CITY ORDINANCE NO. 2013-014
AN ORDINANCE GRANTING MILESTONE AWARD TO NINETY
YEARS OLD AND ABOVE SENIOR CITIZENS IN THE CITY OF
CABADBARAN, AGUSAN DEL NORTE
WHEREAS, Section 16 of the Local government Code of 1991 otherwise known
as the General Welfare Clause gives the LGU broad powers as to cover
anything under the sun;
WHEREAS, giving a momentous award to our senior citizens is envisaged as
an important milestone in generating awareness, understanding and concern about
promoting a healthy lifestyle among the inhabitants and is well within the General
Welfare Clause of RA 7160;
WHEREAS, as a way of tribute, the milestone award is fitting act of honor and
compliment to the senior citizens of Cabadbaran City who have been developmental
partners of the City, and incomparably contributed to the strengthening of the family as
an institution;
WHEREAS, the monetary award will greatly contribute to defray expenses for
the personal needs and special care of concerned senior citizens.

NOW THEREFORE
BE IT ORDAINED, by the 2nd Sangguniang Panlungsod of Cabadbaran City,
Agusan del Norte, in its 126th Regular Session assembled that:
SECTION 1. MILESTONE AWARD – over and above the benefits provided under
existing ordinances, any resident Senior Citizen, presently and actually living in the City of
Cabadbaran, upon reaching Ninetieth (90th) birthday, shall be honored with an award in the
amount of Fifty Thousand Pesos (P50,000.00); and additional Fifty Thousand
Pesos (P50,000.00) shall be given upon reaching One Hundredth (100th) birthday;
SECTION 2. TIME FOR DISBURSEMENT AND REQUIREMENTS TO CLAIM
THE AWARD - (a.) all Cabadbaranons who have turned Nonogenarian (90 years old)
in the current fiscal year shall be awarded a P 50,000.00 award during his/her
birthday; (b.) all Cabadbaranons who have turned Centenarian (100 years old) in the
current fiscal year shall be conferred another P 50,000.00 award during his/her birthday.
SECTION 3. QUALIFICATIONS – (a.) The awardee must be an active member
for five (5) years in BSCAP and FSCAP. Active member shall mean that the awardee have
been paying BSCAP and FSCAP and participating in the meetings and activities of the
BSCAP/FSCAP/OSCA. In the case the senior citizen is already bedridden, he/she must be
represented by immediate member of the family in the meetings and/or activities of the
BSCAP/FSCAP or OSCA.
A Special Power of Attorney (SPA) shall be executed by whoever is representing
the senior citizens and agreed among siblings or children or immediate relatives.
(b.) The awardee must be of good moral standing in the community and with no
derogatory record as certified by the Barangay Captain, BSCAP President with
confirmation of the FSCAP and OSCA Chairperson.
SECTION 4. MODE OF CLAIMS - (a). The BSCAP President shall recommend
the awardees by submitting list of awardees with attached documents stated above one
(1) month before the deadline set by the CSWD Office to qualify for processing of
vouchers.
(b). Upon claiming the award, the awardee or his/her representative with Special
Power of Attorney shall present the following:
1. OSCA ID Card;
2. Voters Affidavit/Certificate attesting that the awardee is an active voter or in
case awardee is physically challenged due to old age and unable to vote
during the past elections, Barangay Captain shall issue Certification;
3. Certificate of Residency from the Purok President noted by Brgy. Captain;
4. Upon processing and claiming the award, in case the awardee is already
bedridden or physically unfit, his/her representative shall present any two
(2) of the following I.D Cards together with the Special Power of
Authority (SPA) authorizing him/her to claim approved by the children or
siblings:

5. All recipients of Milestone Award who were born in the year 1950 up to
present are required to present NSO Birth Certificate or Birth Certificate
from the Local Civil Registrar
(c). The BSCAP President shall recommend the awardees by submitting list of
awardees with attached documents stated above one (1) month before the deadline set by
the CSWD Office to qualify for processing of vouchers.
SECTION 5. RESPONSIBLE OFFICE – The City Social Welfare & Development Office
shall be responsible in the proper execution of this Ordinance.
SECTION 6. FUNDING – Funds shall be allocated and appropriated as necessary
subject to the recommendation of the CSWD Office.
SECTION 7. EFFECTIVITY – This Ordinance shall take effect upon approval.
