Main zones The main centre is Manukau, which is zoned Metropolitan Centre with an 18 storey maximum height limit. This is surrounded by General Business, Mixed Use (which allows for a mix of commercial and residential land uses) and Heavy and Light Industry zones. The most common residential zones are Single Housing and Mixed Housing Suburban. The Special Purpose zone applies to schools and tertiary education facilities in the area. A significant Public Open Space zone in this area is Hayman Park, zoned for Informal Recreation. To the west in the Puhinui Peninsula area, this land is largely zoned Rural Production with some Public Open Space (POS) zones and a Special Purpose Zone (cemetery). Main overlays The Proposed Auckland Unitary Plan aims to provide the right balance in protecting what makes Auckland special, while enabling the new homes, jobs and economic growth that Auckland needs. The plan provides protection through a combination of specific zones for particular areas (as identified above) and overlays on other zones. The main overlays in this area are: Mangere-Puhinui precinct, motorsports sub-precinct (Colin Dale) and the Auckland Airport sub-precinct coastal additional zone height controls natural heritage layers for notable trees and Outstanding Natural Features built environment layers relating to building frontage, Air Quality Transport Corridor Separation, Heavy Industrial Air Quality infrastructure layers relating to arterial roads, vehicle access restriction, designations, aircraft noise, high land transport route noise, the electricity transmission corridor and the Quarry Buffer Area natural resources layers, including indicative streams, aquifers, high-use stream management areas, significant ecological areas, stormwater management areas, and natural hazards (coastal inundation) historic heritage layers relating to historic heritage place/extent and Mori land pre-1944 Building Demolition Control Main changes from draft Auckland Unitary Plan following engagement As a result of community feedback and elected representative input, the following key zoning changes have been made for the proposed plan: to the west of Lambie Drive, part of the Light Industry zone has changed to General Business at the corner bounded by the South-Western motorway and Redoubt Rd, the zone has changed from Metropolitan Centre to Mixed Use; the Additional Zone Height Control for Mixed Use in this area is now 24.5 metres / 6 storeys (compared to 16.5 metres / 4 storeys under the March 2013 draft plan) at the corner of Great South Road and Reagan Rd the area previously zoned Neighbourhood Centre has been changed to Mixed Use Single House zone along Puhinui Rd, with no Mixed House Suburban to the south of Puhinui Road (refer to Aircraft Noise Layer) a change to the split of Countryside Living zone and Rural Production in the Puhinui Peninsula area, sees all land zoned Rural Production (with some exemptions) additional heavy industrial air quality layer applies to the south of Puhinui Road the central area of the Metropolitan Centre previously captured within the Design and Development (Built Environment) Overlay (with heights of 72.5 metres), has been expanded and is defined as the Manukau 2 Business Precinct
