I am writing this letter to inform you, Chief Postal Inspector [Name] (hereinafter “CPI”), that there are
United States Postal Service (hereinafter “USPS”) employees at your facility, [location], prohibiting
delivery of mail matter which have been lawfully mailed. It appears to me that your employees are
making legal and/or lawful determinations on their own without being versed in the languages of Law,
which might possibly be considered breaking the Law and in violation of:
This lawful notification will help bring to your attention that possible crimes have been committed by the
failure to process these letters (or mail matters), but it is also to help educate you, as CPI, upon the
authorities behind sending mail in this manner as my goal is that you understand what is occurring.
Per 12 Statutes At Large, Chapter 71, Section 23, I have made attempts to send letters “without United
States” but the employees of the [City & State] U.S. POST OFFICE have cost me time and money by not
following the Law by refusing to deliver the mail matter as addressed.
Do you know where any of these determinations are being made and, more specifically, who is/are
making them? I have a right to know. My assumption is that your USPS clerks only understand basic
mail rate concepts but that most, if not all of them, have never read
and understood the USPS Domestic Mail Manual (hereinafter “DMM”) or IMM, otherwise you would not
be receiving this letter informing you of any problems/issues. Any mail matter sent from your facility has
still not been delivered, yet other U.S. POST OFFICE locations within the united States have done their
job by following the law and delivering these letters (or mail matters) successfully. I am at a loss as to
why the [city and state] U.S. POST OFFICE and/or you, as CPI, would be selectively delivering mail,
displaying clear discrimination against me.

742.1 Marking
Some items of foreign origin do not bear postage stamps, but instead are marked “POSTAGE PAID,”
“ON POSTAL SERVICE,” “SERVICE DES POSTES,” “TAXE PERCUE” or “TP,” or “PORT PAYE”
or “PP,” followed by postmark. The marking On Her Majesty’s Service or O.H.M.S. is also sometimes
used. Treat this mail as prepaid.
I usually receive excellent customer service along with a zero ($0.00) receipt for over 40 items i mailed
via Taxe Percue. However, on September 18, 2018, imagine my surprise when my mail items were
refused by the postal clerk with the only explanation offered as “the manager for the district told me to
tell you this is no longer acceptable”. Again the improper actions taken by your employees caused delays
of 7 important mail items, might have put themselves, or you, as CPI.
Thank you for your attention to this urgent matter. If you disagree with anything in this letter, then please
rebut that with which you disagree, in writing, with particularity, to me, within thirty (30) days of this the
date on this letter and support your disagreement with evidence, fact and Law. Your failure to respond, as
stipulated, is your agreement with and admission to the fact that everything in this letter is true, correct,
legal, lawful, and is your irrevocable agreement attesting to this, fully binding upon you, in any court in
America, without your protest or objection or that of those who represent you.
