Based on HALs previously stated HSE policy, this HSE plan will cover to be customized to any
kinds of specific aspects. It will fully recognize whether the site is with or adjacent to Aramcos
facility, this HSE plan will detail how the policy is translated into day-to-day activities through
the implementation of specific HSE rules and procedures.

HAL confirm that HAL shall comply with all safety regulations, which may be required in
contract.

HAL shall comply with safety laws, regulations and instructions which HAL follow in his sites,
also HAL shall comply with safe operating practices of the owner and shall take all necessary
safety precautions for the accidents related with that would be arisen during the performance
of the Contract in order to protect the work the personnel and the environment.

For ensuring that the work is carried out in a safe manner, HAL shall make sure that the safety
regulations will be strictly followed by all his personnel and subcontractors personnel and the
necessary instructions will be given to each one. The instructions and reports currently used in
HAL are enclosed for reference. HSE Manager and Construction Manager will have the
authority and responsibility to ensure safe working practices and to correct unsafe conditions
and unsafe acts, this will be done by regular controlling, of the safety precautions and by
holding weekly safety meetings.

Also HAL shall supply the personnel all the necessary protection and safety tools, and HAL
shall ensure that all his employees and subcontractor s employees are medically fit and
healthy.

Noting the importance of maintaining the tools, equipment and vehicles operable in good
conditions and meet with standard. HAL shall make regular service checks by assigning a
technicians group for this purpose.

Finally this plan allows HAL to target zero: no negative impact on people and environment
during project execution.

2. HALS HSE MANAGEMENT ORGANIZATION

HSE matters can be managed effectively only when they are considered a line responsibility.
Therefore the management is a combined effort by all people involved in the Project. The main

3. SAFETY CONTROL PROGRAM

3.1 Objective and Target

The main goal of HAL is to carry out the project execution work with zero: i.e., no
negative impact on people and environment

HAL and the subcontractors are responsible for conducting comprehensive studies on the
designated construction plan, procedures and work schedules and for fully directing their
personnel to achieve accident free operation throughout the construction period.

As mentioned before the HSE Manager will be responsible for compliance with the safety
standards and for reporting safety statistics. All incidents / accidents shall be reported
immediately.

Safety statistics report shall include near-misses, recordable and lost time cases.

3.2 Safety Communications

The most appropriate tools(English) in a language immediately and easily understood by the
target audience shall be used to convey the safety message. The Safety engineer shall be
responsible for assessing the most effective way of communication and he shall liaise with
HALs safety department where appropriate.

8) Planning and implementing HSE internal audit

3.3.4. Construction Manager

The Construction Manager is ultimately responsible for general HSE matters and as such his
duties shall include:
1) implementation and evaluation of HSE manual
2) planning and organization of non-project-related safety training
3) organization of company-wide safety campaigns
4) participating in audits where HSE input is required

Construction Manager shall be responsible for the safety of his organization, he shall exercise
the same authority in safety as that exercised in his other responsibilities.

It is his responsibility to ensure that all work is being executed in a safe manner and in
compliance with the safety rules and regulations of the Government Authorities and the owner.
3.3.5. Safety Engineer

The Safety Engineer is responsible for ensuring that the Safety Plan, Site Safety Manual, and
all HAL Safety Rules and Regulations are adhered to for all activities.

He shall himself institute inspections necessary to comply with the rules and regulations, or

hold safety committee meetings regularly in order to promote safety consciousness among the
construction employees.

Such individual must be qualified to fulfill the HALs requirements and his job specifications.
The Safety Engineer will report directly to the Construction Manager and will ensure safe work
practices on the Site, during transportation in the Site area and to the Site and all other
activities.

The Safety Engineers duties shall include:


1) To advise project personnel on HSE related matters.

2) Ensure that the safety policies, procedures, and HALs regulations are adhered to in all areas

of the work carried out.

3) Inspect the work site as often as possible and take appropriate corrective actions, prepare

inspection reports for the Construction Manager for review and action.

4) Hold regular (monthly/weekly) safety meetings at the Site, co-ordinate with the Supervisors

for scheduling safety committee meetings and prepare minutes of meetings.


5) Prepare weekly safety reports to be issued to the owner.

6) Monitor the activities of subcontractor safety personnel to ensure that adequate safety

guidance is provided to subcontract workers.

7) Prepare and implement a journey management system according to HALs guidelines to

ensure safety in transportation. Implement a work permit system in accordance with HALs
guidelines and Aramco related procedure.

8) Assist the Construction Manager and Supervisors in establishing accident prevention

program within their respective work groups.


9) Conduct investigation of accidents, as necessary.

and procedures well in advance and ensure that all personnel at the work site are familiar with
them. They should:

1) Ensure that all the work is being conducted in the safest manner and take corrective
measures if deemed necessary.

2) Adjust the construction work schedule and plan, if necessary, to avoid two or more different
jobs being performed in the same location simultaneously. And works should stop in the
same location where it does not in any way lead to possible compromise of safety.
3) Act as a safety committee member and take immediate corrective action if so requested by
the Construction Manager or the Safety Engineer.
3.3.7 Individual Workers:

Each individual worker is responsible for observing all Safety Precautions applicable to his
work and work area. Each individual worker should participate safety training and orientation
prior to work - commence.

3.4 Accident Investigation and Follow-up

The Safety Engineer will ensure that in addition all requirements of HALs Safety Regulations
are met.

The learning points of all accidents and reported near-misses shall be discussed in all safety
meetings in an effort to prevent recurrence of similar accidents.

All accidents, regardless of severity, shall be reported written form immediately to the
Construction Manager via the Safety Engineer or the Supervisor(s) and shall be investigated
by the Safety Engineer. In addition, other preventive measures shall be taken. Detail of
incidents by telephone to the owners representative by the construction Manager.

The Safety Engineer shall complete the Accident Reports and submit it to the Construction
Manager further, an accident report as required by owner shall also be prepared and submitted
to the owners Representative.

When an accident involving personal injury or property damage occurs, the Construction
Manager shall promptly take the following action:

1) Confirm the name of the injured person(s) together with the nature and extent of the
injuries, and also whether or not necessary medical treatment has been given.
2) Check if the work has been suspended and the area roped off and properly guarded in
preparation for the investigation by the related authorities.

3) In the case of property damage, determine the extent of the damage and ensure that no
further damage will occur.

4) Prepare or obtain photographs (Taking a picture should receive permit from Aramco or the
authority party), diagrams and sketches as warranted by the circumstances.

5) Report to the owner, police, fire station and/or other local government authorities as
required by the local regulations.

6) Report the same to the Project Manager by telephone or fax. An accident report shall be
prepared and forwarded to the Project Manager as soon as possible within 24 hours. Near
misses also report to construction manager and propagate all personnel on site for
preventing the accident avoidance methodology.

3.5 Safety Standards

3.5.1

Briefing

The Safety Engineer shall brief each supervisor on all specific HAL HSE requirements during
the project mobilization phase. To complete this awareness program he shall summarize these
briefings during the first project safety meetings for office based personnel as well as the first
meeting for site based personnel. Safety briefing shall include the following - purpose of safety
briefing/ outline and description of the project / HSE objectives / safety policy/hazard
management/emergency response/ accident and incident reporting/ traffic management/drug
and alcohol policy etc.

For all driving activities, the appropriate sections of The Fundamental Safety Rules (refer to
Annex No.2) shall be applied.
These rules shall apply to all personnel working on the project.

Newly employed staff will be trained in accordance with HALs employee introduction program.
During the construction phase of the project at least one audit will be dedicated for road safety
focusing on drivers awareness and on vehicles standards.
3.6.2 Subcontractors

As mentioned before, all subcontractors personnel involved in the project, irrespective of their
background, will abide by this HSE plan.

Therefore all procedures, requirements, audits and schemes mentioned shall apply in full for all
subcontractors. Obviously in the selection process of subcontractors past HSE performance
shall play an important role to allow the overall project organization to target zero: no negative
impact on people and environment during project execution.

3.7 Safety Plan for Pre-commissioning, Commissioning and Start-Up


3.7.1 Purpose

This specification is prepared as guidelines to establish firm plant/process safety check system
by doing rigorous safety check and thereby to safeguard the plant units in the course of precommissioning and commissioning stages.

Definition of pre-commissioning and commissioning activity is installing, setting-up, adjusting,


modifying, and maintaining or servicing machines and equipment prior to feed-in start up
operation.
3.7.2 Application
This application and procedure can be applied to pre-commissioning as well as

commissioning, especially can be used as a rigorous process safety check list before feed-in

start-up operation. But this is not the full safety working procedures.

3) The Commissioning Manager shall concentrate on the process wise safety management in
the course of pre-commissioning and commissioning.

4) The Construction Manager (or HSE Site Manager) shall cover and maintain general plant
safety management system as a backup of start-up safety.

5) The simple conforming to this Plant Start-up Phase Safety Check and Review cannot
fully prevent all hazards or incidents. Be sure that all the site activities in these stages
should be executed to the safe and standard procedures by the start-up crews and
maintenance personnel themselves.

linemen's belts, insulating gloves, insulating hoods, insulating blankets, insulating line
hose, and hot line tools as necessary, which shall be tested and maintained in safe
condition.

4) Electric welding, gas welding, cutting brazing pressure and fusion welding, and operations
where protection form radiant energy with moderate reduction of visible light is necessary
shall require goggles, face masks, shields, or helmet, suitable to the type of work,

subjects the hands to lacerations, punctures, burns, or bruises shall use hand protection.

1) RPE stands for respiratory protective equipment which refers to equipment specially
designed to provide protection against inhalation of toxic concentration of dusts, other
particulates, vapors, gases, etc. .When respiratory protective equipment is required, a
respiratory protection program shall be developed and implemented and respiratory
protective equipment specified shall be selected, provided, fitted, used, maintained, stored
and personnel shall be trained.

2) Only approved respiratory protective devices shall be provided and used to protect against
exposure to hazardous atmospheres containing dusts, fibres, fumes, mists, gases,

Respiratory devices using compressed oxygen, liquid air, liquid oxygen, or mixed gases

A compressor used to supply breathing air shall be constructed and situated to avoid entry
of contaminated air into the air supply system.

5)

Breathing air type compressors shall be designed specifically for intended use and shall
be equipped with an approved regulator, a suitable in-line air-purifying solvent bed and
filter inserted into the supply line to assure breathing air quality.

6) All oil-lubricated compressors will be equipped with required operational safety devices and
reservoirs or equivalent devices, with sufficient capacity to enable the respirator wearer to

7) Breathing air couplings shall be incompatible with outlets for irrespirable air or other gas
systems to prevent inadvertent servicing of air-line respirators with irrespirable gases.
8) Canister and cartridge type air-purifying respirators may be used only under the following
circumstances:

a) The identity and concentration of the contaminant are known and have adequate
sustained warning properties.
b) The oxygen content of air is at least 18.0%
c) There is periodic monitoring of the work area.

d) The respirator assembly is approved for protection against the specific contaminants and
concentration level to be encountered.

e) The type and model of respirator to be used has been successfully fit tested on the
wearer.

9) Where the atmosphere is determined not to be immediately dangerous to life or health all
employees shall wear as a minimum, supplied-air-line respirators in areas where either of
the following conditions exist :

a) The contaminant is unknown or the requirement for using an air-purifying respirator


cannot be met.

b) Abrasive blasting or spraying with harmful substances where high concentrations of that
substance are present.

10) If air-line respirators are used, the supplied air source shall not be able to be expended
and the hose length cannot exceed 90m from source to user.
11)

No person shall be permitted in atmospheres containing less than 19.5 % oxygen without
wearing an approved type or a combination pressure-demand air-line respirator with an
integral lay self-contained air supply of at least 15 minutes.

12)

When sufficient ventilation cannot be obtained without blocking access, persons in


confined space shall be protected by airline respirators or self-contained breathing
apparatus.

D. Safety Net

1) Workers work places over water, machinery, dangerous operations or more than 7m above
the surface shall be protected by safety nets. Nets shall be installed as close under the
work surfaces as practical but in no case more than 7m below such work surface. Nets
shall be hung with sufficient clearance to prevent contact with the surfaces or structures
below, such clearance shall be determined by impact load testing.

2) Where traffic or workers are permitted to be under a work area, safety nets may be utilized
to satisfy the overhead protection requirement.

3) Nets for overhead protection shall be lined with wire or synthetic netting of not more than
2.5cm mesh. Wire mesh shall be made of not less than 22 gage wire and synthetic mesh
of not less than Number 18 twine.

4) Nets shall extend 2.4m beyond the edge of the work surfaces where workers are exposed.
5) The maximum mesh size of nets shall be 15cm x 15cm

6) Forged steel safety hooks or shackles shall fasten the net to its supports and Connections
between net panels shall develop the full strength of the net.

7) Nets shall be inspected daily for cuts and damage from abrasions, chemicals, or heat.
Repairs shall be made before work above the net is resumed.

8) Debris shall be removed from safety nets at least daily and combustible materials shall be
removed before welding, cutting, or other operations producing sparks, slag, or other
ignition sources above the net.

9) HAL shall primary address appropriate personal protective equipment and working platform
in accordance with OSHAs recommendation. Nets shall install as secondary safety facility
for preventing from falling accident at height working.

E. Safety Shoes

1) To prevent injuries to the feet caused by protruding or falling objects, all employees working
in the yard shall wear safety shoes fitted with a steel toed cap..

2) All contract employees shall wear safety shoes or any other acceptable footwear approved
by the Safety Department.

3) The wearing of slippers or walking barefooted is prohibited in all workshop & at construction
areas.

F. Safety Goggles

1) To prevent eye injuries whilst working, an employee engaged in cutting shall wear
safety goggles. Everybody on site except for an office trailer shall wear safetyglasses his eye protection.

b) Lenses which have fitted are blurred or damaged as a result or normal use shall be
replaced to the employee.

G. Safety Belt

1) Hardware for lineman's body belts, safety straps, and lanyards shall be drop forged or
pressed steel and have a corrosive resistive finish and surfaces shall be smooth and free
of sharp edges.
2) Buckles shall withstand a 900kg tensile test.
3) D-ring shall withstand a 2.27ton tensile test without fall.

HALs supervisor shall conduct daily TBM with workers and shall maintain by supervisor in his
diary note. The topics for TBM shall include, but not limited to :
1) Highlight identified hazards and deviations during inspection
2) Countermeasures for prevention of recurrence
3) HSE reminders to constantly remind workers on HSE rules and regulations
4) Any forthcoming HSE event/instruction/orders, etc.

Minutes of the meeting shall be prepared by HAL and a verbal conformation shall be sent to
the owner and any subcontractors concerned.

On a regular basis, HAL shall review safety aspects discussed at the meetings, implement a
program aimed at remedying unsatisfactory situations and inform the owner about them.

SAFETY AUDITS

6.1

Purpose of HSE Inspection and Audit

The purpose of scheduled HSE inspection and audit is to identify the potential safety
hazards, environmental hazards and problems of operability attributable to deviation
from HSE requirements.

That is essential to recommend an alternative that will eliminate the root cause of a potential
incident and to reduce the probability of occurrence of a potential incident.

All observation made during the inspection shall be recorded. Copies of the inspection report
shall be distributed to all members of HSE committee and subcontractors concerned for
corrective actions.

Any deviation observed during the inspection should be noticed to the supervisor responsible
for corrective actions as soon as possible.

7.

EMERGENCY PROCEDURES

HAL and its subcontractors personnel will be instructed of the actions to take in the event of
serious personnel injury, fire, explosion, critical damages to operating equipment, etc. The
construction manager, or his delegated assistance while he is absent, shall be the person to
decide when an emergency alarm (signal characteristic to be established) shall be put into
activation.

7.1

Action to be taken

In an emergency, or on hearing the alarm, every supervisor shall ensure the following:
1) All work is stopped at once.
2) All equipment is shut down (all sources of ignition)
3) All men are evacuated to a pre-determined assembly point
4) A roll call is taken and every is account for.

5) No one is permitted to return to work until notification has been received from the company
representative that it is safe to do so.

7.2

Assembly Points

HAL shall inform personnel during orientation meeting as to the locations of specific points and
evacuation routes from all areas of work. In determining evacuation routes and locations of
assembly points, wind directions and neighbouring plants wall be considered. Location plan
shall specify at orientation meeting by construction manager.

1) Work place/site shall be maintained to the highest standards of housekeeping at all times.
2) Floors, steps and stairs shall be kept clean and free from oil, grease and slippery

4) Escape routes and access to safety equipment shall not be restricted/obstructed in any

9. FIRST AID

On the construction site the Safety Engineer will ensure that at least one fully qualified first
aider (full-time) and his assistant (part time) due to first aiders vacancy shall always stand by
on site.

All construction supervisors will be trained to treat first aid cases specifically related to the
health hazardous tasks.

First Aid equipment should be kept in a wooden case in a clean place, preferably in an office,
under the control and custody of the appointed qualified person who shall be responsible for
maintaining stocks for dressings, etc. Even for site with first aid rooms and qualified First
Aiders, only the minimum necessary treatment shall be given on site. The services of a doctor
or hospital shall be sought for all serious injuries.

12. ENVIRONMENTAL PROTECTION


12.1General

Environmental protection is very important to keep the clean air, water and nature.

As clearly stated in HSE policy, HAL shall ensure adequate protection and preservation of the
environment in his area of operations. HAL herewith summarize the typical Environmental
Protection Plan as follow;
1)

Soil Management

HAL shall perform her operations in such a manner as to avoid soil contamination.

The use of lift pumps to transfer oil and fuel from one container to another shall be
encouraged.

If the volume being transferred is small, funnel shall be used and the container shall make
contact with the funnel.

However if for any reason spill occurs due to HALs operations the topsoil shall be scooped out
and replaced with a fresh soil.
Paints, metals and other chemicals shall not be buried under the soil.

2)

Pollution Control

To prevent pollution of the environment, all HAL equipment shall be dully maintained to avoid
the emission of smoke and the dripping of oil.

In the cause of operations if any equipment is observed to be leaking oil, a drip-plate shall be
positioned to collect the oil drip in the interim before the equipment is sent for repairs. While a
drip-plate used, Watchman should company with extinguisher in view of the fire risk.
As stated above, containment shall be provided to avoid oil pollution.
Waste shall not be thrown into any body of water.

Organic waste shall be collected in skips for organic materials.

Used oil shall be collected in drums and sent to used oil dump.

Used batteries shall NOT be mixed with either burnable, metal or organic waste they shall be
stored separately in a designated safe area, labeled and disposed according to
environmental regulations

1) Washing facilities shall be provided as needed to maintain healthful and sanitary

1) During construction work, arrangements shall be made for first aid facilities, and medical
personnel to be available for prompt attention to the injured and consultation on
occupational health.

2) When, in terms of time and distance, a medical facility or physician is not reasonable
accessible to a group of two or more employees for the treatment of injuries, at least two
employees on each shift shall be qualified to administer first aid.

3) Identification and directional markers shall be provided to readily denote location of all first
aid stations and infirmaries.

4) The containers shall be weatherproof and each type of item there in shall be maintained
sterile, and shall be easily accessible to all workers.

5) The contents of first aid kits shall be checked by the safety officers before being sent out on
each job and at least weekly when work is in process to insure that expended items are

established for clean-up of the area as specified by the designated authority.


10) Rubbish, brush, long grass, or other combustible material shall be kept from areas where
flammable and combustible liquids are stored, handled, or processed.

Accumulation of flammable and combustible liquids on floors, etc., is prohibited.


All spills of flammable and combustible liquids shall be cleaned up immediately.

12) Contractors shall provide sufficient personnel and equipment to insure compliance with all
housekeeping requirements.

13) Safety supervisors will inspect the work area daily for adequate housekeeping and record
unsatisfactory findings on the daily inspection report.

B. Waste Material Disposal


1)

Scrap lumber shall be placed in piles or containers. Waste material and rubbish shall be
placed in containers. Waste material and rubbish shall not be thrown down from a height of
more than 6 feet (1.8 m).

2)

Chutes for debris shall be enclosed except for openings equipped with closures at or
about floor level for the insertion of materials. Openings at all stories below the top floor
shall be kept closed when not in use.

Whenever materials are dropped to any point lying outside the exterior walls or the
building, an enclosed chute of wood, or equivalent material, shall be used.

Separate covered non-flammable/non-reactive labelled containers shall be provided for


the collection of garbage, oily, flammable, and hazardous waste (such as caustics, acids,
and harmful dust). The contents will be properly disposed of daily.

Used roofing mops shall be stored outside the building and away from combustible
materials.

12.2.3

Noise and Demolition

A. Noise
1)

In all cases where the sound levels exceed specified limits, a continuing, effective hearing
conservation program shall be administered.

2)

When the sound pressure level in a working area exceeds 115dB(A), steady state,
personal ear protection equivalent to the combination of earplugs and earmuffs shall be
required.

3)

Sound pressure level measurements shall be made by qualified personnel using


calibrated instruments.

4)

Noise hazardous areas (greater than 85dB(A) continuous or 140dB(A) impulse) will be
marked with caution signs indicating both the presence of hazardous noise levels and
the need for hearing protection.

B. Demolition
1)

Prior to permitting employees to start demolition, an engineering survey of the structure


and demolition plan shall be made by a competent person to determine the condition of the
framing, floors, walls, and possibility of unplanned collapse of any portion of the structure.

2)

All electric, gas, water, steam, sewer, and other service lines shall be shut -off, capped, or
otherwise controlled outside the building line before demolition is started.

It shall be determined if any hazardous chemicals, gases, explosives, flammable
materials or dangerous substances have been used in any pipes, tanks or other equipment
on the property.
4)

Where a hazard exists to employees failing through wall openings, the opening shall be
protected to a height of approximately 1 m

5)

Mechanical equipment shall not be used on floors on working surfaces unless such floors
or surfaces are of sufficient strength to support the imposed load.

6)

When debris is dropped through holes in the floors without chutes, the area onto which the
material is dropped shall be enclosed with barricades not less than lm and not less than
back from the projected edge of the opening above.

7)

Chutes shall be designed and constructed of such strength as to eliminate failure due to
impact of materials of debris loaded therein.

8)

The storage of waste and debris on any floor shall not exceed the allowable floor loads.

9)

Masonry walls, or sections of masonry, shall not be permitted to fall upon the floors of the
building in such masses as to exceed the safe carrying capacities of the floors.

These traffic regulations are applicable to all construction employees during the construction
work.
1. VEHICLE SAFETY

1.1

Licensed Operators:

HAL/Subcontractors shall require all drivers to be tested and approved before driving any
vehicle in the construction area.

1.2

Inspection and Maintenance:

Motor vehicles including construction of brakes, clutches, horns, lights, etc., by the operators.
No unsafe vehicles shall be operated.

1.3

Prohibited Vehicles:

Vehicles which are not properly maintained or which do not have a proper vehicle entry pass
shall not be allowed to enter the WORK SITE or temporary facility areas.

1.4

Refuelling:

Refuelling shall be conducted only in the designated areas.


I.5

Operating Rules

1) Driving under the influence of alcohol is prohibited.


2) No overtaking is allowed under any circumstances.
3) When reversing all large vehicles, a signal man shall be appointed.
4) Traffic signs, when installed, shall be strictly observed.

5) At all blind comers, all vehicles shall stop and ensure the safety of other traffic and
pedestrians before proceeding.
6) All vehicles shall proceed along the specified side of the road.

7) In addition to the operator and/or driver, the number of passengers allowed to sit in
the front seat shall be restricted to the intend seating capacity.

8) No person is allowed to ride with arms or legs extended outside any vehicles, to ride
on running boards, fenders or on top of loads.

9) No person shall be permitted to get on or off a vehicle while it is in motion. Vehicles shall be
brought to a complete stop before loading or unloading personnel.

10) All heavy vehicles on site shall be fitted with reversing sirens and spotters should be in
attendance.

11) Licensing Procedure for operating, crane shall follow to local / or Aramcos regulation

No Parking Areas:

1) In front of fire fighting equipment.


2) Hazardous work areas.
3) In the vicinity of road construction work crane work or erection work
4) Five (5) meters from all road comers and buildings

5) Other restricted areas designated by HAL.(Parking in designated areas only)

1.7

Parking :

1) All vehicles shall be properly parked in the parking lots designated by HAL.
2) Keys shall be removed from vehicles when parked.

1.8

Others:

1) Large crawler or mobile cranes, when operating off main roads, shall be escorted

and all precautions shall be taken to prevent damage to the owner, HAL, private,
public or government property.

2) Road blocks, detour signs, etc., shall not be altered without written authorization from
HAL.

2.1

Pedestrians:

1) Bicycles and motorcycles shall be parked in the parking lots designated by HAL.
2) Only a licensed operator is authorized to ride a motorcycle. In addition, riders shall
wear safety helmet and chin-strap securely fastened at all times while riding a
motorcycle.

3.

ACCIDENT REPORTING

All vehicles accidents shall be reported to the HAL s Safety officer for investigation. The scene
of an accident shall be left untouched unless the injured person needs immediate medical
treatment or there is a possibility of further damage to the equipment or facilities.
Contact with the local police shall be made by HAL / the owner.

4.

VIOLATION OF TRAFFIC REGULATIONS

To help maintain a level of traffic safety, HALs Construction Manager will issue a warning letter
to personnel who have violated the traffic regulations contained herein.

Personnel who have repeatedly violated these traffic regulations shall be prohibited from
entering HALs premises, pursuant to the decision of HALs Manager.

FUNDAMENTAL SAFETY RULES AND INSTRUCTIONS TO THE PERSONNEL

INSTRUCTION TO PERSONNEL

1) Be sure to take sufficient rest before commencing work.

2) Do not drink any alcohol during staying in Saudi Arabia. No alcoholic drinks, narcotics or
similar Substances are to be taken to the WORK SITE or remain oil the WORK SITE.
Any personnel under the influence of alcoholic, narcotics or similar substances will not
be permitted to enter or remain on the job site.

3) Promptly report to the Supervisors concerned when ones physical condition is


unsatisfactory.

4) Regardless of severity, report to the Supervisors immediately when any injuries are
sustained, materials or equipment damaged.

5) Wear safe working clothes which have been properly repaired and washed. Safety shoes
shall be available and worn at all times while on site.

6) Always wear a safety belt when working at any level where there is a danger of falling
unless fully protected by scaffolds, handrails and toe boards.

7) Use other safety protective equipment such as gloves, aprons, boots, goggles,
respirators, etc., when required.

8) Do not remove any safety devices from machines or attempt to operate machines
without such as devices.

9) Do not operate any machines, cranes, trucks, or other equipment without a proper
license and authorization.
10) Do not operate any vehicles at speeds exceeding the designated limit.

11) Always use ladders, stairways or other access ways when going up or down scaffolds,
towers and pipe racks, etc.
12) Do not throw or drop any tools or materials from height.

Do not stand or sit under any loads being hoisted by crane, forklift, etc.

2.

INSTRUCTION TO SAFETY ENGINEER / AT SITE

Pay special attention to all the following safety regulations related to your duties:
1)

Every day at least once, you will move about every bit of the site to make sure that the
safety regulations are strictly followed if not you will inform the responsible persons and
the Construction Manager.

Supply workers with the necessary protection tools and warn the ones that do not follow
the following instructions,

Written warning notices should be given to workers who do not follow the warning
notes mentioned in items 3 above and similar regulations.

Check the warning sign boards and attach them in the suitable places.

Construction Manager should be immediately informed with the serious accidents.

Control traffic on Job site and make sure that all vehicle drivers have valid driving license.

All vehicles and machinery should be operated by qualified personnel who have

Warn and fire workers who do not follow the safety regulations

10) The ill or the workers on vocation will not be allowed to work.
11)

The visitors will not be allowed to enter the job site.

12)

Transportation of personnel on construction machinery and vehicles for load moving


will be forbidden.

13) All electrical works should be performed by qualified technicians.

14) Control periodically the workers rooms, flammable and burning substance using will be
strictly forbidden.
3.

INSTRUCTION TO CONSTRUCTION SUPERINTENDENT

1)

Do not employ workers who are underage.

2)

The workers will not be allowed to work without protection tools, (i.e. helmets,

footwear,

eye shields. etc.) Provide them and make sure that the workers are using them.
3)

All the openings or holes on the floors, stairways, etc. will be properly covered or
barriers will be installed.

4)

Do not permit workers to use scaffolding before the inspection.

5)

Experienced workers should construct the reinforced concrete forms and related

official

Excavations, trenches and foundations should be checked every day and if

necessary

In deep and dangerous locations the workers will work in couples and they should have
safety belts.

10) Transportation of personnel at the rear of open pick-up vehicles shall be strictly
forbidden.

11) The foreman and sub-contractors will not be allowed to work without protection tools,
and if happened, a written warning notice will be given to them.
4. INSTRUCTION TO SITE SAFETY CREW
1)

Do not let workers who are underage and who do not have health report.

2)

Read and strictly follow the requirements of Labour Law, Safety Regulations and the
Workers Health Rules.

3)

Control the safety precautions at job site to make sure that they conform to the safety
regulations.

4)

You will take all the precautions essential due to specialty of the job performed.

5)

Do not assign any job to ill workers or workers on vocation.

6)

Do not allow any worker to enter job site or work without wearing safety helmet.

7)

Do not allow workers to work without wearing safety belt in high places.

8)

Handrails should be installed at the dangerous and high places.

9)

The safety regulations should be discusses and agreed with engineers, foremen,
technicians, superintendents, chiefs and subcontractors.

10) Ask the safety engineer for information and instruction for the problems you could not
solve by yourselves.

11) Inform Construction Manager and head office, if any accident happens on site.
12) The Construction Manager should be given weekly report regarding the conditions of the
helmets, safety belts, handrails, warning sign boards and similar things.
