GUIDELINES FOR THE IMPLEMENTATION OF
ON-STREET CAR SHARE PARKING
INTRODUCTION
This Technical Direction details the minimum requirements for the implementation of dedicated on-
street car share parking.
GENERAL
The Roads & Traffic Authority (RTA) is the legislated organisation responsible for the regulation of
traffic, including parking, on all roads in New South Wales. While the RTA continues to manage the
States classified road network, it has delegated the responsibility for many aspects of traffic
regulation on local roads to local councils. This includes parking.
In preparing these guidelines it has been recognised that car share parking offers an alternative
transport facility that conforms to Government Transport and Environmental Strategies. However,
it is realised that the provision of car share parking is most appropriately limited to local roads and
more specifically to off-road locations, and thus should be dealt with by local councils.
While it is considered that off-road car share parking is the best solution, as it offers much easier
implementation, this Technical Direction specifically offers guidance on the provision of on-street car
share parking which is to be located on local roads. It is also important to note that these guidelines
deal with Origin car share parking only (i.e. parking for car share vehicles at their nominated
storage or home location). Provision of Destination car share parking spaces (i.e. spaces at
sites other than where the car share vehicle is normally stored) is not to be considered.

DEFINITIONS
The following definitions apply to these guidelines:
A car share vehicle is a vehicle made available for use by the members of a car share scheme for
periods commencing with a minimum of 1 hour.
A member of a car share scheme is a person who has paid a joining fee to become a member of
a car share scheme.
A car share scheme is a scheme which provides access to vehicles for its members. A car share
scheme does not have casual non-member users of its vehicles as is the case with car hire or car
rental companies.
GUIDELINES
Community Consultation
Local councils will need to identify community attitudes and needs in relation to the provision of any
on-street car share facilities. Councils should undertake direct community consultation in the form
of an opinion survey. As a minimum, a survey should be undertaken of the residents located in the
street proposed to contain the on-street car share parking spaces but preferably a wider survey
should be undertaken to ensure that a balanced attitude is determined.
Priority of Car Parking Spaces
Councils should formalise an On-street Parking strategy reflecting generic categories of land use
(i.e. shopping strips, residential, other streets) and the prioritisation of kerbside parking allocation.
This strategy could then be used to assist with any discussions with the local community regarding
the allocation of on-street parking for car share.
Bus and taxi zones, loading facility requirements and parking for people with disabilities must always
be the first users allocated on-street parking spaces. In high demand residential districts, resident
parking schemes would be next to be allocated on street parking space. Therefore car share
provisions would need to be provided from unallocated spaces or from reallocating spaces within a
resident parking permit area. In some cases car share schemes could include the use of car share
vehicles by commercial clients, resulting in a demand for car share parking to be included into
commercial precincts.
Under no circumstances are car share parking spaces to be provided in lieu of the
provision of parking restrictions as set out in the RTAs Technical Direction TDT
2002/12 Stopping and Parking Restrictions at Intersections and Crossings.
Location of Car Share Parking Spaces
Councils are to determine the location of any car share parking spaces. In general terms off-street
car share parking spaces are considered to be the most appropriate. However when on-street
spaces are to be provided then the number of spaces should be limited to no more than 5% of the
available parking spaces in any single street or length of road.
NB: Length of road may be a single block.
Ideally these spaces should be located in front of public land (e.g. parks), council or government
premises (e.g. council chambers or libraries) or business premises (e.g. factories), rather than in front
of residential properties.

Council Administration of Schemes
Councils will need to consider all aspects of implementing on-street car share parking, including any
costs incurred (and cost recovery), legal requirements (including insurance and any ACCC
requirements) and Councils role (financial and/or operational).
The following requirements must be met:
Councils must issue the car share company with written authorisation for each vehicle.
In addition councils must issue to the company a means to identify each vehicle. This may
best be accomplished by the use of a sticker which would be attached to the inside left of the
vehicle. Alternatively, the written authorisation must be displayed on the dashboard of the
vehicle if no sticker is issued.
The following information must be shown in the authorisation and on any sticker:
o Council name;
o Registration number of the vehicle;
o Expiration date of the authorisation;
o Location identification (e.g. a unique area or zone number for, or street location of,
the car share space). The location is to be the origin car share parking space (i.e.
the nominated storage or home location of the vehicle);
o Any conditions associated with the authorisation;
o Contact phone numbers for enforcement, especially after hours (see Enforcement
below).
Councils are not to issue more authorisations than car share spaces provided. However
temporary authorisations may be issued when authorised vehicles are removed from the
fleet.
Councils must not issue authorisations for destination car share parking spaces (i.e. spaces
at sites other than the vehicles nominated storage or home location).
Authorisations should be renewed after a period deemed appropriate by the Council. It is
recommended that the renewal should occur annually.
Councils need to monitor the performance of these schemes to ensure both Council and
community expectations are met. Councils must prepare an annual evaluation report on the
effectiveness of their car share schemes.
The evaluation should include details on the level of usage and quantify the environmental
benefits where possible. The car share company must provide Council with details of the
usage and performance of the scheme and other appropriate information to assist Council in
preparing its evaluation report.
A copy of the evaluation report is to be sent to the RTAs General Manager Traffic
Management on completion.
It is recommended that any Council conditions should include the right to cancel any authorisation at
any time.
Signs and markings
RTA policy and NSW Legislation allow an exemption to be granted to No Parking zones.
Therefore car share parking is to be installed as a Preferential Parking Zone via the signposted
authorised vehicle excepted practice. The sign design conforms to AS1742 and RTA guidelines.
No logos are permitted on the sign.

On-street car share parking spaces may be marked in accordance with AS2890.5 On street
Parking. Stencilling within the marked bays may only include the words car share. No logos are
permitted.
Once Council has decided to implement a car share parking scheme and has determined the locality
of any proposed on-street car share parking spaces, the signposting is required to be approved by
Council under the RTAs Delegation to Councils - Regulation of Traffic document. Council should
seek the advice of the Local Traffic Committee (LTC) in the normal manner.
Advertising
There is to be no form of advertising associated with the car share scheme placed on the
infrastructure components or elements of the scheme. This applies to both parking spaces on-street
or within a car park.
Council websites however can nominate a Service Provider contact if Council has entered into a
contractual arrangement.
Enforcement
Enforcement of all car share parking spaces is to be the responsibility of Councils. Councils are not
to rely on the NSW Police for after hours enforcement. Therefore Councils need to either provide
an after hours enforcement call-out capability or an after hours recording service indicating that the
matter will be dealt with on the next available shift. To facilitate this approach Councils are required
to provide contact phone numbers as part of the schemes establishment and are to make it clear to
car share users that the phone number provided must be used. This phone number must be clearly
found on the authorisation and any sticker issued.
As a car share parking space is controlled by a No Parking sign, the usual road rules (Australian Road
Rule 168) apply. However, as indicated on the sign, an authorised car share vehicle is exempted
from the road rules provided that the vehicle is displaying the Councils authorisation or sticker and
it is parked in the space corresponding to that identified on the authorisation or sticker. The
authorisation or sticker must be easily identified for ease of enforcement.
Funding.
The RTAs Traffic Facility Block Grant funds are not to be utilised for the installation of signs and
markings or for future maintenance of any car share scheme infrastructure.
Councils may either recover the administration and implementation costs from the applicant or may
choose to fund the scheme from their own finances.

ACTION
All car share schemes are to be implemented in accordance with this Technical Direction.
UPDATES
To ensure that this Technical Direction and the related guidelines remain current and relevant,
minor updates may be made from time to time. Any updates may be obtained from the RTA website
