English Only Policy (EOP)

S.Y. 2019-2020

A. Program Description

The English Only Policy (EOP) is a program that addresses the necessity of using the English
language in reading, writing and speaking in specific circumstances inside the premises of
Manila Cathedral School. The policy covers the school community, most especially the
students, as the focus of implementation. It mainly specifies situations in which the EOP
requirement applies as it also reflects the school’s commitment to excellence and quality in the
delivery of service.

B. Rationale

The policy adheres to the school’s mission to provide academic excellence among the
students and to provide quality in the delivery of service (Total Quality Management). In this
light, the need to implement the policy is a tool in helping the students and the personnel
develop the skill, competence and proficiency in using the English language in various
conditions.

C. Objectives

This program intends to accomplish the following goals:

1. Create an English teaching and learning environment to enhance MCS personnel and
students’ English language proficiency through the implementation of English Only Policy

2. Utilize the use of English as medium of instruction in all subject areas where the said
language is prescribed

3. Implement the English Only Policy and adhere to its guidelines consistently

4. Improve the personnel and students communication skills in conversations and


transactions in the school premises

D. Guidelines

1. Teachers and students must use English in subjects which prescribe it as the medium
of instruction such as English, Math, Science, CLED, MAPEH, LE and ICT for Grades 7-
10. (Note: For Grade 4 LE subject, Filipino is the medium of instruction)

2. With regard to the senior high school courses, if the curriculum guide from the
Department of Education is written in English, it should also be the medium of
instruction of the course.

3. Specifically, English should be used in classroom discussions, recitations, individual or


class presentations, groupings, and when asking permissions or questions.

4. All teachers and students must also speak in English whenever they are doing
transactions or conversations in the different school offices.

5. On the other hand, students and teachers can do code-switching when they are
unintentionally running out of words or having difficulty in expressing oneself in straight
English.

6. However, students and teachers are not expected to speak in English whenever they
are having their recess and lunch break, leaving the school premises during dismissal
time and encountering emergencies or other unexpected situations.

E. Programs and Activities

1. ACTIVE ENGLISH COMMUNICATORS OF THE QUARTER

All subject teachers who use English as the medium of instruction will give scores to each
class using the rubric prescribed by the English Department. The score sheets must be
submitted to the English teacher of each level during the examination week.

After gathering the scores, the class who gets the highest score from all the subject
teachers will be declared as the Active English Communicators of the Quarter.

For grades 1-6, one class will stand out but in case there is a tie with the scores, they will
all be awarded.

For grades 7-12, top 3 classes who will get the highest scores will be declared as the
winners.

The classes who will stand out will be recognized during the Honors’ Assembly per quarter
and will receive a certificate and token of appreciation.

2. EOP POSTERS IN ALL CLASSROOMS

All advisers will receive the EOP poster which will remind the students to use English
whenever necessary. It must be displayed on the classroom’s bulletin board.

3. EOP SIGNAGES IN THE LIBRARY AND OTHER SCHOOL OFFICES

EOP must be implemented in the library and in other offices of MCS. Signages will be
posted in all offices and must be obeyed by the students and personnel.

4. EOP STARS

In line with the policy which encourages students to speak in English during transactions
with the school offices, students will get a star from the school official they have talked to if
they adhere to the said EOP rule. The stars will be recorded by the English teacher and will
serve as their performance task which will start on the 2 nd Quarter. Specifically, the offices
are as follows:
a. Principal’s Office
b. Vice Principal and Coordinators’ Office
c. Faculty Room
d. Guidance and Prefect’s Office
e. Accounting and Registrar’s Office
f. Other offices recognized by the school
