SUDITH L, SCHWANK Senate of Pennsylvania Harrisburg September 9" 2016 Honorable Tom Wolf Governor Room 225 Capitol Harrisburg, PA 17120 Re: Berks County Residential Center Dear Governor Wolf: While the issue of appropriate immigration policy is a direct concern for the federal government, the lease of the Berks County Residential Center (BCRC) to U.S. Immigration and Customs Enforcement to house women and children illegal immigrants has important state and local implications. Earlier this year, the state Department of Human Services acted on its Responsibility to enforce state laws and regulations that are not superseded by federal requirements by denying an extension of the BCBC operating license. As you know, county officials have appealed this ruling. They now also have expressed concern that the denial might have inappropriately relied on political factors. I have enclosed an account published in the Reading Eagle in this regard. ‘That BCRC in the meantime continues to hold the women and children under the terms of the federal lease is a significant concern for everyone involved. Public trust in government and properly balanced state-federal and state-local relations demand transparency and answers, and neither state nor local tax payers should face legal bills to obtain them. Task and encourage you to help speed a sensible resolution of the state action that, will either ultimately determine the question or put it clearly back in the hands of federal and local officials.
