BACKGROUND
Housing Program for informal Settler Families Living along danger Areas in the Metro Manila.
This involves relocation and resettlement of families living in or along danger areas in Metro
Manila particularly those along waterways such as creeks, rivers and esteros.
The program is undertaken mainly through in-city low-rise housing development utilizing
government-owned land. It also covers implementation of the alternative in-city project schemes
proposed by program stakeholders and off-city resettlement where in-city plans not feasible.
POLICY GUIDELINES
1. The relocation of the affected ISFs shall be on site, near city and in city, and in accordance with
the Peoples Plan in which the affected ISFs had been adequately and genuinely consulted.
2. Safe, affordable, and decent permanent housing solution shall be ensured for ISFs who live in
danger areas while prioritizing those who live in structures within the three (3) legal easement.
3. To ensure safe, affordable, decent, and humane relocation, as well as to prevent forced eviction,
there shall be relocation action Plan (RAP) through the peoples Plan mechanism and process.
4. ISFs living in danger areas, specifically those on the priority waterways for resettlement will go
through process of mandatory registration and validation such as biometrics, to come up with
an official master list that will serve as a basis for generating more accurate socio-economic
profiles of the affected ISFs.
5. The participation of the LGUs and the Private Sector shall be highly encouraged.
6. Housing financing schemes shall be made affordable by the finance and affordability committee
based on the affordability analysis of the beneficiary.
7. Housing solutions implemented under this programs shall be subject to validation, checking, and
acceptance by the beneficiaries.
