The Preamble to The Bill of Rights Congress of the United States begun and held at the City of New-York, on Wednesday the fourth of Mar h, one thousand se!en hundred and eighty nine" THE Con!entions of a number of the #tates, ha!ing at the time of their ado$ting the Constitution, e%$ressed a desire, in order to $re!ent mis onstru tion or abuse of its $owers, that further de laratory and restri ti!e lauses should be added& 'nd as e%tending the ground of $ubli onfiden e in the (o!ernment, will best ensure the benefi ent ends of its institution" RESOLVED by the #enate and )ouse of Re$resentati!es of the *nited #tates of 'meri a, in Congress assembled, two thirds of both )ouses on urring, that the following 'rti les be $ro$osed to the +egislatures of the se!eral #tates, as amendments to the Constitution of the *nited #tates, all, or any of whi h 'rti les, when ratified by three fourths of the said +egislatures, to be !alid to all intents and $ur$oses, as $art of the said Constitution, !i-" ARTICLES in addition to, and 'mendment of the Constitution of the *nited #tates of 'meri a, $ro$osed by Congress, and ratified by the +egislatures of the se!eral #tates, $ursuant to the fifth 'rti le of the original Constitution" ote& The following te%t is a trans ri$tion of the first ten amendments to the Constitution in their original form" These amendments were ratified .e ember /0, /12/, and form what is known as the 3Bill of Rights"3

Congress shall make no law res$e ting an establishment of religion, or $rohibiting the free e%er ise thereof, or abridging the freedom of s$ee h, or of the $ress, or the right of the $eo$le $ea eably to assemble, and to $etition the (o!ernment for a redress of grie!an es"

A!end!ent II
' well regulated Militia, being ne essary to the se urity of a free #tate, the right of the $eo$le to kee$ and bear 'rms, shall not be infringed"

A!end!ent III
No #oldier shall, in time of $ea e be 4uartered in any house, without the onsent of the 5wner, nor in time of war, but in a manner to be $res ribed by law"

A!end!ent IV
The right of the $eo$le to be se ure in their $ersons, houses, $a$ers, and effe ts, against unreasonable sear hes and sei-ures, shall not be !iolated, and no Warrants shall issue, but u$on $robable ause, su$$orted by 5ath or affirmation, and $arti ularly des ribing the $la e to be sear hed, and the $ersons or things to be sei-ed"

No $erson shall be held to answer for a a$ital, or otherwise infamous rime, unless on a $resentment or indi tment of a (rand 6ury, e% e$t in ases arising in the land or na!al for es, or in the Militia, when in a tual ser!i e in time of War or $ubli danger, nor shall any $erson be sub7e t for the same offen e to be twi e $ut in 7eo$ardy of life or limb, nor shall be om$elled in any riminal ase to be a witness against himself, nor be de$ri!ed of life, liberty, or $ro$erty, without due $ro ess of law, nor shall $ri!ate $ro$erty be taken for $ubli use, without 7ust om$ensation"

by law, and to be informed of the nature and ause of the a usation, to be onfronted with the witnesses against him, to ha!e om$ulsory $ro ess for obtaining witnesses in his fa!or, and to ha!e the 'ssistan e of Counsel for his defen e"

8n #uits at ommon law, where the !alue in ontro!ersy shall e% eed twenty dollars, the right of trial by 7ury shall be $reser!ed, and no fa t tried by a 7ury, shall be otherwise re-e%amined in any Court of the *nited #tates, than a ording to the rules of the ommon law"

9% essi!e bail shall not be re4uired, nor e% essi!e fines im$osed, nor ruel and unusual $unishments infli ted"

The enumeration in the Constitution, of ertain rights, shall not be onstrued to deny or dis$arage others retained by the $eo$le"

The $owers not delegated to the *nited #tates by the Constitution, nor $rohibited by it to the #tates, are reser!ed to the #tates res$e ti!ely, or to the $eo$le"
