PURPOSE

The purposeof this procerCure is to provideguidelines


for
o ldentification of monitoring& measuringdevrces(MMD)to enablethe
determination of calibrationstatus
. Reviewthe calibrationstatus of monitoring& measuringdevicesat
specifiedintervalsrlr priorto use.

SCOPE

This scope of this procedurecoversall the monitoring& measuringdevices


proposed/ expectedto be used in Part -A of the MBPL Projectduring
constructionstage.

change due to use, |(PTL shall use equipment only from reputed
manufacturers with due prurchase inspection.KPTL shall inspect& validate
the conditionof all thesr>items on a monthlybasis. The monitoringand
measuringdevicesused in MBPL Projectshall be protectedfrom damage
and deterioration
duringhandling,maintenance and storage.
Monitoringil measuringdevices shall be safeguardedfrom
adjustmentsthatwouldin validatethe measurement results.

lf a metrologicalverification( Recheck/ calibration) of monitoringand


measuringdeviceswhichindicatesthat MMD does not meetthe metrological
requirements, then the n:liabilityof variousinspections,measurementsor
tests done in the interveningperiod ( period between last calibrationand
present recheck/ calibrertion ) becomesdoubtful.In such circumstances
KPTLshallensurethat:
1. All suchdoubtfulirtspections, measLrrements and testsare identified.
2. KPTL shall repeatthe inspection,rneasurements and tests already
done as above. Flow ever, if the necordsof previoustests, when
reviewed wrt size / extent of reported error in the MMD found
acceptableafter ac;counting for the error inducedtoleranceI variation,
the EIL / HMPL may permitomissionof re-testrequiredbasedon the
factorssuch as cost of re-test,impacton schedule,feasibilityof re-
test includingextrawork requirementfor re-test.

Where the facility/ equipment/ part has alreadybeen handedover{c
HMPL or is alreadyin operationtlle facilitiesshall be classifiedas
criticalor general.Facilities havinghighpotentialto causewidespread
hazardsor catastrophe shallbe raterdas critical.This will be decided
b y E I L/ H M P L
. For all generalfacilities,the recordsof previoustests shall
be revielvedwrt size / extentof reportederror in MMD.After
adjustingfor error induced tolerance,if the results of
previoustests remainacceptableby EIL/HMPL,no re-test
s h a l lb e ; r l a n n e d .
. For all criticalfacilities?ir'rdwhere previoustests results
becomeunacceptable as a resultof above,the appropriate
correctivr: actionas advise,d by EIL / HMPLshallbe finalizeA
jointly.

No actionneed be taken if " fool proofing" measuressuch as usage


of morethan one l/MD for measuringthe same parameter( usageof
2 or more pressuregaugesor a combinationof a pressuregauges
and dead weighttesterduringhydrostatictesting) had been adopted
during the testing and not all devices have been found non-
conforming.
