SP COMMITTEE ON PUBLIC WORKS CHECKS LU ROADS STATUS ANEW

The Sangguniang Panlalawigan (SP) Committee on Public Works and Utilities chaired by
Sangguniang Panlalawigan Member (SPM) Maria Annabelle S. De Guzman, conducted another
round of ocular inspection of National Highways within the Province of La Union dubbed as
“The Kalsada Program: My Road, My Responsibility”. The Lady legislator was once again joined
by the Department of Public Works and Highways 1st and 2nd Engineering District (DPWH),
Kyeoryeong-Policarpio Join Venture (KPJV), Department of Interior and Local Government
(DILG), Provincial Environment Office (PENRO) and media partner Bombo Radyo La Union.

The scope of the new round of inspection was to check on the status of widened roads, revisit
areas where road obstruction is prevalent and update on the status of ongoing projects and
constructions.

The Ocular Inspection proved the claim of DPWH 1st District Engineer Emil Ganaden that almost
80% of roads in the 1st district are already widened. Parts of Balaoan and Bangar roads are
currently under road widening process while the roads of Sudipen are on deck to be started
according to him. Obstructions such as electrical and communication posts particularly at
Guinabang-Bacnotan road is still present, Engr. Ganaden said that they are in close coordination
with the Electric and Communication companies on how to address these issues. Bridges in
Bangar and Balaoan are on the early stages of rehabilitation and widening while Taboc Bridge in
San Juan is estimated to be 50% - 60% done.

The inspection team also witnessed the actual pruning and cutting of a dead acacia tree located
at Barangay San Martin, Bacnotan, La Union. The said tree is considered to be a road
obstruction and hazard for motorists as well as residents in the area as a strong typhoon or gust
of wind could topple the tree and cause injury and even death. The group also witnessed the
pruning of a tree along Brgy. Quinavite, Bauang, La Union conducted by KPJV. To prevent any
disaster, the SP Committee on Public Works and Utilities coordinated with DENR EMB and has
acquired certification and approval to proceed on cutting and pruning of trees.

The team then proceeded to the on-going construction site of Forest Lake at Brgy. Santiago,
Bauang, La Union. The site was source of the mudflow that spilled through the highway during a
heavy rain congesting traffic in the area. After a thorough investigation of the site, the DPWH
2nd Engineering district represented by Engr. Nelson SIbayan and with the help of DPWH 1 st
Distritct Engineer Emil Ganaden noted the following findings and observations: There were
several catch basins that were constructed to mitigate the flow of silt directly to the canal, rain
ruts were present, loose soils were observed particularly on the leveled ground, and according
to Engr. Denis Cabarloc, the ground at the site was disturbed more or less 2.0 meters below the
surface to soften the ground for future digging of precast concrete niche. They then
recommended to work on the area by compacting the soil to prevent soil erosion because
according to them, no amount of mitigation measures such as catch basins, trench and others
that could prevent the silt from going to the canal and spill onto the highway because of their
high volume and scale. The site engineer was likewise instructed to fast track the installation of
geo coconut net on the slopes of the mountain.

SPM De Guzman informed the team that this will not be the last time that the SP Committee on
Public works and utilities will undergo this ocular inspection. “The advocacy of Kalsada Program
will live and the vision that one day, the long stretch of national highway, that Manila North
Road from Rosario to Sudipen will be one of the smoothest, fastest, hassle-free roads to travel
with in the entire Philippines.” She said.
