Plot Site
Plan. The scale should be shown on the plan.
9.5 PLAN GRAPHICAL AREA
The graphical area of the plan should show
• a north point;
• the boundary of the primary/secondary Plot;
• boundaries of adjoining Properties;
• The Property description being either the LD number Parcel ID or
Surveyor/Developer Reference. The Parcel ID may be s hown where
known;
• Property descriptions of adjoining Properties;
• Co-ordinates of at least one major points on the boundary of the Property;
• Any Easements over the Property;
• Roads should show the name of the road or just ROAD if the name is not
available;
• Road width information should be shown graphically if available; and
• At least 2 grid points
9.6 PLAN TEXT AREA
The upper plan text area should show the following in both Arabic and English
• Name: The current owner name;
• The Plot Number;
• The Parcel ID (if known otherwise Community Number);
• Block: The official Block Name; and
• Total Area: The area in square feet and square metres should be shown.

• Amalgamated; or
• Theoretical.
Surveyed By: Name of the person who surveyed the plot.
• Date: Show the date of the survey.
• Scale: Enter the scale of the drawing.
• Prepared by: Show the name of the Surveyor or Surveying Company
• Issued On: This is the date on which the plan was issued.
The LD approval box should be left blank. The wording “Approved by Survey Section”
will be added by the Department when they have registered and approved the plan.
9.7 LAND SITE PLAN COMPRISING VILLA DEVELOPMENTS
The Plot Site Plan for Plots is to be used for registering a Plot that has a Villa
constructed on it. The outline of the structure need not be shown but may be shown
for clarity.

document that shows the surveyed definition of a unit in a Jointly Owned Property
subdivision and it is to provide data that can be imported into the Department’s GIS.
11.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan are to be submitted.
The data format is to be as per the approved data format for plans
11.3 PLAN TEMPLATE
The plan should be drawn using the approved Plan Form Template for Units.
11.4 POSITIONING THE PLAN IN SPACE
The Unit Plan is drawn so that the primary Property shown in the site plan panel of the
plan is drawn to true scale and is positioned according to the DLTM.
The Unit Plan form should be scaled to an allowed scale and positioned so that the site
plan panel of the Unit Plan fits around the primary Property. The scale should be
shown on the face of the plan.
11.5 PARTS OF THE PLAN
The plan consists of 4 diagrams with associated text. These are the “Key Location”,
“Site Plan”, “Unit Location in Building” and the “Unit Detail”.

11.5.1 Key Location


The key location should show enough information to clearly indicate the position of the
Property within Dubai. This diagram need be indicative only. Layers used should
conform to the standard layering structure.

11.5.2 Site Plan


(a) Positioning of the Site Plan Data as issued from the department.
The site plan data is to be pos itioned as in “POSITIONING THE PLAN IN SPACE”
above.

(b) Site Plan graphical area


The site plan should show
• For JOP Unit subdivisions of a building on a standard Plot
• A north point
• The boundary of the subject Property
• The buildings on the Property with the subject building hatched. The
shape of the building should be t he shape of the dominant face of
the building at ground level
• The Property description being either the Property Number or the
Surveyor’s reference
• Co-ordinates of at least one major points on the boundary of the
Property
• Any Easements over the Property

(c) Site Plan Title Block Area
The upper part of the right hand title block above the Key Location Diagram shows
information that refers to the site plan diagram.
This is as follows:
Plot Number: Show the Land Department Number if the Property has
already been registered and show Parcel ID/Community
Number in parenthesis in front of it whatever is available.
Block: Show the name of the Block that the Property belongs to in
English and Arabic
Total Area: Show the area of the Property for Plots or Units and no area for
Volumetric Plots
Site Plan: If the site plan was created from a Municipality site plan then
show the Parcel Id and date of the Municipality site plan.
Subdivided Show the description of the Property being subdivided in the
From: site plan, not the description of the Property in the site plan.
This should be shown in the form of “LD Number Property Id
Block Name” E.g. “Subdivided From: P.7 (392-106) Marsa
Dubai”. If the Property has not been registered then the
Surveyor’s reference may be referred to
Plot Reference: Where the Plot has not been registered and the Surveyor has
produced a plan for registration, show the Surveyors reference
for the Property shown in the site plan that has been prepared
for registration and the date of the survey
Dated: Show the date of the site plan that was used to create the site
plan panel

11.5.3 Unit Location in Building


(a) Positioning of the Unit Location in Building Data
The “Unit Location in Building” data should be positioned in the area allowed with no
rotation applied and can be to any scale or a true scale. Show the scale if it matches a
standard scale or N.T.S. if it doesn’t.

(b) Unit Location in Building Graphical Area


The following information is required to be shown in the graphical area for subdivisions
of Plots or Volumetric Plots:
• The scale
• The floor number (as shown on the building)
• The building outline being the dominant face of the building at that floor
level
• The Units on the floor
• Unit numbers
• The Unit that is the subject of the plan should be hatched
• Major parts of Common Areas
• Where the floor has been volumetrically subdivided, the boundary of the
Volumetric Plot should be clearly shown
(c) Duplex Units
Where the Unit spans more than one floor, only the floor with the Unit’s main or front
door (the one with the number on it) on it shall be shown. It is not necessary to show
all the floors that the Unit spans.
(d) Unit Location in Building Text Area
The text area component should show:
• The name and number of the building in Arabic and English,
• The floor number
(e) Unit Location in Building Text Styles
The size of the Unit number and annotative text for the floor plan should be chosen to
provide clarity.
(f) Unit Location in Building Hatching
Hatching should be cartographically nice and break around the text. ANSI131 should
be selected as the hatching style. Spacing and orientation should be selected based
on the Unit angle and the scale of the floor plan.

11.5.4 Unit Details


(a) Positioning of the Unit Plan
The Unit detail diagram should be positioned in the area specified for it
and can be to any scale or a true scale. Where drawn to a true scale the scale
shall be shown. Where it is not drawn to a true scale “N.T.S” shall be shown.
(b) Unit Details Graphical Area
The required parts of the graphical part of the Unit details panel are as follows
• The Unit must show the Unit number as shown on the door of the Unit.
• Linear dimensions of Unit’s boundary shall be shown.
• In cases where Units are in parts, such as Units that span more than
one floor, the part Units shall all be shown in the graphical area. Each
part should be c learly labelled as to which floor it belongs to and its
boundary shall be di mensioned. Part Units shall be not ed with “pt”.
Where a part Unit is a car park or a storage area then a notation shall be

made of the car park or storage area number on the face of the plan.
“Car Park” or “Storage Area” shall be shown on the plan as appropriate.
• Airspace voids such as above stairs and bes ide mezzanine floors are
not required to be shown.
(c) Unit Details Text Area - top left of the plan template
This part of the plan form details the attributes of the Unit.
• The Unit owner name shall be shown in English and Arabic. Where Unit
owners do not have an Arabic translation to their name then English
version of Arabic pronunciation of the English name shall be shown. In
the case where the Unit has not been s old by the developer then the
developer’s name shall be used.
• The Unit number should be shown as “BB-FF-UU” being building number,
floor number and Unit number.
• The Unit number should be shown as “BB-FF-UU” being building number,
floor number and Unit number.
• The Unit area shall be s hown in metres (up to two decimal places) and in feet
(rounded to nearest foot) as calculated. A reas are to be s hown on b oth the
portions (English and Arabic) of the Unit detail.
• Unit area
• Balcony area
• Total area
• Utility area (Car Park + Store + Any Utility attached to Unit in SPA)
• The parking allocation type field shall show the type of car parking
allocation. For example
o Integrated – for car parks that are physically attached to the unit
o Lease – for car parks on a lease
o License – for car parks on a license agreement.
o EU – for car parks allocated via exclusive use agreement
o Title – for car parks on the same title as the unit
o Separate Title – for car parks on their own unique title

• The parking allocation bay field shall show the unique identifier of the car
park allocated to the Unit. Where more than one car park has been
allocated then the car park unique identifiers shall be comma delimited.

This part of the plan form details the attributes of the Survey

11.6 UNIT DETAILS DATA EXPORT


The information in the “Unit Details” graphical area shall be exported to an additional
AutoCAD DWG file. This file shall contain only the graphical representation of the Unit ,
including dimensions and annotations, in the same coordinated position as in the main
file and shall not contain any other noting such as contained on the face of the plan,
Unless, otherwise unit comprises several floors where floor number is mentioned on
graphical area with each Unit/Floor graphical detail.
11.7 UNIT LOCATION IN BUILDING DATA EXPORT
The information in the “Unit Location in Building” graphical area shall be exported to an
additional AutoCAD DWG file. This file shall contain only the graphical representation
of the Unit, including dimensions and annotations, in the same coordinated position as
in the main file and shall not contain any other noting such as contained on the face of
the plan; unless, otherwise each Unit Location comprises several floors where floor
number is mentioned on graphical area with each Floor graphical detail.

Total Area: Show the area of the Property for Plots or Units and no area for
Volumetric Plots
Site Plan: If the site plan was created from a M unicipality site plan then
show the Parcel Id and date of the Municipality site plan.
Subdivided Show the description of the Property being subdivided in the
From: site plan, not the description of the Property in the site plan.
This should be shown in the form of “LD Number Property Id

Dubai”. If the Property has not been registered then the
Surveyor’s reference may be referred to

12.5.3 Unit Location in Building


(i) Positioning of the Unit Location in Building Data
The “Unit Location in Building” data should be positioned in the area allowed with no
rotation applied and can be to any scale or a true scale. Show the scale if it matches a
standard scale or N.T.S. if it doesn’t.

(j) Unit Location in Building Graphical Area


The following information is required to be shown in the graphical area for subdivisions
of Plots or Volumetric Plots:
• The scale
• The floor number (as shown on the building)
• The building outline being the dominant face of the building at that floor
level
• The Units on the floor
• Unit numbers
• The Unit that is the subject of the plan should be hatched
• Major parts of Common Areas
• Where the floor has been volumetrically subdivided, the boundary of the
Volumetric Plot should be clearly shown
(k) Duplex Units
Where the Unit spans more than one floor, only the floor with the Unit’s main or front
door (the one with the number on it) on it shall be shown. It is not necessary to show
all the floors that the Unit spans.
(l) Unit Location in Building Text Area
The text area component should show:
• The name and number of the building in Arabic and English,
• The floor number
(m) Unit Location in Building Text Styles
The size of the Unit number and annotative text for the floor plan should be chosen to
provide clarity.
(n) Unit Location in Building Hatching
Hatching should be cartographically nice and break around the text. ANSI131 should
be selected as the hatching style. Spacing and orientation should be selected based
on the Unit angle and the scale of the floor plan.

12.5.4 Unit Details


(o) Positioning of the Unit Plan
The Unit detail diagram should be pos itioned in the area allowed with no r otation
applied and can be to any scale or a true scale. Where drawn to a true scale the scale
shall be shown. Where it is not drawn to a true scale “N.T.S” shall be shown.
(p) Unit Details Graphical Area
The required parts of the graphical part of the Unit details panel are as follows
• The Unit must show the Unit number as shown on the door of the Unit
• Linear dimensions of Unit’s boundary shall be shown.
• Where the Unit contains Common Areas within its bounds in the form of
shared services, this Common Areas should be clearly marked on t he
plan. The notation “CA” should be used to define the Common Areas.

• In cases where Units are in parts, such as Units that span more than
one floor, the part Units shall all be shown in the graphical area. Each
part should be clearly labelled as to which floor it belongs to. Where a
part Unit is a car park or a storage area then a notation shall be made of
the car park or storage area number on the face of the plan. “Car Park”
or “Storage Area” shall be shown on the plan as appropriate.
• Airspace voids such as above stairs and bes ide mezzanine floors are
not required to be shown.
(q) Unit Details Text Area - top left of the plan template
This part of the plan form details the attributes of the Unit.
• The Unit owner name shall be shown in English and Arabic. Where Unit
owners do not have an Arabic translation to their name then English
version of Arabic pronunciation of the English name shall be shown. In
the case where the Unit has not been s old by the developer then the
developer’s name shall be used.
• Lessee: The name of the person or persons in favour of whom the
Lease is conducted.
• The Unit number should be s hown as “BB-FF-UU” being building
number, floor number and Unit number.
• The Unit area shall be s hown in metres (up to two decimal places) and i n feet
(rounded to nearest foot) as calculated. A reas are to be s hown on b oth the
portions (English and Arabic) of the Unit detail.
• Unit area
• Balcony area
• Total area
• Utility area (Car Park + Store + Any Utility attached to Unit in SPA)
• The parking allocation type field shall show the type of car parking
allocation. For example
o Integrated – for car parks that are physically attached to the unit
o Lease – for car parks on a lease

13.0 PREPARATION OF UNIT SITE PLAN (PARKING/STORE)


13.1 GENERAL PURPOSE
The submission of Unit Plans and dat a has a twofold purpose, to provide a pr inted
document that shows the surveyed definition of a unit in a Jointly Owned Property
subdivision and it is to provide data that can be imported into the Department’s GIS.
13.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan are to be submitted.
The data format is to be as per the approved data format for plans
13.3 PLAN TEMPLATE
The plan should be drawn using the approved Plan Form Template for Units.
13.4 POSITIONING THE PLAN IN SPACE
The Unit Plan is drawn so that the primary Property shown in the site plan panel of the
plan is drawn to true scale and is positioned according to the DLTM.
The Unit Plan form should be scaled to an allowed scale and positioned so that the site
plan panel of the Unit Plan fits around the primary Property. The scale should be
shown on the face of the plan.
13.5 PARTS OF THE PLAN
The plan consists of 4 diagrams with associated text. These are the “Key Location”,
“Site Plan”, “Unit Location in Building” and the “Unit Detail”.

13.5.1 Key Location


The key location should show enough information to clearly indicate the position of the
Property within Dubai. This diagram need be indicative only. Layers used should
conform to the standard layering structure.

13.5.2 Site Plan


(t) Positioning of the Site Plan Data as issued from the department.
The site plan data is to be pos itioned as in “POSITIONING THE PLAN IN SPACE”
above.

(u) Site Plan graphical area


The site plan should show

• The boundary of the subject Property
• The buildings on the Property with the subject building hatched. The
shape of the building should be t he shape of the dominant face of

Property

(n) Site Plan Title Block Area


The upper part of the right hand title block above the Key Location Diagram shows
information that refers to the site plan diagram.
This is as follows:
Plot Number: Show the Land D epartment Number if the Property has already
been registered and s how Parcel ID/Community Number in
parenthesis in front of it whatever is available.
Block: Show the name of the Block that the Property bel ongs to in
English and Arabic
Total Area: Show the area of the Property for Plots or Units and no area for
Volumetric Plots
Site Plan: If the site plan was created from a Municipality then show the
Parcel Id and date of issue otherwise LD plot number and its date
of issue of Site Plan.
Subdivided Show the description of the Property being subdivided in the site
From: plan, not the description of the Property in the site plan. This
should be s hown in the form of “LD Number Property Id Block
Name” E.g. “Subdivided From: P.7 (392-106) Marsa Dubai”. If
the Property has not been r egistered then the Surveyor’s
reference may be referred to.
Plot Where the Plot has not been registered and the Surveyor has
Reference: produced a plan for registration, show the Surveyors reference
for the Property shown in the site plan that has been prepared for
registration and the date of the survey
Dated: Show the date of the site plan that was used to create the site

15.5.3 Villa Details


(o) Positioning of the Villa Plan
The Villa detail diagram should be pos itioned in the area allowed with no r otation
applied and can be to any scale or a true scale. Where drawn to a true scale the scale
shall be shown. Where it is not drawn to a true scale “N.T.S” shall be shown.
(p) Villa Details Graphical Area
The required parts of the graphical part of the Villa details panel are as follows
• The Villa must show the Villa number as shown on the door of the Villa
• Linear dimensions of Villa’s allocated land boundary shall be shown and
dimensioned.
• Where the Villa contains Common Areas within its bounds in the form of
shared services. This Common Areas should be clearly marked on the
plan. The notation “CA” should be used to define the Common Areas.
• In cases where Villas span more than one floor, each floor of Villas shall
be shown in the graphical area. Each floor should be clearly labelled its
floor number.
• Airspace voids such as; above stairs and beside mezzanine floors are
not required to be shown.

Villa Details Text Area - top left of the plan template
This part of the plan form, details the attributes of the Villa.
• The Villa owner name shall be s hown in English and A rabic. Where
Villa owners do not have an Arabic translation to their name then English
version of Arabic pronunciation of the English name shall be shown. In
the case where the Villa has not been s old by the developer, then the
developer’s name shall be used.
• The Villa Lessee name shall be s hown in English and A rabic. Where
Villa owners do not have an Arabic translation to their name then English
version of Arabic pronunciation of the English name shall be shown.
• The Villa number should be s hown as “BB-FF-UU” being building
number, floor number and Villa number.
• The Villa area shall be s hown in metres (up to two decimal
places) and in feet (rounded to nearest foot) as calculated. Areas are to
be shown on both the portions (English and Arabic) of the Villa detail.

including dimensions and annotations, in the same coordinated position as in the main
file and shall not contain any other noting such as contained on the face of the plan,
Unless, otherwise Villa comprises several floors where floor number is mentioned on
graphical area with each Villa/Floor graphical detail.

16.0 PREPARATION OF LAND COMMON AREA SITE PLANS


16.1 PURPOSE
The purpose of the Common Area Site Plan as referred to in Law number 27 of 2007 is
to define Common Areas in a Jointly Owned Property subdivision.
Specifically the plans are to show Properties in relation to Common Areas and any
deviation from the default definition of Common Areas in a Jointly Owned Property
subdivision of land.
16.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan are to be submitted.
Electronic versions of the plan shall be submitted in PDF and AutoCAD format.
16.3 APPROVED PLAN FORM TEMPLATE TO BE USED:
The site plan must be on the approved Plan Form Template.
16.4 ALL COMMUNITY LEVELS TO BE SHOWN
Where a J ointly Owned Property subdivision of land is part of a hi erarchy of
communities, any Common Areas within the subdivision that belongs to a community
level above the subject community must be shown.
16.5 INFORMATION TO BE SHOWN ON THE PLAN:
The plan form must show
• A Key Diagram.
• A Site Plan Diagram.
The diagrams may be positioned on the plan form for best use of available space.

17.1 PURPOSE
The purpose of this site plan is to define Common Area in a subdivision of a Property

Specifically, the plans are to show Units in relation to Common Area and any deviation
from the default definition of Common Area and the default definition of Units in a
Jointly Owned Property subdivision.

well.
17.7 POSITIONING OF THE PLAN IN SPACE

subdivision. A diagram or series of diagrams may be us ed to describe the Common
Area on each floor of the subdivision that contains the Property being subdivided.
Where the building has been s ubdivided volumetrically, only the floors in the
Volumetric Plot being subdivided need be shown.
Each floor of the subdivision is to be s hown, however, where there are repeating
typical floors in a building a single diagram may be shown for all typical floors as long
as the applicable floors are clearly noted.
Diagram size should be chosen for clarity and where possible all diagrams should be at
the same scale. However where clarity requires it, diagrams of different scales may be
used.
One or many diagrams may be s hown per sheet as required but the plan should be
drawn in the smallest number of sheets possible.
Each diagram shall be shown without rotation.
Each diagram shall be able to be related to the building or boundary shown in the site
plan diagram. This may be ac hieved by showing grid points, common line work,
station numbers or through the judicious use of coordinates.
Where the building is situated in a V olumetric Plot, then the primary Volumetric Plot
boundary shall be shown on every Common Area diagram as applicable for that floor.
Where the Unit subdivision is of a Volumetric Plot, then the Volumetric Plot boundary
shall be shown on every Common Area diagram as applicable for that floor.
17.9 MODIFYING STATEMENTS
Where the standard definition of Common Area or the standard definition of the
boundary of the Units are to be modified a statement to that effect shall be shown on
the plan.

17.10 TITLE BLOCK DETAILS

BUILDING COMMON AREA PLANS

A plot containing several buildings with podiums and basement


etcetera the building common area plans shall be submitted as
follows:

1: A set of building common area plans shall be submitted


individually for each building.

2: A set of building common area plans, for the common interest of


the dwellers of all building up to the surface where individual
building tower starts (Basements, Podiums etc.) in that plot, shall be
submitted individually along with each set of building common area
plans.

3: First sheet of the above sets shall be of Site Plan issued from land
department in a proper scale, coordinates and it should be geo
referenced (In case if the scale is other than 1:1000 then a corner of
the plot point shall be geo-referenced).

SUBMISSION OF INDIVIDUAL UNIT SITE PLAN IN A LEASED AREA

If a unit or few units site plans of a building are to be


submitted/registered in a leased area that shall accompany as
follows:

1: A Units XL sheet for the complete building wherein the unit/units


exist.

2: Unit/units Plans. (FL)

3: A building Plans. (BL)

4: A building XL sheet.

4: A building XL sheet.
6: If a building containing subject units exist on a leased land area
which comprises several buildings then a Land Common Area Site
Plan will also be submitted.

BUILDINGS COMPLETED AS SHELL & CORE + PARTITION WALLS.

Units plan submission will be made after a physical survey of all the
units/building by a registered survey company (in the Land
Department) along with fulfillment of above cited requirements.

BUILDING COMPLETED BUT NOT OCCUPIED

Submission can only be made after survey.

BUILDING COMPLETED AND OCCUPIED PARTLY

Building Inspection/Visit is required to decide.

BUILDING SOLD AS A WHOLE ENTITY

In this case submission should be as follows:

18.0 PREPARATION OF VOLUMETRIC PLAN FOR


VOLUMETRIC PLOTS.
18.1 GENERAL PURPOSE
The purpose of the Volumetric Plan is to define a subdivision of an existing Property
into a Volumetric Plot.
18.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan is to be submitted.
The data format is to be as per the approved data format for plans
For volumetric plans two lots of data are to be supplied:
• A 3-dimensional model of the Volumetric Plot– “The Model”
• The plan representation of the Volumetric Plot – “The Plan”
18.3 PLAN TEMPLATE
The plan should be dr awn using the Approved Plan Form Template for volumetric
plans.
18.4 POSITIONING OF THE PLAN AND MODEL IN SPACE
The model should be dr awn to 1:1 scale with no r otation and s hould be positioned
according to true coordinates.
The plan of the Volumetric Plot may be prepared on arbitrary co-ordinates and to any
scale suitable to allow the printing of the plan to the scale shown on the plan face.
18.5 PLAN TEXT AREA
The plan title block text area above the key Location Diagram should show the
following
• Name: The owner name should be shown in Arabic and English
• Block: The Block Name should be shown in Arabic and English
• Site Plan: Show the Parcel Id
• Subdivided From: S how the Property and B lock Name of the primary
Property being subdivided. If the Property has not been registered then
the surveyors Reference many be shown.
• Reference: Show the Surveyor’s or the developer’s reference
The plan title block text area below the key Location Diagram should show the
following
• Project Name: Show the Official name of the Development.
• Prepared by: Show the name of the Surveyor
• Survey Type: Enter either “Surveyed” if the plan is the result of a survey or
“Theoretical” if the plan is complied or prepared prior to survey
• Dated: The Date of the Survey
• Issued On: This is the date that plan was issued on.
• Plan Type: This is the type of survey that has been done. The options are:
• Resurveyed
• Subdivided

• Point Fixed
• Equalised
• Amalgamated
• Theoretical
• Origin: This is the type of title. The options are:
• Granted
• Private
• Reference: Show the Surveyor/Developer Reference for the secondary

• Sheet: Enter the sheet number and the total number of sheets in the set.
The LD approval box should be left blank. The wording “Approved by Survey Section”
will be added by the Department when they have registered and approved the plan.
18.6 PLAN KEY LOCATION DIAGRAM
The key location should show enough information to clearly indicate the position of the
Property within Dubai. This diagram need be indicative only.
18.7 PLAN GRAPHICAL AREA

18.7.1 General
The plan graphical area must show the following:
• The Plot Site Plan
• The Overall Isometric view
• Additional details
The Plot Site Plan and t he overall isometric view are mandatory while the additional
details are required where the overall isometric view requires further clarification.
The Plot Site Plan and the overall isometric view should be on t he first sheet and
should be labelled appropriately. Should the size of the diagram require it, the site plan
and the overall isometric view may be shown on separate pages.

18.7.2 The Site Plan


The Site Plan must show
• a north point
• The boundary of the primary Property being subdivided.
• Where the primary Property is a P lot then the Plot boundary shall be
shown
• Where the primary Property is a Volumetric Plot then the extent of the
Volumetric Property projected to a flat plane shall be shown
• boundaries of adjoining Properties
• the Property description being either the Property Id or Property Number
and Block Name of the Property
• Property descriptions of adjoining Properties
• Co-ordinates of at least 2 points on the primary Property boundary
• Any Easements over the Property

• A grid
• Roads should show the name of the road or just ROAD if the name is not
available.
• The extent of the Volumetric Plot projected to a flat plane shall be shown
as a solid line along with significant internal line work shown as dashed
lines
• Station numbers on major corners that can be related to the same points
on the isometric view and additional details
• An arrow denoting the view direction of the overall isometric view

18.7.3 The Overall Isometric View


The overall isometric view shall be shown as a wire frame with visible lines solid and
hidden lines dashed.
The view direction should be selected to show maximum detail.
The station numbers shown on t he land site plan should be s hown in their
corresponding positions on the overall isometric view.
3 dimensional coordinates should be shown at 4 points on the diagram with 2 at a high
level and 2 at a l ow level. Where it is possible 2 poi nts should share the same
Northing and Easting on different height.

18.7.4 Representing the “Additional Details”


There are three options to showing the “additional details plan”:
• A wire frame representation in one par t or split into multiple parts which
may be separated for clarity. Where the wire frame is shown in multiple
parts, sufficient dimensions, co-ordinates and n otes must be s hown to
logically tie the parts together;
• A series of plan sections through the Volumetric Plot where the shape of
the Volumetric Plot changes with each section annotated to show the
range of levels that it refers to; and
• Additional diagrams in a form that clearly define the Property.
In each case the station numbers from the Plot Site Plan shall be s hown in their
corresponding positions in the details.
Where additional wire frame representations are shown, arrows identifying the angle of
view should be shown on the Plot Site Plan.
At least 2 coordinated points shall be shown on major corners of the Property in each
diagram.

18.7.5 Property defined in part or whole by a Structure


Where a v olumetric boundary is defined by the physical structure of the building it
should be clearly defined by notations on the plan.
Notations may be m ade to the face of the plan or may be p laced in a t able and
referenced via station numbers.
For example.
• “The boundary defined by stations 9, 8, 8a and 9a f ollows the centreline of the
wall” or
• “The boundary defined by stations 10, 11, 12 & 13 is defined by the edge of the
concrete podium at concourse level.”

18.8 THE MODEL


The 3-dimensional model shall be supplied as the true digital representation of the
Property. The model shall be positioned according to the DLTM in Easting, Northing
and height.
Where the boundaries are defined by physical structure the digital data will
approximate the shape of the structure as close as is practicable.
The Model may be constructed using any of the approved element types with the
addition of extrusions being allowed to define the Property.

20.0 PREPARATION OF BUILDING SITE PLAN


20.1 GENERAL PURPOSE
The submission of Building Site Plan and data has a t wofold purpose, to provide a
printed document that shows the building or a portion of the building in a Jointly Owned
Property subdivision.
20.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan are to be submitted.
The data format is to be as per the approved data format for plans
20.3 PLAN TEMPLATE
The plan should be dr awn using the approved Plan Form Template for Building Site
Plan.
20.4 POSITIONING THE PLAN IN SPACE
The Building Site Plan is drawn so that the primary Property shown in the site plan
panel of the plan is drawn to true scale and is positioned according to the DLTM.
The Building Site Plan form should be s caled to an al lowed scale and p ositioned so
that the site plan panel of the Unit Plan fits around the primary Property. T he scale
should be shown on the face of the plan.
20.5 PARTS OF THE PLAN
The plan consists of 3 diagrams with associated text. These are the “Key Location”,
“Site Plan Showing Building Location” and “Building Elevation”.

20.5.1 Key Location


The key location should show enough information to clearly indicate the position of the
Property within Dubai. This diagram need be indicative only. Lay ers used should
conform to the standard layering structure.

20.5.2 Site Plan Showing Building Location


(e) Positioning of the Site Plan Data as issued from the department.
The site plan data is to be pos itioned as in “POSITIONING THE PLAN IN SPACE”
above.
(f) Site Plan Text area (Sub Heading)
The upper site plan text area should show the following in both Arabic and English
• Building Owner’s Name: The current owner name;
• Building Name.
• Building Area; As required
• Building Type; Commercial/Residential etc.
• Parking Allocation Type:
• Parking Allocation Bay:
• The parking allocation type field shall show the type of car parking
allocation. For example
o Integrated – for car parks that are physically attached to the unit
o Lease – for car parks on a lease

• The Property description being either the Property Number or the
Surveyor’s reference
• Co-ordinates of at least one major points on the boundary of the
Property
• Any Easements over the Property
• The scale of the site plan
• At least 2 grid points with their xy co-ordinates.

23.0 PREPARATION OF COMPONENT SKETCH PLANS


23.1 PURPOSE
The purpose of the Component Sketch Plan is to provide clarity as to the extent of the
Volumetric Components within a building. These are essentially two dimensional
representations of the Volumetric components.
This is done by clearly defining the Volumetric Components floor by floor against an
architectural background. Typically all components in a building are shown on the
same set of plans and are hatched to differentiate the different components.
Areas area calculated to assist in the calculation of service charges and for assisting in
valuations of the components.
Component plans are one of the tools used by RERA to verify that the subdivision of
the building has been done fairly.
23.2 PLAN AND DATA TO BE SUBMITTED
Both a hard copy and electronic versions of the plan are to be submitted.
Electronic versions of the plan shall be submitted in AutoCAD format.
23.3 APPROVED PLAN FORM TEMPLATE TO BE USED:
The plans may be shown on a company template. Generally plans should be prepared
at A3 size. There is no requirement to be able to read the plans once reduced to A4.
23.4 PLAN REQUIREMENTS – GENERAL GUIDELINES
As this plan is a sketch a lot is left to the discretion of the surveyor to present the plan
in such a way as to provide an unambiguous view of the components with respect to
the building. There are however some guidelines.
The first sheet in the set shall show:
• A key location diagram;
• The building’s relationship to the primary plot;
• The name of the building in English and Arabic;
• The building number;
• The name of the developer;
• The name of the surveyor;
• The surveyor/developers reference to the components;
• The number of sheets in the set; and
• The LD number and block name of the primary plot.
The second sheet in the set shall show the area summary.
Varying scales and multiple sheets are to be used where necessary to achieve clarity.
Scales should be shown on every sheet in the set
Where practical, the primary plot boundary should be shown on all plans.
The orientation of the plan can be any appropriate rotation to maximise the amount of
usable information on the plan however all plans must be of the same orientation and a
north point shall be shown on the face of every plan.
To enhance clarity unnecessary architectural information should not be shown on the
plan.

sheets that provide further clarity.

24.0 PROPERTY SUMMARY REQUIREMENTS


24.1 GENERAL PURPOSE
The Department requires that summaries of Properties being created be lodged with
the submission of the Survey Plans. The following Directions describe the information
to be lodged.
24.2 SPREADSHEET FORMAT
The spreadsheets shall be supplied in Microsoft Excel format.
24.3 SPREADSHEET DATA TO BE SIMPLE
The spreadsheet cells should all contain native data and should not be derived by
formulae.
The spreadsheet should not contain any hidden rows or columns.
Fields containing lists should be c omma separated and i tems in the list containing
spaces should be enclosed in double quotes.
24.4 SPREADSHEETS REQUIRED
The department requires the following spreadsheets:
• Plot
• Plot JOP
• Volumetric
• Unit
24.5 SPREADSHEET REQUIREMENT
The requirements for each spreadsheet are in the following table.

25.0 POLICIES AND PROCEDURES


25.1 FEES
The Department fee structure for services is set out below and i s subject to change
from time to time.
Where a s ervice has been r equested and d oes not fall into one of the specific
categories below, the “Miscellaneous Matters” rate will be used.
Fees are to be paid by Cheque made payable to “Dubai Land Department“.

25.1.1 Registration of Surveyors


The following are the standard fees for registration of a Surveyor or Survey Company
and for submission of Survey Plans. All fees are to be remitted in UAE Dirhams (AED)

Initial registration of a Survey Company 5 000


Initial registration of an Individual Surveyor Nil
Annual registration renewal of a Survey Company 5 000
Annual registration renewal of an Individual Surveyor Nil
Fee per Survey Plan

25.1.2 Requests for Information (RFI)


Requests for Information shall be included in the Survey Plan costs.

25.1.3 Submission of Plans for Registration


Fees are as per the Department’s standard fee structure as published by the
Department from time to time.
25.2 AMENDMENT TO PLANS AND DATA SUBMITTED BUT NOT REGISTERED
When plans and dat a have been submitted but not yet registered and an error has
been discovered, the Surveyor or Survey Company must notify the Department in
writing that there is an amendment pending.
The Plans may then be amended and resubmitted without penalty.
25.3 AMENDMENT TO PLANS AND DATA AFTER REGISTRATION
When the Surveyor or Survey Company discovers an error in plans and data after they
have been registered, the Surveyor or Survey Company must notify the Department in
writing that there is an amendment pending.
The Surveyor or Survey Company must then supply the Department an amended copy
of the Plans and associated data along with a covering letter notifying the details of the
error.
The Surveyor or Survey Company will be charged a fee to amend the information.
25.4 PRE-REGISTRATION
For pre-registration of Units sold off-plan pursuant to Law No 13/ 2007 regulating the
Interim Real Estate Register in the Emirate of Dubai, the Department requires the Unit
spreadsheet to be submitted. The areas shown in the spreadsheet must be the areas
that will be shown on or are shown in the sale and purchase contracts.

25.5 REQUESTS FOR INFORMATION


Surveyors and S urveyor Companies may request information from the Department’s
records that include but are not limited to such items as Easements, usufruct rights,
mortgages and data exports.
Interested persons may request a search of the Register at the discretion of the
Department.
The request should be i n a f orm of a letter on official company letterhead to the
Department and shall provide the following information.
• The Name of the Surveyor or Survey Company;
• The Name of the person making the request;
• The name of the client for which the work is being performed;
• The purpose for which the data will be used;
• The output format required;
• The delivery method; and
• Subject to the payment of the prescribed fees.
25.6 CHECKLISTS FOR SUBMISSION OF PLANS
When a s urveyor submits a pl an or plans for registration, the plans must be
accompanied by a checklist in the approved form.
Checklists are required for all subdivisions submitted for registration.
25.7 SUBMITTING INSTRUMENT CALIBRATION CERTIFICATES
Instrument calibration certificates must be submitted to the Department.
The Surveyor or Survey Company shall supply the calibration certificate along with a
covering letter on the letterhead of the Surveyor or Survey Company certifying that the
calibration has been completed. The covering letter should be signed by the Surveyor
or a person authorised by the Survey Company and s hall be s tamped with the
company stamp.
25.8 CERTIFICATION OF PLANS
In order to comply with the Regulations regarding the certification of Survey Plans
being submitted to the Department, a c ertificate as specified in the relevant section
shall be submitted with the plans.
25.9 LIMITATION OF LIABILITY
The Department or any officer or employee of the Department shall not be l iable for
any defective measurement or work relating thereto performed by a Surveyor or
Survey Company notwithstanding that the plan relating to such measurement or work
has been approved by the Department.
25.10 GUIDELINES ON COMMON AREAS
See the Department’s Directions on Refusals to Register Jointly Owned Property Declarations,
Direction No ( ) of 2009.

25.11 GUIDELINES ON TRANSITIONAL ARRANGEMENTS FOR “THEORETICAL


COMMON AREAS SITE PLAN”
This guideline relates to Chapter 4 Article 10 (3) of the Regulations where a developer
has taken advantage of this transitional arrangement and has prepared theoretical
building common area site plans, the developer shall supply to the Land Department as
specified in the submission form.

Note: A survey of unit is necessary before any transaction take place for that unit.
• A full set of the as-built architectural and engineering drawings for the project in
hard copy
• A full set of the as-built architectural and engineering drawings for the project in
soft copy as both PDF and AutoCAD files.
• The Theoretical Unit Plans of every Unit in the Owners Association in PDF and
AutoCAD Format.
• The Theoretical Building Common Area Site Plan in PDF and AutoCAD format.
• Where the Owners Association is a subdivision of a volumetric plot, the Developer
must also supply copies of the Volumetric Plans and Component plans in PDF
and AutoCAD format
As clarification as to the surveying component that is required to complete the plans to
be classed as “SURVEYED” the following applies:
In the case of a Unit subdivision of a Plot, the building must be located on the Plot and
a note of any encroachments to or from the Plot shall be recorded. See section 4.11.2.
In the case of a Unit subdivision of a Volumetric Plot
• The building must be located on the Plot and a note of any encroachments to or
from the plot shall be recorded. See section 4.11.2.
• The building only needs to be l ocated once for all Volumetric Plots within the
building and t he developer must nominate one Owners Association to be the
responsible party for the building location survey.
• The amount required to be paid to the all of the Owners Associations within the
building by the developer for all Building Common Area Site Plans shall include
only one cost for building location.
• The Developer may elect to complete the building location requirement as part of
the Volumetric survey but must supply all relevant information to the Owners
Associations
• The Owners Association responsible for the survey may not delay the survey nor
through inaction delay other Owners Associations in registering their plans.
• The survey information showing the location of the building shall be shared to all
Owners Associations within the building.
Building Common Area Site Plans (theoretical) should be submitted along with Units
Plans.
Land Common Area Plans (theoretical) submitted to the department must be replaced
within a year with the Surveyed ones.
25.12 GUIDELINES ON TRANSITIONAL ARRANGEMENTS FOR “THEORETICAL UNIT
PLAN”
This guideline relates to Chapter 4 Article 11 of the Regulations.
Where a dev eloper has taken advantage of this transitional arrangement and has
prepared theoretical Unit plans, the Unit owner shall follow the following guidelines.

The Plan and associated data must be updated to conform to the current Directions for
drawing Unit Plans at the time of the survey
The surveyed Unit Plan cannot be r egistered until the surveyed Building Common
Areas Site Plan has been registered and accepted by the Department.

In addition to the other requirements mentioned in the Directions, the following points
should be adhered to
• The Unit Plan is to be updated or replaced as soon as unit is surveyed.
• When surveying the Unit, as-built architectural plans may be us ed to determine
wall thickness where no other information is available or access to adjoin Units
is unavailable.
• The theoretical Unit shape and areas as shown on the Plan are to be confirmed
and amended as necessary.
• The location of the Unit on the floor and the Unit number as physically shown on
the Unit should be phy sically checked against the Unit Location in Building
Diagram.

IMPORTANT NOTES
1: Any change in the area/entitlement of any single unit in the building results changes in all
other unit’s entitlement, these changes should appear in a revised XL Sheet.

2: DEWA number and Parking Type should appear on unit XL sheet in its specified column
against each unit.

3: Each unit must have an allocated parking as per Zoning Authority’s (JAFZA, TECOM &
DUBAI MUNICIPALITY) Regulations requirement.

4: Each parking space should have standard dimensions (2.5M X 5.5M).

5: Each and every building should have provision of Parking spaces for HANDICAPS and
VISITORS.

6: Extra Car Park spaces can be assigned to the Developer without issuing Title Deed.

7: Extra Car Park space can only be sold to the Unit Owner of the same building.

8: A unit owner can purchase extra car parking spaces that must be added in the Unit Site
Plan.

9: Any easement is to be shown in the Building Common Area template with reference to the
unit.

10: Line weight of template should be followed as specified in the sample template.

11: All submitted data in autocad ‘dwg’ format should be cleaned. Helping guide line to
clean the data is as follows: (The following guide lines are only for help otherwise it is
the responsibility of Submitter to submit the clean data).

Guide Lines:
(a) Explode> all, (Repeat it at least 4 times)

(b) Enter>

(c) Erase> all

(d) Press Shift> Unselect the unit information

(e) Enter

(f) Purge> Check the following check boxes

1: Confirm each item to be purged.

7: Built up area should be calculated from all outside building lines (edge to edge) and any
element or void falling in between the edges shall be considered as built up area.
