Proposal for Minimum Wage Increase, Earned Sick Leave Moves Forward Ordinance to be Drafted for Committee Consideration on April 30
SAN DIEGO (March 24, 2014) Council President Todd Gloria today announced that work will continue to develop a ballot proposal to improve wages and working conditions in San Diego. The City Councils Economic Development and Intergovernmental Relations Committee (ED & IR) today took action to direct the City Attorneys Office to work with the Council Presidents Office to bring back a draft ordinance for consideration by the Committee. ED & IR is expected to consider the draft ordinance at its meeting on April 30, 2014. It could then be reviewed by the full City Council in order to be placed on the November 4, 2014 ballot. Almost 40% of all working age households in San Diego County cannot afford to meet basic needs without public or private assistance. This figure was at 30% in pre-recession 2007. Were going in the wrong direction, said Council President Gloria. No one who works hard at a full-time job should be unable to pay for their shelter or food. At todays hearing, the Center on Policy Initiatives provided statistics supporting the benefits of workforce improvements. Findings from a February 2014 report by the Institute for Womens Policy Research show that hundreds of thousands of San Diegos private workforce lack access to earned sick days, including: 44% of private-sector workers; 55% of Hispanic workers; 74% of workers engaged in personal care and service occupations (child care workers, elderly care workers); and 82% of workers in the food services industry. In addition to working with the City Attorney to draft the ordinance for increasing the minimum wage and requiring earned sick leave, the Council President will continue to work with stakeholders in the coming weeks to develop a wage proposal that makes sense for San Diego. San Diego needs to stand by its workers and lead in the region by developing a comprehensive policy that responds to the needs of its workers. I appreciate the action taken by my colleagues today, and ask for feedback and participation from all San Diegans to craft a responsible proposal for the voters to consider in November, said Council President Gloria.
