A. General Information
This project entails acquiring a new information system for Wentworth Institute of
Technologys human resource department. The new system will be implemented through a joint
team of the vendor and Wentworth Institute of Technologys Information Technology
department. The secretariat of the project is Cindy Stevens for the proponent (Human Resource
and Information Technology departments). This article was prepared by Kyle Romich, Joseph
Mottiqua, Lauren Ruggles, Michael Kavalchuk, and Khalil Chehab.

B. Executive Summary
1

As of now the Human Resources Department at Wentworth Institute of Technology does not
have an automated HR system. Our task is to find the best possible system to put in place so that
the HR department can operate more efficiently than they are at this given moment. We are
focusing on a system that is either cloud based or in housed based. The price of the system will
be a big focus point since Wentworth is a small school. Our goal is to meet HR requirements to
meet their business needs. These factors are the most important and will be taken into our
closest considerations while searching for a system. When this is all said and done Wentworth
will have a new HR system that will help them run way more efficiently than they currently are.

1. Business Problem
What is the most functional Human Resources system for the Department of Technological
Services to implement to keep track of faculty and staff data?
Problem: Currently Wentworth Institute of Technology has no way to track human resource
information along with data and results based off of that. They want to be able to analyze the
data and provide cost-savings for the school while also allowing WIT to increase the quality of
how they manage their faculty and staff.
2. Project Business Objectives
The new human resources system should have the ability to perform multiple functions with a
clean, versatile user interface. The main functions that this system should have are that it
should be able to track all faculty information that includes birth date, contact information,
start date, classes taught, what department they are in, salary information, whether they
adjunct/full time, plus the ability to add various specifications to faculty profiles. This system
should also be able to properly define the management structure in order to clearly
communicate up and down the management chain. This system would also ideally be able to
have options to include a payroll system that can easily import payment information into the
payment process. Lastly, it is essential that this system be cloud based so that we do not have
to rely on maintaining our own servers, it increases the ease of access to the system, will
provide us with real-time reporting, will be easy to upgrade, and provide us with cost savings.

C. Assumptions
Assumptions are statements taken for granted or accepted as true without proof. Assumptions are made in the
absence of fact. List and describe the assumptions made in the decision to charter this project.

The assumptions the new Human Resources Interface are as followed:


1. We assume that Human Resources would like to have all their information more
organized as it currently is. We need to gather the information to help sort and file this
information via the cloud or an in house system.
2. We assume that cost is an issue for a small school such as Wentworth. We need to
search for a well priced system to integrate into our current banner. A cloud based system or an
in house interface would fit both models.
3. We assume Wentworths system now will support a cloud system. We will have to
search into what systems are supported by the system that is in place now.
4. We assume what system we pick will support all of the tasks that Human Resources
need to operate efficiently. We will pick a system that goes long these guidelines so that the
department runs smoothly.
D. Project Description, Scope and Management Milestones
1. Project Description
Describe the project approach, specific solution, customer(s), and benefits. The Project Description is located in
the Project Proposal, Section C.

This project proposes to find a better alternative to the current Human Resource System which is
manual, is in place at Wentworth Institute of Technology. We plan to talk with multiple vendors to
determine the best solution for this situation. Our solution is a technology that is efficient while
also provides a user-friendly interface for all people. We believe that this technology will provide
great cost savings for Wentworth. Also we believe that this will allow Wentworth to keep and
maintain valuable professors.
2. Scope
The Project Scope defines all of the products and services provided by a project, and identifies the limits of the
project. In other words, the Project Scope establishes the boundaries of a project. The Project Scope addresses the
who, what, where, when, and why of a project.

Project Scope
The new human resource system should be contained to meet Human Resource and Human
Resource community needs. Effectively these needs are performance evaluations, hiring,
tracking personnel information, and clearly defining management structures. This system must
integrate into banner on site or cloud. Ideally the system should have completed
implementation by June 30 2016. This is because the human resources department currently
operates using manual processes and excel spreadsheets. In order to make these tasks more
efficient and secure the information, and automated contemporary system is necessary.
3. Measurements of Success
This technology must provide a cheaper alternative in the long-run to the
current system at WIT.
This technology must be able to get implemented in 6 months or less.
50% adoption rate by the time of implementation.

E. Project Authority
Describe the authority of the individual or organization initiating the project, any management constraints,
management oversight of the project, and the authority granted to the Project Manager.

1. Authorization
Name the project approval authority that is committing organization resources to the project. Identify the source of
this authority. The source of the approval authority often resides in code or policy and is related to the authority of
the individuals position or title.

The project approval authority is Professor Cindy Stevens.


2. Project Manager
Name the Project Manager and define his or her role and responsibility over the project. Depending on the
projects complexities, include how the Project Manager will control matrixed organizations and employees.

The project manager is Kyle Romich. His role is to make sure each group member is keeping
their part of the project up-to-date and on time to the project schedule. keeping their part of the

Human Resources to try to incorporate them into the project as well. He is also in charge of
talking with possible vendors to discuss the options and determine if that technology is suitable
for our needs.
F. Project Organization

organization that begins with the project sponsor and includes the project team and other stakeholders.

2. Organization Description
Describe the type of organization used for the project team, its makeup, and the lines of authority.

This organization is a group project for a class so it is a non-profit. Its makeup consists of a
professor who is the authority in approving all aspects of the project and we have a project
manager who is in charge of making sure everything is completed on time. The other project
members are the people who make sure each and every aspect of the project is covered.
G. Signatures
The Signatures of the people below document approval of the formal Project Charter. The Project Manager is
empowered by this charter to proceed with the project as outlined in the charter.
