Allen, white male, (DOB 09/19198) further herein referred to as the "MP°, The MP lef the residence at 42 Dixon Ra Sterling at approximately 1230 hours on December 26, 2016 on his red and white ‘Honda XR100 dic bike. The reporting parties, the MPs parents Christina Moses and Todd D. The las time Andet was with the MP was in September 2016. “Audet explained that she received a text message fom the MP on December 26,2016 at 1349 hours where the [MP wrote, "just crashed!” and then a second text stating, "And my leg hurts". Audet responded through txt several times, andthe MP did aot respond. That on December 28, 2016 at approximately 1430 hours, detectives went to 33 Deerfield Shores R. ‘Stesling, CT, and met with Susan Hasan (DOB 04/13/75). During the interview, Hasin stated that she spoke to the MP through Facebook Messenger, on December 23,2016, the Friday prior to Christmas. Hasan stated that the MP asked her if she knew anyone that he could buy ?cunces of marijuana from, and she stated tat she told him that she did not know of anyone who could provide hima with tat amount of marijuana. Hasun stated that ‘the MP told her tat he would be looking for someone to buy a large amount of marijuana from on either the ‘Moniay Tuesday after Cristmes. Hasan further stated that she had not spoken to the MP since that Friday and that she did attempt o call hia on Monday after he went missing at the request of his father. Johnson explained that he called Cody Bousquet through the Facebook Messenger application ‘on Tuesday Decomber 27, 2016 at 6:02 PM, withthe intention of asking Cody ifhe ad seen the MP. He stated ‘that when the phone was answered, he asked ifthe person answering had seen the MP. Johnson stated thathe then heard a girs voice, who identified herself as Cody's mother. Fohnson further stated that this woman, ‘denied as Cody's mother Susan Hasan, old him that the MP was looking for 4 ounces of weed, but was ‘waiting until after Christmas so that he could buy the weed wit his Christmas money. Johnson stated that Hasan {old him that she did not want to provide this information tothe police because drugs were involved. Allen ‘was interviewed on December 29,2016 at 1457 hours, and he explained, among othe things, that he andthe MP sold marijuana together, They had grown marijuana plants on their property, and had sold the marijuana until ‘they ran out a the end of the summer of 2016. Todd D. Allen stated thatthe MP continued to sell marijuana, but that he did not continue selling it after they an out ofthe supply they had grown themselves. Todd D. Allen ad stated thatthe MP had been speaking with a woman named Sue who lived on Deerfield Shores Rd, Sterling, CT, bout buying marijuana from her, but her pres were too high. Todd D. Allen believed that something happened to the MP on December 26, 2016, and that it involved the female named Sue, but he didn't have any eonerete evidence ofthis, Todd D. That esearch and seizure warrant was signed by a superior court judge forthe Verizon Wireless phone records of the MP's phone numberof (860) 485-8331 on January 5,017. The search warrant was exceuted the same day, and results wore received by e-mail from Verizon Wireless on January 6, 2017 and January 9, 2017 ‘The phone records included text message content throughout diseussing the sale of egal drugs with vavious ‘other phone numbers. That the records were viewed by Special Agent James Wines of te FBI whois tained to interpret such records. SA Wines was able to use the avalable data to determine that he last known locaton of| ‘Todd Allen’ cll phone was in the area of Laiho Ra, Margaret Henry Ra, and Sawmill Hil Rd inthe Town of Sterling. SA Wines sent a photo of the area with semi-circle bends indicating the area where the most likely cation of the MP's phone was between 1427 and 1440 hours. Upon reviewing the Facebook account records «text conversation was discovered betwecn the MP and a perso identified on Facchook as Kevin Weismore The conversation takes place on December 25,2016 starting st 2217 hours and contining throughout the next day up until the last message from the MP to Weismore oa Devember 26,2016 at 1424 hours. During the conversation the MP asks Weismore if e is going tobe able to get anything tomorrow. ‘Weismore writes, "Yeah actually. How much an when would you like i. The MP offers Weismare $500.00, and asks ifthat would amount to 3 1/4 Your AfTiants know from their taining and experience tht conversations about the slo of marijuana usually include a dollar amount fr the purchaser fo pay and an amount of marijuans {typically referred to in rms of weight (grams or ounces), in this eae 31/4 ounces. Weismore then responds to the MP that he could give him 31/2 ounces. The MP agrees to the terms by writing "Yeah man that would be awesome" on Devember 26, 2016 at L116 hours, Weismore writes to the MP about a meeting location Fr the sale of illegl drugs writing that he was thinking of meeting up where they had smoked ina truck because be talked to his father and his father did't feel comfortable going to someone's house with that amount. The MP writes that hoe will bing some hash and some ash, Weismore writes again to settle on meeting location, and asks the MP if hae knows where the trails ae nea his house, a as another alterative to meet neaea person named Jake Balzanos. The MP responds on December 26, 2016 at 1314 hours that he knows the trail on Weismore’s Rd, The [MP writes about crashing on his dit bike on December 26, 2016 at 1348 hours. This message is consistent with the text message the MP vote to Eliana Audet about crashing his die bike and hurting his lez on December 26, 2016 at 1349 hours. The MP writes on December 26,2016 at 1352 hours that he is going to stop atthe store and then head upto Weismoe's, and that he would be there in 20 to 30 minutes. Weismore writes back at 1355 hour, "Alright man sounds good il be out there around then’. The MP asks Weistore ithe could bring a phillips serew river, and Weismore responds, "Yeah sure ill bring out both sizes". That detectives interviewed David Howard (DOB 10/2397) on Jenuary13, 2017 at Troop D, Danielson. Howard explained, among other thing, that Weismore told him about the incident after i had happened. Weismore told Howard thatthe MP wasn't missing, tbat Weismore had killed him. Howard asked \Weismore why, and he told Howard thatthe MP pulled a gun on him over money that Weismnore owed to the (MP's dad, so Weismmore killed the MP. Weismore was very vague to Howard about everyting. Weismore told ‘Howard that he got the MPs blood all over him, and that Weismore puked allover the MP. Howard didnot think that Weismore ownod any guns so the only thing Howard could think of was that Weismore used a knife Howard never asked Weismore what he used, and Weismore started crying while he was telling Howard. ‘Howard asked Weismore where the MP's body was, and Weismore told him it was dieely across the stret from hishouse, inthe woods, and that he could probably drow a rook and hit him, 14, That during the interview, Weismore was cooperative, and agreed to bring Detectives othe area ‘where he fet the body of Todd Allen. On 01-13-17, st approximately 064Rhrs., Kevin Weismore brought EDMC Detectives toa deceased body, matching the description of Todd Allen located in a wooded ares, approximately ‘50 to 60 yards off the roadway, across from 61 Laiho Road in the town of Sterling. The deceased body appeared ‘tw have multiple stab wounds. 15. That on January 13,2017 at approximately 1009 hours I spoke with Christina Moses (DOB 08/24/64) by phone. Moses stated verbally at that ime that it was possible thatthe MP had large sumo of money, such as ‘$500.00 in his possession, because he did work for fiends from time to time. Moses also explained both she and ‘Todd D. Allen (DOB 01/17/63) were prety positive that the MP did not have a gun.
