MISSION STATEMENT & OBJECTIVES

(1)

To assure a FIRE SAFE OKLAHOMA by


supporting adoption and enforcement of
modern fire codes, ordinances and state
statutes, thus assisting all fire marshals in the
conduct of their professional activities.

(2)

To assure a FIRE SAFE OKLAHOMA by


informing and educating the citizens of
Oklahoma on methods and ways to prevent
death, injuries and property loss due to fire,
and unite for mutual benefit of those officials
engaged primarily in the prevention of fire.

(3)

To assure a FIRE SAFE OKLAHOMA by


bringing to justice those who willfully and
maliciously set fire to their own property and
the property of others and unite for mutual
benefit those officials engaged primarily in
the investigation and control of arson.

(4)

To assure a FIRE SAFE OKLAHOMA


through the sharing of technical expertise and
training to enhance professionalism and to
correlate the activities of the fire marshals
toward the reduction of fire waste.

OKLAHOMA
SCHOLARSHIP AWARD PROGRAM
The Fire Marshal's Association Of Oklahoma, in an endeavor to support technical
training in fire prevention and related fields, is offering a $500.00 scholarships to
individuals enrolled in an approved fire prevention curriculum. Through this
program it is the Association's hope that eligible students, in need of financial
assistance, will not be denied the opportunity to study and pursue a career which
will contribute to a reduction in loss of life and property due to fire.
Scholarships will be offered to those students who can demonstrate a need for
financial assistance, have maintained a reasonable grade point average through
high school and post high school training, and who demonstrate a commitment to
work toward a Fire Safe Oklahoma.
Students who are interested in this program must submit an application. The
Scholarship will be awarded at the Fire Marshals Annual Conference. Students
who are considered will be notified by mail and may be requested to schedule a
personal interview for additional screening.
The scholarship program is especially designed to assist those who are planning
careers in fire prevention and related fields. It may be used for fall, spring or
summer semesters at any accredited college. However, a student may only apply
for one scholarship per calendar year.
Applicants shall submit a type written application with the following information:

Article I
Name

Section 1.The name of this organization shall be the Fire Marshals Association
of Oklahoma.
Section 2.This organization is formed as a Chapter of the Fire Marshals
Association of North America (Chapter number seven), subject to the
'Regulations for Chapters' as adopted by Fire Marshals Association of
North America and the National Fire Protection Association.

Article II
Objective
Section 1.The objectives and purposes of the Fire Marshals Association of
Oklahoma shall be as follows:
(a) To assure a FIRE SAFE OKLAHOMA by supporting the
enforcement of modern fire codes, ordinances and State Statutes, thus
assisting all fire marshals in the conduct of their professional activities.
(b) To assure a FIRE SAFE OKLAHOMA by Informing and educating
the citizens of Oklahoma on methods and ways to prevent death,
Injuries and property loss due to fire and unite for mutual benefit
those officials engaged primarily in the prevention of fire.
(c) To assure a FIRE SAFE OKLAHOMA by bringing to justice those
who willfully and maliciously set fire to their own prop" and the
property of other and unite for mutual benefit those officials engaged
primarily in the Investigation and control of arson.
(d) To assure a FIRE SAFE OKLAHOMA through the sharing of
technical expertise and training to enhance professionalism and to
correlate the activities of fire marshals toward the reduction of fire
waste.

Article III
Officers and Board Members

Section 1.The offices of the Fire Marshals Association of Oklahoma shall be:

Secretary/Treasurer

Section 2.The Board of Trustees shall consist of the Officers and seven (7) Board
members, one of whom shall be the Immediate Past President. '
Section 3.President - It Shall be the duty of the President to preside at all
meetings, to enforce all regulations relating to the administration of the
Fire Marshals Association of Oklahoma and shall appoint the
Secretary/Treasure with approval from the board.
The President-shall call -meetings of the Association or Board of
Trustees when deemed necessary to the efficient operation of the
Association or when requested to do so by a majority of the Board of
Trustees, or by twenty-five (25) members.
Section 4.Vice-Presidents - In the absence of the President, the First Vice
President or, in the First Vice President absence, the Second Vice
President shall have all the powers and prerogatives of the President.
Section 5.Secretary/Treasure - It shall be the duty of the Secretary /Treasurer to
record the proceedings of all meetings of the Fire Marshals Association
of Oklahoma and the Board of Trustees and shall distribute summary
minutes of all regular and special meetings of the Association to all
members, but shall not have voting privileges.
Section 6.The President and Chapter Representative of the Marshals Association
of Oklahoma shall be members in good standing with the Fire Marshals
Association of North America and the National Fire Protection
Association.
Section 7.Ex-officio Members of the Board of Trustees. All Past Presidents shall
be Ex-Officio Members of the Board of Trustees. Ex-officio members
shall have the privilege or attending and participating in all meetings of
the Board of Trustees, but shall not have voting privileges in such
meetings.
Section 8.The secretary/treasurer shall conduct such correspondence and shall
issue such notices of meetings as may be required or directed by the
President or the Board of Trustees. The -, secretary/treasurer shall
publish periodically and distribute to members bulletins or newsletters
containing items of professional interest and value, and recording
significant developments in the affairs of the Association and its
members.
The secretary/treasurer shall keep a register of the members of the
Association and of all other fire marshals whose appointment is known.
A membership list shall be forwarded to all members of the Association
at least annually.
The secretary/treasurer shall collect membership dues, in the amount
set by the membership from all members, maintaining a checking

account in the name of the Association, keeping an accurate record of
all transactions and making all such records available to the Board of
Trustees for review.

Article IV
Membership
Section 1.There shall be two classes of membership: Regular Member and
Associate Member. The following qualifications shall apply to the two
classes of memberships:
(a) Regular Member - the full-time salaried government or volunteer
fire service officials with statutory responsibility for the prevention of
fires through the enforcement of laws or regulations, property
inspection, fire safety education or the investigation of fires, are
eligible for membership.
(b) Associate Member - the part-time or non-salaried legally designated
officials of a county. municipality, or quasi-municipality authorized
and obligated by public law or lawful ordinance with the duty of fire
prevention through property Inspection, enforcement of fire, laws and
regulations and public education, or who may be charged with the duty
of investigating the cause and origin of fires.
The Individual who was previously a regular member but cannot now
qualify due to change in assignment or retirement.
The Individual motivated to support the objectives and technical
programs of the Fire Marshals Association of Oklahoma or otherwise
prompted to benefit by and contribute to the work of the Fire Marshals
Association of Oklahoma, shall be eligible to become an Associate
Member.
Section 2.Associate Members shall enjoy membership privileges as determined
from time-to-time by the Board of Trustees of the Fire Marshals
Association of Oklahoma. Associate Members shall not hold an
elective office nor vote in the affairs of the association.
Section 3.Honorary Life Membership may be conferred upon any member of the
Fire Marshals Association of Oklahoma retiring from office after ten
(10) or more years service as a state, county or municipal fire marshal,
and who has rendered outstanding service to the Association; and to
any other persons who have distinguished themselves by outstanding
service In the fields of fire investigation or fire prevention and by
exceptional service to the Association. Nominations for Honorary Life
Membership shall be submitted in writing to the Secretary/Treasurer at
least sixty (60) days prior to any annual meeting. A favorable report by

the Board of Trustees and a majority vote of the association at any
meeting shall be necessary to elect.
Section 4 Dues for membership to the Fire Marshals Association of Oklahoma
shall be determined by the majority vote of the membership attending
the annual meeting.
ARTICLE V
Meetings
Section 1.There shall be two regular meetings of the Fire Marshals Association of
Oklahoma: The annual meeting, as provided In the Constitution and
By-Laws, and a conference meeting, which shall be held each year
during the Fall. The conference meeting shall be held at such time and
place as the Board of Trustees shall decide.
Section 2.Special meetings may be called by the President and shall be called by
the President at the request of the majority of the Board of Trustees, or
of twenty-five (25) members. Notice of special meetings shall be sent
to each member at least ten (10) days In advance of the meeting date.
Section 3. In order to transact business at any meeting of the Association, at least
fifteen (15) members shall be present. A majority of the Board of
Trustees shall constitute a quorum of said board.
ARTICLE VI
Nominations and Election of officers and Boar Members
Section 1. There shall be a Nominating Committee chaired by one of the most
recently elected Executive Board Members and including two
additional members at-large who shall be named by the President and
from the membership and shall not be members of the Executive
Board.
Section2. The nominating committee shall present a slate of officers and board
members at the final session of the Annual Meeting for the following
offices:
- President
- First Vice-President
- Second Vice-President
- Secretary/Treasurer
- Seven Board Members
(Of the seven Board Members, One of whom shall be the Past -President)

Section 3.Any members of the Fire Marshals Association of Oklahoma may


make additional nominations from the floor. All nominations shall be
limited to regular members who have attended at least two annual
meetings.
Section 4. Officers, shall be elected at the annual meeting of the Fire Marshals
Association of Oklahoma, and shall serve for one year or until their
successors are elected. Officers may serve no more than two successive

terms in any one officer position. In the case of vacancy of office, the Board
of Trustees shall have the power to fill the same until the next annual
meeting.
Section 6.Board Members shall be elected at the annual meeting of the Fire
Marshal's Association of Oklahoma. Two Board Members shall be
elected for a three-year term, two Board Members shall be elected for a
two-year term and two Board Members shall be elected for a one-year
term. Each year thereafter, two new Board Members will be elected for
a three-year term to replace the two one-year Board Members. In case
of a vacancy of office, a new Board Member shall be elected at the
annual meeting to serve out the remaining term of the vacancy.
Section 6.Election shall be by ballot only when there is a contest for office.
Where there is no contest for office, the Secretary/Treasurer may be
directed to cast one ballot for the slated nominated.
In the event of balloting, three tellers shall be appointed by the
President to receive the ballots for each officer and candidates for
Board Members. They shall canvass the ballots so cast and announce
the results to the presiding officer, who thereupon shall declare the
members receiving a plurality of the votes cast, as being elected to the
respective offices.

Article VII
Rules of Order
Section 1.The rules of parliamentary procedure as laid down in Robert's Rules
of order Revised, shall govern all meetings of the Fire Marshals
Association of Oklahoma.

Article VIII
Standing Committees
Section 1.The President, with concurrence of the Board of Trustees, shall
establish the following standing committees:
Education/Training Committee
Finance Committee
Fire Investigation/Arson Committee
Fire Prevention/Code Enforcement Committee
Hazardous Materials Committee
Juvenile Fire setter Committee
Legal Advisory Committee
Membership Committee
Nominating Committee
Oklahoma Fire Incident Reporting Committee

Public Relations Committee
Research & Development Committee

Section 2.Additional standing committees may be authorized at any meeting of
the Board of Trustees.

Article IX
Annual Meeting
Section 1. The Annual Meeting of the Fire Marshals Association of Oklahoma
shall be held on the date and time set by the Board of Trustees. The
annual meeting is open to all members for the purpose of election of
officers, election of board members, and election of chapter
representative. reports of officers and standing committees, finalization
of required reports to the Fire Marshals Association of North America
and for conducting regular business.
Section 2.Other business of the Association may be conducted at any regular or
special meeting of the Association.
ARTICLE X

Chapter
Section 1.The Fire Marshals Association of Oklahoma Chapter shall be an
approved Chapter of the Fire Marshals Association of North America.
Section 2.Membership:
(a) Chapter Member: Any member or associate member of the
Fire Marshals Association of North America or any person who
meets the requirement to be a Member or Associate Member of
the Fire Marshals Association of North America.
(b) Chapter Associate Member: Any member meeting the
qualifications of the Chapter.
Section 3.The President and Chapter Representative shall be members of the Fire
Marshals Association of North America.
Section 4.Chapter Representative - the Fire Marshals Association of Oklahoma
shall elect from their membership, at least each three (3) years, a
Chapter Representative who will represent the Oklahoma Chapter at
regular Fire Marshals Association of North America meetings. The
Oklahoma Chapter representative shall be a regular member or
associate member of the Fire Marshals Association of North America.
When an elected chapter representative is unable to attend Fire
Marshals Association of North America meetings, the Board of
Trustees may designate an alternate to carry out those duties.
Section 5.The Secretary/Treasurer shall submit to the Fire Marshals Association
of North America's Executive Secretary, prior to February 1st of each
year, the following reports.

Section 7. Chapter Review - The Fire Marshals Association of North American's
Executive Committee shall review the Fire Marshals Association of
Oklahoma's reports and activities at least annually. The Executive
Committee may suspend or terminate chapter charters for cause or
place any chapter on a probation status. A report on each chapter shall
be presented at the Fire Marshals Association of North America's
Annual Meeting by the Chapter Review Committee.
Section 8.This adopted Constitution by the Fire Marshals Association of
Oklahoma
hereby affirms that the Fire Marshals Association of Oklahoma and its
Board of Trustees, is totally responsible for its own financial
obligations and financial responsibilities. It is further agreed that the
Fire Marshals Association of Oklahoma Chapter will in no way hold the
Fire Marshals Association of North America or the National Fire
Protection Association responsible for any or part of its financial
obligations.

ARTICLE XI
Ratification
Section 1. The Constitution and By-Laws shall be submitted to all members and
shall be ratified by a majority of the members voting.

ARTICLE XII
Amendments
Section 1.Amendments to the Constitution and By-Laws of the Fire Marshals
Association of Oklahoma shall be made only at an annual meeting by a
two-thirds vote of the members present, with the voting limited to
regular members. No proposition to amend shall be acted upon unless
written notice thereof has been given to the Secretary/Treasurer at least
sixty ((60) days prior to the meeting. A copy or summary of such a
proposition shall be sent to every member of the Association at least
thirty (30) days before the date of the next annual meeting at which
time the amendment is to be voted upon.

ARTICLE XII
Dissolution
Section 1.The Fire Marshals Association of Oklahoma may be dissolved only by
action of the Executive Committee of the Fire Marshals Association of
North America and the Board of Directors of the National Fire
Protection Association. Action may be initiated by said Executive
Committee or in response to a petition from the Fire Marshal
Association of Oklahoma. A dissolution shall be made only at an
Annual Meeting of the Fire Marshals Association of North America.
Section 2.A petition for dissolution to be voted on by the members of the Fire
Marshals Association Oklahoma shall be made only at an Annual
Meeting by a two-thirds vote of the members present. No proposition
for dissolution shall be acted upon unless written notice thereof has
been given to the Secretary/Treasurer at least sixty (60) days prior to
the meeting. A copy or summary of such proposition shall be sent to
every member of the Fire Marshals Association of Oklahoma at least
thirty (30) days before the date of the next annual meeting at which
time the petition is to be voted upon.

Article XIV
Use of Name & Logo
Section 1.The Fire Marshals Association of Oklahoma does not grant permission
to any Person, organization or member to use the Fire Marshals
Association of Oklahoma name and/or logo on any business card,
stationary, advertisement or on any product without the written
approval of the Executive Committee.

FORWARD
Honesty, justice and courtesy form a moral philosophy which, associated
with interest among men and women, constitutes the foundation of ethics.
The fire marshal recognizes such a standard, not in passive observance, but
as a set of dynamic principles guiding his or her way of life. It is his or her
duty to practice his or her profession according to this Code.
As a keystone of professional conduct in integrity, the fire
marshal will discharge his or her duties with fidelity to the public and to his
or her associates, and with fairness and impartiality to all. It is his or her
duty to Interest him or herself in public welfare and to be ready to apply his
or her special knowledge for the benefit of mankind. He or she should
uphold the honor and dignity of his or her profession and also avoid
association with any enterprise of questionable character. In his or her
dealings with fellow fire marshals, he or she should be fair and tolerant .

PROFESSIONAL LIFE
Section 1.The fire marshal will cooperate in extending the effectiveness of
his or her profession by interchanging information and
experience with other fire marshals and by contributing to the
work of other persons, professions, schools and the press.
Section 2.He or she will not advertise his or her work or merit in a selflaudatory manner, and lie or she will avoid all conduct or practice
likely to discredit or do injury to the dignity and honor of his or
her profession.
Section 3.He or she will recognize his or her badge of office as a symbol of
public faith and accept it as a public trust to be held as long as he
or she is true to the ethics of his or her office.
Section 4.He or she will enforce the law courteously and appropriately
without fear or favor, malice or ill will, never implying
unnecessary force and never accepting gratuities.

RELATIONS WITH THE PUBLIC


Section 5.The fire marshal will endeavor to extend public knowledge of fire
protection and will discourage the spreading of untrue, unfair and
exaggerated statements regarding fire protection.

Section 6.He or she will avoid any endorsement of any specific product,
trade names or company.
Section 7.He or she will have due regard for the safety of life and health of
the public and employees who may be affected by the work for
which he or she is responsible.
Section 8.He or she will express an opinion only when it is founded on
adequate knowledge and honest conviction while he or she is
serving as a witness before a court, council, commission or other
tribunal.
Section 9.He or she will not issue ex parte statements, criticisms or
arguments on matters connected with public policy, which are
inspired or paid for by private interests, unless he or she indicates
on whose behalf he or she is making the statement.
Section 10.He or she will refrain from expressing publicly an opinion on a
fire protection subject unless he or she is informed as to the facts
relating thereto.
Section 11.He or she will act with fairness and justice with the public when
dealing with fire protection. He or she will never act officiously
or permit personal feelings, prejudices, animosities or friendship
to influence his or her decisions,
Section 12.He or she will disclose no information concerning the business
affairs or technical processes of the public without their consent.
RELATIONS WITH EMPLOYERS
Section 13.The fire marshal will act in professional matters for his or her
employer as a faithful agent or trustee.
Section 14.He or she will make his or her status clear to his employer
before undertaking an engagement if he or she may be called
upon to decide on the use of inventions, apparatus or any other
thing in which he or she may have a financial interest.
Section 15.He or she will guard against conditions that are dangerous or
threatening to life, limb or property on work for which he or she
is responsible or, if he or she is not responsible will promptly call
such conditions to the attention of those who are responsible.
Section 16.He or she will present clearly the consequences to be expected
from deviations proposed if his or her judgment is overruled by
non-technical authority in cases where he or she is responsible for
the adequacy of fire protection work.

Section 17.He or she will engage, or advise his or her employer to engage,
and he will cooperate with other experts and specialists whenever
the employer's interests are best served by such service.
Section 18.He or she will not accept compensation, commissions or
allowances, directly or indirectly, from contractors or other
parties dealing with his or her employer in connection with work
for which he or she is responsible.
Section 19.He or she will not allow an interest in any business to affect his
or her decision regarding work for which he or she is employed
or which he or she may be called upon to perform.

RELATIONS WITH OTHER FIRE MARSHALS


Section 20.The fire marshal will endeavor to protect all members of the fire
protection profession collectively and individually from
misrepresentation and misunderstanding.
Section 21.He or she will take care that credit for fire protection work is
given to those to whom credit is properly due.
Section 22.He or she will uphold the principle of appropriate and adequate
compensation for those engaged in fire protection, including
those in subordinate capacities, as being in the public interest and
maintaining the standards of the profession.
Section 23.He or she will endeavor to provide opportunity for the
professional development and advancement of those in his or her
employ.
Section 24.He or she will not injure, directly or indirectly, the professional
reputation, prospects or practice of another fire marshal.
However, if he or she considers that a fire marshal is guilty of
unethical, illegal or unfair practice, he or she will present the
information to the proper authority for action.
Section 25.He or she will exercise due restraint in criticizing another fire
marshal's work in public, recognizing the fact that the societies,
the association and the technical press provide the proper forum
for technical discussions and criticisms.
Section 26.He or she will not become associated in responsibility for work
with persons who do not conform to ethical practices.

QUALIFICATIONS FOB MEMBERSHIP


FOR THE
FIRE MARSHALS ASSOCIATION OF OKLAHOMA
The Fire Marshals Association of Oklahoma is a Chapter of the Fire Marshals
Association of North America, which is a section of the National Fire Protection
Association. It is a group of fire marshals, heads of fire departments, heads of fire
prevention bureaus, fire investigators and their staff. Regular membership is open to
those officials holding the positions named who work for a federal, state, county,
town, city, municipality or a fire protection district, and to who the responsibility for
fire prevention or investigation has been assigned by law or delegated by the chief of
the department. Associate membership is also open to those who support the Fire
Marshals Association of Oklahoma as described below.
REGULAR MEMBER
The full-time salaried government and/or volunteer fire service officials with
statutory responsibility for the prevention of fires through enforcement of laws or
regulations, property inspection, fire safety education, or the investigation of fires are
eligible for membership.
ASSOCIATE MEMBER
(1) The part-time or non-salaried legally designated officials of a county,
municipality, or quasi-municipality authorized and obligated by public law or lawful
ordinance with the duty of fire prevention through inspection, enforcement of fire
laws and regulations and public education, or who may be charged with the duty of
investigating the cause and origin of fires.
(2) The Individual who was previously a Regular Member but cannot now
qualify due to change in assignment or retirement.
(3) Individuals, motivated to support objectives and technical programs of the
Fire Marshals Association of Oklahoma or otherwise prompted to benefit by and
contribute to the work of the Fire Marshals Association of Oklahoma, shall be
eligible to become an Associate Member.
Associate Members shall enjoy membership privileges as determined from
time-to-time by the Executive Committee of the Fire Marshals Association of
Oklahoma. Associate members shall not hold an elective office nor vote in the
affairs of the Association.
