The Government of Andhra Pradesh issued the following guidelines: 1. Teaching faculty in government medical and dental colleges will receive UGC pay scales effective November 1, 2006 for professors, associate professors, assistant professors, and tutors. 2. A two-step process was outlined to determine pay levels in the UGC 1996 pay scales based on the state pay scales of 1999 and 2003 to account for differences in cost of living increases between the state and central scales. 3. Pay fixation will be done retroactively to November 1, 2006 and additional expenditures will be covered by existing budget allocations.

ORDER:
In the reference 1st read above, Government have issued orders extending the
UGC pay scales to the teaching faculty in Government Medical and Dental
Colleges with effect from 1.11.2006 for the categories i.e., Professors / Associate
Professors / Asst. Professors /Tutors.
2. In the references 2nd read above, the Director of Medical Education, has sought
for guidelines (fitment formula) for fixation of UGC pay scales of teaching faculty
of Government Medical and Dental Colleges.
3. The Government after careful examination hereby issue the following
guidelines on fitment formula to be adopted for fixation of UGC pay Scales of
teaching faculty i.e. Professor / Associate Professor / Asst. Professors /Tutors of
Government Medical and Dental Colleges.

4. The pay scales of State Government employees were revised in 1993,1999 and
2003 after 1.1.1986 pay revision (related to 608 points of cost of living index)
where as the Central Pay Scales after 1986 Pay revision (related 608 points of cost
of living index) have been revised in 1996 only. Thus the State and Central Pay
scales belongs to different levels of cost of living index. Hence to bring the pay in
the same platform the differential D.A. between 1.7.1998 (the date from which the
State pay scales 1999 came into force) and 1.1.1996 (the date from which the
Central Pay Scales 1996 came into force) has to be deleted to bring the employees
drawing State pay scales in 1996 to the UGC Pay scales of 1996. As there is
another pay revision with effect from 1.7.2003 to the employees drawing the State
Pay scales, their pay has to be brought to 1999 (pre D.A. merged 2003) and then to
the 1996 level. To arrive 1996 pay element the following two steps may be
followed:-

1. The D.A. merged in 2003 Pay Revision may be evolved first, so that the
pay element of 1999 be arrived.

2. After arriving 1999 Pay element the differential D.A. existed as on


1.1.1996 and 1.7.1998 may be excluded.

5. On the net pay element of 1999, arrived after deducting the elements of the
D.A as indicated above, the Pay to the revised UGC pay scales, 1996 may be fixed
at the next higher stage. The increment may be released on the date on which the
Medical Officers would have earned their increments but for the above pay
fixation. A working sheet indicating the pay fixation is annexed to this order.

6. The Pay fixation orders will come into force with effect from 01.11.2006 and
additional expenditure, if any, due to the above pay fixation, have to be met from
the existing Budget provision only.

7. The Director of Medical Education, is requested to take necessary action


accordingly.

8. This order issues with the concurrence of Finance (Expr. HE) Dept, vide their
U.O.1201/21/Expr.HE/07, dt.16.1.2007.
