Reflection for Standard 5.4 Strategic Planning and Assessment


Candidates communicate and collaborate with students, teachers, administrators, and community members to
develop a library program that aligns resources, services, and standards with the school's mission. Candidates
make effective use of data and information to assess how the library program addresses the needs of their
diverse communities.
Artifact Description
ISTC 601, Vision and Mission Statements:
Developed for the Library Media Administration course, these statements represent the vision and
mission of the library media program at Fountain Green Elementary School (FGES). These statements also
align with the mission and vision of the Harford County Public School (HCPS) library media program to ensure
that students and staff are effective users of ideas and information.
ISTC 702, Professional Development Plan:
This plan was created for the Educational Leadership and Technology course. The plan integrates
timely research with needs assessment data, Harford County’s technology goals and objectives, and the
International Society for Technology in Education (ISTE)’s Standards for Educators to develop a plan that will
lead to engaging and authentic learning experiences for students.
Relevance
The preceding artifacts apply AASL standard 5.4: Strategic Planning and Assessment. The vision and
mission statements that I generated for FGES reflect the overall goals of the Harford County Public School’s
library media program. The vision and mission statements serve to align the library program’s resources,
services, and standards with the school and county missions. The statements also serve as a way to
communicate the purpose and aim of the library media program to its stakeholders.
My professional development plan for Fountain Green is based on data collected about the needs of the
educators and learners. That information was then utilized to create a plan that will help address the needs of
using technology effectively within the school. By creating this plan, I demonstrate that I am able to
communicate and collaborate with the school community to generate a program that aligns with the
community’s needs and to use data collected throughout the plan’s implementation to assess how effective the
library is in addressing those needs.
Analysis
The school vision and mission statements that I developed for Fountain Green received positive
feedback from my professor for their ability to illustrate the value of the media center in the success and growth
of the learning community. In the future, I would like to make sure that the mission and vision of the school’s
library media center is clearly conveyed to all. In order to do so, I plan to communicate with the school
community via a media center web page that I can create. This webpage will not only express the mission of the
library, but also serve to inform patrons of the services, information, and resources available in the media
center. This means that I will need to make sure all links and resources remain up to date to make certain that
information and ideas are used effectively.
The data collected from the LoTi survey during ISTC 702 was utilized to create a technology
professional development plan for teachers. It was found that most teachers hover between a LoTi Level 2
(exploration) and LoTi Level 3 (infusion). According to Moersch (2016), proficiency with technology only
begins at a level three out of six levels. Therefore, this plan was created to communicate with classroom
teachers where they are now in regards to the implementation and use of technology, and the expectations and
best practices for using technology to create lessons where the students are fully engaged in exploring real-
world issues and problems and collaborating to solve them using digital resources. Throughout the plan,
surveys, informal discussions, and a collaborative digital notebook serve as data collection tools to continually
evaluate its success.
One of the portions of the professional development plan called for a small group of teachers and the
librarian to work together to pilot new digital tools that could be used effectively in the classroom. While this
has not taken place formerly, I have been on a team that has taken on the job of assessing new digital tools and
communicating their success in the classroom to other faculty members. Moving forward, I would like to
formalize such a group with myself as media specialist taking the lead role. By initiating this committee, I can
become an instructional partner while collaborating with teachers as well as an innovative leader in keeping the
school at the forefront of effective technology use. I would like to communicate the benefits and possible
disadvantages of each piloted tool using an online-shared document that can be easily accessed by educators
and administration. This will lead to enhanced infusion of technology in a student-centered teaching
environment.
This also helped me understand that I need to be frequently evaluating the annual School Improvement
Plan (SIP) to ensure that the school library aligns its resources, services, and standards with the school’s
mission and efforts. This can be done using surveys, informal discussions with the staff and administration, and
formal faculty meetings. I will need to stay ahead of instructional technology trends in order to support best
practices for teaching and learning, and I will need to be adaptable since the school library program must be
able to change to fit the needs of the diverse school community.
