A state is a community of persons more or less numerous, permanently occupying a definite portion of territory, having a government of their own to which the great body of inhabitants render obedience and enjoying freedom from external control

*MONARCHY: supreme & final authority is the hands of a single person a. absolute ruler rules by Divine Right b. limited- ruler rules in accordance with a constitution * ARISTOCRACY: power is exercised by a few privileged class * DEMOCRACY : majority of the people a. direct will of the state is expressed directly and immediately b. indirect will of the state is expressed through persons chosen by people as their representatives
