The Lahore Ring Road was originally conceived 25 years ago and a few studies were carried out on
it over this period. The road, touted as an alternative transport route to ease the traffic load within the
city, was designed and redesigned with a few alterations, keeping in view the political and economic
interests of many in the ruling party. In 1991, JICA, an institution of Japan, proposed a road-loop in
the city and the World Bank prepared a feasibility report on a 60 km ring road. In 1995, the Lahore
Development Authority presented its Ring Road scheme. At that time, Daewoo and other foreign
companies had signed a memorandum of understanding with the LDA. However, then prime
ministerNawaz Sharif wanted the Ring Road to include Raiwind Road where his family had built its
farm houses. As a result, the amended road design proposed a length of 75 km. The feasibility of the
Ring Road project was finalized in 1997 during prime minister Nawaz Sharifs period but the project
was delayed due to lack of funds.
Project Chronology-Lahore Ring Road
1983-84: The Lahore Ring Road project was first conceived around this time as a bypass to
Lahore city and ease congestion on inner city roads. It is unclear that who came up with the idea
of this project but it was around this time that the project made news in media.

1992: Changes made to the initial JICA/World Bank design. Details of changes unknown.

1995: This circumference of LRR later increased to 77 km when Lahore Development Authority
(LDA) included Raiwind road in the design.
1997:The feasibility of LRR design made by Lahore Development Authority got finalized.
1999: Changes are made to project design. Details unknown.
December 22, 2004: Pervaiz Musharaf, the then President of Pakistan performs the ground
breaking ceremony of the project.
2007: Changes are made to the design fourth time. Details unknown.
December 2007: Government of the Punjab awards the projects Southern Loop Feasibility
Study and Selection of Route to NESPAK.
December 31, 2008: This was the original date set for project completion when it started on
December 22, 2004
July 30, 2009: Mian Muhammad Shahbaz Sharif, the Punjab Chief Minister, inaugurates the
Saggian Interchange of Lahore Ring Road. The Saggian interchange includes 1.08 km long
portion of the main Ring Road, 2.12 km outfall road, a flyover, two subways and two utility
culverts. The project also includes landscaping, development of service areas and bus-bays.
August 6, 2009: Work started on Package 6 and 7. The length of ring road in this section is 4.5
km with 1.8 km long access to Allama Iqbal International Airport.
September 7, 2009: A public hearing was held for the Lahore Ring Road Packages 10, 15, 16
and 17 at Alhamra Cultural Complex. The presentation was made by Engineer Jawad Ahmad
Khan and Sociologist Sheraz Hussain of NESPAK. Various officials from the Environment
Protection Department and Communication and Works Department, Government of the Punjab
attended the presentation along with stakeholders.
October 26, 2009: Punjab Chief Minister, Shahbaz Sharif met with a delegation of China State
Construction & Engineering Company led by its Vice-President of Overseas Department Mr
Wang Li. Possible cooperation from the Chinese company was discussed for the Lahore Ring
Road Project.
February 10, 2010: Package 6 of Lahore Ring Road is inaugurated.
Project Costing:
NESPAK website lists the cost of 19 packages of Lahore Ring Road Project (as shown in NLC
map 3 below) as USD359 million.
Lahore Ring Road Project-Southern Loop Budget Allocated By Punjab Govt
Lahore : The Punjab Government approved five development schemes of road
sector, irrigation and infrastructure sectors with an estimated cost of Rs 29,753.904
million. These schemes are approved in the 14th meeting of Provincial Development
working party of current fiscal year 2013-14 presided over by the Punjab Planning
and Development Board Chairman, Muhammad Irfan Elahi.
P&D Department spokesman said the approved development schemes included:
1. Lahore Ring Road Project-Southern Loop (Package-1) (Land Acquisition and
Relocation of Utilities) (Revised) at the cost of Rs 9958.896 million,
2. Lahore Ring Road Project-Southern Loop (Package-2) (Land Acquisition and
Relocation of Utilities) (Revised) at the cost of Rs 9983.460 million and
3. Lahore Ring Road Project-Southern Loop (Package-3) (Land Acquisition and
Relocation of Utilities) at the cost of Rs 8670.528 million.
4. Sustainable Land Management Programme to Combat Desertification in Pakistan
(Punjab) at tthe cost of Rs 342.680 million
5. Construction of Additional Bridge over River Ravi at the cost of Rs 798.340
million,

Lahore Ring Road Authority (LRRA) Chairman Rashid Mehmood Langrial sad
LRRA had to award the contract by December 30, 2012. China Works and the
Frontier Works Organisation (FWO) had submitted bids for the project,
estimated to cost around Rs50 billion, Langrial said the provincial
government had constituted two committees to assess the project. One of
the committees had reservations regarding the cost of the project the final
decision will be taken by the government, he said.
The FWO had demanded an annuity of Rs13.4 billion, and China Works
Rs16.2 billion. The company getting the contract was to be paid the annuity
for 15 years after the completion of the project. During these 15 years, it had
to maintain the road and re-carpet it twice. It was also to install surveillance
cameras and smart traffic signals. However, the project was dropped when the
public-private partnership steering committee in March 2013 decided that it
was not cost effective.
The Southern Loop is to start where the Northern Loop ends at Defence.
Package 1 of the Southern Loop, about 9.35-kilometre, would run to
Ferozepur Road, the 13-kilometre Package 2 from Gajju Mata on Ferozepur
Road to Adda Plot and 8-kilometre Package 3 from Adda Plot to Maraka on
Multan Road.

The LRR, stretching over 80-85 km, is divided into three portions
the Northern, the Southern and the Western loops. It starts at Gulshan-e-Ravi near Babu
Sabbu and will probably end at the same place to complete the ring. It is estimated that the
total cost of the LRR (all three loops included) ranges between Rs180 billion to Rs210 bn.
The estimated cost was around Rs7 bn in 1991.

Lahore Ring Road Northern Loop 40 KM
The Lahore Ring Road Project (Northern Loop 40 km), which was started in
2005 and completed in 2012 under the supervision of NESPAK. The Northern
Loop, a stretch of 40 km, was completed at the cost of more than Rs45 bn in
2012. It goes from Gulshan-e-Ravi to Sagian Interchange and includes Niazi
Interchange, Bund Road, Mehmood Booti, Darogewal, Harbanspura, Bhatta
Chowk, DHA Phase VIII, DHA Phase VI, Lidhar and Sui Gas society, while also
connecting Ferozepur Road through Link Road into the Khaira distributary.

Changes in Design:
The government is considering changing the design of the Ring Roads Southern Loop,
pushing it closer to the River Ravi in the citys southwest. The proposed changes affect the
fourth section of the Southern Loop and would introduce a fifth section not included in the
original design.

Lahore Ring Road Western Loop
Construction of Western Loop of the Ring Road Lahore was signed between Punjab government
and international Chinese company, China Civil Engineering Construction Corporation, here on
Wednesday. Chairman Ring Road Authority and Director Overseas Corporation of China Civil
Engineering Construction Corporation signed the document.
Chief Minister Shahbaz Sharif, Provincial Minister for Housing, and concerned officers were
present. Under the agreement, the Chinese Corporation will take part in the bidding process of
construction of 26-kilometer long portion of Ring Road from Multan Road Maraka to Niazi
Interchange which has been named as Western Loop. Besides, provision of experts, the
Corporation will also plan and designed the project.
Chief Minister said on the occasion that Lahore Ring Road will be completed under a phased
programme in accordance with international standard and in the next phase, the Western Loop
from Multan Road Maraka to Niazi Interchange will be constructed. He welcomed the interest
shown by an international Chinese company in the construction of the Western Loop of the Ring
Road.
