THE PROBLEM AND ITS BACKGROUND

Introduction
Today, the increase of academic world as part of global entity ushers the

increase demand of employee hiring. On of the problems that will arise is the

reliability of payroll, in which it will respond to the immediate demands and needs

of human resources and “ using manual sustem is not efficient and costs saved on

the development will be used by the time in processing payroll” (Sandersfeld,

2006).

As a normal practice, the Bulacan Polytechnic College faculty and Staff

used a payroll debit card. The employee accesses the money by using the card at

any ATM machine but processing their payroll is done by using Dos-based

system.

In the Technology-based world we live in today, it is challenge to upgrade

an existing system. Researchers developed a system entitled “Online Payroll


System for the University of Bulacan Polytechnic College” or “PROPOSED

SYSTEM” that hopefully will lessen the numerous tasks done by the faculty and

staff of the university.

Significance of the Study

The result of the study and development of the system will specifically

benefit each faculty, staff of the university and other readers and researchers. The

PROPOSED SYSTEM will be one of the means of proving an efficient, accurate

and reliable payroll output.

 Each faculty and staff will be assured of fewer potential mistakes when it

comes in processing payroll. They don’t need to fill out forms every time

they will need to pass payroll reports. The data based will save all the

needed information; it will also calculate their payroll including taxes and

other applicable deductions.

 Other readers and researchers that are interested in online system

development may use the proposed system as their guide for future

development.

Theoretical Framework

Ask any small business about his or her least favorite task and most will say

without having to fine a synapse – payroll. This tedious process requires you to

identify and fill out forms, keep ever changing regulations and understand cryptic

abbreviations. Then there are killer deadlines, complete with significant fines for

failure to comply. (Kawamoto, 2005)


The key to staying on top of thing is setting up a good system that complies

with all the applicable state and federal law. (e.g.

In order to develop a system, First influential factor to be considered is

conceptual software like – System Development Life Cycle, it is a sequential

software development model in which development is seen as flowing steadily

downwards through the phases of requirements planning, analysis, design, coding,

The second influential factor is Microsoft Access under DBMS; Access is used

by small business, within departments of large corporations, and by hobby

programmers to create ad hoc customized desktop system for handling the

creation and manipulation of data. Access can be used as a database for basic web

based applications hosted on Microsoft’s Internet Information Services and

utilizing Microsoft Active Server Pages. Most typical web application should tools

like ASP/Microsoft SQL Server or the LAMP stack (e.g

And the third factors is ASP – An Active Server Page (ASP) is an HTML page

that includes one or more scripts (small embedded programs) that are processed on

a Microsoft Web server before the page is sent to the user. An ASP is somewhat

similar to a server-side include or a common gateway interface (CGI) application

in that all involve programs that run on the server, usually tailoring a page for the

Conceptual Framework

The paradigm of the study, shown in figure in figure 1, shows the Input –

Process-Output +Storage of a general model. Ii also represents the development of

an information system that fits the real world.

The input phase includes the existing system used by the faculty and staff

of the university; it was used as one of the baseline data for the proposed system.

In the process phase, the study will use ASP (Classic) – Active Server

Pages or ASP is a scripted language which means that it doesn’t have to be

complied in order to run. Instead, the program code is parsed, interpreted and

the other hand, the MS ACCESS plays the role of the storage which is the

additional development phase of the proposed system. In this phase, the gathered

data in the input phase is stored. Once the loop is completed the data could reused

in enhancing or developing a new system.

And in the output phase, PROPOSED SYSTEM has been presented. The

system will be evaluated using the following features; reliability, security,

efficiency, accuracy and users friendliness.


Statement of the Problem
The general objective of this study is to develop an online payroll system
for the Bulacan Polytechnic College. Researches formulated 5 questions that were
important in developing the system. These are:
1. What is the status of the current payroll system?
2. Is there a need to replace the current payroll system?
3. What are the problems that the university faculty and staff are encountering
in terms of processing their payroll?
4. What are the basic features of the proposed system?
5. How acceptable is the Online Payroll System In terms of:
 Accuracy
 Efficiency
 Reliability
 Security
 User Friendliness

Definition of terms
The following terms are operationally defined by the researchers for better
understanding and clarity:
Accuracy; It is the exactness of information, a state of being or précis.
ATM Automated teller machine; a cash dispenser or cash machine.
ASP Active Server Pages; is a scripted language which means that it doesn’t have
to be compiled in order to run.
Efficiency; is used to describe several desirable properties of an algorithm or other
construct, besides clean design, functionally.
Reliability; maintainability, safety test plans and procedures.
Security; is the condition of being protected against danger or loss.
User friendly; is an online staff of a small fictional internet service provider.
Scope
The study was intended to develop an online payroll system that can be
used by the faculty and staff of the Bulacan Polytechnic College. The proposed
system was limited only to the BPC Main Campus, Bulihan City of Malolos,
Bulacan. The system was also limited to the payroll sub-system.

The system’s front-end Web applications were developed under ASP


technology assembled using Notepad. For the back-end database, the study
utilized the windows version of MS ACCESS. For the Web application server, the
study employed the Internet Information System or IIS, a built-in component of
MS Windows XP.

the present research were examined and reviewed.
Study if related literature
Ask any small business owner about his or her least favorite task and most

others have to continually input data to bridge systems or jump from one stand-
alone application to another, then time, money and resources are almost certainly

To determine the best payroll system for your company, consider the
following points: There are three basic types of payroll systems. (1.) Manual
payroll means that you, or another employee within your company, calculate the
payroll each pay period entirely on paper.
You will need to calculate taxes, insurance, 401K, and other applicable
deductions in addition to each employee’s actual earnings. The advantage of using
a manual system is that it is very inexpensive, with virtually no start-up costs. The
disadvantage is that whatever you save on start-up costs will probably be eaten up
by the amount of time it takes to process payroll. (2.) computerized payroll
system, many companies offer computer software that will assist you in processing
payroll. You will need to input information for each employee when he is hired,
but after that, the software will calculate taxes and other deductions automatically.
Most programs will also process W-2 forms for each employee at year-end, which
can be a real time-saver. The advantages of this type of system are numerous –
fewer potential mistakes and less time spent processing payroll. In addition,
employees can be trained to run the program more easily, so you won’t need to
depend on just one person to process payroll.
The disadvantages are that you still have to input each employee’s hours
manually, and the software has to be updated annually or whenever new tax laws
go into effect. (3.) external payroll service. Companies such as ADP and Paychex
will process your payroll for you, including submitting all necessary tax payments
and generating year-end reports. Although this is the most expensive type of
payroll system, it can pay for itself in larger companies, which might otherwise
have to hire a full-time employee dedicated to processing payroll.(Sandersfeld,
2006).
In the technology based world researcher live in today there are many
options to choose from for just about everything. This is also the case when
searching for an online payroll service. The wide variety of options is great for the
consumer, but also means you need to know what to look for. Payroll system
service should need a very little explanation for a new user to understand how to
use it.
Security. It is highly important that you find a secure online payroll provider. If
you find a secure online payroll provider you and your employees need to worry
about your money.
Simplicity and Convenience. If the online payroll service you choose is not
simple and easy to use then you are wasting your money. If you are going to use a
complicated service you may as well do you payroll yourself and not pay an
outside company. A good online payroll service should need very little
explanation for a new user to understand how to use it.
Control. It should be easy to use and easy to keep track of. The importance of the
term “User=friendly” will be needed in this scenario. (Fairbourn,ND).

expensive and simpler means of paying employees, filing taxes, and performing
other essential but mundane tasks. Until recently, most electronic communication
with the payroll service was done using a direct modem connection.
According to Atlanta-based benchmarking services provider the Hackett Group,
best practice companies in the Fortune 1000 spend $85 per employee per year on
payroll; others shell out as much as $715. “ The goal of every company is to
become a low-cost high-service provider” (Struhar, 2006). “A best practice payroll
system can pay significant dividends.” Because finance must scrutinize the up-
front cost of payroll systems and monitor organizational efficiencies, finance
managers need to understand the factors that lead to success. “it’s impossible to
use a cookie-cutter approach to achieve best practices,” (Hannah, 2006).
“Organizations are beginning to recognize that payroll is the end result of
how an organization leverages its human capital,” says Larson. “By integrating
and streamlining systems and achieving best practices, it’s possible to become

CHAPTER 3
METHODOLOGY OF THE STUDY

The chapter presents the research methods and techniques, target clientele,
design features of the Online Payroll System for the University of Bulacan
olytechnic College and development process of the OPS – BPC.
Methods and Techniques
In order to develop the BPC – OPS, researcher will utilize Descriptive
Development Technique Research Method.
This type of research is also a grouping that includes many particular
research methodologies and procedures, such as observations, surveys, self-
reports, and tests. Descriptive research may focus on individual subjects and go
into great depth and detail in describing them. It also investigates large groups of
subjects. The four parameters of research will help us understand how descriptive
research in general is similar to, and different from, other types of research. In
addition, the data collection procedures used in descriptive research may be very
explicit.

Some observation instruments, for example, employ highly refined


categories of behavior and yield quantitative (numerical) data.

Research also used some techniques like document analysis, surveys,
interview, and observation.

Target Clientele
The development of the OPS – URC 3was designed for the finance
department for payroll services. More over, the system was also developed for the
staff and faculty of the university.

Status of the Current Payroll System


Like what other organizations did, the College used lots of traditional
methods in order to process their daily development. One of this method is payroll
processing, for the past years they used brick and mortar method: filling out forms.
This process is time and costs consuming.
As modern age comes, traditional method is somehow eliminated, faculty
and staff of the university used ATM card in order to receive their salary,
processing their payroll is done by using dos-based system called dos based
payroll system, the structure was developed by Mr. Florante Reyes, a former
faculty of the university and implemented last 1996.

Replacing the Current Payroll System

With the help of interview, observation and other techniques, researchers


would like to replace the current payroll system with Online Payroll System for
the Bulacan Polytechnic College.

Designed features of the PROPOSED SYSTEM


OPS – URC’s several significant attribute that enhance the current Dos –
based payroll system of the college are the following:
Accurate, the data shown on the web, pertinent information presented on
the monitoring page and records inserted on the database are correct.
User-friendly, the system is designed with the “user first concept”. The
Web applications are user-accommodating.
Efficient, the web page appeared on the browser in less than 60 seconds.
The web application responds and the data presented updated within 30 seconds.
Secure, each sub-system is designed with security ID and password by
default. This means that the only authorized users of a particular sub-system can
access the system. Moreover, the data being recorded and stored in the DBMS
sub-system are secure.
Development Process of the Study
The development of OPS – URC followed. The SDLC – Systems
Development Life Cycle, which consisted of six phases.
In system development, there is a significant approach that the researchers
took to analyze and design the decision support system. Much of this is embodied
in what is called the classic life cycle paradigm.

The first phase is system engineering and analysis, where the researchers
recognized and diagnosed the problem and also gathered requirement.
The second phase is software requirement analysis, where gathering was
continued. The researchers conducted interviews and analyzed the documents and
data requirements.
The third phase is design, where the requirement was translated into a
representation of software.
The fourth phase is coding, where the design is translated into machine
readable form.
The fifth phase is testing; where the programs were tested to ensure that
they meet the design specification.
The final phase is maintenance, which is regularly done such updating
databases and accommodating changes.
The development of the said online system requires conceptual software
design like SDLC, in order to create the system researchers will use ASP Classic
as the system front-end and MS Access as the system back-end, with the
combination of software, hardware and people ware, this method can produce an
online payroll that is secured, accurate, user friendly, efficient and reliable.

The score in the scale was the average of the weights assigned to the
particular response made by the experts. To interpret the rating of experts on the
scale, the following intervals and their corresponding descriptions for acceptability
were used

The data was subjected to a test for the statistical mean of all criteria. To

CHAPTER 4
PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter presents, analyzes and interprets the data gathered by the
researchers. It also presents the profile of the respondents that evaluated OPS-
URC.
The summary of the output is tabled at the end of this chapter to distinguish
the acceptability of the proposed system.

ANSWERS TO THE SPECIFIC PROBLEMS

1. What is the status of the current payroll system?

The current payroll system is known as the Dos Based Payroll


System, developed by Mr. Florante Reyes a former faculty of the university
and the system was deployed last 1996.
About the status of the current system, Payroll Officers were
satisfied in both usage and data results retrieved while using the system.
They’ve mentioned that it can provide consistent outputs (salary,
mandatory deductions etc.).

2. Is the a need to replace the current payroll system?

Replacement will be an alternative if researchers will develop


a system that could actually give the future demands of a specific
user.
3. What are the problems that the university faculty and staff are
encountering in terms of processing their payroll?

The interviewee cited that the current payroll system was not
capable of processing updated files. She also stated that sometimes
there are errors occurring in run time.
4. What are the basic features of the proposed system?

The PROPOSED SYSTEM has 4 important features namely,


a.) accuracy, and b.) user - friendliness, c.) efficiency and d.) security.
A.) Accuracy, the data shown on the web, pertinent information
presented on the monitoring page and records on the database are
correct.
B.) User – friendliness, the system is designed with the “user
first concept”. The web applications are user-accommodating.
C.) Efficient , the web page appears on the browser in less than
60 seconds. There were applications are user-accommodating.
D.) Security, each sub-system is designed with security ID and
password by default. This means that the only authorized users of
a particular sub-system can access the system. Moreover, the data
being recorded and stored in the DBMS sub-system are secure.

5. How acceptable was the system as an online payroll system?


The questionnaire intended to assess the acceptability of the
PROPOSED SYSTEM was given to the board of experts. Their
response to the statements about the accuracy, efficiency, reliability,
user-friendliness and security were tallied and given their
corresponding weights.

5.1 Accuracy
One of the important aspects of all functional web-
applications and stand-alone applications is the accuracy of database,
the data collection and its presentation. It is what makes any
applications of all genres useful in the present knowledge society.
Table 1 presents the weighted mean and description of the experts’
response on the accuracy of the Online Payroll system for the
Bulacan Polytechnic College.

5.2 Efficiency
The efficient delivery of information throughout the web-
based system is another strategic criterion in Web application
development. Table 2 shows the weighted mean and description of
the expert’s response on the efficiency of the OPS-URC.

5.3 Reliability
Reliability seals bot in a proficient compartment. Reliability
of the system to perform the task that is designated to perform is
another story. In Table 3, the experts agreed on the system’s
capability to withstand client breakdown, ability to hold independent
running sessions and the refresh capability of all client-side hanging
Web applications.

5.4 User-friendliness
Making a system works must not only center on the application
tasks but should also center on the users of the system, making it
more visually appealing while at the same time easy to learn.
Table 4 presents the weighted mean and description of the
expert’s responses to the user-friendliness of the system.

system is, if it is not secured, the system is weak and will

The experts generally rated the system as acceptable in terms
of security, as revealed by a general weighted mean of 4.45.

Over All Rating

The data shows that the evaluation of the proposed system


rated by the respondents with respects to Accuracy, Efficiency,
Reliability, User Friendliness and Security.
Table 6 shows that the proposed system generated a weighted
mean of 3.89 for Accuracy, 4.11 for Efficiency, 3.44 for reliability,
3.33 for User Friendliness and 4.45 in terms of security. Using the 5-
point rating scale, OPS-URC had a general weighted mean of 3.84
and all the criteria have a verbal interpretation of acceptable.

SUMMARY, CONCLUSIONS AND RECOMMENDATIONS
Summary

In order to develop the system the researchers made used of SLDC model,
ASP (classic)for the front-end and Ms Access for the back-end.

In gathering the data, the following instruments were used: questionnaires,


interview and observation method. The instruments used were validated by the
respondents. The purpose of the validation was to prove that the data gathering
instruments used and constructed by the researchers is effective in showing the
highlights, features and capabilities of Online Payroll System for BPC.

The system was evaluated by using the following criteria; Accuracy (3.89),
Efficiency (4.11), Reliability (3.44), User-friendliness (3.33) and Security (4.45).
With the total average mean of 3.84, the PROPOSED SYSTEM was found to be
as acceptable as a web based system.

Conclusions
From the above findings of the study the following conclusion were drawn.

1. Based on the performance criteria the respondents assessed the system as


acceptable.
2. There is a possibility that the PROPOSED SYSTEM could be a great
technical replacement of the old system.
3. That Active Server Pages or ASP, as it is more commonly known, is an
appropriate front-end that builds a dynamic and interactive web pages and
web based system.

Recommendations

In the light of the above findings and conclusions the following


recommendation are hereby offered:

1. That the system be deployed parallel with the old system.


2. Training of the employees should follow in order for them to be familiar to
the system.
3. Adjust some amount system procedure so that the OPS0-URC be utilize.
