2. PURPOSE
The present Job Specification for Design defines the main principles to be applied for the design
and the implementation of the interface in between the instrumentation and the electrical devices
for the REHABILITATION AND ADAPTATION PROJECT, ALGIERS REFINERY in ALGERIA for
SONATRACH.

Compliance by the VENDOR with the requirements of this specification does not relieve him of the
responsibilities for supplying equipment of proper design, mechanically and electrically suitable to
meet operating guarantees at specified service conditions.
7. LANGUAGE
English language shall be used for all documents related to the supply, such as correspondence,
descriptions, drawings, manuals, software and configuration. However the Human Machine
Interface’s displays descriptors, pop-up faceplates, or any other information displayed to the
operators, etc., shall be in French.
The drawing here attached presents the overall topology for the electrical equipment interfaced
with the instrumentation equipment.
The MCC typicals identification represented are the key to interpret the PIDs. The equipments
(pumps, air coolers, compressors, heaters, etc.) electrically powered are represented in the PID in
a simplified way with the respective typical identification (M0, M1, M2, M11, etc.). Other Symbols
PID represents the detailed interfaces per which typical.

Conduit in between equipment supplied the LV vendor (DCE) and Invensys (DCS).
This conduit is dedicated to the exchange data in between the Data Concentrator Electric (DCE)
and the DCS. This link is redundant, therefore the connection is done with the two DCE: DCE-A,
mainly dedicated to group the motors of the LV switchgear’s busbar A; and the DCE-B, mainly
dedicated to group the motors of the LV switchgear’s busbar SIDE B.
Internal to the Low voltage Switchgear, a MMU (ABB) network is done in such a way that the
segment grouping the MMUs of the Switchgear side A is connected at one end to the DCE-A and
at the other end to the DCE-B; similarly other segment collects the MMUs of the side B, where one
end starts at the DCE-B and the other end is connected to the DCE-A. For further details refer to
the document: “Electrical Control System – Architecture Drawing”, 9952T-000-DW-1661-0001.
To ensure reliability and reinforce the redundancy the DCE-A & DCE-B are interconnected in
between them.
The typical shown in the general topology (§8) represents a typical LV switchgear. Per each typical
a redundant link is considered from the DCS.
The link to the DCS is based on the MODBUS TCP/IP protocol over Ethernet. The physical media
is based in a single mode optical fiber from the DCE up to the FOP (fiber optic panel), and then
converted to Ethernet UTP cable to reach the Ethernet termination card on the DCS.
A preparation meeting and a prototype acceptance test is foreseen to validate the following
subjects:

short communication interruption, without impact to the electrical equipment.

Some motors typicals uses the hardwired type connection in between the DCS/ESD,PLCs and the
MCC.
Generally the ESD commands, Variable speed settings to the VSDS and PLCs and other third
controllers (different to the ESD, DCS) commanded motors’ signals are interfaced by hardwired
cables per each signal.
Similarly for the HV motors’ feedbacks and commands, the interfaces are hardwired.
The identification “package” will be used to consider the: PLCs, Mark VI, standalone controllers,
Electrical Heaters equipped with thryristors, etc.

10.1 SCOPE
The electricals heaters can be of two different types:
Coils operated by loading thyristors, which allow temperature variation by modulating the power.
Coils simply powered by a nominal power, no modulation.
Even when based on the same signals as the conduits already explained, different typicals were
defined to represent the signals being exchanged. These typicals can be seen in the following
drawings: 9952T-000-PID-0090-0026/0027/0028.
Generally the control panels for the Thyristors powered heaters are supplied loose and installed in
the electrical substation, including and electronic modulating circuit top trgger the thyristors, the
respective terminals strip to interface the control sources signals from the DCS or Packages (PLCs,
other standalone controllers).
The nominal electrical heaters are simply powered by a MCC.
Special care shall be taken for the analog signals being exchanged, like: current measurements.
The DCS or Package, powers in 4-20 mA @ 24 VDC the loop, therefore the heaters current device
shall be passive. If it is not the case, the Heater panel shall be equipped with isolator for the
concerned signals.
The interface to the “nominal” powered heaters can be software or hardwired. If interfaced with the
DCS, mainly software; if interfaced with packages, hardwired.

11.1 GENERAL
As shown in the topology (refer to §8.1) to execute this interface two cabinets are foreseen:
The Interposing panel (IRP), located in the instrumentation’s rackroom.
The Elec/Inst Marshalling (EIM) located in the Substation.

Commands As described previously, the start and stop commands from the systems (DCS and
packages) are dry contact, voltfree type. Therefore these contacts are powered by
the control voltage from the MCC, in 24VDC and the current driven is not higher
than 0,5 Amp.
Status The MCC provides dry contacts capable of handling the 24 VDC supplied by the
Systems
ESD The ESD provides a dry contact powered by the MCC at 230 VAC
If it is a HV MCC:
Commands As described previously, the start and stop commands from the systems (DCS and
packages) are dry contact, voltfree type. Therefore these contacts are powered by
the control voltage from the MCC, in 110VDC and the current driven is not higher
than 2 0,5 Amp.
Status The MCC provides dry contacts capable of handling the 24 VDC supplied by the
Systems
ESD The ESD provides a dry contact powered by the MCC at 110 VDC
For the case of heaters with thyristors applies the same as the LV MCCs, as far concerns the
voltage levels.

For the digital inputs, special consideration shall be taken to consider the channel protection: is it
galvanic protected, or a fuse is required. The packages shall consider the respective channel
protection for overvoltage, short-circuit, voltage reversal.
11.3.2 ESD
The ESD signals, a trip with a SIL identified equal or higher than 1, shall be interfaced by using a
special safety relay, normally named as SIL capable relay.

12.1 GENERAL
As shown in the topology (refer to §8.1) the DCS OPC server and the ECS OPC server are
interconnected.
The document ECS I/O list, number: 9952T-000-NM-1661-0001, list all the signals exchanged thru
this conduit.
The ECS OPC server will run the server license.
The DCS OPC server will run the client license.
Proper coordination required to settle the communication in between the DCS vendor and the ECS
vendor.
13.1 GENERAL
The UPS system shall be capable of operating at the following power supply specifications:

14.1 GENERAL
The distribution panels/cabinets non-UPS 230 VAC for utilities, like cabinet’s socket and lamps, are
supplied by the electricals and installed in the instrumentation rackrooms.
The socket’s feeders shall be protected by differential current 30mA.
