Code of Gen. Ordinances of SK
Section 1. TITLE. This Ordinance shall be known as the Code of General Ordinances of
the Province of Sultan Kudarat.
Section 2. SCOPE. This Code covers all general ordinances of the Province of Sultan
Kudarat.
Section 3. WORDS AND PHRASES. Words and phrases embodied in this Code shall
have the same meaning as found in legal dictionaries as well as in existing laws.
a. General Rule. All words and phrases shall be construed and understood according to
the common and approved usage of the language; but technical words and phrases and such other
words in this Code which may have acquired a peculiar or appropriate meaning shall be construed
and understood according to such technical, peculiar or appropriate meaning.
b. Gender and Number. Every word in this Code importing the masculine gender shall
extend to both male and female. Every word importing to singular number shall extend and apply
to several persons or things as well; and every word importing the plural number shall extend and
applied also to one person or thing.
c. Computation of Time. In computing any period of time, the day of the act or event
from which the designated period begins to run out is to be excluded and the date of performance
included. If the last day of the period, as thus computed, falls on Saturday, a Sunday or a legal
holiday in the province, the time shall not run until the next working day.
d. Tenses. The use of any verb in the present tense shall include the future whenever
applicable. The words shall have been shall include past and future cases. The use of the word
shall in this Code means the act being required to be done is mandatory, whereas when the word
may is used, it means permissive.
Section 8. EFFECT OF HEADING. The Chapter, Article and Section headings do not
in any manner affect the scope, meaning or intent of the provisions contained in this Code.
Section 10. ANNEXES. The text of all ordinances in this Code shall be a part of this Code
and shall be known as ANNEXES.

Section 92. PENALTY. Any violation of the provisions of an ordinance in this Code shall
be punished in accordance to the penalties to be imposed in the ordinance which was violated. If
the violation is committed by any juridical entity, the President, General Manager, or any person
entrusted with the administration thereof at the time of the commission of the offense shall be held
responsible or liable thereof,
Section 93. SEPARABILITY CLAUSE. If, for any reason, any provision, section or part
of this Code is declared not valid by a Court of competent jurisdiction or suspended or resolved
by the authorities concerned, such judgement shall not affect or impair the remaining provisions,
sections or parts which shall continue to be in force and effect.
Section 94. APPLICABILITY CLAUSE. All other related matters not specifically
provided in this Code shall be governed by the pertinent provisions of existing applicable laws or
ordinances.
Section 95. REPEALING CLAUSE. All Ordinances, rules and regulations, or parts
thereof, in conflict with, or inconsistent with any provision of this Code are hereby repealed or
modified accordingly should there be existing general ordinances which were inadvertently
excluded in the codification process during the formulation of this Code, they shall continue to be
in full force and effect provided that they are not in conflict with, or contrary to, the provision of
this Code.
