1. INTRODUCTION
This document specifies the basic requirements, standards, and specifications on the design,
and operation of the satellite Audio / Video (A/V) Entertainment System.
The Entertainment System will provide personnel, during non-working hours, a selection of
English and Arabic language audio and visual entertainment programs.
The specification is based upon part of ExxonMobil GP 31-08-01, Version 1.0.0, dated
December 2007.
1.2 SCOPE
Final equipment quantities and TV programming channels shall be recommended by Contractor
and approved by Company, during detailed design. The Audio / Video Entertainment Systems
consist of English and Arabic satellite video and /or audio feeds that are processed and
distributed throughout the facilities for viewing. The Audio and Video programs shall be
distributed via a broadband CAT-6 structured cable system to the set-top boxes and then
played on television sets that are located in accommodation rooms, common areas, dinning
rooms, recreation areas, living quarters, and other selected areas.
The entertainment system shall be able to re-broadcast, but not limited to, the following sources:
TVRO satellite Video and Audio Programs ( for Arabic and English contents)
Local TV stations (if available)
Local radio stations (if available)
DVD players ( for 2 preprogrammed TV channels for broadcast)
CD players (for 2 continuous audio channels for broadcast)
2 REQUIRED REFERENCES
This section lists the Practices, codes, standards, and specifications that shall be used with this
document. Unless otherwise specified herein, use the latest edition.
2.3 STANDARDS
Equipment shall be selected and systems engineered to conform to internationally accepted
specifications and standards, Project standard design codes, and Company requirements. The
International Electro-technical Commission (IEC) and the International Telecommunications
Union (ITU), in conjunction with applicable Iraq regulations shall form the prime source for
Project conformance.
[I] In this project, the Project Design Memorandum (PDM) shall define the standards to be
applied during detailed engineering and implementation. Where no applicable project
standards, local standards, or international standards are available, recommendations from the
following associations and agencies shall form the basis for design and equipment selection as
far as they are not in conflict with local or international regulations:

2.5 DEFINITIONS

TERM DESCRIPTION
The cables shall operate and meet without any degradation all of the functional requirements
under the following environmental conditions:
Indoor Temperature
o o
Operating/Installation Temperature: 0 C to + 45 C.
Outdoor Temperature
Operating/Installation Temperature: -5o C to + 55o C
All equipment for outdoor use shall be at the minimum suitable for use in Zone 2, Group IIA
hazardous areas and bare the appropriate markings. All equipment for outdoor use shall have
ingress protection in addition to the proper hazardous area rating per the area classification
requirements of project specification No. IQWQ-FT-ESPDS-00-160101 and specification No.
IQWQ-FT-ISPDS-00-150602
One of the folllowing electrical pretection methods shall at a minimum be used to meet the
required electrical area clafficiations:
o IEC 60079-1 (Flame Proof Enclosures, Exd)
o IEC 60079-7 (increased Safety, Exe)
Testing standards for instruments shall meet IEC testing requirementns with IEC
marking and approval certificate.
The satellite dish shall be properly earthed. Reference to project specification No. IQWQ-FT-
TSPDS-00-0002 as appropriate.
[R] A suitable foundation shall be installed for each antenna. The foundation should be
designed to withstand the maximum environment conditions, such as wind velocity, ice loading,
and seismic activity specified in the project design basis memorandum. For high wind and/or ice
situations, a radome shall be installed.
Each port on the active splitter units shall be of sufficient gain, isolation, return loss, and noise
figure to provide adequate signal strength (90 percent) and signal quality (90 percent)
measurement to each satellite receiver.
The active splitter units designated for satellite entertainment service shall be capable of passing
the IF (intermediate frequency) signal from the satellite LNB.
Spare active splitters shall be provided for future growth.
Each satellite channel requires a satellite receiver for the TV program to be rebroadcast to the
IPTV system.
All satellite receivers shall be procured from the Satellite Service Provider chosen for the project
and shall be capable of adequately interfacing with the IP encoder equipment installed within the
headend.
Each satellite receiver shall be capable of 482.5 mm. rack mounting.
Each satellite receiver shall interface to the satellite dish via the active splitter units.
The following end-user video / audio equipment shall be provided for the broadcast of Company
materials such as training, notices, advisory information, and music :
Blue-Ray / DVD / VCD players that support, but not limited to, PAL and NTSC video
formats. The DVD / VCR players shall be “zone-free” and be able to support all the
international DVD zones.
CD players that support standard CD stereo, Dolby Digital (AC-3) 5.1 surround-
sound, and Digital Theatre System (DTS) audio signals. It shall be able, but not
limited, to play standard CD audio, window media audio, and MP3 formats.
The coaxial cable between the free-to air television antenna and the headend shall be at the
minimum RG-11/U quad shield. The impedance of the coaxial cable and associated coaxial
connectors shall be 75 ohms.
The coaxial cable between the free-to-air AM/FM radio antenna and the headend shall be at the
minimum RG-8. The impedance of the coaxial cable and associated coaxial connectors shall be
50 ohms.
All coaxial cable branches shall be appropriately earthed at both the antenna end and at the
point of building entrance.
Appropriately sized active splitter units shall be installed within the headend unit in order to split
the signal from AM/FM radio and free-to-air television antennas to AM/FM radio and television
receivers.

[ I ] Final specifications for AM/FM receiver equipment should be agreed upon and approved by
the Company and shall be capable of adequately interfacing with the IP Video / Audio encoder
equipment installed within the headend.
The IPTV is a fully managed and feature rich infotainment system designed to improve crew
morale by providing information / entertainment programs to personnel during their off periods.
The IPTV system coverts video / audio signals ( from satellite receiver, VHS/VCR player, DVD
/VCD /CD player/changer, etc.) into IP packed-switched multimedia stream and distributes to the
end-user equipment (set top box) utilizing the WAN and LAN network architect.
The audio / video signals from satellite receiver, VHS/VCR player, DVD /VCD /CD
player/changer are converted by encoders into IP streams and integrated into the IPTV system
for distribution to the set top boxes.
Each video signal shall require an IP A / V encoder to convert the video / audio program into IP
streams. The IP stream will be sent to the IP A / V server and then multicast to the set top
boxes.
FEATURE REQUIREMENT
5.2 MIDDLEWARE
The middleware is the software that runs on a PC server. It controls the operation of the IPTV
system. Its main features include the following:
Receive TV programs, video links, free-on-air programs, and other video / audio inputs
from the encoders and store in IPTV system.
Distribute IPTV services to users (Content navigation).
Provide interface to feature movies, news text links, and digital media files for
redistribution to users.
Subscriber Management
Provide local and remote access to administrators for system configuration and define
user requirements.
Receive user command inputs from set top boxes and process information accordingly.
The middleware also acts as the interface to the follow software and hardware:
The size of the Video on Demand server depends entirely on the Company’s preferences and
the amount of content they would like to store on the system. Each server shall have be capable
of storing anywhere from 2TB to 32TB. When more than one server is used to store content or
to provide additional streaming capacity all servers shall be capable of using load balancing or
clustering. All VOD servers shall be top of the line servers.
NOTE: The Video-on-demand feature broadcast the video / audio signals using LAN unicast
data stream. Each VoD service wiIl require a network link form the set top box to the
middleware server. It requires a tremendous amount of LAN bandwidth. Offer this
feature only when the LAN network has sufficient spare bandwidth and has the
capability to set QoS on the link.
This service shall not be offered to users at the initial stages of this project. Offer the
service only when the fiber backbone network is fully commissioned.
The access control mechanisms which impose restrictions on the usage of digital content. The
system shall use an industry standard DRM server/solution to ensure legal usage of the digital
content provided to the Company. This ensures that the Company is using the content that is
purchases in accordance with the licensing terms and conditions and also makes sure that they
are not violating any copyright/licensing regulations. All studios demand that the content is
protected by such systems to prevent illegal copying/transferring of content.
The components of a typical digital signage installation shall include one or more display
screens, one or more media players, and a content management server. Sometimes two or
more of these components are present in a single device but typically there is a display screen,
a media player, and a content management server that is connected to the media player over a
network. One content management server may support multiple media players and one media
player may support multiple screens.
The digital signage software shall meet the following requirements:
Product shall be versatile and flexible enough to create unlimited multi-zone screens
that allow users to create design layouts that best fit the customer.
Product shall allow transitions between items and full pages - Includes Wipes, Cube-
effects, Pushes, Dissolves and many more
Product shall have unparalleled creativity and composition for designing sophisticated
text and graphics
Product shall provide graphics support for third parties (After Effects Plug-In)
Product shall allow import and display of static graphic files (PSD, BMP, GIF, JPG, PCX,
PNG, TGA, TIF…)
Product shall enable object/logo animation with key frames, individual character
animation, soft shadows and motion effects
[S] In the event the entertainment headend system services locations, which are also serviced
by the public address and general alarm system, the headend system shall be interfaced to the
public address and general alarm system in a manner to ensure muting of the entertainment
system audio during an emergency alarm or emergency broadcast. Full audio from the
entertainment shall be immediately restored upon completion or discontinuance of the
emergency broadcast and/or emergency alarm. Reference project specification No. IQWQ-FT-
TSPDS-00-310304 – “Public Address/General Alarm System with Page / Party”, as appropriate.
A cable distribution system shall be installed to distribute television signals to television drop
points throughout the facility. Two types of cable distribution systems exist: Copper twisted pair
cable distribution system and a hybrid fiber copper twisted pair cable distribution system.
Regardless of the type of cable distribution system deployed, the entire cable distribution system
shall be designed to provide adequate network bandwidth to every end-user subscriber point
(television outlet). The entire cable distribution system shall be designed to deliver error free
packets to each television unit
The IPTV structured LAN cabling shall be constructed in a similar manner as the rest of the
company’s LAN network. The systems should be constructed using the appropriate ITU
standards for copper twisted pair and fiber optics networks. Refer to project specification No.
IQWQ0FT-TSBDS-00-310101 – “Upstream Structured cabling System” for LAN cabling
requirements.
The fiber optics backbone cable network shall interconnect the middleware distribution LAN
network to all areas of the facility end-user subscriber points. Refer to project specification No.
IQWQ-FT-TSBDS-00-0003.
Single mode fiber-optics cable shall be used throughout the sites.
Each backbone single mode fiber core shall be terminated, tested, and certified for 10GBase-LR
transmission between nodes.
The structured CAT-6 cable shall be certified for 100 / 1000 BASE-T transmission between the
LAN switches and the set top boxes.
6 ACCEPTANCE TESTS
6.1 FACTORY ACCEPTANCE TESTING (FAT)
[O] Factory testing, if required, is normally conducted at the manufacturer facility and just prior to
shipping.
Company reserves the right to witness the equipment test or to select a third party to witness the
test in their behalf.
[A] A FAT procedure shall be developed that identifies specific performance parameters and
interfaces to be checked. The FAT procedure shall be submitted to Company for approval 30
days prior to scheduling and execution of the FAT.
Upon failure of any FAT procedure, Company reserves the right to terminate the FAT and
reschedule.
[A] A FAT report shall be submitted to Company for approval and a record of the FAT should be
kept for handover documentation.
6.3 WARRANTY
Warranty should be considered when selecting vendors and manufacturers. Warranty
requirements may be dependent on the size and location of the project.
7 DOCUMENTATION AND DRAWINGS
[M] Drawings and documentation are critical to maintaining and operating equipment.
Depending on project requirements, electronic format AutoCAD files should be provided that will
allow for updates without have to re-create the drawings. Refer to project specification No. -
IQWQ-FT-BSPDS-00-010103 – “Specification For Drafting requirements” on project
documentation.
[M] Documents and drawings that shall be provided for audio/video entertainment system
installation shall include, but are not limited to, the following:

All engineering calculations
Site layout
Wiring diagrams/ schematics

Plot plan
Commissioning and/or pre-commissioning

Portable document format (PDF) files should be published and searchable. Documents
cannot be scanned.
8 SUPPORTING EQUIPMENTS
[A] [M] Maintaining equipment requires that operational parameters are tested routinely. At the
Commissioning and SAT, the initial parameters will be recorded and they will be retested
periodically according to established industry and Company preventive maintenance schedules.
This information is generally recorded and turned over to the Operating Company during
turnover and acceptance.
Depending on the size of the project, the following equipment and materials could be required to
test and maintain the audio/video entertainment system:
Spectrum Analyzer capable of spanning the broadcast, and satellite frequency bands
Watt/Power meter
Digital Multimeter(s)
Oscilloscope
Transmission line analyzer
Network Analyzer
8.2 SPARES
[A] [M] Project sparing for this project has generally been defined into two categories:
A set of start-up spares shall be handed over to the Company before system commissioning.
9 SAFETY AND SECURITY
9.1 SAFETY
[S] All communication systems including antennas shall be installed in non-hazardous areas.
Refer to project specification No. IQWQ-FT-ESPDS-00-160101 for additional information on site
classification.
Tower climbing has been noted by OSHA as one of the most dangerous jobs in the industry with
the most recorded safety incidents. Tower climbers must be experienced and some countries
require tower climbers to be certified. Double lanyard safety harnesses are required for tower
climbers. When a tower climber is on the tower for any work activity, a minimum of one person is
required on the ground as a safety monitor. The activities to be performed on the tower will
dictate how many men should be on the tower as well as the number of ground support staff.
Personnel Safety
Depending on the in-country requirements, some equipment may require certification that the
RF energy emitted is within acceptable limits. Certification may be required via an independent
study from a third party contractor/consultant. For further information on radiation hazard see
project specification No. IQWQ-FT-ESPDS-00-310303.
