Series of 2018

ORGANIZING THE BARANGAY DISASTER RISK REDUCTION AND


MANAGEMENT COUNCIL (BDRRMC) OF MAYNGANAY SUR, SANTA MARIA,
ILOCOS SUR AND PROVIDING OTHER PURPOSES.

WHEREAS, the Philippines as a typhoon-prone country continues to


experience series of disasters, both natural and man-made, any time of the year;

WHEREAS, these calamities greatly bring damage to properties and lives of


the people especially those belonging to the vulnerable and marginalized sectors of
our society;

WHEREAS, Republic Act 7160, otherwise known as the Local Government


Code of 1991 provided additional powers and responsibilities to local government
units (LGUs) in terms of disaster management ;

WHEREAS, Section 10 of Republic Act 10121, otherwise known as the


Philippine Disaster Risk Reduction and Management Act of 2010, mandated all local
government levels to organize their respective Local Disaster Risk Reduction and
Management Council with the primary purpose of heightening the awareness of the
people on public safety and disaster preparedness as well as to mobilize the
manpower of the barangay towards more effective disaster management;

NOW, THEREFORE, on motion made and duly seconded, this August body,
in a meeting duly assembled,

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to reorganize the


Barangay Disaster Risk Reduction & Management Council (BDRRMC) of Maynganay
Sur, Santa Maria, Ilocos Sur, with the following provisions:
Section 1. Re-organization. The Barangay Disaster Risk Reduction and
Management Council (BDRRMC) of this Barangay is hereby reorganized to compose
the following:
1) The Punong Barangay, ERNESTO L. DASALLA JR., as
Chairman
2) The Barangay Kagawad, Chairman on Peace and Order &
Security, RODRIGO A. SOQUILA, as Vice Chairman

There shall be a Staff Team to provide staff support to the Chairman and/or
Vice Chairman. The STAFF UNITS shall be composed of the following:
(1.) INTELLIGENCE AND DISASTER ANALYSIS

Section 2. Functions. The BDRRMC shall perform the following functions:
1) Convenes as often as necessary to effectively coordinate the efforts
in disaster preparedness, emergency operation and recovery and
rehabilitation activities ;
2) Assists in the implementation of the Municipal Disaster Risk
Reduction and Management Plan ;
3) Prepares and disseminates disaster control and mitigation
measures;
4) Conducts orientation-briefings, training activities to BDRRMC
members in coordination with concerned agencies ;
5) Informs the Sangguniang Bayan, thru the MDRRMC Chairman, in
cases when there is a need for the Declaration of State of Calamity
in the municipality ; and
6) Performs such other functions as may be provided by law or
competent authority.

Section 3. Operation Center. There shall be a designated place for the


operation of the BDRRMC and the Barangay Hall/Plaza shall be the Operation Center
for the BDRRMC. All the members of the BDRRMC shall report to the Operation
Center not later than one (1) hour after the announcement of Typhoon Signal No. 3.

Section 4. Reporting of Damages. The BDRRMC members concerned shall


conduct monitoring and evaluation on the extent of damages within 24 hours in the
aftermath of any disaster. Likewise a complete report of damages shall be
submitted within 72 hours to the MDRRMC Chairman for further evaluation by the
MDRRMC and for purposes of reporting them to higher authorities.

Section 5. Funding. Funds coming from the 20% development fund and
other fund sources shall be set aside annually for the effective and sustained
implementation of the Barangay Disaster Risk Reduction and Management Plan.
Likewise, the 5% Local Disaster Risk Reduction & Management Fund or LDRRMF
shall be set aside and utilized for pre-disaster activities, and for relief and
rehabilitation efforts in case the barangay is included in the list of affected areas
when there is a declaration of a state of calamity by competent authorities.

Section 6. All members of the BDRRMC shall make available their facilities
and expertise to augment the BDRRMC’s capability to effectively carry out its
functions in times of disaster.
RESOLVED FINALLY, that copies of this Resolution be forwarded to the
Municipal DILG Office of Santa Maria, Ilocos Sur, Office of the Mayor and other
concerned agencies for their information and guidance.
