JAMMU, SEP 26: At least twelve people, including a lieutenant colonel of the Indian Army, were killed and four injured in twin terror attacks by a single 'fidayeen' suicide squad in Kathua and Samba districts of Jammu region Thursday morning. An unknown outfit Shohada Brigade, suspected to be Lashkar-e-Taiba's shadow or proxy name, has claimed responsibility for the attack. Sami-ul-Haq , spokesman of Shohada (martyrs) Brigade called up local newspaper offices in Srinagar and told them that three of their boys carried the attacks in Kathua and Samba. Indian Intelligence agencies believe that the Brigade is a nom de guerre of Lashkar-eTaiba, the banned Pakistani terrorist group. Police sources said a suicide squad after attacking a police station in Kathua district, boarded a truck on the national highway and commandeered the driver to arrive at an Army camp in Samba district. The fidayeen killed five Jammu and Kashmir Police personnel at the Kathua police station before striking the second time at 16 Cavalry in Mesar area of Samba. An Army officer identified as Lt Col Bikramjeet Singh and two soldiers were killed in the attack. The gun battle between the fidayeen and the security forces is still going on. No militant outfit has claimed responsibility for the attack yet. Police sources said a group of three to four terrorists barged into the Hiranagar police station of Kathua district, around 60 kilometers from Jammu city, at around 06:45 hours. According to reports, around 30 militants are believed to be holed up in the area and all efforts are being made to flush them out capture them. The security forces have cordoned off the area in over to avoid collateral damage. Troops engaged in the operation, which began on September 24, have reported sighting of 10 to 12 bodies of militants but confirmation about the deaths can be made only after the operation ends, a top Army official said today. "The anti-insurgency operation was started on September 24 and contacts were established with the infiltrating militants at multiple points," the official said. He said based on the pattern of gunfire exchanged with the militants, their number is believed to be more than 30. "The mopping up operation is in progress and we expect to clear up the area in next two to three hours," he said. The official dismissed reports that helicopters were used to target the militants during the operation. "Choppers were only used to airlift the troops from various locations for the operation and not used in the firefight," he added. ROHIT SINGH RANA The terror attack in Hiranagar and Samba reflects the attitude of My India, being run and ruled by a bunch of peace hungry doves who will go to any extent to ensure that Indians get killed with no response in kind. Call it Indian leadership at its worst or something else, one thing can never be doubted and that is the commitment of Indian leadership to continue to face terrorists from the position of weakness. It is unheard of in any historical parlance, that a country of 1.25 billion people and aspiring to be a world power is continued to be bullied and harassed in a brazen manner for decades and we sit pretty still and do nothing. To put salt on the wounded pride of the armed forces our Moun mohan Singh is more than eager to talk to his Pakistani counterpart Nawaz Sharief in New York. The blood of twelve people including officers and Jawans of Indian army has been spilled but the unruffled Prime Minister and his team of advisers led by Oxford educated Salman khursheed will not display the temerity to show some spine if left and stand up to the Pakistani mischief. Indian blood is so cheap that it has no value left in the eyes of Indian leaders who are out to broker ever eluding peace with Pakistan at anycost. A new kind of diplomacy been written by India. Talk from from top down where it ought to have been from bottom up. Talking directly with Nawaz Sharief will do nothing to promote peace. Instead an evironment ought to have been built from the lowest level so that some tangible results, if any could have come forth. But that was not to be, yet the Prime minister wants to talk with Nawaz. Two persons, from once united Punjab are eager to script peace with each other. While Nawaz knows his cards well our leadership has always floundered and when crisis time comes, it displays weakness and timidity. We did the same in Kandhahar highjacking , Kaluchack, 26/11 , Parliament attack and now in Samba and Hiranagar attack, the same tentativeness is displayed. Why and what for is the question that every Indian is asking. There will be no answer to it, especially from the government as it is overly busy trying to make New York meeting look like summit talks, which will have a great effect on normalizing relations with India. Today we are looked as a forgetful and forgiving nation, repeating the same mistakes, falling into honey traps of talks and meetings. India will have to remember that Nawaz Sharief is a wily fox who knew everything about Kargil operations, yet posed as if he was for peace with Atal Bihari Vajpayee, who went to Lahore with fanfare on bus diplomacy tour. Nawaz famously boasted about Pakistans nuclear blasts saying Pakistan ne Bharat ke sath hisab chugta kar liya hai. What will it be called, calumny or treason, while Indian blood was dripping in Hiranagar and Samba, Indian diplomacy was busying itself with finalizing arrangements for the New York summit. There is a strange and astonishing unfolding of events taking place. Sustained firing in Poonch and Rajouri is followed by thirty militants sneaking into Kashmir and then Samba attack takes place. There is pattern in the terror incursions. Hectic preparations are being made in Pakistani terror camps to push in battle hardened Al Badr militants into India with a tacit Pakistani support. Bleed India through thousand cuts, yet India shows peace pipe to Pakistan. Our soldiers are killed, beheaded and then they sneak in to attack a highly sensitive army camp in Samba after killing Police personal in Hiranagar is reflective of our chicken heartedness. The terrorists have sent their message. Indians cannot do anything, we will attack where we like and nobody can stop us. While as the whole nation and its top leadership should have rejected the terror option of Pakistani misadventure on one side, it should have in one voice conveyd to Islamabad that enough is enough and we will not tolerate it any more. MR BEIG WHEN HAD POLITICIANS CREDIBILITY?


It sounds funny from the mouth of one of the most incisive lawyer turned politicians, Muzaffar Hussain Beig saying that the allegations leveled by the former army chief, Gen V K Singh have dented the credibility of the politicians in Kashmir. His statement raises some queries and the most common one is when had the politicians attained credibility. Kashmir is a hazy region and turned murkier by politicians of many hues. Kashmir centric ones, mainstream Kashmir types, fringe politicians and then the separatists, all add to the shrill cacophony of so called Kashmir politics. In this mix of soup where will one find a semblance of credibility? If anybody speaks truth in Kashmir or talks sense, he is dubbed agent of India. Usually all politicians have either been dubbed agents of India or intelligence agencies or even agents of foreign countries There are some politicians who wish to be seen on both sides of the fence. Hunt with the hound and run with the hare is their Mantra for political survival. Beig, one of the ideologues of PDP and great votary of Self Rule will not be able to explain how NCs autonomy or return to pre-1953 position is so different from PDPs Self Rule. Yet a new slogan comes handy to catch the weird fancy of the common Kashmiri. Credibility comes from speaking the truth and talking plain common sense. It comes from championing the cause of diversity and pluralism in simple words. Unfortunately, nobody has done so in Kashmir. The up-gradation and modernization of its various units has turned the 10,000 MT capacity apple juice concentrate plant from manual mode to fully automatic and has thus multiplied its capacity manifold to cater to the requirements of apple growing farmers. Speaking on the occasion, Mr. Bhalla said that Government has initiated various measures to rejuvenate and upgrade the postharvest horticulture sector besides development of hygienic and modern infrastructure according to the needs in this industry. He said fruit industry has great significance in the State economy and large sections of people are associated with this industry and government is working hard to uplift and boost the sector to improve financial conditions of people. On the issue of gratuity to employees and regularization of consolidated drivers who have completed the prescribed period, the Minister said the matter will be taken up and decided in the next board meeting. He also assured the delegation that, he will take up the matter of enhancement in the budgetary support and Plan fund for SRTC with the Planning and Finance Departments. He said the process of up-gradation of SRTC workshops and depots has already been taken up and it will be further expedited.

RANSOO, (SHIV KHORI) SEPT 26: Divisional commissioner Jammu, Shantmanu, who is also the Chairman of Shri Shiv Khori Shrine Board (SSKSB), on Thursday said that the historic cave shrine of Lord Shiva nested in Shivalik hills in Reasi district would be developed as a major pilgrim tourism destination by creating adequate infrastructure for the visiting pilgrims. "The revered place is fast emerging as second largest pilgrim tourist destination after Shri Mata Vaishno Devi Shrine and government was keen to create dependable facilities for the increasing number of the pilgrims reaching here every year", Div Com said here at Ransoo, the base camp of Shiv Khori Shrine , where he inspected the ongoing developmental works. District Development Commissioner, Reasi, Dr Government for further approval. The Div Com was also informed that the number of pilgrims visiting the shrine is increasing day by day and over 126618 pilgrims have paid obeisance this month and 1396593 have visited cave shrine since January 1 to till date. JAMMU, SEPT 26- A meeting of District Level Review Committee/District Consultative Committee (DLRC/DCC) of Jammu district was convened by the Lead District Manager, State Bank of India, Jammu here today under the chairpersonship of Additional District Development Commissioner (ADDC), Jammu, Sushma Chauhan here today to review the performance of banks in regard to achievement under Annual Credit Plan of 2013-14 and also to review the position of deposits, advances and CD Ratio. R. L. Lochan, Lead District Manager informed that the deposits of the district were Rs.19,976 crores and Advance Rs.6,403 crores as on July 30, 2013 compared to Rs. 19,900 Crores deposits and Rs. 6,285 Crores advance as on March ending 2013. The C.D. Ratio of the district is 32.05 per cent, he added. He further informed that under ACP-2013-14, the achievement of banks of Jammu district at the end of first quarter, June, 2013 was Rs. 746 Crores as against the

annual target of Rs. 4519 Crores, achieving 17 percent. The achievement under ACP 2013-14 in Priority Sector was 11 percent and in Non Priority Sector 24 percent. LDM stressed on all the Banks to achieve the Annual Targets allotted to the Banks which will improve the CD Ratio in the district. Regarding KCCs achievements, 62,500 applications were sponsored by the Agriculture Department to Banks, out of which 46,400 cards were issued covering 73 percent sponsored cases. Ms. Chauhan emphasized for achieving cent percent coverage of KCC by the banks in coordination with agriculture department, and instructed the Chief Agriculture Officer, Revenue authorities and Banks to dispose off pending cases as early as possible. She instructed District Social Welfare Officer to arrange for opening of remaining accounts of beneficiaries under various schemes for implementation of EBT / DBT in co ordination with Lead District Manager and participating Banks.

JOHOR BAHRU: India thrashed Korea 6-1 in their penultimate round-robin match to virtually seal their place in the final of the Sultan of Johor Cup Under21 hockey tournament in Johor Bahru on Thursday. The Indian colts scored three goal each in either half at the Taman Daya Hockey stadium to continue their unbeaten run in the six-nation tournament. Clear confusion
The Supreme Court's restraint order on the Aadhaar card project is a setback to the UPA government which conceived it and has been implementing it for the last five years. The court has made it clear that no citizen can be denied the benefits and services of the state for not possessing the card. It has also barred the issuance of the card to illegal immigrants. The court order has revived the many controversies that have surrounded the scheme from the beginning. Differences over the need for and use of the card have existed even within the government. It has spent thousands of crores of rupees on the scheme and has so far covered almost one-third of the population under it. It is a poor reflection on the government if there is no clarity on some basic aspects of the plan even now. There is no legislative backing for the Unique Identification Authority of India (UIDAI) which issues the Aadhaar cards. The enabling draft bill was opposed by a parliamentary committee which suggested many changes about three years ago but the government has not pursued it further till now. The court seems to have taken note of this. If the government thinks there is no need for legislation, why did it bring forward one in the first place? Such confusion marks other aspects of the scheme also. While it has sometimes announced that Aadhaar cards are optional, and not mandatory for availing benefits, some ministries have insisted on linking them to the beneficiaries' bank accounts, as in the case of LPG consumers. The Aadhaar card is claimed to be only a proof of identity, not of citizenship, but there are no strong safeguards against its misuse. There are also widespread concerns over privacy and security of data. These should also be addressed convincingly. The need for a technological tool for effective transfer of benefits to the people cannot be disputed. Direct transfers will minimise wastage and leakage and fraud by eliminating intermediaries. About two crore of the over 14 crore LPG connections in the country are thought to be fake. Some states have much more PDS beneficiaries than their entire population. Apart from effecting large savings for the exchequer the UID scheme can also ensure that the benefits actually reach those for whom they are intended. The court's intervention should prod the government to remove the conceptual, legal and practical deficiencies which have been associated with the scheme now.

INDIA RECLAIMING GLOBAL LEADERSHIP ON CLIMATE CHANGE

When Prime Minister Manmohan Singh launched India's National Action Plan on Climate Change in 2008 and its target to reduce energy intensity, he was hailed as a global leader for taking bold steps to address the issue. More recently, India has received a wake-up call from climate-driven tragedies such as the floods in Uttarakhand and the dire droughts of 2012 and andManmohan Singh is once again returning to a leadership role.Earlier this month, the Indian prime minister joined Chinese President Xi Jinping, US President Barack Obama and the other G-20 leaders to support "full implementation of the agreed outcomes under the United Nations Framework Convention on Climate Change (UNFCCC)" and its ongoing negotiations towards a new UN climate treaty by 2015. India and the other G20 leaders also agreed to support "operationalization of the Green Climate Fund" and to "support...using the Montreal Protocol to phase down the production and consumption of hydrofluorocarbons (HFCs)...," leaving HFCs within the UNFCCC and its Kyoto Protocol for "accounting and reporting of emissions."There are many benefits to India from supporting the Montreal Protocol strategy. First, with India's leadership, it will now be possible to quickly complete the consensus to phase out HFCs, providing the world with significant near-term climate protection through a treaty that never fails.The HFC phase down will avoid the equivalent of 100 billion tonnes of carbon dioxide by 2050 and up to 0.5 C of warming by the end of the century.Second, the HFC amendment will catalyze improvements in the energy efficiency of refrigerators, air conditioners (both stationary and in vehicles), and other equipment using HFCs as refrigerants.This means using less electricity to operate refrigerators and air conditioners, which means lower fossil fuel use and lower carbon dioxide emissions, giving this strategy a double climate benefit. These efficiency gains will save money for consumers and reduce India's import burden of fossil fuels and the current account deficit, a key parameter for India's recent financial crisis.Third, the HFC amendment will reaffirm the principle of "common but differentiated responsibility" for climate protection. This is a central principle for India and indeed all developing countries during all climate negotiations. Simply put, this principle means that all countries must do their part to solve climate change - our common responsibility - but that some have greater responsibility and capabilities to do more, sooner - the differentiated responsibility.All parties to the Montreal Protocol fully follow this principle. Developed countries act first to phase out their production and use of the CFCs and other ozone-depleting gases, while developing countries are given a grace period of several years to continue their production and use. At the end of the grace period, the developing countries are required to take their own actions to phase out controlled chemicals, with the developed countries paying the agreed incremental costs of implementing the transitions to environmentally friendly substitutes in the developing countries.The Montreal Protocol's dedicated funding mechanism was set up with India's diplomatic leadership in 1990, and so far has paid more than $3 billion dollars to developing countries, including

funding to support national ozone offices in all 147 developing countries. The Montreal Protocol's approach to solving the threat to the ozone layer has phased out nearly 100 dangerous chemicals by nearly 100 percent, saving millions of lives and preventing untold other damage to the planet.Fourthly, success with the HFC amendment under the Montreal Protocol will help build the trust and momentum needed to conclude a successful agreement under the UN climate negotiations in 2015. Leadership on climate policy must come from the heads of state, and the leaders of the large economies must work together to pave the way forward for all countries of the world. The agreement by India, China, and the US, along with the other G20 leaders, shows this is possible.Manmohan Singh is now preparing for a bilateral summit with the US and talks with President Obama endSeptember. He has an opportunity to demonstrate his leadership in climate change in a renewed way.This year India is reclaiming its rightful place as a leader among nations for the essential task of protecting our common climate and the future of humanity.

- An open economy is irreconcilable with Indian democracy

The prime minister has of late been on the defensive, and yet not quite. Yes, things are bad on the economic front, exports have dipped, the rupee has crashed and foreigners are taking funds out. But it was worse in 1991: at that point of crisis 22 years ago, the country's foreign exchange holdings had declined to a level worth barely one month's imports; at the present moment, while no doubt we are in sticky waters, our exchange reserves will see us through at least for six months. If the prime minister enjoys a sense of personal satisfaction over this, he is welcome to it, though what about the party he belongs to that has made him what he is today? For the person who was primarily responsible for the mess in 1991 belonged to the Congress too; his name was Rajiv Gandhi. On the day he was sworn in to replace his assassinated mother as prime minister, the country had no trade deficit in the current account; we exported roughly the equivalent of 5 per cent of our gross domestic product, imports too stayed in that neighbourhood; even if it was a sluggish economy, there was no foreign exchange crisis. The new prime minister wanted to change all that. He had no time for the philosophy of economic self-reliance and wanted rapid infusion of foreign goods and foreign technology so as to transform India overnight into another United States of America. The outcome was spectacular. In the four years of his prime ministerial tenure, imports jumped from 5 per cent to over 10 per cent of the GDP. Exports, however, were static at the same level of 5 per cent of the GDP. His immediate successors had to face the consequences of that exuberance. Scoring such debating points are however a waste of time at this juncture. The need is to sit back and do some quiet introspection on the basic issues underlying today's crisis. The recently installed governor of the Reserve Bank of India is reared in the climate of the Washington Consensus and identifies himself with its tenets. He has taken a number of measures to pep up the stock exchanges. Both shares and the rupee have, as a result, rallied back. The outflow of international institutional capital, so-called, has also stemmed. But there is still no escape from the harsh, hard reality: the share market is not the economy. A substantial proportion of the country's population can barely afford the wherewithal to survive even at the minimum level of existence; the prospect of a spur in domestic demand to make up for falling exports is therefore near zero. Financial investors are no fools; given the global slowdown of economic growth, they are unlikely to sink funds in a country where the domestic market happens to be so close to stagnancy. Should the stock exchanges show some signs of revival, a lot of footloose capital will rather pull out of the productive sectors and concentrate on speculative activities. Rejuvenation of the share markets might then further depress GDP growth. Perhaps the country's finance minister and the relatively green RBI governor are not worried on this score, but the prime minister ought to be. His range of experience is certainly wider. That apart, 22 years ago, he had agreed to be the face of the economic 'reforms' that pledged to yank the economy away from one particular historical course and set it out on hitherto uncharted seas. The pre-independence commitment to build a selfsustaining economy, with the public sector at the fore and an overwhelming emphasis on the well-being of hitherto deprived and exploited sections, was abandoned. Open season was declared for big business and foreign capital, all controls, including on external economic accounts, were either relaxed or abolished, protection for the weaker sections was abandoned, free competition was ordained for every sphere. In an unequal society with a horridly skewed assets structure, the free market in no time reduces itself to an unfair market, and what Ratan Tata has euphemistically described as vested interests, corner the opportunities; they also come to exercise de facto control over crucial areas of the nation's decision-making process. The phenomenon is otherwise known as crony capitalism. The prime minister has much to answer for. Some of us who kept protesting in 1991 against the onslaught of economic liberalization had, of course, some immediate worries such as that in the absence of any obvious potential area of export spurt, opening up the system might provide no tangible solution to the external accounts problem. We were equally pessimistic about the entry of foreign capital. Foreign direct investment is kind of a finicky guest: it takes a hard look at the domestic circumstances in the country it is being called upon to get involved in, its overall political climate, the nature of its economic institutions, and, so to say, the general feel. India's administrative structure, for instance, was littered with too many points of decisionmaking. On most of these grounds, China scored over us and, in fact, the accretion of FDI in that country has been consistently more than 25 times larger than in India year after year for the past three decades. In one area India was lucky; the mathematical aptitude of its educated middle class enabled it to break into the global information technology market. Even here, though, the country's policy-makers were inclined to be myopic. They were enamoured by the relatively easy gains from software exports and shunned the more difficult process of developing a parallel line of hardware. We are now paying the price. We have not quite succeeded in coping with the challenge of fluctuating fortunes in the global outsourcing business. China has, again, performed better because it asked its mathematical brains to concentrate on hardware. Besides, the export boom India enjoyed for a while at the dawn of the new venture was much too dependent on conventional lines, shipping out extracted minerals, agricultural raw materials and relatively lowcost semi-manufacturers. Once the deep recession set in in the West, irrespective of whether it symbolizes the long-term crisis of capitalism or not, it has comprehensively capsized India's ambitions for runaway exportbased growth. From the very beginning, the overarching issue has been the structural malady. A country with a huge land mass and carrying the burden of an equally huge population, riven by linguistic, ethnic, religious, inter-caste fissures, and flaunting a supposedly 'free' and open economy that is perseveres with a multiparty democratic apparatus based on adult suffrage, cannot but live dangerously. The government here does not lead, but follows the signals beamed by private enterprise. The situation does not promote either efficiency or growth. The inherent organic inequalities make a mockery of market perfection and encourage monopolization accompanied by crony capitalism. Monopoly, with its stress on profit maximization, does not promote but restricts growth. It expects and receives special dispensations from the government that are costly to the economy, as so glaringly revealed by the Spectrum, coal allocation and natural gas pricing scandals. Domestic prices, in consequence, continue to rise, leading to spiralling inflation. Subsidies, both in an effort to sustain exports as well as to quieten restless segments of the inflation-hit electorate, add to pressure on the budget, prices rise further and, the standard vicious cycle sets in. With exports already wobbling, the global recession deals the final blow. A stunted domestic market cannot compensate for the debacle in exports. The colossal crisis notwithstanding, crony capitalism demands more and more freebies. The government yields, prices keep soaring, the multitude of common people at the receiving end of inflation and joblessness are on the war path. Even when some growth had been taking place, employment did not rise because of accelerated technological shifts. Now that growth is defunct, there is total eclipse of employment, zero economic growth and zero job accretion. High prices and the naked display of luxury and power by elements enjoying the patronization of the corporate sector constitute a deadly combination of circumstances. The outcome is not just economic chaos, but worse - large-scale breakdown in civil administration alongside outbursts of fierce, disorganized violence. People's anger will spew out. It is out, here, there, everywhere, and it can be in any form, linguistic or ethnic or inter-community or inter-caste feud or something else. Are we not fast approaching that state? This is where, dear prime minister, a summing up is called for. Perhaps one of the worst fallouts of economic liberalization is the enfeeblement of the trade union movement. A protest-and-get-sacked milieu disperses organized labour and dissuades major sections of discontented constituents of the middle and working classes from organized protests. It also disables the political Left. Whatever one's verdict on the general political line of the Left, it tried to foster a broad national outlook in judging issues and problems. The two major national parties are in cohorts in their objective to strengthen the citadels of the free economy and crony capitalism. They experience no political opposition, the Left is no longer there, and the regional parties mostly think caste is the only issue worth fighting for. Mass discontent will, nonetheless, explode in fury. It explodes at unpredictable spots on this or that ground. The administration, both at the Centre and in the states, is failing to cope with the phenomenon. Often those in the position of authority do not have the courage or the will to cope, since we still display the insignia of a parliamentary democracy; elections have to be fought and won. Awareness is growing fast of a distinct possibility. To form a government in New Delhi following next year's LokSabha polls, you might badly need the help of a regional party currently in power in a state. Therefore, even where there is clinching evidence of purposive dereliction of duty by a state administration, those in charge in New Delhi will keep mum. Why not say it, the seeds of anarchy were sown in July, 1991; an open, unregulated economy is irreconcilable with our delicate democratic structure; we either re-do our course, or face the prospect of disintegration.

NO THAW IN CHINA
In spite of the impressive record of economic growth, China remains a closed and arcane world. The Middle Kingdom is one where signs and codes still dominate. Therefore, it will not be unfair to see the trial and the swift and exemplary conviction of Bo Xilai as the signifier of other struggles and developments within the prevailing polity of China. Xi Jinping, the new Chinese president and the general secretary of the Communist Party of China, has launched a campaign, with fresh vigour, to eradicate corruption from the corridors of power in China. This is an effort best described as an attempt to clean the Augean stables. Corruption has been rampant within the CPC, as it always is in any closed system. There are no better illustrations of Lord Acton's dictum, "Power corrupts; absolute power corrupts absolutely'', than the communist regimes. The despotism of the CPC is no exception. Bo, before his fall from grace, was an important and powerful figure within the communist party. It is also significant that Bo's trial contained all the trappings of being an "open'' one. Bo was allowed to defend himself and the due processes of law were followed. Selected, but large chunks of the transcripts of the trial were made available on Weibo, the Chinese equivalent of Twitter, so that the people of China could inform themselves about the trial and its proceedings. Some of these features would suggest that the days of the show trials followed by executions and purges - the Moscow trials of the late 1930s were the most telling and appalling examples of these -were a thing of the past in China, the biggest communist country today. But such a conclusion would be hasty. The trial was not free from censorship and the foreign media were kept out of the courtroom. The closed system was not made to open completely but it was a partial and controlled opening. The levers of control remained with the leadership of the party. Bo may not have been given a death sentence (he was given life imprisonment), but according to him, his family was threatened and bullied by the authorities. Reports suggest that the powers that be, in a manner reminiscent of Stalin's trials, did stage manage the proceedings. It is evident that while the economy of China is changing fast, its political system and processes remain entrenched in party despotism.

For enrolment in the project, the NPR Number is asked for. For those who have lost/misplaced the Census 2011 slip, it is very difficult to get enrolled. In a country like India it is doubtful that a hundred per cent enrolment is possible. The Centre as usual may go in for appeal as a sizeable amount has already been spent on the project. Secret funds
since the leakage of the army inquiry report on the army's Technical Support Division, former army chief V K Singh has only further muddied the waters by adding his own controversial remarks in a frustrating bid to steer clear of the controversy.The man whose middle name has come to be a controversy itself first questioned

the logic of having an inquiry report into the secret fund system at disposal of top army officers and now clumsily wraps it up as a traditional practice of paying money 'not as bribe but to earn goodwill of the people'. If it really was about goodwill, why should it have been funded through secret funding system with no system of accountability in the first place? The army already has in place the Sadbhavna schemes for wooing the local public defying the logic of having secret funds and secret schemes for the purpose. It may not be out of place to mention the massive complaints of some of the ill-planned Sadbhavna schemes and also of irregularities that keep surfacing from the rural areas across Jammu and Kashmir. Depending on the vision of the officers posted in their areas, some of these schemes have met with some success, though without the promise of sustainable development or goodwill. If the secret funds were aimed at goodwill operations, what extra were they expected to achieve beyond the cosmetic Sadbhavna measures and why was the entire operation so covert as to rope in NGOs and ministers for generating goodwill that is being sought to be achieved through secrecy and hush-hush manner. MANMOHAN SAYS ATTACKS WONT DERAIL DIALOGUE


FRANKFURT, SEP 26: Says Jammu attack was one more in a series of provocations and barbaric actions by the enemies of peace Strongly condemning Thursday morning's terrorist attack on a police station and Army post in Jammu, Prime Minister Manmohan Singh said this was "one more in a series of provocations and barbaric actions by the enemies of peace." The latest fidayeen strike comes a few days before Dr. Singh's scheduled meeting in New York with Prime Minister Nawaz Sharif of Pakistan and fits a pattern that has become evident in recent years of terrorist groups executing major strikes on the eve of highlevel diplomatic talks as a way of sabotaging the peace process. Expressing his heartfelt condolences to the attacked the United P r o g r e s s i v e Government for "pursuing a weak-need policy towards terrorism." In a statement, BJP president Rajnath Singh said the Prime Minister's upcoming meeting with Mr Sharif should have been called off. The attackers' aim is to provoke a political backlash against dialogue with Pakistan, the official said, adding that he expected they would not succeed this time around. Even as they worked on drafting the Prime Minister' statement early on Thursday morning, PMO officials here took steps to ensure the Congress party's spokespersons also echo the tone and tenor of Dr. Singh's comments, especially the part on not letting terrorists derail the dialogue process.

Mr. Antony conveyed his condolences to the family of an officer and the soldiers killed in the attack, an official statement here said. The minister condemned the dastardly attack by terrorists on Indian security posts in Jammu today (Thursday). He conveyed his heartfelt condolences to the family members of the officers and jawans who were martyred in this despicable attack, the statement said. minister said the Indian security establishment will leave no stone unturned in dealing with the terrorists with a firm hand, the statement added. Armed militants on Thursday attacked a police station in Jammu region and commandeered a truck which they drove into an army camp. Jammu and

families of "the brave army and police officers as well innocent civilians martyred in this cowardly attack," the Prime Minister said India had "firmly resolved to combat and defeat the terrorist menace that continues to receive encouragement and reinforcement from across the border." At the same time, he

also made it clear that his government would not allow terrorists to set the agenda. "Such attacks will not deter us and will not succeed in derailing our efforts to find a resolution to all problems through a process of dialogue," the Prime Minister underlined. On its part, the Bharatiya Janata Party has

Moreover, while many richer States abort female foetuses at a higher rate than some poorer States, once the child is born, many poorer States have a worse record in ensuring her survival, two new sets of data show. Low sex ratios at birth are seen as an indicator of sex-selective abortions. While 2011 Census data provides numbers for sex ratios at each year of age, the sex ratio at birth requires separate calculations. Since Indias birth registration data is patchy, demographers and economists use birth rate trends and apply those to official data. Nobel laureate Amartya Sen, in a recent article for The New York Review of Books, used agespecific mortality rates and applied these to Census data to work out the sex ratio at birth for Indian States in 2011. Using the lowest number among large European countries 935 girls born for 1,000 boys as a standard, he found that there were only 10 major Indian States above this standard, and they were all in the east and south. Pakistanis struggle for food, shelter after earthquake


DALBADI, PAKISTAN: Survivors built makeshift shelters with sticks and bedsheets on Wednesday, a day after their mud houses were flattened in an earthquake that killed 370 people in southwestern Pakistan and pushed a new island up out of the Arabian Sea. While waiting for help to reach remote villages, hungry people dug through the rubble to find food. And the country's poorest province struggled with a dearth of medical supplies, hospitals and other aid. The quake flattened wide swathes of Awaran district, where it was centered, leaving much of the population homeless. Almost all of the 300 mudbrick homes in the village of Dalbadi were destroyed. At least 373 people were also injured, according to a statement from the National Disaster Management Authority, which gave the latest death toll. Doctors in the village treated some of the injured, but due to a scarcity of medicine and staff, they were mostly seen comforting residents. The remoteness of the area and the lack of infrastructure hampered relief efforts. Awaran district is one of the and qualified personnel. Navy geologist Mohammed Danish told the country's Geo Television that the mass was a little wider than a tennis court and slightly shorter than a football field. The director of the National Seismic Monitoring Center confirmed that the mass was created by the quake and said scientists were trying to determine how it happened. Zahid Rafi said such masses are sometimes created by the movement of gases locked in the earth that push mud to the surface. "That big shock beneath the earth causes a lot of disturbance," he said. He said these types of islands can remain for a long time or eventually subside back into the ocean, depending on their makeup. He warned residents not to visit the island because it was emitting dangerous gases. But dozens of people went anyway, including the deputy commissioner of Gwadar district, Tufail Baloch. Water bubbled along the edges of the island. The land was stable but the air smelled of gas that caught fire when people lit cigarettes, Baloch said. Dead fish floated on the water's surface while residents visited the island and took stones as souvenirs, he added. The intention is to allow a greater number of players qualify, a senior official involved with the process of issuing new bank licences said. Any final decision to tweak the guidelines would be taken by RBI, but the external screening committee headed by Bimal Jalan, former RBI governor, is expected to play a crucial role in recommending suitable changes. RBI, in its 'guidelines for licensing of new banks in the private sector', had specified that the initial minimum paid-up equity capital for a bank shall be 500 crore. basis Earlier, this month RBI Governor Raghuram Rajan had said new licences will be issued by the end of January 2014, adding that RBI is also contemplating 'on-tap' issue of licences. Banks will now be able to recover dues through equated monthly installments only when customers are billed regular interest charges. Describing the zero per cent interest scheme as a 'pernicious practice' which deters customer protection and accounting integrity, RBI has said that banks should not resort to any practice that would distort the interest rate structure of a product as this 'vitiates transparency in pricing mechanism' and prevents customers from taking informed decisions. Bankers said RBI has indicated that zero interest loans are a violation of its lending norms which prevent loans below a bank's base rate. Retailers said the directive would deprive aspirational consumers of a facility to acquire goods they cannot otherwise afford and expect that ther depressed this year. Banks said that over Rs 1,000 crore of billings out of the monthly credit card billings of Rs 11,000 crore were coming from purchases billed under EMIs. LUCKNOW, SEPT 26: Applications for the Common Admission Test (CAT) 2013 for admissions to the prestigious Indian Institute of Management(IIMs) and other B-schools across the country have gone down in number. Around 2 lakh candidates applied till a day before the CAT's registration window closes on September 26. Last year, 2.14 lakh candidates had registered for the test. CAT 2013 is being conducted by IIM Indore. The sale of online and traditional vouchers ended on September 24. According to Rohit Kapoor, CAT 2013 convener, 1.16 lakh candidates have bought the online vouchers and nearly 86,000 candidates have purchased the manual vouchers. Total applications should come to around 2 lakh on the last date of registration, said around 5,000 seats. "With less than 10,000 seats across the B-schools that use CAT score, 2 lakh is still a huge number,'' said Kapoor. CAT will be conducted over a period of 20 days - from October 16 to November 11 across 40 cities. Last year, test was held in 36 cities. The number of women appearing for CAT has been increasing steadily - from 53,700 in 2010 to 56,000 in 2011. Last year, more than 60,800 women appeared for CAT. The numbers are expected to go up this year. Additionally, female aspirants are achieving better success on the CAT, with 255 women scoring higher than the 99 percentile in CAT 2012. Apart from the economic slowdown, experts pointed poor placements in IIMs as one of the reasons for shrinking numbers. In few IIMs, only 15-20% students got placement. BARAMULLA, SEPT 26: The 10th North Kashmir Police Sports Festival took off on Thursday with a colorful start. It seems nothing is going right for the university - one of its academic partners fails to honour a financial agreement, recruitments are stalled, student fellowships and courses get scrapped and seats lie vacant. A clear picture of the varsity's problems emerged at the academic council meeting held last week. In the meet which lasted for about two hours, vice-chancellor Ramakrishna Ramaswamy was asked to explain the status of a deal struck with Dr Reddy's lab in 2004 concerning the Institute of Life Sciences, which has come up on the university land as part of a public-private partnership programme. The institute has not paid the dues to the tune of Rs 3 crore to the varsity so far, it was alleged. The meeting concluded with the VC agreeing study". The varsity has arbitrarily planned to elevate two of the eight centres, including University Centre for Earth and Space Sciences and Centre for Neutral and Cognitive Sciences, into schools, a decision which was questioned in a recent academic council meeting. Senior faculty members say the university has gone back on a lot of its promises. Even the non-teaching staff is up in arms as the university administration is not honouring a commitment to build a housing project for which 60 acres of land was allotted in 2010. The university, sources said, is also under pressure to implement correctional measures to prevent suicides on campus. The university is yet to hold an academic council meeting on Wednesday as the previous one had to be abandoned due to infightings, sources said. "The administration should not just listen to people's problems, it should also implement resolutions for the benefit of the varsity community," a senior faculty member said. Vice-c han cel lor Ramakrishna Ramaswamy in a written communication with reporters explained that "the financial arrangements between the ILS and the university will be complied as per the MoU and we are monitoring this." On issues of faculty recruitment, he wrote individuals approaching courts is not unusual as several academic institutions are facing similar cases. The scholarship programme is restricted only to needy students "as per the recommendation of a committee appointed by university," Ramaswamy said. The centre will be officially launched at Amritapuri on Thursday as part of the threeday Amritavarsham 60, the 60th birthday celebrations of Mata Amritanandamayi, also known as the "hugging saint". The new centre will engage in academic research and extension activities focused on spiritual, social and cultural development and awareness, the MAM spokesperson said. Uttar Pradesh to recruit 10,000 teachers


LUCKNOW, SEPT 26: The Uttar Pradesh government will recruit 10,000 teachers for its basic education schools, an official said on Thursday. The recruitment process would begin October 15, and would be completed by December 15. The orders were issued by Basic Education secretary Niteshwar Kumar late Wednesday. People eligible for the posts would be selected from special BTC (basic training certificate), the Urdu equivalent of BTC and those who have passed the TET. The basic education council has been directed to complete the process of appointing teachers within two months of the start of the drive and prepare a time table accordingly, officials said.

CBSE plans to set up new centre in Gulf


CHENNAI, SEPT 26: The Central Board of Secondary Education (CBSE) plans to set up a new centre forschools in the Gulf to provide better services to students there. "The centre will most likely be in Dubai since it has the largest concentration of CBSE schools in the Gulf," said CBSE chairman Vineet Joshi. A sub-regional office would be opened in the Gulf region within three months as the first step, said Joshi. He said the board would start accreditationfor all affiliated schools by sending inspecting teams from India to the Gulf every five years. Two assessors from one of the 12 private agencies selected by the board and one CBSE observer will evaluate the school for two days, and their list of recommendations will be examined by the board. "It will be compulsory for all CBSE schools to get accredited. Schools that fail to receive an accreditation will be given one chance, failing which their CBSE affiliation will be revoked," said Joshi. Human resource development minister M M Pallam Raju, who was speaking with school principals in Dubai via teleconference after inaugurating a two-day workshop for the CBSE schools there, made the formal announcement.
