What Do The New Settings Do?
What do the email security settings do?
Settings allow you to create policies to filter messages based on word lists or predefined sets of words, phrases, text patterns, or numerical patterns. You choose whether these messages are rejected or delivered. You also have the option to notify others when filters are triggered. Policies are configured for an organization. All the users in that organization are subject to the policies of that organization.

Description
Email policy or filter based on word lists that you create in the Google Apps control panel. You choose whether messages containing certain words (obscenities, for example) are rejected or delivered. You have the option to notify others when the filter is triggered. Email policy or filter based upon predefined sets of words, phrases, text patterns, or numerical patterns. Content Compliance filters scan messages for content that matches one or more of the rules that you set within the policy. You can choose whether these messages are rejected or delivered. You have the option to notify others when the filter is triggered. Restrict who your users can exchange mail with. You list the domains that your users are allowed to exchange email with. They can send mail to or receive mail from only email addresses at the listed domains. For example, a school might want to allow its students to exchange mail with the faculty and other students, but not with people outside of the school. Also known as the "Walled Garden" affect and configured as an Advanced tools setting.

To restrict email delivery for an organization:

Classic Priority Inbox Important First
Description
This is the default inbox style most people are used to. In the Classic inbox, messages are ordered chronologically, with your most recent email at the top. Important and unread messages appear at the top of your inbox, then starred messages, then everything else. Each section can be customized further, so you can create your own inbox style. This style puts important mail at the top of the page (both read and unread messages). Everything else is in its own section at the bottom of your inbox. You may have noticed that we turned on importance arrows for everyone a few weeks ago; this inbox style separates messages with these arrows from those without. Simple: unread mail at the top; everything else at the bottom. Starred messages at the top; everything else at the bottom.
