2 Overview
This feature enables the basic GSM/LTE interworking function defined in 3GPP R8
specifications, realizing cell reselection from GSM to LTE.
ZTE GSM products support configuring LTE neighboring cells in the GSM network first. If
the type of the measurement report about LTE cells is Reference Signal Receiving
Power (RSRP), the cell reselection parameters related to RSRP are sent to the
GSM/LTE terminal. The terminal reselects a suitable LTE cell if the cell reselection
condition is satisfied.
This feature requires support of the GSM/LTE terminal, E-UTRAN, and CN.
In accordance with 3GPP R9 specifications, if the type of the measurement report about
LTE cells is Reference Signal Receiving Quality (RSRQ), the BSS sends the cell
reselection parameters related to RSRQ to the GSM/LTE terminal. The terminal
reselects a suitable LTE cell if the cell reselection condition is satisfied. Different from
RSRP, RSRQ can prevent an LTE cell with serious interference from being selected.
In addition, the BSS supports independently configuring the cell reselection parameters
for terminals in connected state from GSM to LTE. These parameters are different from
those parameters for terminals in idle state from GSM to LTE.

3 Technical Description
The following functions are required in a GSM network due to some demands:
Configuring E_UTRAN adjacent cells (including LTE FDD and LTE TDD)
When E_UTRAN adjacent cells are configured in a GSM network, information about
the cells is delievered to UEs through system information SI2Quater.
When the priorities of the E_UTRAN adjacent cells are configured in a GSM
network, information about the priorities is delievered to the UE through system
information SI2Quater.
When a dual-mode UE is in GSM Idle state, the GSM network sends some
parameters about E-UTRAN adjacent cells, measurements, and reselection to UEs
through system information SI2Quater. The UE measures the E-UTRAN adjacent
cells. When the reselection condition is met, the UE reselects the best E-UTRAN
cell.
When a dual-mode UE is in GPRS Packet Idle state, cell reselection is the same as
that in GSM IDLE state because the 3GPP specifications have cancelled the
PBCCH.
This function requires some extra configuration data about the E-UTRAN adjacent
cells and NACC. The data is sent to the UE through system information SI2Quater.
Additionally, the following two functions are enabled on the basis of the current
GSM RIM: The LTE network acquires system information of the GSM cell through
the RAN Information Request process, and the GSM network informs the LTE
network of the system message change of the GSM cell through the RAN
Information Send process.
When the GSM adjacent cell list contains LTE frequency points, the network should
provide some priority information. Meanwhile, the cell reselection algorithm based
on priorities should be used, including cell reselection from GSM to UTRAN and
from GSM to LTE. Information about the priorities is delievered to the UE through
system information.
GL cell reselection includes cell reselection from the GSM network to the LTE network
and cell reselection from the LTE network to the GSM network.
In the cell reselection process from the LTE network to the GSM network, NACC requires
coordination of the GSM network, but other processes do not involve any change in the
GSM network. Therefore, this process is not described in this document.
For details about the NACC process, refer to the ZGO-02-03-013 LTE-to-GSM NACC
feature.
This document only describes the cell reselection process in idle state from the GSM
network to the LTE network.
To support idle-state cell reselection from GSM to LTE, the BSC needs to turn on the
cell-level switch “Priority-based cell reselection switch”. The GSM network needs to send
system information SI2quater on the BCCH or extended BCCH. The message describes
the GSM cell priority and LTE adjacent cells.
LTE adjacent cell parameters include the LTE cell frequency, bandwidth, idle state
measurement, and GPRS measurement information. The important parameters are
defined as follows.
This field indicates whether CCN is enabled
towards E-UTRAN neighboring cells. It is coded
as follows:
0 The broadcast E-UTRAN_CCN_ACTIVE
E-UTRAN_CCN_ACTIVE parameter shall apply if available. Otherwise, 0-1
CCN towards E-UTRAN cells is disabled in the
cell.
1 CCN towards E-UTRAN cells is enabled in
the cell.
The idle-state cell reselection process from GSM to LTE is as described as follows:
The GSM network sends system information SI2quater on the BCCH or extended BCCH.
After receiving the message, the GL UE measures the LTE cell in accordance with the
parameters indicated in the message.
When the UE is in idle state, for an LTE cell with a priority higher than that of the GSM
serving cell, the UE always performs measurements on this adjacent LTE cell. For an
LTE cell with a priority lower than that of the GSM serving cell, if the level of the GSM
serving cell is less than the THRESH_Priority_Search threshold, the UE measures the
adjacent LTE cell; otherwise it does not measure the adjacent LTE cell.
When the UE is in GRRS idle state, measurements on the adjacent LTE cell depend on
the Qsearch_P_E-UTRAN parameter. When Qsearch_P_E-UTRAN is set to 7, the UE
always performs measurements on the adjacent LTE cell. When Qsearch_P_E-UTRAN
is set to 15, the MS never performs measurements on the adjacent LTE cell. If

decodes and measures the adjacent LTE cell.
The MS updates the field strength (RLA_C) of the serving GSM cell and the receiving
levels of the six strongest non-serving GSM cells (including GSM cells and LTE cells)
every 5s at least.
After measuring the LTE cell for a period of time, the UE obtains the level value of the
LTE cell, and compares it with the reselection parameters (THRESH_E-UTRAN_high
and THRESH_GSM_low). The UE reselects the adjacent LTE cell when the UE meets
one of the following two criteria:
When T_Reselection of the measured values for one or more EUTRAN adjacent cells
(with a priority higher than that of the GSM serving cell) is greater than the
THRESH_E-UTRAN_high threshold and the measured value of the adjacent LTE cell is
greater than E-UTRAN_QRXLEVMIN, the UE reselects the adjacent LTE cell with a
priority higher than that of the GSM cell.
When the levels of the current GSM serving cell and all the adjacent GSM cells are lower
than THRESH_GSM_low, reselection is allowed when the following criteria are satisfied:
Criterion 1:
T_Reselection of the measured value for the adjacent LTE cell is greater than the
THRESH_E-UTRAN_low threshold, or no adjacent LTE cell meets the criterion, but the
measured value of an adjacent LTE cell is greater than the GSM serving cell level +
H_PRIO.
Criterion 2:
When cell reselection is to be performed, the UE has been in the GSM cell for more than
5s.
Criterion 3:
The measured value of the adjacent LTE cell is greater than E-UTRAN_QRXLEVMIN.
When criteria 1, 2, and 3 are satisfied, the UE reselects an adjacent EUTRAN cell with a
priority lower than that of GERAN.
If more than one EUTRAN cell meets the above criteria, the cell with the highest
measured value is selected.
If an adjacent LTE cell meets the criteria, the UE reselects the adjacent LTE cell.

In the configuration resource tree, select Modify Area > Configuration Management >
GSM Logical Configuration > Cell Information Configuration, and double-click
Priority-based Resel Configuration. Set the following parameters:

In the configuration resource tree, select Modify Area > Configuration Management >
Cell Information Configuration, and double-click E-UTRAN Measurement. Set
E-UTRAN measurement parameters. See the following figure.
In the configuration resource tree, select Modify Area > Configuration Management >
GSM Logical Configuration > External Resource Configuration, and double-click
External E-UTRAN TDD Cell Configuration. Set the parameters of the LTE-TDD
adjacent cell based on actual configuration. Set the parameters of the LTE-FDD adjacent
cell based on External E-UTRAN FDD Cell Configuration. See the following figure.
In the configuration resource tree, select Modify Area > Configuration Management >
GSM Logical Configuration > Cell Information Configuration > Adjacent Relation
Configuration, and double-click Adjacent E-UTRAN Cell Configuration. Add an
adjacent LTE cell for the GSM cell. For FDD, select an adjacent FDD cell in DN of
E-UTRAN FDD source cell. For TDD, select an adjacent TDD cell in DN of E-UTRAN
TDD source cell. See the following figure.
In the configuration resource tree, select Modify Area > Configuration Management >
GSM Logical Configuration > Cell Information Configuration > Adjacent Relation
Configuration, and double-click Adjacent E-UTRAN Cell Configuration. Delete the
related E-UTRAN cell.
This feature enables cell reselection and service handover between the GSM network
and the LTE network. Flexible parameter configuration makes the two modes
complement each other in terms of capacity and coverage, which helps enhance the
network quality and user experience.
