SECTION 1: ABOUT US:

THE DEPARTMENT
_________________________________________________________________________________________

The Jericho Police Department is one of law enforcement agencies that provide
emergency response and service to the citizens of San Paro. The JPD was formerly part of
the agency, San Paro Metropolitan Police Department and the San Paro Highway Patrol,
which was staffed by over 30 sworn officers and officers. As of May 2018, the Mayor of
San Paro and the Governor have reached to an agreement to reconstruct the agencies
to provide a better local and state response.

The JPD is a fully funded agency covered by the city council. JPD resources are
expanded from general duty vehicles to special response vehicles. Uniforms are created
to provide visibility for the public and officer’s safety. The department is directed by the
Police Chief, who oversees the department’s structure, policy, response & accountability
and finance. Each part of department is divided into divisions and lead by a division
director or commanding officer.

The expectation of the department’s rank and file are unified. Every officer of JPD are
expected to follow the guideline established the by Chief and approved by the City and
State.

The following list are approved expectation of the department.

-Service: The JHP was created to provide emergency response service to all
citizens of San Paro.

-Honesty: All officers are expected to show honesty within each other and to the
community of San Paro

-Professionalism: To provide the best service, all officers are expected to be as


professional as possible.

-Accountability: The expectation of accountability does not lie strictly on


commanding officers. Each officer regardless of rank are held accountable for
their actions.

-Community: JPD was established to provide service and security to the


community of San Paro. To provide the best of service and effectiveness, these
are the standards all officers should follow.

SECTION 2: DEPARTMEN T RANKS

(2)01 COMMAND STAFF

CHIEF OF POLICE
The Chief of Police is the highest-ranking member of the department. The Chief is the voice of the department to the
community. The Chief meet with command staffs on a regular basis for their input to make the department active,
thrive and effective.

Disclaimer: The Chief may promote, transfer demote, suspend or terminate a member
without warning, however a PSB investigation may occur for any demotions, suspensions
or termination.

ABSENCE OF THE CHIEF


If and when the Chief is absence, the Chief is to choose a staff to assume the role of Acting Chief until the Chief
return. As an Acting Chief, he or she will assume full authority of the Chief. However, if the Acting Chief abuses
it’s authority, he or she can be voted out by majority vote of the Senior and Junior Staff and choose a new Acting
Chief until the Chief returns. As an Acting Chief, he or she may not make 2 or more major decisions in a week.
These decisions include uniform, vehicle, ranks, or senior and command staff promotion/demotions.

ASSISTANT CHIEF OF POLICE


The Assistant Chief is the second highest ranking member of the department. The Assistant Chief keeps the Chief
informed and updated of all operational and administrative activities on a day to day basis. The Assistant Chief
directs activities from either administrative or operational side of the department. The Assistant Chief oversees the
command staff and help the Chief in decision making.

may occur for any demotions, suspensions or termination.

DEPUTY CHIEF OF POLICE


The Deputy Chief are the directors of each side to the department. There are two sections in the department:
Operations and Staff. They are in charge of overseeing their section’s policies and making sure each divisions of
their section are functioning effectively.

Disclaimer: The Deputy Chief may promote, transfer [with approval from the Chief]
demote, suspend or terminate a member without warning, however an PSB investigation
may occur for any demotions, suspensions or termination.

POLICE COMMANDER
The Commander is the assistant director or director of a division. They assume similar roles as the Deputy Chief.
They assist the Assistant Chief in section’s policies, divisions, supervisors and procedures. The Commander reports
directly to the Deputy Chief on a regular basis. Although, they are accountable for their sections, they can help assist
the command staffs with department-wide decision making. They may also promote anyone within their section that
they feel ready.

Disclaimer: The Police Commander may promote & transfer (within their section),
demote, suspend or terminate a member without warning, however an PSB investigation
will occur for any demotions, suspensions or termination.

(2)02 SENIOR STAFF

POLICE CAPTAIN
The Captain is the executive officer or commanding officer of a division. They assist with overseeing the division
with the Commander and acts the highest-ranking watch commander. They report to their division Commander of
their progress from their supervisors, patrol units, specialized units and special reports. Most subjects are brought by
their Lieutenant, unless it’s deemed that the chain of command does not apply in that situation.

Disclaimer: The Captain may conduct applicant and promotion interviews, approve
transfers, demote within their division, suspend or terminate, however an PSB
investigation must be requested for any demotions, suspensions or termination.
Application & promotion requests are approved by the rank of Major and above.

POLICE LIEUTENANT
The Lieutenant is a watch commander of a division. They are responsible for the day to day operations and activity
of the division. They oversee all the Sergeants holds the watch command post on patrol. The Lieutenant occasionally
checks on their division for activities and changes. Lieutenants are the voice of their division. They help their
division and the command staff with giving inputs and reports any changes or improvements of any policy changes.

Disclaimer: The Lieutenant may temporary suspend a member of their division, however,
an PSB investigation will need to be followed up. The Lieutenant may recommend
promotions or transfers.

(2)03 SUPERVISORY STAFF

STAFF SERGEANT
The Staff Sergeant is an administrative role in the department. They are the assistant to their Lieutenant. Although,
they are not commanding officers, they are the highest supervisors of their division. They coach senior police
officers and Sergeants and assist with supervising their division. The Staff Sergeant is first administrative officer of
the department to reach for any administrative concerns.

Disclaimer: The Staff Sergeant may temporary suspend a member of their division,
however, an PSB investigation will need to be followed up. The Staff Sergeant may
recommend promotions or transfers.

SERGEANT
The Sergeant is the first official supervisor of the chain of command. They are both supervisor of patrol
assignments, scene command and assign any members to a certain duty.

Disclaimer: The Sergeant may temporary suspend a member however, it must be first
reported to a Staff Sergeant or Lieutenant with a written report and request an PSB
investigation followed up. The lieutenant may recommend promotions or transfers.

(2)04 DEPARTMENT MEMBER

POLICE OFFICER III


The Police officer III are senior police officers and supervisors in training of the department. Sergeants coaches the
PO3 on various trainings. PO3 are training on supervising techniques, command training, disciplinary actions,
decisions making, as well as advanced communications. Although, corporals do not make any decisions, their input
for their division can be important.

POLICE OFFICER II
Police officer II are senior officers that has distinguished themselves from other officers by helping others, excelling
within their division, active activity and strong communications with the department. PO2 are officers that takes
initiative to advance their experience and willing to accept challenges.

PROBATIONARY & POLICE OFFICER I


Each officer will start out as probationary officers after completing their cadet phase. As a probationary officer, they
are responsible for understanding how the department work, staying active and keeping a good standing. Their
duties are all normal law enforcement duties, from traffic stops to responding calls. As their officer skills advance,
they may be recommended for promotion or apply for promotions. After further evaluation, they may be promoted
to the rank of Police officer I. This rank holds the same role and duty as any officer, but the officer will no longer
hold a probationary status.

POLICE CADET
The first step of becoming a officer of JPD is the Cadet phase. The Cadet phase is a 2-day evaluation period to see
their knowledge and their character/personality. After the Cadet phase, they will be informed if they are approved or
denied from promotion.

(3)01 AREA OF OPERATIONS

WATERFRONT DISTRICT
The Waterfront Division is one of the two area of operation (AOP) district within the San Paro state limit.
Waterfront District is a small residential district that is located near the Port of San Paro. JPD provides emergency
response service, mutual aid to SPPD, County Sheriff, San Paro Port Authority and the Marine Unit of SPPD. The
Captain assigned to Waterfront is the administrative commanding officer who oversees the day to day operations
and reports directly to the Major or Chief of Operations. Under the Captain’s command is the Lieutenant, who
serves as the watch commander.

FINANCIAL DISTRICT
The Financial District is the second JPD AOP in San Paro. Financial is a more complex district than Waterfront.
Within the Financial District, there are several government facilities that are located in the city center, such as the
City Hall, SPPD Headquarters, Central Evidence Depot, as well as JPD Headquarters. Although City Hall’s security
detail is under the Sheriff’s jurisdiction, JPD provides mutual aid, and protection services within the SRU. JPD also
provides protection escorts and various security assignments. Similar to the Waterfront Division, the Captain
assigned to the Financial District is the administrative commanding officer who oversees the day to day operations
and reports directly to the Major or Chief of Operations. Under the Captain’s command is the Lieutenant, who
serves as the watch commander. The watch commander is the operations commander of the Financial Division.

(3)02 OFFICE OF FIELD OPERATIONS

PATROL OPERATIONS DIVISION


The Patrol Operations Division is the platform of the department. Once a cadet is evaluated, they will be assigned to
the POD. This division is assigned to officers to perform basic law enforcement duties such as, responding to radio
calls (missions), monitoring suspicious activities, intercept ongoing crimes, patrolling open business and responding
to the public’s questions. The POD is under the category of the Office of Operations. Members of the POD are
assigned to patrol in each district of the AOP. This division is directed by a Captain, who oversees the day to day
operations of POD.

(3)03 OFFICE OF SPECIAL OPERATIONS

STREET CRIME UNIT


The Street Crime Unit is an advanced division that is under the Field Operations Section. This division is in charge
of responding to public disorder or crowd control. Members of this division are trained to use less than lethal force
and various tactics. This division is focus on minimizing injuries to the public and try to deescalate the situation. The
SCU are often deployed for major gatherings, riots, or non-compliant individuals that are armed with less than lethal
weapons.

STRATEGIC RESPONSE UNIT

The Strategic Response Unit (SRU)’s primary mission is to provide security and special response to JPD. STU is a
specialized tactical team, also commonly known as SWAT that response to high risk or potentially hazard
assignments. They provide counter-assault, rapid deployment and protective services. They also provide government
official protective detail as well as high-value assets escorts. The SRU’s daily operations are to evaluate and assess
potential threats, create tactical plans and train before deployment.

(3)04 OFFICE OF THE CHIEF OF STAFF

PROFESSIONAL STANDARDS BUREAU


The Professional Standards Bureau is an independent administrative and operational division that oversees all the
accountability of the department. The PSB is in charge of investigating all complaints within the staff and the public.
The PSB is a small division that is consist of a few senior officers or supervisors that are hand-picked by the
command staffs. Due to nature of classified information. All PSB members are held to the highest standard to keep
all information confidential, unless authorized to announce to the public.

OFFICE OF HUMAN RESOURCES


The Human Resources Division is an administrative division that keeps the department organized, from
communications to vehicle/uniform requests. This division’s responsibility is solely to keep each officer are
appropriately equipped. They also help sort and relay information from each division. They are also in charge of
updating websites, recruitment status, discord maintenance, and keeping JPD updated.

COMMUNITY ENGAGEMENT DIVISION


The Community Engagement Division is a subdivision under the Community Engagement Division. This division
oversees public relations, media and a liaison for the department. This division is the bridge between the department
to allied agencies as well as the public. The JPD is happy to provide mutual aid to allied agencies. Any events or
functions that require JPD presences can be arranged with our liaison officers.

SECTION 4: PROMOTI ON S AND TRANSFERS

(4)01 GENERAL PROCESS

GENERAL QUALIFICATIONS
Each month, all officers are qualified to apply for a promotion to apply, fill out a promotion request form under the
forms section on our discord.

If your application is approved, you will be selected for an interview. The interview will consist a Captain and a
Commander or higher. This interview is to evaluate your capability for a promotion. You will also take a 10-15
question test to quiz your level of communications, leadership and knowledge of JPD. (For anyone that applied for
the rank of Captain and above will go through interview with the Command Staff).

If your application is denied, it may consist the following reasons:

1) lack of details on your application.

2) lack of experience.

3) failure to meet promotion requirements. If you are denied, you may reapply again 25 days later.

Promotions are based on activity status (active with the community and your division, understanding the SOP, how
JPD works, participating in events, playing with members and having a good standing with members and staff.

RANKING MINIMUM REQUIREMENTS


Police officer III:

- 1 month of patrol service

- Direct supervisor recommendation

- Good standing with the department

Sergeant:

- 2 months of patrol service

- Direct supervisor recommendation

- Good standing with the department

Staff Sergeant:

- 3 months of patrol service

- Direct supervisor recommendation

- Good standing with the department

Lieutenant:

- 4-5 months of patrol service

- Direct supervisor recommendation

- Good standing with the department

Captain:

- 6+ months of patrol service

- Direct supervisor recommendation

- Good standing with the department

CONDITIONS
The rank of Commander and above can approve your promotion after applying and passing the interview. All rank
above Sergeant may recommend a candidate for promotion. The Command Staffs may promote or demote anyone,
within reasons, without the application and interview process. Any marked discipline within 2 months will require
further evaluation.

SECTION 5: REGULATI ONS AND CODE

(5)01 CODE OF ETHICS

(5)01.1 Always follow the chain of command. Do not jump command unless your direct supervisor is unavailable.

(5)01.2 Respect. No harassment or any type of disrespect. Be mindful of what you share, discuss or vent.

(5)01.3 Personal information are to remain personal. If someone share personal information, keep it personal.

(5)01.4 Integrity: this is a gaming community. Don’t lie, if you can’t be honest, don’t

(5)01.5 If a member is proved to have committed a serious mistake, regulation violation or whose behavior does
not comply with what’s stated in the department SOP, a Senior Staff or above can immediately dismiss such
member, before an PSB investigation.

(5)01.6 All members (especially staffs) are representatives of JPD. Any individuals intentionally antagonize
another clan or player will be disciplined.

(5)01.7 Report disputes and conflicts to your direct supervisors, do not attempt to resolve by
yourself.

(5)02 UNIFORM STANDARDS

CLASS A STANDARDS
Class A uniform is a formal wear that are given to members that have requested for a formal or department event.

It contains the following:

1) Class A jacket

2) Class A pants

3) Belt

4) Class B uniform shirt

5) White leather gloves

6) Black boots

7) Class A hat (optional)

8) NO WEAPONS or TACTICAL GEARS

CLASS B STANDARDS
Class B uniform is a general duty uniform that are given to all JPD members that had completed their Cadet phase.

It contains the following:

1) Class B uniform shirt

2) Class B pants

3) JPD cap (optional)

4) Tactical gloves (optional)

5) Gun holster

6) Traffic vest (optional)

7) Bullet proof vest (must be approved)

8) Tactical gear (must be part of SRU)

9) Black boots

10) Black belt

UNIFORM TERMS AND CONDITIONS


(5)02.1 Uniforms are required to be worn during active patrols, active clan missions, or in game meetings. Active
clan mission is defined as grouping with a clan member. Same applies to vehicles.

(5)02.2 Uniforms and vehicles are not required to be worn or use during solo missions or personal activities,
however, highly recommended for recruitment purposes.

(5)02.3 Free dress and personal vehicles must be PG-13 (no NSFW contents).

(5)03 COMMUNICATIONS REGULATIONS

(5)03.1 Do not spam the discord channels, including SP MACE.

(5)03.2 Do not share any NSFW contents in any channel. Keep in mind, we have allied agency members as well as
guests.

(5)03.3 Be mind of your conversation and contents. No racial, hate, disrespectful speech to anyone.

(5)03.4 Do not scream or yell in a voice channel.

(5)03.5 Do not spam enter and exit a voice channel.

(5)03.6 Do not abuse a channel, failure to utilize a channel properly will result in disciplinary action.

SECTION 6: INCIDENT, COMPLAI NTS AND DISCIPLINE

(6)01 REPORTING AN INCIDENT

WHAT SHOULD BE REPORTED AND WHO TO REPORT?


An incident that should be reported:

-Text harassment (Spamming)

-In game harassment (stalking, team-killing)

-Verbal harassment (screaming, yelling, profanity, threats)

All incidents must be reported to a watch commander or division supervisor.

All incidents must be documented and submitted to watch commander or division supervisor.

It must include:

-Time & Date


-Location (Discord or in game)
-Who was involved (List them all)
-Content (What was it about and be descriptive)

-Any witness or additional parties

-Was a supervisor notified and did he/she act?

If your incident involves your division supervisor, you may directly submit it to your division director.

(6)02 COMPLAINTS
All members, guests, civilians and allied agencies may file a complaint against a JPD members (full rank and file).
All complaints must be documented and submitted to the Professional Standards Bureau. All information regarding
the complaint must be kept confidential, until investigation concludes. All involving parties are restricted from PSB
information access. Involving parties may be separated and temporary placed on modified assignment.

(6)03 DISCIPLINE AND APPEAL


(6)03.1 Offense & Disciplinary Action

1) First offense- Verbal + Written Warning

2) Second offense- Up to 7 days suspension or demotion (commanding officer’s discretion)

3) Third offense- Termination

(6)03.2 All incidents should be report. Reported offense must be documented.

(6)03.3 If you wish to appeal your disciplinary actions, you have 1 week after the incident to fill an appeal. To fill
an appeal, you must submit a written document of the incident and an PSB will review the appeal. During that time,
you will be granted temporary leave of absence status.

(7)01 RECRUITMENT PROCESS


(7)01.1 All applicants must connect through the JPD discord before sending in-game invite.

(7)01.2 All applicants must fill out JPD application before sending in-game invite, unless approval from
Command Staff.

(7)01.3 All applicants must be interviewed by a Captain or higher before acceptance.

(7)01.4 Once accepted, applicant will be given a complete orientation of the department: Chain of
command, SOP, discord communication, cadet status, uniform and vehicle guidelines.

(7)02 APPLICANT REQUIREMENTS


(7)02.1 Minimum of 16 years old or older.

(7)02.2 Must have Discord

(7)02.3 Able to communicate and comprehend in English proficiently.

(7)02.4 Must be able to communicate and work as a team.

(7)02.5 Must be able to follow the chain of command.

(7)02.6 Must be able to follow basic law enforcement (LEO) practices.
