EMERGENCY PROCEDURE
I. RESPONSIBILITIES:

The Team Leader is responsible for the Emergency Evacuation Plan. He will be assisted by the
HSE Officer and the respective Sub contractor Safety Representative as responsible for
arranging of Fire Tender and the Operator upon receiving information of the event.

The coordinator for the ambulance will ensure quick response along with the First Aider and
proceed as notified to the location of event.

Sub contractor representative will serve as Emergency / Fire Warden and accordingly guide all
personnel to the designated assembly points as instructed by their Team Leader.

A. DUTIES AND RESPONSIBILITIES

 TEAM LEADER: (The Site Manager) Mr. Mohammad SALIM is responsible for over all
control of the emergency situation at the site.

 CCC HSE ENGINEER: Mr. IMRAN KHAN is responsible for executing the site operation.

 EMERGENCY / FIRE COORDINATOR : Mr. SHAHEEN the FIRE WARDEN is the


Emergency / Fire Coordinator who shall coordinate all the activities of rescue operation
and shall contact all the internal assistants.

 FIRST AIDERS: CCC EHS officer and First Aider to provide first aid in case of
Emergency.

II. ACTION TO BE TAKEN IN THE EVENT OF EMERGENCY:

A. RAISE THE ALARM: Alarm is available in the form alarm Bell siren which is placed in the
corner of sands office towards the site. Any body who notices an emergency of grave nature
or huge uncontrolled fire should operate the siren/ horn in order to alert those at work at the
site. If the site is equipped with the fire detection net work system and break glass, then break
the glass in order to activate the alarm.

B. CALL FOR THE EMERGENCY / FIRE HELP:


Dial the telephone no. of the site EHS engineer; in case of his absence call him and call local
security services. The emergency telephone no’s is displayed at various places at the site.
Designated number of emergency exits will be placed in prominent areas which shall be
Visible to all site personnel.

SEQUENCE OF ALARM AND ACTION TO BE FOLLOWED:

DECLARATION OF EMERGENCY:
 3 SHORT BLASTS OF 3 SEC EACH ( BY HAND HELD AIR HORNS)
 WAVERING PITCH SOUND OF 3 SEC EACH SLOT (BY ELECT SIREN).
 ACTION TO BE TAKEN: Personnel are to start evacuating the area of Emergency.

DECLARATION OF NORMALCY:
 LONG BLAST OF 10 SEC (BY HAND HELD HORN)
 LONG BLAST OF 30 SEC (BY ELECT SIREN)
 ACTION TO BE TAKEN: Personnel can reenter their venue in an orderly manner.

PROCEDURE: FOR EVACUATION (ON HEARING SHORT BLASTS)


i) All the personnel working on machineries, equipments and tools are to stop their works
safely and bring their equipments to a safe position e.g. Turn off the power generators,
electrical main switches, compressors, heat producing machines, and shut the cylinder
valves.
ii) Shout and alert the co workers e.g. In case of fire shout “FIRE, FIRE, and FIRE”.
iii) All the personnel are to leave the site immediately and quickly and to proceed with caution
to the designated Assembly Point.
iv) On their way they are to use the fire fighting equipments if the emergency is due to fire and
if it is safe to do so. If the fire is spreading and is uncontrollable break the fire glass if
provided to raise an effective alarm and rush to the assembly point.
v) In case of fire emergency do not use lifts.
vi) Follow the instructions of Fire/ Emergency Warden or any body from the Safety
Department.
vii) Head count or roll call shall be taken by the foremen for their concerned group and
missing persons searched observing safe procedures.
viii) All are to take part in tackling the emergency situation as directed by the warden/ safety
personnel.
ix) Do not re-enter the site for whatsoever the reason may be, until it is declared safe to do
so.
x) Do not get panic and do not entertain any stranger in haste. Do not spread rumors and do
not report anything to the media who arrive at the site of incidence. Other than the site
management personnel no body should give any information on the incident to any
onlookers or any media person. Any body who tries to gather information should be
directed to the site management responsible person.
xi) There is main basket which will b use during emergency at height by tower crane.

PROCEDURE: FOR RESUMING WORK / RE ENTRY:


On hearing the long blast / siren first shift the elderly people and sick who need immediate
rest and others can move in an orderly manner and peacefully.

SITE FIRE SAFETY PLAN

OBJECTIVE:

CCC site fire safety plan is to ensure comprehensive safety of materials, personnel and
environment from any fire hazard. To achieve this, CCC ensures that proper training and
awareness on fire and fire hazards and emergency procedure are given to all the personnel
working directly under them besides taking care of prevention of fire incidents, control measures
for fire hazards, provision of fire fighting equipments and their maintenance.

PROCEDURE:

1. Every site is imparted with site fire safety plan duly approved by the project manager.
2. Provision of fire extinguishers of ABCD type and CO 2 shall be made as required but one for
every 200 sq mtr of floor area.
3. Posting of emergency exit route, fire prohibition signs, site exit route plan with locations of
fire extinguishers shall be made.
4. In sites it is always ensured that clear access and egress are maintained to tackle with any
emergency situation.
5. Good Housekeeping is helpful in prevention of fire hazards to a greater extent.
6. Every site of work shall have the NO SMOKING policy implemented with the provision of
designated safe smoking sheds.
7. Emergency contact numbers shall be displayed at various locations for the facility of
personnel in case of any emergency.
8. Emergency assembly point shall be established in every site of work.
9. Every Hot Work (including welding works of mild nature) shall be allowed only under permit
to work system to have effective control over fire hazards.
10. Scheduled Fire Safety Meetings shall be conducted to review the emergency situations.

FIRE / EMERGENCY COMMITTEE

The roll of Fire/ Emergency Committee is to ensure that the site is always well equipped to
tackle emergency situation, if any.

Fire/ Emergency Committee shall comprise of the following members:


1. Site Manager
2. HSE Engineer/ Officer
3. Fire Marshal
4. Fire Coordinator
5. Emergency Assistants

The Fire Marshal shall be the Site Engineer/EHS Engineer/Trained fire marshal, Fire
Coordinator shall be the Site (as given before) and the Foreman and their chosen workers shall
be the Emergency Assistants. All these personnel shall be duly aware of the emergency
procedures. The overall control and appraisal of the emergency situation shall be the
responsibility of the Site Manager and HSE Engineer/ Officer of the site.

The procedure they adapt shall be the same as that of Emergency Evacuation Procedure.

The First Aid Kits required for injured personnel during emergency shall be always available and
under periodic checking by the HSE Engineer/ Officer.

The Fire Coordinator for this site is Mr. SHAHEEN

RESPONSIBILITIES:

The Fire Marshal is responsible for the regulation of evacuation of personnel during emergency.

The Fire Coordinator is responsible for ensuring contacts with various agencies for the
procurement of internal and external assistance, fire brigade, ambulance, etc. and to make
arrangements for the different needs as directed by the HSE Engineer/ Officer or Site Manager.

The Fire Assistants are to work along with the fire fighting and rescue operation teams under the
guidance of fire marshal and external agencies.

The incident/ accident shall be investigated by the HSE Engineer/ Officer and due appraisal
along with the recommendations shall be made following the preliminary report which shall be
made within 24 hours of occurrence, to the top management.
